Accident Reconstruction Pedestrian Died After Being Hit By Lexington Fire Truck

A pedestrian died in a traffic accident involving a Lexington fire truck downtown on Saturday night, police said.

Police were dispatched to the corner of Broadway and Main Street about 10:20 p.m. for what was reported as a hit and run, but when they arrived they found that was not a case, police David Biroschik said; instead, they learned that a fire truck had hit a woman.

The police Collision Reconstruction Unit was investigating late Saturday. The woman’s name was not immediately released.

Neither the fire department nor the mayor’s office was commenting on the incident. Susan Straub, spokeswoman for Mayor Jim Gray, said the city was waiting for the results of the police investigation.

Insurance Fraud Denham Springs, LA Man Pleads Guilty to Scam

BATON ROUGE, La. (AP) — A Denham Springs man has pleaded guilty to participating in a plot that federal prosecutors say defrauded two life insurance companies out of hundreds of thousands of dollars.

The Advocate reports (http://bit.ly/VESNWm) that 34-year-old Timothy Schlatre faces up to 30 years in prison following his guilty plea Friday to mail fraud and money laundering charges. His sentencing by U.S. District Judge Brian A. Jackson is set for March 27.

Prosecutors say Schlatre was an agent for New York Life and Lincoln Financial when he sold multimillion-dollar life insurance policies based on applicants’ fraudulently inflated financial statements.

A court filing says Schlatre paid those people portions of his commissions on more than $100 million in policies while they, in turn, used some of the money to make premium payments on the policies.

His money laundering conviction stems from his use of a $46,000 cashier’s check to buy a 2007 Cadillac Escalade.

Six other Livingston Parish residents already have pleaded guilty to related charges and are scheduled to be sentenced Feb. 27.

One of them — Dena Gaudet, 33, of Denham Springs — admitted she obtained $7 million in life insurance coverage by falsely listing her net worth as $500,000 and her annual income as $120,000.

U.S. Attorney Donald Cazayoux said the case remained under investigation.

Identity Theft Man Charged for Stealing Identity of a Missing Child

On Friday, a man who had been previously charged for stealing the name of a missing child was charged again for the same crime.

Behzad Mofrad, 46, of San Ramon, was charged with fraud for using the name of Jacob Wetterling, who has been missing since 1989, court records show.

Jacob was kidnapped while bike riding home with his friend and brother when a masked gunman stopped them in the driveway of a home in St. Joseph, Minn. on Oct. 22, 1989. The gunman grabbed Jacob and he has not been seen since.
An FBI affidavit filed in U.S. District Court in Oakland, states that Mofrad used Jacob’s name to rent a post office box in Lafayette and lease a 2013 BMW from an Alameda County car dealership, reports the San Francisco Chronicle.

Mofrad was convicted of doing the same thing back in 2006, when he took the name of another missing boy, Kevin Collins.
Kevin, 10, left his CYO basketball practice at St. Agnes School in the Haight-Ashbury district of San Francisco and walked to a bus stop at Oak and Masonic in February of 1984. That was the last anyone has seen him.

Mofrad told police, he took Kevin’s name from an online directory of missing children and used it to apply for a passport using his own photo. Mofrad plead guilty and was sentenced to 33 months in federal prison, reports the Oakland Tribune archives.

Missing Person Delaware County Hospital Employee of Millbourne, PA

On Friday, authorities asked for the public’s help in finding a missing county hospital worker who has been missing for four days.

Teresa Mastracola, 44, was last seen early Sunday at her home on Millbourne Avenue, in Millbourne, PA according to Police Chief Shawn Payne. Mastracola works at the Delaware County Hospital. She has not reported for work for four days. Mastracola works as an Imaging Equipment Specialist, reports the Daily Times.

Mastracola is an avid biker and hiker and frequents Ridley Creek State Park. The park has been searched but neither her or her car were seen there.

Mastracola lives with her former boyfriend and authorities spoke with him on Thursday night. He said he last saw Mastracola around 6:30 a.m. Sunday when he left to go to Lowes. On his way back, he stopped for breakfast and when he returned a few hours later, she had already left the house. Payne said the former boyfriend is cooperating with investigators.
Mastracola’s phone was on until about 9 p.m. Wednesday night, but now it is either off or has died.

“It’s kind of concerning why she is not contacting anyone. Even if she wasn’t making it to work, why is she not contacting her employer? She is a reliable employee,” Chief Payne told 6ABC.

Masracola is 5 feet 7 inches tall, 130 pounds and has brown eyes. She was last seen wearing hospital scrubs. She drives a silver 2006 Mazda 6 four-door sedan with a black bike rack and a Penn. license plate DTA-5563. Anyone who knows of her whereabouts or has seen her is asked to contact Millbourne Police at 610-352-1450.

Pedophile Tracking Spring, TX Man Pleads Guilty in Child Porn Case

A resident of Spring, Texas has entered a plea of guilty to enticement of a child and possession of child pornography, the Federal Bureau of Investigation announced Thursday.

Steve Correa-Franco, 33 contacted a nine-year-old girl in Rochester, Minn. on kidzworld.com and persuaded her to email a nude photograph of herself to him, the bureau said.

“During the April 6 chats, the girl told Correa-Franco she was nine years old,” officials said. “He said he was 16 years old and repeatedly discussed having sex with the young girl. He also sent (her) several photos of himself that contained images of his face.

“Correa-Franco asked the girl to take a nude photograph of herself, which she did using her Nintendo DS handheld game system. She took the photograph with the gaming system, uploaded it to her computer, and then e-mailed it to the address Correa-Franco had provided.”

The girl’s father noticed she had had contact with a male. He accessed her Yahoo email account and saw logs of conservations between the two.

The Richmond Police Department began investigating the case

“Law enforcement officers were able to trace the e-mail account to Correa-Franco’s residence in Spring,” the bureau said. “On May 18, a federal search warrant was executed, at which time agents seized Correa’s laptop computer. Agents were able to confirm the images e-mailed to the 9-year-old were, in fact, images of Correa-Franco.

“A forensic analysis of the laptop computer resulted in the discovery of 210 digital videos of child pornography, including the lewd and lascivious exhibition of the genitals of minor children and actual sexual intercourse involving a nude minor female and adult male. The nude image of the nine-year-old victim taken by her at Correa-Franco’s urging was also discovered.”

Correa-Franco faces a sentence of at least 10 years and up to life imprisonment on the enticement conviction, as well as another 10 years for possessing child pornography. Both convictions also carry a possible $250,00 fine. He also faces a maximum of life on supervised release, during which the court can impose a number of special conditions designed to protect children and prohibit the use of the Internet.

U.S. District Judge Sim Lake, who accepted the plea, has set sentencing for March 8, 2013. Correa-Franco will remain in custody pending that hearing.

Private Detective Police Looking for Attempted Robbery Suspect

Police are searching for a man who they say tried to rob a convenience store Saturday night.

It happened just after 7:00 at the San Francisco Grocery. Police say a man walked into the store with a knife but then left without taking any items or money from the store.

Identity Theft San Bernardino Residents Beware of Skimmers!

“Skimmers” that steal credit and debit card information have been discovered across San Bernardino County, and hundreds of people have been victims of identity theft, authorities said Friday.

A boyfriend-girlfriend team that’s thought to be part of a larger organization was arrested on suspicion of involvement in the crimes this week, but multiple police agencies are looking for more suspects, sheriff’s department Detective Bill Stringer said.

The hidden skimmer devices can be installed in less than two minutes at gas station pumps, drive-thru and even outdoor card-activated security doors at banks, Stringer said.

“They’re all over the place. A lot of these restaurants have these devices outside the drive-thru. You don’t want to use those either,” Stringer said. “The gas station thing is off the chart right now.”

Sheriff’s department and local police investigators believe they are seeing a spike in skimmers installed at gas stations because fuel companies are starting to catch on and install new pumps that apparently cannot be hacked, Stringer said. That’s prompted criminals to try to install as many skimmers as possible before their opportunities for identity theft are reduced.

“They’re kind of on a mad dash to get these in there,” Stringer said.

Hundreds of victims have reported identity theft across the county, he said, but could not provide an exact figure.

The San Bernardino County Sheriff’s Department on Thursday announced that it was seeking information about skimmer-based thefts after a yet another device was found at an unidentified gas station in Rancho Cucamonga. Department spokesman Randy Naquin said many stations had been affected and authorities did not want to single out particular stations for fear they would lose business.

The department advised people to avoid using card-swiping machines that “look or feel loose to the touch or appear to have been affixed with glue or taped to the machine.” Be on the lookout for and report suspicious activity at gas stations too, the department said.

Stringer would not provide details or names about the recent arrests, which he said took place in Colton. The male arrested is a suspected gang member, and the female is his girlfriend, said Stringer, who is assigned to the gang team at Rancho Cucamonga Station but has been working on identity theft cases.

Criminals who install skimmers at gas stations pull up to a pump, typically in a van, blocking the view of attendants, he said.

Using one of several generic keys that work on almost all gas pumps, the thieves open the pump, power it down and install the skimmer device so that it takes data from credit, debit and gas cards.

“They power it back up and away they go. Two minutes, approximately, or less, it takes them,” Stringer said. “We’ve done it ourselves just to test it.”

A young man getting gas at a Rancho Cucamonga fuel station on Friday said he himself had learned how to install skimmers and had stolen people’s identities.

“It’s very easy to do,” said the man. “Easily I can make about $1,000 a week.”

But he said the crimes were “not worth it.” Asked why he told an NBC4 reporter on camera about the crimes, which he said took place years ago, the man said he wanted others to get caught.

“I really do feel bad for all my victims,” he said.

Skimming devices can hold information for up to 2,400 cards, authorities said. Depending on the device, thieves can either drive up and access it from within 30 feet via Bluetooth from a newer device, pictured at right. Or they must unlock the pump again and download the data from an older skimmer, seen below.

“If they get your credit card, they’ll go to the mall and go shopping. If they get your gas card, they’ll go buy gas,” Stringer said, describing specialized trucks operated by skimming rings that can hold up to 500 gallons of gas.

Authorities believe newer gas pumps with raised keys, pictured above in blue, tend to be safer. Flat keypads are more likely to get skimmers installed, Stringer said.

Authorities advise people to use cards with low credit limits and check monthly statements for unusual activity.

“Cash is the best,” Stringer said.

Accident Reconstruction Deadly Crash on I-64 in Franklin County

A female driver died in a vehicle crash on Interstate 64 late Friday.

The Franklin County Sheriff’s Office tells LEX18 that the 22-year-old driver of a red 2012 Toyota Yaris was traveling westbound when she left the roadway just before 10:30 p.m. at around the 57-mile marker and struck a guardrail end.

The driver was not wearing a seatbelt, according to police on the scene, and died from head trauma on impact.

Police say there were no passengers in the vehicle.

A cause for the crash has not yet been made public.

The right lane of Interstate 64 westbound was closed for a little over an hour.

This case is under investigation by the Franklin County Sheriff’s Office.

Missing Person Man Missing From Stockton, CA

STOCKTON — San Joaquin County Sheriff’s Investigators are asking for the
public’s help in finding a missing person, a case that is being called suspicious.

On Nov. 30, about 6:15 p.m. deputies responded to the 600 block of North Oro Avenue in Stockton on a report of a missing person, 83-year-old Robert Picetti.

Picetti has no medical or mental complications or disorders, police said. He described as 5 feet 8 inches tall and 160 pounds. He has brown eyes, gray hair, a mustache and a small beard. He was last seen wearing a red flannel shirt, blue jeans, a tan and blue Dickies brand jacket and brown boots.

An unidentified woman is considered a person of interest by deputies is also being sought for questioning.

Insurance Fraud Philadelphia Man Turned Himself In

A Towamencin man turned himself into police, and another resident remains at large, on charges of felony insurance fraud in the township.

Ian Jared Crotzer, 30, of the 100 block of Monroe Drive, Towamencin, in the Towamencin Condominiums development, turned himself into Towamencin Township Police on November 29, police said.

Sterling Dustin Hall Jr., 33, aka Dawson Mullin, is wanted by police and his current whereabouts are unknown, police said. Hall Jr. had a last known address of the 1000 block of Winfield Court in Morgandale in Towamencin.

Hall pleaded guilty to and was convicted of statutory rape at age 21 in June 2001, from an incident that occurred in October 2000 in Towamencin, according to court records. He was sentenced to a maximum of three years in prison.

Crotzer was arraigned Nov. 29 and a preliminary hearing is set for Jan. 31, 2013 at 2:45 p.m. before District Judge Harold Borek, according to court records. Bail for Crotzer was set at $5,000 unsecured.

Crotzer is charged with the following:

Felony Conspiracy to File a False Insurance Claim
Misdemeanor Tampering with Evidence

Police said Crotzer allegedly filed a false claim that his vehicle was stolen, and Hall was involved in the conspiracy.

On Nov. 8, Crotzer allegedly reported to police that his $42,000 2011 Infiniti G-37 sedan was stolen from a parking spot at his home in Towamencin Condominiums, police said. Crotzer told police his car was locked and he had both sets of keys, police said. There were no signs of forced entry into a vehicle observed at the scene, police said.

The Infiniti was financed and insured, and a claim for a stolen vehicle was made, police said.

The car was financed for more than its current value and gap insurance had also been purchased, police said. If a loss occurs, gap insurance will pay the difference between the actual case value of a vehicle and the current outstanding loan balance.

Through an investigation, police learned that Crotzer allegedly asked Hall for assistance with the fraud, police said.

Police said Hall allegedly allowed Crotzer to hide his car in Hall’s garage at Morgandale.

An alleged agreement was Hall would dispose of the Infiniti and keep whatever money he could get from it, police said. Crotzer would then be free from financing from the insurance coverage, police said.

Crotzer allegedly relocated the Infiniti from Hall’s garage to another location in Morgandale, police said. It was at this location where police recovered the vehicle.

This is Crotzer’s first criminal offense in Montgomery County.
