background check New Jersey board member resigns

WOODBURY — When Woodbury Board of Education member Alvin R. Garlic, Jr. recently submitted his letter of resignation, he cited “personal reasons,” according to Woodbury Board of Education President Frank Gwalthney.

However, according to the New Jersey Department of Education, a dozen school board members and charter school trustees throughout the state were recently disqualified from serving in their respective school districts following a mandatory criminal background check, and Garlic happens to be one of them.

“(Disqualified board members and trustees) went through the process, and something in their background checks now prevent them from serving under state law,” DOE spokeswoman Allison Kobus said. “It could’ve been anything from years ago,” Kobus said, noting that the DOE could not reveal exactly what criminal activity appeared from Garlic’s past, or how long ago it might’ve occurred.

According to NJDOE spokeman Richard Vespucci, the range of disqualifying crimes could be anything from a disorderly person charged with public lewdness to murder, which is a first degree felony. Vespucci added there is no limitation in the criminal history record check statute regarding when the crime had to be committed.

Gloucester County Prosecutor’s Office spokesman Bernie Weisenfeld said they had no record of indictable offenses listed under Garlic’s name.

Individuals with lesser crimes and offenses may request to have their criminal record expunged if certain conditions are met, which may allow them to serve on a school board again.

A new law requiring all school board members and charter school trustees to undergo criminal background checks was implemented last year. The legislation has since resulted in the required background checks of 4,207 board members and 597 charter school trustees in New Jersey.

The DOE sent out letters to districts in which newly-disqualified members were serving and were told the individual would have to resign or be removed from their seats, according to Kobus.

More than 300 other board members and charter school trustees were recently considered ineligible to continue serving within their school districts for failing to even file a criminal background check by the initial Dec. 31 deadline.

Kobus said the department extended the deadline to Jan. 27 for those members who had difficulty scheduling a background check or, for one reason or another, didn’t have enough time to submit one.

As for the Woodbury school board’s vacant seat, officials said they are currently seeking applicants to fill the void Garlic’s departure left behind.

Garlic was elected to the board in April 2010 for a three-year term.

Board of Education Secretary Kara Huber said the deadline for applications is Jan. 20. Two applications have been received so far. Interviews by the board are expected to be conducted in early February.

“We’re not trying to rush the selection process and we want to do this in a deliberate way,” Gwalthney said. “(Garlic) always brought a different perspective to the board. We’re going to miss him.”

Garlic could not be reached for comment by press time.

SOUTH BEND, Ind. — A local business is going after a private security company. It claims N.S.A. Security, the company that got media attention for promising to protect the neighborhood around The Olive Street Convenience Store on South Bend’s West side, is not licensed.

Aaron Durham, the owner of N.S.A. Security, said he had no idea a complaint had been filed against him with the state. Now he is questioning whether he is actually under investigation, or if this is just a competing company trying to drive him out of business.

Aaron Omanson, the president of Indiana Defensive Firearms, says he filed a complaint with the Private Investigator and Security Guard Licensing Board after Durham came to his store looking to buy equipment, but could not supply proof he had a business license.

“He was asking about purchasing body armor, Mace, tasers, firearms and airsoft guns and he really raised a number of red flags for me,” says Omanson.

Omanson says he strictly sells to law enforcement agencies and licensed private security companies, which is why he refused to sell anything to Durham.

After taking a closer look, Omanson discovered Durham’s company was not listed among the licensed security businesses that are all listed on the state’s website.

That is when Omanson decided to take his findings to the state. However when confronted about it, Durham said he had no knowledge of the complaint.

“Yes. We do not have a company license but that is because it is a very lengthy, extensive, expensive process,” says Durham.

Durham says he is in the middle of the application process and that he must wait until the next monthly board meeting to have his application reviewed.

Another independent security company, The Midwest Community Protection Agency, says what Durham is doing is wrong and unsafe.

Midwest Community Protection Agency’s Director of Operations Rod Smith questions anyone who can not pass the application process in place to obtain a valid license for the industry stating, “Well, what you run into is that there are no checks and balances system for the quality of people that are committing this work. What are their qualifications, are they qualified to do this, or is this just someone who woke up one morning and decided I can protect these people?”

The Indiana Attorney General, who would be in charge of investigating any complaints brought to the licensing board’s attention, says that by law they cannot confirm or deny if a complaint has been made or if they are conducting an investigation

identity theft targeting senior citizens

Local authorities in Atlanta have warned area senior citizens to beware a possible identify theft scam purporting to be part of the stimulus program.

Officials of Fulton County put out the alert after seeing application forms to receive a $500 check from the federal government under the “American Opportunities Stimulus Money” program. No such program exists.

The forms were being handed out to senior citizens outside the Atlanta office of the Reverend Al Sharpton’s National Action Network, according to local news reports. National Action Network said it was not associated with the application or with the two people who were distributing copies to senior citizens.

The form instructs applicants to provide name, address, date of birth, and Social Security number to receive a $500 check. While authorities have not yet found any evidence that identities were stolen, they have warned against filling out the forms.

Wrongful death of Paula Grossi $25000 reward offered

REHOBOTH BEACH, Del. – Police are taking new steps to solve a cold case murder out of Sussex County.

Investigators are reinterviewing dozens of people in hopes of finding new information on the death of Paula Grossi, 45, of Rehoboth Beach.

Thursday, Jan. 26, marks the five-year anniversary of Grossi’s death. Police have followed numerous leads but have yet to make an arrest.

“We feel that this is a very solvable case,” said Capt. Ralph Davis, commander of the state police homicide unit. “A little bit of information will help us get to a conclusion.”

On Wednesday, officers released a new composite sketch of one of the suspects in the case. Investigators initially offered a sketch of only one of the two suspects. Police said a new round of interviews led to information that helped create the second picture. The hope is photographs will lead to new information by sparking someone’s memory.

Grossi was shot and killed in her home on Winner Circle near Rehoboth around 12:50 p.m. on Jan. 26, 2007.

Police said the two suspects ransacked the house after bounding two other people staying inside, described only as a family member and friend of Grossi. The suspects then fled. The two people freed themselves after about ten minutes and found Grossi had been shot.

On Wednesday, troopers disclosed the suspects did not appear to force their way into the home but noted that does not mean the victims knew the suspects. Police also said property was stolen during the crime but would not offer details.

Given the time of the crime, investigators believe someone had to have seen something.

“She was just a wonderful, wonderful person,” said Fran Grossi, the victim’s father. “Big heart. Help anybody if they needed it.”

Grossi is now offering a $25,000 reward for the arrest of his daughter’s killer. A previous reward of $100,000, offered shortly after the crime, did not yield clues. Grossi has put a 30 day time limit on the offer in hopes of speeding up the investigation.

Paula Grossi was the mother of two grown children. She was also a grandmother who moved to the beach area from Wilmington at the suggestion of her father. Grossi got around with a cane because of complications from lupus and a neurological problem, according to her father.

“She couldn’t fight back,” said Fran Grossi. “It was just a terrible, terrible thing.”

A private investigator hired by the victim’s father has worked the case for at least four years. Grossi said the investigator has helped police, but troopers declined to offer specifics.

The unsolved murder is one of 72 so-called “cold cases” in Delaware, some dating back decades. The lapse in time creates extra challenges for police.

“With a case being this old, people forget things, people move away and it makes it that much harder,” said Cpl. Jeffrey Hale, state police spokesman.

But if extra time has helped, the assistance comes in terms of technology. Davis said police are reexamining the evidence using more sophisticated means than what they had before.

The suspect pictured in the newly released sketch is described as a man between 20 and 25, 5’7, about 160 pounds, last seen wearing a hooded jacket, white gloves and a wool skull hat.

The second suspect is described as a white man in his 40s, 5’6, approximately 200 pounds with a mark or possible tattoo under his left eye. He was last seen wearing a pair of black overalls, brown construction boots, a black knit cap and dark gloves.

The first photo is a surveillance still frame of the 65-year-old as she walked through the D-26 checkpoint on Wednesday. This was the photo that the TSA and airport police used to locate her, said DFW Airport spokesman David Magana.

Police have reportedly questioned Brad Pitt’s bodyguard after the severed remains of a human body were found near the Hollywood sign landmark — a short distance from the Hollywood Hills home the actor shares with Angelina Jolie and their various children.

Pitt and Jolie are believed to have frequented Bronson Canyon Park — where the grisly discovery was made — with their children.

Two dog walkers in Bronson Canyon made the initial gruesome discovery on Tuesday, after inspecting a bag that had caught their dog’s attention, according to the Los Angeles Times. They found a man’s head inside.

Authorities reportedly believe the remains were deposited near the Hollywood sign relatively recently, and are confident that the hands are in good enough condition to provide fingerprints that will lead to the identification of the apparent victim.

“We believe this body part was just deposited up here . . . probably within the past several days,” Los Angeles Police Cmdr. Andrew Smith told CBS Los Angeles Wednesday.

If this is true, there is a good chance Angelina and Brad were staying in the neighboring home when the victim’s body parts were deposited, as they attended the Golden Globe awards ceremony in Los Angeles on Sunday, Jan. 15.

Julie Chambers’ heartbreaking experience of losing her 2-year-old daughter was made worse in an unimaginable way.

The mother from northeastern England recently discovered a fraudulent Facebook page with pictures of herself and her daughter, Zoe, who died in 2008 after undergoing heart surgery, the Daily Mail reports. The site was taking donations for a transplant for Zoe, who was born with a heart valve that was too narrow.

“It would have been hard enough to handle if Zoe had been alive, but she isn’t with us,” Chambers, 37, said. “She’s dead and someone has used her picture to con people out of money.”

The Facebook page, traced back to Jamaica, asked visitors to “share” the link, which would result in a free heart transplant should 1,000 people participate. The page also accepted donations to a personal PayPal account. Though Chambers has contacted police, she doesn’t have a case since money hasn’t been directly stolen from her, the Daily Mail reports.

Unfortunately using the names and identities of children for fraudulent purposes isn’t uncommon, and some thieves go a step further.

More than 140,000 children are victims of identity theft each year, ID Analytics estimates. Often, an identity thief will steal a deceased child’s Social Security number because of ease in access. The fast turnover between death and theft might happen when the Social Security Administration publishes the social security number and other information in its “Death Master File.” This information can be bought by genealogy websites and other subscribers, who can publish the information online.

“They’re an attractive target,” Director of Consumer Protection Susan Grant said of children in general. “They don’t already have credit problems. They don’t even have a credit report. They’re kind of like a blank slate.”
This was the case for the Agin family, who, within 24 hours of their 4-year-old daughter’s death, were confronted by identity theft when they filed for a tax extension, Jonathan Agin told the Huffington Post.

electronic surveillance catches USPS employee throwing package

Michael Oreb couldn’t wait for the United States Postal Service to deliver his 1938 German black forest cuckoo clock. His grandparents had one, his dad has one and now he would too.

“I tracked it all the way from Pennsylvania to Bell Gardens to here,” said Oreb.
On the lookout for the delivery Tuesday, Oreb eyed his surveillance video but was shocked when he saw the delivery.

“I looked and he pulled up, threw it (the box) over the fence and then got in the van and drove off. I went out there and picked up the thing and he was already up the street,” said Oreb.

“I pretty much figured that it was going to be damaged from the distance that he’d thrown it,” Oreb said as he opened the box and found things were a little cuckoo with the clock.
“The chains no longer work. I guess they’re jammed up in the back. And one of them is off the rails. And the second hand is catawampus, it’s loose. But I don’t know what the other ones do but I don’t know what else is broke until I take it in and have them look at it,” said Oreb.
Oreb said he immediately called the postal service to tell them what he caught on video. He says a helpful company representative was at his door in 10 minutes, but he wouldn’t let her take the clock.
“I will take it in and find me a repairman who works on antique clocks and have them repair it and I’ll send them the bill,” said Oreb.
USPS released the following statement, “The U.S. Postal Service was dismayed to see the video of one of our employee throwing a parcel over a fence. That does not represent the kind of service we strive to provide our customers. … This matter is currently being investigated to determine the appropriate actions to be taken with regards to the employee and our customer.”

Oreb doesn’t think the driver should lose his job.

“I think he should be reprimanded – maybe put through some more training and stuff like that ’cause you never know what’s inside the packages when you see them,’“ he said.

Oreb installed the surveillance camera system a week ago, galvanized after the Hollywood arsonist targeted nearby homes.

“My wife didn’t feel safe ‘cuz we’ve only been here 7 months,” he said. “So far, it’s worked out well.”
