Missing Person Jaime Andrews of Chino Valley, AZ

Yavapai County Sheriff’s Office deputies located a missing woman’s car Sunday with her dog alive and well inside. The search remains under way for 34-year-old Jaime Andrews, according to a Sheriff’s Office spokesman.

Andrews was reported missing from her home in the 2600 block of West Quail View Loop in Chino Valley on Saturday by her husband, Sherman Andrews, who said he had not seen her since Sept. 4, said Yavapai County Sheriff’s Office Spokesman Dwight D’Evelyn.

The husband expected Andrews to go to her father’s ranch in La Paz County but she never arrived. He is concerned for his wife’s safety because she has had some mental-health issues lately, according to D’Evelyn.

Andrews was last seen driving a green 2007 Honda sedan. The car was found in an area west of Wickenburg known as Bullard’s Wash by a rancher Sunday morning who reported it to deputies. In addition to the dog, deputies found Andrews’ purse, a water bottle and some clothing, D’Evelyn said.

The rancher told deputies that Andrews’ had come to his ranch home on Sept. 4 wearing a black evening dress and asked for directions to Almo Road. The ranch is located north of Arizona 71 and west of highway 93, D’Evelyn said.

Deputies found and tracked footprints near where Andrews’ car was found. The search was called off when it got dark Sunday night. Search and rescue teams resumed looking for Andrews Monday morning with the help of over 60 members, 4×4 vehicles, horses and helicopter units, D’Evelyn said.

Andrews is 5 feet 4-inches tall, weighs 175 pounds and has brown hair and hazel eyes. Authorities say the missing woman may have a cellphone with her but all efforts to track it have failed, D’Evelyns said.

There is no indication that Andrews has left the area, but authorities are asking anyone who has seen or come into contact with Andrews to call the Yavapai County Sheriff’s Office at 928-771-3260.

Wrongful Death 3 Sentenced to Life for Murder over Cell Phone

Two women and a man from Baltimore were each sentenced Monday to life plus at least 20 years in prison for conspiring to murder another man after a dispute over a missing cell phone, according to the city state’s attorney’s office.

The 2010 dispute left 28-year-old Isiah White fatally shot in the back and chest, prosecutors said. It also left two lifelong best friends on either end of the gun violence.

http://liarcatchers.com/wrongful_death.html

White’s girlfriend, Crystal Froneberger, had just left a downtown nightclub with her sister, Tiffany, and two friends, Kaia Ray and Nicole Ray, in the early morning hours of Sept. 19, 2010, when they decided to meet White and some of his friends in a nearby parking lot.

At one point during the meeting, one of White’s friends bumped into Nicole Ray and stole her cell phone, prosecutors said.

Later, after a group of people had returned to the Rays’ home, Kaia Ray told two other women, Mashea Ray and Antoinette McGouldrick, of the incident.

The group arranged to meet the man who had taken the phone, and, except for Tiffany Froneberger, set off to do so.

During the drive, Crystal Froneberger and White got into a verbal argument, and Froneberger, who was driving, hit a curb in the 2900 block of Edgewood Street, blowing out a tire. Froneberger started walking away from the scene to a relative’s house for assistance, prosecutors said.

McGouldrick and Kaia and Mashea Ray then arrived at the scene in a van, exited and “berated White for failing to prevent his friend” from stealing the phone, prosecutors said. Froneberger then returned to the scene and “defused the situation,” and the women left, prosecutors said.

About 4:30 a.m., Mashea Ray and McGouldrick returned to the scene with McGouldrick’s boyfriend, Warren Savage. Ray, the driver of the van, stayed in the vehicle, but Savage and McGouldrick exited the car, prosecutors said.

Froneberger and Ray had been best friends since childhood, and Froneberger assumed Savage was just there to pick a fight with White, prosecutors said.

Instead, Savage fatally shot White using a gun belonging to Ray, prosecutors said. Savage and McGouldrick then jumped back in the van and Ray drove off, prosecutors said.

On Monday, Savage, now 24, was sentenced to life plus 25 years in prison, prosecutors said.

McGouldrick, now 25, and Ray, now 26, were each sentenced to life plus 20 years in prison, prosecutors said.

Arson Investigation in Mansfied, TX School Fire

Investigators believe the fire on Friday at Alice Ponder Elementary School in Mansfield was deliberately set.

Fire Chief Barry Bondurant said Monday that arson was the cause of the fire, which started in a boy’s restroom.

He added that total damage was estimated at $200,000.

No one was hurt in the two-alarm fire that was apparently set shortly after classes ended for the weekend.

http://liarcatchers.com/arson_investigation.html

Officials said Monday that the fire was still under investigation.

Classes, however, resumed Monday at the school.

About 50 school employees joined a company that specializes in fire clean-up, working all weekend to ensure the building would be ready for classes, said Richie Escovedo, a spokesman with the Mansfield school district.

The boys’ restroom was still unusable Monday, but Escovedo estimated it would be open again at about mid-week.

Insurance Fraud 8 Arrested in Another Fraud Scheme in Florida

Eight individuals suspected of operating an auto insurance fraud scheme in the Miami and Tampa areas were arrested this week, Florida’s Chief Financial Officer announced Tuesday. The accused parties include Alexander Cid, 47; Luis Rivero Dominguez, 35; Franklyn Chaviano, 38; Robert E Bayona, 55; Carlos Padron Fernandez, 38; Yosmel Ramos Peraza, 24; Andres Vega Fleites, 61; and Jorge Fernandez Rodriguez, 52. Each defendant faces federal charges in relation to the insurance fraud scheme, which lasted from May 2009 to May 2011. It is unclear whether any of the defendants has qualified for bail bond or retained a private criminal defense lawyer.

http://liarcatchers.com/insurance_fraud.html

Reports say that the defendants allegedly engaged in staged vehicular accidents, after which they would file insurance claims and receive fraudulent compensation, for about two years. Overall, the false claims allegedly helped the defendants receive an estimated $340,000, reports indicate. More details, such as the insurance companies and auto shops involved, have not yet been announced to the public.

The Florida Highway Patrol, along with the help of the state division, was able to track down and arrest eight individuals so far. It remains to be seen whether anyone else was potentially involved in the scheme. In a public release, a spokesperson from the investigation said, “I am proud of the fight we won this past legislative session to reform Florida’s personal injury protection system, but this does not mean we can rest. We must continue to remain diligent in our efforts to stop this type of fraud so that Florida drivers are protected.”

According to Florida officials, schemes like this are a large reason why no-fault auto insurance coverage has become so high. One official told the press that that the cost personal injury protection coverage has grown by nearly $1 billion over the last couple of years. Florida remains one of the fraud hubs of the United States.

In related news, several men were arrested out of Doral, Florida on Monday after they allegedly purchased gasoline with stolen credit cards at gas stations throughout South Florida, reports say. Investigators claim the men would then sell the fraudulently purchased gas on the black market for an easy profit. It is not clear whether any of the suspects, whose names have not been announced, has hired an attorney.

Police purportedly suspect that the defendants acquired stolen credit card information either by theft or by purchasing it on the black market. They were then able to produce counterfeit cards using a printer. The group allegedly used those counterfeit cards to purchase gas at various gas stations. “It’s a quick way to make money. It’s much easier then robbing someone,” a police detective explained.

According to investigators, the thieves owned a Chevy Avalanche that was fitted to hold and transport an excess of gasoline. “They equipped their cars with tanks that can hold up to 200 to 250 gallons. They’ll rig it so when they put the gas in the car it looks like it’s going into the tank, the gas tank of the car, but its actually going through a hose into the makeshift tank,” one investigator explained.

Police were able to track the gas thieves down to a Sam’s Club parking lot in Doral. It is unclear how many were arrested, as the identities have not been released yet. However, officers told press that more arrest might follow, as the investigation is ongoing.

Insurance Fraud Veteran Customs Border Officer Arrested in San Diego

A veteran Customs Border Protection officer was in custody in San Diego today on suspicion of knowingly letting his fugitive brother-in-law pass through the San Ysidro Port of Entry and other crimes.

Thomas Silva, 33, was arrested Friday by the FBI Border Corruption Task Force, according to a statement released by the FBI’s San Diego field office this morning.

Silva, a nine-year veteran of the CBP, faces charges that include wire fraud and concealing a person from arrest.

http://liarcatchers.com/insurance_fraud.html

According to a federal arrest warrant, Silva has been under investigation since November 2010 because of ”detected irregularities” with his work. Specifically, the CBP alleged that Silva allowed individuals with ”imposter immigration documents” to pass through the San Ysidro Port of Entry.

Among those individuals Silva allegedly helped get into the United States illegally was his brother-in-law, Julio Cesar Landaverde Valdez, a federal fugitive.

Valdez was convicted in 2006 of alien smuggling after he tried to enter the country at the San Ysidro Port of Entry with an undocumented alien hidden in a vehicle.

Silva is also accused of engaging in a scheme to defraud Farmers Insurance Company by filing a false vehicle theft claim. He was paid more than $7,000 as a result of the false claim, federal authorities said.

Silva was booked into the Metropolitan Correctional Center in downtown San Diego.

He could make his first appearance in federal court as early as today.
