Arson Investigation Jacksonville Man Convicted

Maybe it was good planning. Maybe it was a series of mere coincidences and misfortune.

But a jury found it was arson and insurance fraud, convicting a Jacksonville man Thursday of setting a series of fires at his Arlington apartment just hours after purchasing a $70,000 renter’s insurance policy.

Christopher Joseph Koepke, 31, was found guilty of two counts of first-degree arson, five counts of second-degree arson and a single count of filing a fraudulent or false insurance claim. First-degree arson carries a maximum sentence of 30 years in prison.

Five cars parked outside and two entrances going into a building at the Columns apartments were burnt during the October 2011 incident. Fire investigators quickly ruled it as an act of arson.

The seven fires set on the property came just six months after Koepke’s first unit there was destroyed by another fire. Koepke and his family collected $40,000 in insurance claims from the first fire, maxing out the policy just weeks after it was purchased.

Kimberly Koepke said that after canceling that policy, her husband had wanted to purchase another one citing health hazards from a reoccurring sewage backup. But after explaining their financial troubles, she said she told her husband they couldn’t afford it with increased premiums the higher limits carried.

But Koepke did so anyway.

In fact, he purchased the policy the morning of Sept. 14 before also buying a gas can from a local tire and lube shop, prosecutors said. The fire occurred during the early morning hours the next day.

A matching gas can was found at the fire scene. Koepke’s defense said that his can was lost or could have been stolen from his car, which had been found with a door left open the night of the fires.

Defense attorney Casey Bryant had emphasized throughout the trial that the state presented no direct evidence against his client, only circumstantial.

“You have to respect the verdict when a jury has a verdict,” Bryant said. “Obviously myself and my client disagree with it. It’s totally circumstantial in nature.”

Other than damages to the cars, only two units were affected by smoke damage, including Koepke’s. No one was injured although the couple’s two young children were also home during the fires.

An insurance claim from the second fire has not been paid.

Missing Person’s Pickup Found at Apartment Complex in Oklahoma City

A pickup belonging to a missing Goldsby man was hidden in plain sight at an Oklahoma City apartment complex.

Bill Shipley’s 2002 Chevrolet S-14 crew-cab pickup was parked outside the apartment complex’s clubhouse for several months.

Could it have been there the entire 13-plus months since Shipley disappeared on July 19, 2011?

The only one who can answer that is the person who parked it there.

“We don’t know how long it was there,” McClain County Sheriff’s Detective David Tompkins said Monday.

Apparently it isn’t unusual for vehicles to be parked months at a time at Eastlake Village Apartments, which has a number of military tenants who are sometimes away on lengthy deployments, Tompkins said.

A new manager who began work at the apartment complex a few months ago noticed the pickup and eventually tagged it.

When the vehicle was finally towed, workers at the impound lot ran the license number and VIN, which returned a hit that the pickup was sought by law enforcement.

Oklahoma City police were called and they in turn alerted McClain County authorities.

Tompkins said the truck is stored in safe keeping for now.

“We haven’t done forensics on it yet,” he said, adding that there was nothing left inside the vehicle’s cab.

“This is the vehicle he (Shipley) was driving in the Sonic video,” Tompkins said.

That video, which shows Shipley buying two drinks at the Sonic on Highway 9 across from Riverwind Casino, is the last time he was seen.

What the video doesn’t show is who was in the pickup with Shipley.

Tompkins said Shipley, a painting contractor, had earlier withdrawn $3,000 from his bank account at an ATM.

Shipley frequently took jobs out of state and it wasn’t unusual for him to withdraw large sums of cash, the detective added.

The 47-year-old Shipley’s disappearance wasn’t reported for a month because family members believed he was working out of state.

His work vehicle, a 1988 Jeep Comanche, was found Aug. 20, 2011 at a different apartment complex in the city.

Tompkins said a man described as a person of interest used Shipley’s credit card at a gas station and steak house in Norman Aug. 12, 2011, and at a Home Depot in Oklahoma City Aug. 13, 2011. That was the last activity on his credit card.

Authorities have released a composite sketch of the man, described as white, about 50 years old, 6-foot-2, 250 pounds, with a medium complexion and light brown hair.

Tompkins urged anyone with information about the case to call the sheriff’s office at 527-2141.

“He left a lot of money in the bank,” Tompkins said. “Mine and the family’s hope is to find him alive … but there’s probably a very good chance he’s not with us anymore.”

The Boston Police Department is seeking the public’s help in their efforts to locate Queenester Buie. Queenester is a 77 year-old female suffering from medical complications. She is described as a black female, 5’10”, last seen wearing a green shirt and green sweatpants.

Pedophile Tracking Sex Offender in Spencer County Mooned School Bus

A Spencer County sex offender is accused of mooning a school bus full of children on two consecutive days.

Investigators say 37-year-old Michael Lewis stood in his yard on Isaac Way in Taylorsville and mooned a school bus carrying children.

Lewis was first arrested on August 15 and charged before being released. He allegedly committed the same crime the very next day.

Lewis is a convicted sex offender on a case out of New Jersey. He faces multiple charges including disorderly conduct, terroristic threatening, and indecent exposure.

Insurance Fraud 2 Former Officers Sentenced in New Orleans

A former NOPD officer and former Jefferson Parish sheriff’s deputy were each sentenced to less than a year in federal prison Wednesday for their roles in a scheme to defraud an insurance company. Kevin Guillot, 43, a former New Orleans police sergeant, received an 11-month sentence from U.S. District Judge Sarah Vance, and former deputy Daniel Spears, 40, was sentenced to six months in prison.

Guillot’s nephew, Anthony Venezia, was sentenced to one year of probation. The scheme involved Guillot filing a false claim with Progressive Insurance, saying his truck had been stolen from a Jefferson Parish boat launch while he was fishing with his nephew. In reality, Guillot was at home when he reported the truck stolen, and the vehicle was in his driveway. The former officer concocted the scheme to avoid having to pay for repairs to the Ford F-250, according to the federal investigation.

Spears filed a phony police report that substantiated Guillot’s claim. Another NOPD officer, Salvadore Battaglia, who reported to Guillot, wrote a false report saying the truck had been recovered by police. Battaglia committed suicide in February, shortly after news of the federal investigation broke.

Wrongful Death Columbus County Missing Person Found Shot in Ditch

COLUMBUS COUNTY, NC (WWAY) — A Columbus County mother is grieving after learning her son died at the hands of another. It started as a missing persons case, but turned into much more.

John Nealey, 52, was missing for three days before relatives found his body in the woods near his home. Now, his family wants justice.

“He said, ‘Mama, I’ll be back at 8:00 to make sure you get your medicine and get to bed. Don’t worry. I’ll be here,'” Nealey’s mother Rose Williamson said.

But 8:00 came, and there was no sign of Nealey. Rose williamson says her son never returned from the corner store. Three days later, family members discovered his body just yards from their home. He was lying in the brush, just off a dirt road.

“I’m really at peace, because I know he’s not suffering no more,” Williamson said. “I know he’s not got to say, ‘Mama, I’m hungry, I’m starving and can’t eat.'”

Before his murder, Nealey battled cancer. Surgeons had removed part of his palate and his tongue, which made it difficult to talk or swallow.

He had been living with his mother. She nor detectives knew how Nealey died, until the medical examiner performed an autopsy.

“Those results showed evidence of foul play,” Capt. David Nobles of the Columbus County Sheriff’s Office said. “He was shot in the side, apparently, by a shotgun, so at this point it has been ruled a homicide.”

Now family and friends gather to offer support, while a grieving mother has harsh words for the killer.

“I hope they find you and let the judge and jury judge you, let you be put across the railroad track and let me pull the trigger,” Williamson said.

The Columbus County Sheriff’s Office only received a preliminary autopsy report. They expect to have the finished report in a few weeks

Fraud Investigation Army Officer and 2 others Charged

SALT LAKE CITY — An Army Reserve lieutenant colonel and two former Special Forces soldiers were indicted Wednesday in a multimillion-dollar fraud scheme to win military contracts in Afghanistan.

The 72-count indictment was returned Wednesday by a federal grand jury in Salt Lake City.

The active Army Reservist indicted in the case was a procurement official who leaked bid information that allowed all three men to pocket $20 million from a series of contracts that grew to $54 million, U.S. Attorney David Barlow said.

David Young, 49, of Hernando Beach, Fla., vigorously denies any wrongdoing, said his lawyer, Brett Tolman, who insisted Young wasn’t a procurement official for the Army, didn’t leak bid information, had no ability to award the contract and performed no services for it.

Young made money on separate business ventures with one of the other defendants and had millions of dollars wrongfully seized by the federal government, said Tolman, a former U.S. attorney for Utah.

Also indicted was Michael L. Taylor, 51, of Boston, who formed the Massachusetts-based firm, American International Security Corp., which was awarded the contracts.

Barlow refused to say whether the defense contractor delivered on the Army services in Afghanistan, insisting the case was instead about the suspects using illegally obtained information to gain the contracts, not whether the services were performed.

Taylor’s attorney, Steven Brooks, said the company performed the services it was paid for during more than three years until 2011, and that nothing illegal occurred.

“We think that factually the government is absolutely wrong, and we’re going to fight this and intend to win. We have done nothing wrong except serve the interests of the U.S.,” Brooks said.

He “absolutely denied” the allegations that the three men – all former Army Special Forces soldiers – pocketed $20 million for their personal use from the contracts. Young is the only suspect still actively serving as a reservist.

The government seized $6 million in cash from the defendants, along with 20 houses in Florida, Utah, Arizona and New Hampshire, said Paul Camacho, a criminal investigator for the Internal Revenue Service.

The IRS also seized luxury vehicles including a Jaguar and a Hummer, hundreds of gold coins, an airplane and a boat, he said.

“Our role was to follow the money, and that’s what we did,” Camacho said.

Court records show a third defendant, Christopher Harris, 48, of Lake Havasu, Ariz., helped the government build its case. The records indicate Harris managed affairs for the company in Afghanistan, where the contracts called for them to supply Afghan troops with training and equipment.

Court records say it was Harris’ banking habits that opened the case for federal investigators three years ago. He made a series of withdrawals from a St. George, Utah, credit union for amounts just under $10,000 each. Harris told a bank teller he didn’t want the government to receive automatic notice of higher withdrawals, according to an IRS affidavit.

Harris was arrested three weeks ago in Salt Lake City and indicted together with the other two on Wednesday. He was released after his arrest, but federal officials said Wednesday they had no information on his whereabouts. A phone number for Harris couldn’t be immediately found.

Private Detective 11 People Arrested in Lexington on Drug Charges

Nearly 11 people are now in custody facing federal drug charges after a year-long investigation in Lexington.

Erica Denise Bell, her son Roger Lee Bell, Larry Dewayne Briscoe, Vincent Conice Brown Erik Lamont Lewis, David Atreyel Campbell, Dominico Lyndell Morbley, Brian Keith White, William Sidney Hepburn and Robert Stephan Lewis, Jr all pled not guilty to the charges Wednesday.

They’re all accused of manufacturing and distributing at least 28 grams of crack cocaine since last August.

Roger and his mother Erica Bell are also charged with maintaining a home on Ohio Street as a place to manufacture and distribute the drugs.

Each one of the defendants are facing a minimum of five years behind bars, more if they have a previous drug conviction. They could also be forced to pay thousands of dollars in fines.

Authorities also say a 12th woman, whose name has not been released yet, turned herself in Wednesday afternoon.

A bond hearing is set for next week.

Missing Person Thomas J Adkins

TOPEKA, Kan. (WIBW) — A missing Shawnee County man has been located.

Shawnee County Sheriff’s Deputies say Thomas J. Adkins, 20, was found Wednesday afternoon (8/22), by a staff member of S and L Ranch Day and Residential Services.

The Shawnee County Sheriff’s Office requested assistance in locating him Wednesday morning, saying the man walked away from an adult service provider for subjects with disabilities.

Deputies said Adkins was last seen on August 20th, at approximately 6pm, in the 6600 block of SW 85th St. At that time, he was wearing a white t-shirt, blue jeans, and white tennis shoes.

Missing Person Private Detective Searches for 1989 Missing Girl

WOBURN, Mass. (AP) — A new search is on for the remains of a teenage girl who’s been missing for more than 20 years.

Private searchers looked at a small patch of woods in Woburn on Friday for clues to the disappearance of Melanie Melanson, who was 14 when she vanished in 1989 after attending a party in the woods. They plan to resume on Saturday.

Mike Garrigan, a private investigator, said evidence over the past year has led them to believe Melanie’s remains are in the area.

The evidence includes tips, soil tests that came back positive for human decomposition, and positive responses from cadaver sniffing dogs.

No one has ever been charged in the case.

The search is private, and although police have been on hand to observe, no law enforcement agency is involved.
