Insurance Fraud Jonathan Roth Charged

(CBS/AP) MINEOLA, N.Y. – Jonathan Roth was charged Monday with insurance fraud after he reported his father missing at a New York beach, only to have him turn up alive in South Carolina several days later. Police said the massive air and water search for the missing father totaled tens of thousands of dollars.

Roth, 22, was also charged with filing a false report and conspiracy to commit insurance fraud. He faces up to 15 years in prison if convicted. His arraignment was scheduled for Tuesday.

Jonathan said he had nothing to do with the actions of his father, Raymond Roth. He told police that his father went swimming at Jones Beach and disappeared. His stepmother, Evana Roth, claimed her husband staged the disappearance without her knowledge and she found emails that suggested he tried to fake his own death.

In one email, 47-year-old Roth instructs his son to contact him at a Florida resort, one day after he was last seen at Jones Beach on July 28. A second email sent nine minutes later stated that Raymond needed to “get to the bank for cash for the trip.”

Evana said her husband was recently fired from his job. He also put their Massapequa house up for sale; a listing has an asking price of $550,000.

On Monday, she obtained an order of protection against him and announced plans to file for divorce.

Nassau County Police said Friday that Raymond recently had been required to surrender a handgun and his pistol license after a harassment complaint was filed against him in New York City. Details of the complaint were not immediately available.

After he disappeared, Raymond was stopped going 90 mph and given a speeding ticket in Santee, S.C. The officer who issued the ticket saw that Roth was listed in a national registry of missing people. Roth said he was returning to New York, and the officer let him proceed north.

Police said Raymond has since returned to New York, though his specific location is unclear, The New York Times reported. The Nassau County district attorney’s office said he had not been charged.

Private Detective Police Seized a Large Amount of Synthetic Marijuana

Kentucky State Police say detectives seized a large amount of synthetic marijuana, along with cash and drug paraphernalia during a raid at a Knox County adult bookstore.

Officials say police executed a search warrant at Dream World Adult Store off US-25E in the Gray community around 8 p.m. Monday.

Police say they have not made any arrests so far. Detectives say they plan to present the case to the Knox County grand jury, and it remains an open investigation.

Missing Person Bodies of Missing Boys Found in River

HIGHLAND PARK — A body recovered from the Raritan River has been confirmed as that of a missing 10-year-old boy from New Brunswick, police said this evening.

Meanwhile, a second body, believed to be the boy’s 11-year-old friend, also has been removed from the water about a half mile downriver.

Francisco Perera and Devine Nicholas were last seen Sunday by their mothers and had been the subject of a search by police.

This afternoon, Francisco’s body was discovered on the Highland Park side of the river beneath the Route 27 bridge. The second body was discovered shortly after 6 p.m. by a State Police helicopter. The New Brunswick police and fire departments also had been taking part in the search.

Devine’s mother, Carol Leonard, spoke to The Star-Ledger about her son before learning from police that a second body had been found. In an earlier visit to the home, police had told her they found Devine’s sneakers along the river’s shoreline.

Her son, she said, did not know how to swim. To her knowledge, the mother added, Devine and Francisco did not regularly go to the Raritan’s banks.

“They had no business at that river,” she said.

Rocking back and forth, her face filled with worry, Leonard called her son a fun and outgoing child who brought home all As and Bs in school.

“He is a good kid,” she said.

Fraud Investigation Donald Lee Smith of Muldrow Pleads Guilty

ANCHORAGE, Alaska — An Oklahoma man has pleaded guilty to swindling Alaskans out of more than $300,000.

The U.S. attorney’s office says Donald Lee Smith, of Muldrow, Okla., made intentionally false misrepresentations about investment opportunities, neglecting to tell investors and lenders that he was using a large portion of their money to gamble in casinos instead of investing it. The office says the scam occurred between 2007 and 2008.

Smith was indicted last year on 12 counts of mail and wire fraud and one count of money laundering. He pleaded guilty Monday to one count each of wire fraud and money laundering.

The U.S. attorney’s office says Smith lived in Alaska when the scheme began, later moving to Oklahoma.

Sentencing was set for October.

Arson Investigation on Islamic Center in Joplin

At approximately 3:40 a.m. on August 6, 2012, the Carl Junction Fire Department and the Jasper County Sheriff’s Department responded to a fire at the Islamic Center of Joplin after being notified of the fire by individuals passing the center. The center, located at 1302 South Black Cat Road, in Joplin, Missouri, sustained a total loss. The center was vacant at the time of the fire and no individuals sustained any injuries.

The FBI, in conjunction with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), the Jasper County Sheriff’s Department, and the Missouri Department of Fire Safety are currently investigating and providing significant resources to determine the cause of the fire. The ongoing investigation involves reconstructing the scene, identifying the cause and origin of the fire, conducting interviews, and sifting through debris to obtain and collect evidence related to the incident.

FBI Special Agent in Charge Michael Kaste stated, “We are currently in the preliminary stages of this investigation and are awaiting a determination as to the cause of this fire. If this fire is determined to be deliberate in nature, it will be investigated to the fullest extent possible. Any act of violence to a house of worship is taken very seriously by law enforcement and threatens the very core of the safety and security that our communities enjoy.”

“ATF will coordinate our efforts and provide our expertise and resources to determine the origin and cause of this fire,” said ATF Acting Special Agent in Charge Jeff Fulton. “The impact of this devastating fire is not just a loss of a building but a spiritual loss to the community.”

Jasper County Sheriff Archie Dunn stated, “I extend my deepest condolences to the community during this difficult time. The Jasper County Sheriff’s Office will continue to provide considerable resources until this investigation is completed.”

Identity Theft Elaborate Id Theft Rings

Thousands of unsuspecting Minnesotans are falling victim to increasingly sophisticated identity theft operations that cost banks and retails stores millions and test the technical savvy of law enforcement.

Just last week, six more people pleaded guilty or were sentenced to prison in the Twin Cities for their roles in two of the largest identity theft rings in the United States. Later this month, Julian Okeayainneh, one of the ring’s kingpins, is scheduled to be sentenced to life in prison, the longest punishment handed down for an identity theft case.

Authorities say those cases reflect a growing confidence among some criminals to go beyond stealing a credit card out of a mailbox. Instead, they’re recruiting teams of people to steal data, work it through ever-cautious financial institutions and businesses and hide the profits from police.

“Identity theft is the crime wave of the future,” said Louis Stephens, special agent in charge of the U.S. Secret Service office in Minnesota. “It will affect more and more Americans.”

Violent criminals and drug addicts are turning to identity theft because it’s a safer and more lucrative way to make money and easier to evade police. The Internet is full of black market websites offering to sell stolen credit cards, Social Security numbers and bank and checking accounts.

The challenge of taking down the Minnesota rings, dubbed Operation Starburst and Operation Masquerade, was daunting. More than 10,000 people were victimized since 2006. So far, at least 50 people connected to the rings will be going to prison.

Starburst and Masquerade

Operation Starburst and Operation Masquerade are examples of the continuing trend of large rings investigated by the Minnesota Financial Crimes Task Force, a joint operation of federal, state and local law enforcement. Starburst ran from 2006 to 2011 and had operations in California, Massachusetts, Arizona, New York and Texas. The 200 members of the ring, which included bankers, succeeded in stealing more than 8,700 individual identities from around the world and more than $50 million.

The ring, headed by Okeayainneh, a Californian, engaged in bank fraud, credit card fraud, identity theft, takeovers of home equity lines of credit and money laundering. Bank insiders protected the ring by watching for red flags that would trigger investigations or lead authorities to the ringleaders.

“This is why the ring was effective for a long time,” said Stephens. “We need to protect the financial infrastructures in the United States. People are exploiting their vulnerabilities, and they need to be stopped.”

Operation Masquerade involved a ring that allegedly pilfered financial information and identities of hundreds of people from cars, businesses, trash cans and mailboxes, and obtained some information from bank employees. A former receptionist at the Minnesota Board of Psychology also lifted information for the ring from state licensing applications. Using the data, ring members stole about $2 million from banks and retail businesses in at least 14 states, prosecutors say.

The resources and expertise provided by the state financial crimes task force were critical in prosecuting the two rings, said Jeanne Cooney, spokeswoman for the U.S. Attorney’s office in Minnesota. One investigation followed on the heels of the other, she said. That raises the question: Were these rings an anomaly “or is this what we are going to see in the future?” she said.

Cooney speculated the rings could be driven by the bad economy, people becoming more computer savvy or a sense of anonymity because the thefts can be done through the Internet.

“We’ve even heard fraudsters say it was safer than robbing a bank,” she said.

2,000 reports in Minneapolis

Investigators with the state financial crimes task force went after the rings the same way they would take down a gang or another organized criminal enterprise, said Pat Henry, the task force’s commander. They went after the people who initially had the stolen information, then the people who deposited the profits in banks or bought merchandise with a fraudulent check and later the ringleaders, he said. The task force’s mission is to tackle the largest cases that impact the most victims, he said.

The Minneapolis Police Department received about 2,000 reports of identity theft last year, said Lt. Chris Hildreth, who oversees the financial crimes unit. Even the smallest cases, such as a credit card stolen from a mailbox, are time-consuming because of the amount of computer data that needs to be analyzed, he said.

Electronic Surveillance Shows Man who Attacked 2 Teens in Broad Daylight

He’s accused of attacking two teens in broad daylight, and Davenport Detectives are still on the hunt for a man they’re calling “Enemy Number One.”

Two teenage girls were sexually assaulted by a white man, in his early twenties the Sunday of Memorial Day weekend.

Police said he is still out there and is very dangerous.

Detectives said the man found on a pawn shop surveillance video was seen following one of the victim’s near the corner of West 3rd Street and Pine.

Minutes later in the surveillance video, it shows him fleeing the scene. Detectives believe he is the same person who assaulted another teenage girl the very same day near the North Howell Street Tunnel.

“He’s volatile, he’s unpredictable. His victims are young… He’s going after people who are basically helpless,” said Detective Karl Drezeck.

He said they’re feeling helpless as well.

So far, they haven’t been able to track the suspect down, which Drezeck said is a major concern, “This person may have done this again, and maybe didn’t take it as far. So there could be potentially other people who have had contact with the person that did this.”

Investigators are still waiting for DNA results, but in the meantime, police are asking for your help.

“If you see somebody who looks out of place, if their watching you, video taping you, using cell phones to tape you… I don’t think a person like this is going to stop doing this. If it’s not happening here, it’s happening somewhere else,” said Detective Drezeck.

Here’s a description of the suspect:

Police said he is around 5 foot 9 and weighs between 125-150 pounds.

He has what looks like a lightning bolt tattoo on his right forearm, and another tattoo on the back of his neck.

Missing Person Miles Bryce Strader of Paso Robles

Paso Robles, CA — The Paso Robles Police Department is seeking assistance from the public in locating a missing/at-risk adult who has threatened to commit suicide.

The missing person is identified as Miles Bryce Strader, a 34 year old resident of Paso Robles. Strader is a white male, approximately 6’01”, 155 lbs., with brown hair and hazel eyes. He was last seen wearing a gray hooded sweatshirt, with a white bandana on his head and a black backpack, riding a black mountain bike. He has tattoos on both arms and both sides of his neck. He was last seen at approximately 12:30 yesterday afternoon leaving the area of Ferro Lane in Paso Robles on his bike. He is known to frequent the transient camps in the Salinas River between Highway 46 East and Niblick Rd.

Pedophile Tracking Brian Hafley Arrested

Paris police arrested a man on child pornography charges on Saturday.

Officials with the attorney general’s office say police arrested 29-year-old Brian Hafley on one count of possession of matter portraying a sexual performance by a minor.

Officials say Hafley’s arrest followed an undercover investigation by Attorney General Jack Conway’s Cybercrimes Unit that began on March 28 of this year. Investigators say they found more than 1,800 child pornographic images on a computer at Hafley’s home after executing a search warrant on April 10.

Missing Person WIlbur Randale Maynard

SOUTH POINT — A 73-year-old man has been reported missing in South Point, Ohio.

Wilbur Randale Maynard of South Point, was reported missing at 8 a.m. Saturday. Authorities believe he went missing from his home on Brubaker Drive between 2 a.m. and 8 a.m.

He goes by Randale, officials said.

Mark Goodall, the chief of the South Point Volunteer Fire Department, said Maynard has late-stage Alzheimer’s and has a caretaker that comes to his home.

Maynard may have been wearing a grey hoodie, dark blue jeans and penny loafer shoes.
