Missing Person Man With Dementia Missing From East Baltimore

A 56-year-old man with dementia has gone missing, police said Wednesday.

According to investigators, Henry Milton Gills was last seen at his Barclay Street home, near E 21st Street, on May 1 around 3:30 p.m. He was wearing a black fitted hat, a gray and blue shirt, blue jeans and black shoes, police said.

His photo was released to the public on Wednesday.

Accident Reconstruction One Killed in Franklin Co. Crash

Officials say that one person has died in a crash on Highway 127 in Frankfort.

It is estimated the road will be closed for several hours.

A witness told police that a semi was traveling south down the hill when a pickup traveling north lost control and crossed into its path. A Chevy Malibu was caught in between the two.

The semi ended up over the embankment.

One driver was killed and the other two were taken to the hospital.

Private Detective: Woman Takes Matter Into Own Hands After Theft

A Lexington woman took matters into her own hands this weekend when she said police didn’t respond immediately.

She, along with five other homeowners, want answers after someone stole valuables from cars and garages on Gray Hawk Drive.

May couldn’t be any busier for Kaelyn Query’s business, and it’s even tougher now that she’s missing most of what she needs to run it.

“They rummaged through, pulled everything out,” Query said. “They took my purse, my work bag, phones, everything.”

On Sunday, Query learned she left her car door unlocked overnight and someone took everything inside.

She used the “Find My iPhone” app and tracked where it was, but said officers told her they’d go by if they had time.

“So, I said, if they’re not going to go, I’ll just go,” Query explained.

Part angry and part crazed, Query drove to the address off Arceme Drive and confronted a man at the home. Though he credit cards were all maxed out and some things weren’t there, she somehow managed to get her phone and a few other things back.

“I stuck my hand out, shook his hand, looked him right in the eye, said I really appreciate your help and I promise I’m not going to call the cops,” Query said.

“Then I got in my car and immediately called the cops.”

Query said what bothered her most is what she found out days later. A neighbor actually called 9-1-1 while the men were stealing from cars, but dispatchers told the caller since she wasn’t in danger, there was nothing they could do.

“No one showed up,” She said. “Then i go down there, I’m 5’1″, I knock on the door and ask for my stuff back, and when I call the cops back and tell them

I’ve already gotten it back, then of course, the full force shows up.”

We reached out to Lexington Police and E911, the dispatching and communications center, who said calls are prioritized. Theft is a lower priority.

A Lieutenant said officers will always respond, but must go to more immediate calls first sometimes, which can be out of an officer’s control.

While Query is safe, police warn,  no one should take matters in their own hands.

Private Detective: Kenton Co. Man Searching For Owner of Vietnam Veterans Ring

A Kenton County man said he was doing a little shopping when he found a ring on the floor by a clothing rack. He now wants to return it to its owner.

“It looks like it’s a Vietnam Veterans ring, looks like he served in the Marines,” said Jason Strunk.

The store clerks had no idea who it belonged to.

Strunk left his information with the shop employees in case the owner came back and then, he started to do a little searching of his own.

“I used to be in the fire service so there is some bit of correlation, with the whole brotherhood, camaraderie and giving back to the community. So I can only imagine the sacrifice that this guy went through being in Vietnam,” he said.

He called the Veterans Administration locally and put the word on social media. He’s now hoping this Veteran is watching.

“We can get it out there that we’ve got his ring, cause he was willing to fight for us years ago so the least we can do is fight for him,” said Strunk.

On top of the ring, it says “Vietnam Veteran” with the Marine insignia, and on the side, it says “Republic of Vietnam Service”. On the other side, it says “You are not forgotten” with a picture of the Vietnam War Memorial.

Wrongful Death Driver in 2014 Murder Pleads Guilty to Reduced Charges

A woman who drove the car involved in a 2014 drug theft that ended in murder pleaded guilty to reduced charges Thursday.

In court Thursday, 20-year-old Lillian Barnett said she drove Lamont Wilkerson, Christopher Robinson, and Aaron Stailey to a Clark County apartment complex on December 23, 2014, the night 19-year-old Amber Caudill was shot and killed. Her original charge of complicity to commit murder was reduced to facilitation as part of the plea agreement.

According to investigators, three suspects invaded an apartment and during that act, they shot through the floor killing Caudill in a downstairs apartment.

Barnett said she drove the three there and waited outside in the car.

Barnett said she dropped off Robinson, who was also shot, at the Clark Regional Medical Center and then drove Wilkerson and Stailey to Richmond.

She is scheduled to be sentenced June 8. She was allowed to remain free on bond.

Pedophile Tracking “Playpen” Creator Sentenced to 30 Years

The creator and lead administrator of what was believed to be the world’s largest child pornography website—with more than 150,000 users around the world—was sentenced this week to 30 years in prison.

Steven W. Chase, 58, of Naples, Florida, created a website called Playpen in August 2014 on the Tor network, an open network on the Internet where users can communicate anonymously through “hidden service” websites—where criminal activity is not uncommon. Chase ran the Playpen website, where members uploaded and viewed tens of thousands of postings of young victims, indexed by age, sex, and the type of sexual activity involved.

The case—and the thousands of follow-up investigations it has launched—is unprecedented in its scope and reach, FBI officials said. It represents the Bureau’s most successful effort to date against users of Tor’s hidden service sites. And it has opened new avenues for international cooperation in efforts to prosecute child abusers around the world.

“We were only able to pull it off with a lot of support from our international partners and field offices,” said Special Agent Dan Alfin, who investigated the case as part of the Bureau’s Violent Crimes Against Children section.

The case opened shortly after Steven Chase launched Playpen in the summer of 2014. The FBI, which has numerous investigations involving the dark web, quickly became aware of the site, but “given the nature of how Tor hidden services work, there was not much we could do about it,” Alfin recalled.

That is, until December 2014, when Chase slipped up and revealed Playpen’s unique IP address—a location in the U.S. The gaffe was noticed by a foreign law enforcement agency, which notified the FBI.

“From that point we took normal investigative steps—seized a copy of the website, served search warrants for e-mail accounts, followed the money—and everything led back to Steven Chase,” said Alfin. Chase was sentenced Monday in North Carolina in connection with engaging in a child exploitation enterprise and multiple child pornography charges. His sentencing follows those of two co-defendants who were also administrators on the website—Michael Fluckiger, 46, of Indiana, and David Browning, 47, of Kentucky—who were each given 20-year prison terms earlier this year.

Arresting Playpen’s administrators, however, was only the beginning. In January 2015, the FBI, in partnership with the Department of Justice Child Exploitation and Obscenity Section, launched Operation Pacifier—an effort to go after Playpen’s thousands of members. Using a court-approved network investigative technique, agents uncovered IP addresses and other information that helped locate and identify users. Investigators sent more than 1,000 leads to FBI field offices around the country and thousands more to overseas partners, Alfin said.

Arrests and other enforcement actions have occurred in countries far and near. Europol, the European Union’s agency for law enforcement cooperation, reported arrests, along with Israel, Turkey, Peru, Malaysia, Chile, and the Ukraine. International agencies critical to the investigation included CNCPO Polizia Postale e Comunicazioni of Italian State Police, the United Kingdom’s National Crime Agency, and New Zealand’s Department of Internal Affairs.

Even some countries where law enforcement cooperation has been historically limited were, in this case, especially helpful in pursuing the FBI’s leads on former users and contributors to Chase’s Playpen site.

“Members of his enterprise who were raping children, who were producing child pornography all around the world—those cases continue to be indicted and prosecuted,” Alfin said.

In addition to taking down the website, the ongoing investigation, as of May 4, 2017, has produced the following results:

  • At least 350 U.S.-based individuals arrested
  • 25 producers of child pornography prosecuted
  • 51 hands-on abusers prosecuted
  • 55 American children successfully identified or rescued
  • 548 international arrests, with 296 sexually abused children identified or rescued.

The Playpen site has been down for more than two years. But similar sites continue to operate and proliferate on the dark web.

“It’s ongoing and we continue to address the threat to the best of our abilities,” said Alfin. “It’s the same with any criminal violation: As they get smarter, we adapt, we find them. It’s a cat-and-mouse game, except it’s not a game. Kids are being abused, and it’s our job to stop that.”

Wrongful Death Body Found in Clay County Woods

Kentucky State Police are investigating after a body was found in a wooded area.

Police said the remains were located off Sol Hollow Road in the Oneida community at 6:15 Thursday evening.

An autopsy is is scheduled for Friday.

The identity, cause and time of death are pending the autopsy.

Police said foul play is suspected.

Missing Person Lexington Police Seek Help in Locating 15 Year Old Teen

Lexington Police are asking for the public’s health searching for a missing juvenile.

Seth Rutherford, 15, was last seen at the intersection of South Broadway and Virginia Avenue (near the Sonic restaurant) on Wednesday morning, May 3. His residence is in the area of Whiteberry Drive off Leestown Road.

Seth is a white male, approximately 5 feet 5 inches tall, 150 pounds, with brown hair and blue eyes. He was last seen wearing a dark colored hooded sweatshirt, gray sweat pants, and gold colored Nike tennis shoes. Seth has a scar on the right side of his forehead.

According to his family, Seth has been diagnosed with a mental illness and may have violent outbursts.

Missing Person Police Searching for Kathryn Preston in Asheville, NC

Police in Asheville are looking for a missing person, 49-year-old Kathryn Preston. She was last seen April 23rd on Tunnel Road.

Officers say Preston is not local and has no transportation and likes to go to parks and wooded areas.

Preston is 5’7″ tall and weighs 140 pounds with green eyes and blonde hair.

Arson Investigation Adair Co. Woman Pleads Guilty

An Adair County woman has admitted to deliberately starting a fire that led to the death of a firefighter.

The fire happened back in June of 2011. Since then, the Columbia Fire Department has been waiting for answers. Assistant Fire Chief Charles Sparks died while battling the fire that firefighters say was suspicious from the get go.

“ He’s our first line of duty death that we’ve had,” said Chief Michael Glasgow.

Firefighters say that Sparks had a heart attack while working to put out a fire at Brandi and Steve Pritchard’s home. The Department of Justice said that the fire was intentionally set by the Pritchards to collect insurance money.

“Suspicious circumstances involved, we knew. We called the arson investigator in the morning of the fire,” said Donald Hare with the Columbia Fire Department.

On Tuesday, Brandi Pritchard pleaded guilty to arson in a plea deal.

Firefighters say that they have been waiting for this for a long time.

“It brings closure to the department and peace to the department. Firefighting is a team effort and we lost a good team member,” said Glasgow.

The US Attorney’s Office said that Brandi Pritchard faces a minimum of seven years in prison for setting the fire.
