$5000 reward offered for a missing ring

FLORIDA — A south Florida couple is on the search for their missing 11-carat ring.

The ring, valued at $350,000 is a showstopper with a 10-carat diamond in the middle, flanked by two rare kite diamonds.

It disappeared the week before Christmas, and the distraught owners aren’t sure if it’s lost or stolen, so they’ve hired a private investigator to track it down.
The couple believes they put the ring in a cup on top of a dresser, but are not sure if that is where they last saw it.

The private eye said polygraphs were given to people in the home who were there at the time of the ring’s disappearance.

The owners want to remain nameless, but are offering a $5,000 reward to the finder.

The ring is not insured.

City of Gardiner hires private detective

GARDINER — The city has hired a private investigator to look into potential violations of city policy in the fire department.

City Manager Scott Morelli said officials received information last month that prompted them to hire an outside investigator for an impartial look into the potential violations.

Morelli wouldn’t reveal the details of the alleged violations or how many firefighters are involved, though he said no action has been taken. Information regarding personnel matters are considered confidential under the Maine’s Freedom of Access laws and only final disciplinary measures are releasable public records.

He said disciplinary action could result in a written reprimand, suspension or termination.

“Because this is an ongoing personnel matter, I cannot comment on the specific outcome of the investigation or any disciplinary action taken,” Morelli said Thursday. “The matter will be considered final and not ongoing once any disciplinary measures have either passed the allotted time in which to file a grievance/appeal, or have been resolved through the grievance and/or arbitration process. However, we believe the measures the city has taken will address the concerns brought forth.”

Mayor Andrew MacLean said Fire Chief Mike Minkowsky and Morelli would be involved in any decisions on disciplinary action, but the city manager would have the final say.

City Councilor Robert Johnston said the council knows very little about the investigation.

“We have not received any information about that personnel thing other than there was a personnel thing going on,” Johnston said. “I have no idea of any actions taken or if it’s been broadcast. That’s totally an administrative thing and generally it doesn’t come to the council until they have something for us.”

Councilor Kendall Holmes said he knew the city hired an outside investigator to look at some potential violations of city personnel policies.

“But I couldn’t tell you, because I don’t know, whether anyone has been suspended,” Holmes said.

Minkowsky, the fire chief, declined to comment and so did Rich Kindelan, a representative of the Gardiner professional firefighters union — International Association of Firefighters 2303.

Morelli said the city’s fire protection coverage would not be affected during the investigation.

He said the city has long-standing protocols in place that include a 15-member call crew and mutual aid agreements with area communities “so that, in the event we are ever short-handed, the department remains fully operational to protect the public.”

judge releases pedophile on gun charges really?

Augustine Winter Miller, 38, appeared in Kalgoorlie Magistrates Court today charged with three counts of possessing an unlicensed firearm and ammunition.

He has been ordered to next appear in court on January 19.

A WA Police spokeswoman said Mr Miller had been formally interviewed by police about the three days he was in the desert with the girl, but had been released without charge.

Police located Mr Miller and the girl alive, but severely dehydrated, on Tuesday afternoon after the pair went on a hunting trip on Saturday afternoon.

Shortly after she was discovered by police the girl lapsed into unconsciousness.

She was taken to the nearby Aboriginal community of Tjirrkarli for medical treatment and later airlifted to Warburton but died despite the best efforts of police and nurses to revive her.

PerthNow has not named the girl for cultural reasons.

Police on Tuesday raised grave fears for the girl’s safety before PerthNow revealed Mr Miller was convicted of child sex offences in January 2006.

Court documents show that Mr Miller is a convicted child sex offender who was sentenced to 15 months in jail on January 12, 2006 after a sexual relationship with a 14-year-old girl.

Inspector Bill Munnee yesterday refused to answer questions about Mr Miller’s prior child sex conviction saying it “was not relevant” to the current police investigation.

He confirmed that police were aware of Mr Miller’s criminal history and that he had been living in the Tjirrkarli community.

But he would not say if police knew he had been co-habitating with a child and her carer, a female relative who is believed to have terminal cancer.

A post-mortem on the girl will be conducted in coming days to determine how she died. Police will repair a report for the State Coroner.

Forensic officers will examine the scene where Mr Miller and the girl were found and the abandoned car as part of the police investigation.

“Our focus was the welfare of the two missing persons, in particular the eight-year-old child,” Insp Munnee said.

“When forensics have done the full examination, the post mortem has been conducted and witnesses have been interviewed – including the man himself – there may be further charges. But I don’t want to speculate. Detectives have to do their job. It’s all based on evidence.”

Mr Miller and the girl were reported missing after they were last seen leaving the Tjirrkarli Aboriginal Community, about 180km north-west of Warburton about 12pm on Saturday.

Insp Munnee said a community elder raised concerns the following day amid concerns the pair were travelling in a two-wheel drive vehicle, inclement weather and limited food, water and fuel supplies.

Police issued an alert in WA, South Australia and the Northern Territory, given the community’s close proximity to other states, he said.

Aerial searches on Tuesday located a vehicle about 25km from the community about 2pm.

Enroute to the vehicle, police discovered Mr Miller and and the girl in dense bushland about 10km from the car – 15km from the remote community. The girl was severely dehydrated and had lost consciousness.

Police administered CPR to the girl for more than an hour before a nurse took over resuscitation. Sadly, the girl could not be revived.

On Tuesday, Det Sen-Sgt Rod Wilde said it had been an arduous rescue effort and had taken police several hours to reach the car because the remote area and difficult terrain.

The girl had been in the care of a female relative, who is Mr Miller’s de facto partner. It is understood the relationship began several months ago, after Mr Miller was released from prison in April 2011.

A police aircraft and a private plane have conducted aerial searches for Mr Miller and a white Holden Commodore they were travelling in. A team of detectives from Kalgoorlie was also flown in to assist the investigation along with Aboriginal trackers.

Mr Miller is a convicted child sex offender who was sentenced to 15 months in jail on January 12, 2006 after a sexual relationship with a 14-year-old girl.

former aide to Wisconsin’s Governor Scott Walker charged with fraud

The complaint accuses Tim Russell, who worked closely with Walker when he was Milwaukee County Executive, of diverting more than $21,000 to his personal bank account and using some of the money to go on Hawaiian and Caribbean vacations.

Another man, Kevin Kavanaugh, also faces fraud charges linked to the case. Russell’s domestic partner, Brian Pierick, faces charges of child enticement that prosecutors said came to light in the investigation.

Russell and Kavanaugh are accused of misappropriating funds from 2006 to 2009 from Operation Freedom, a military appreciation event held each year at the Milwaukee County Zoo.

The charges were announced days before a deadline in an effort to recall Walker, a first-term Republican who pushed strict limits on the power of public sector unions through the Wisconsin legislature last year, setting off a national debate.

Walker’s critics need to collect 540,208 signatures by January 17 to force the recall vote.

Russell, who was Walker’s deputy chief of staff and then housing director of the Milwaukee County’s Department of Health and Human Services, faces two felony counts and a misdemeanor count of embezzlement.

In addition to the vacations, Russell is accused of using embezzled funds to attend a weekend political strategy session in 2010 with Herman Cain and his chief of staff Mark Block to discuss Cain’s now-defunct U.S. presidential campaign.

CONCERNS OVER FUNDS

The probe began when Tom Nardelli, Walker’s chief of staff in Milwaukee, voiced concerns about the funds being collected by Operation Freedom.

“Mr. Nardelli, with my support, asked the Milwaukee County district attorney to investigate those concerns,” Walker said in a statement on Thursday. “We appreciate learning that the district attorney’s office investigated those concerns.”

Walker originally ran the Operation Freedom event through his county office and Russell coordinated it for him. The event was later turned over to the Milwaukee Purple Heart, a nonprofit group that serves veterans, after Walker got legal advice that it should be handled by a charitable organization.

In addition to the embezzlement accusations linked to Operation Freedom, Russell is also accused of stealing funds from two Milwaukee County Board candidates in 2007 and 2010.

Kavanaugh, who served on the Milwaukee County Veteran Service Commission, was charged with fraudulent writings and embezzlement. According to the criminal complaint, Kavanaugh embezzled more than $42,000 from the Military Order of the Purple Heart, a charity involved in Operation Freedom.

Pierick, a staffer at the state Department of Public Instruction, was charged with child enticement and causing a child to expose his genitals.

Pierick worked as an office operations assistant for education for homeless youth at DPI, according to the agency’s website. He was fired on Thursday, said a DPI spokesman.

Lauren Spierer update ” Where is she” ?

The parents of Lauren Spierer released a statement to the supposed “suspect(s)” responsible for her disappearance. Pleading for a “small miracle” the letter was released on New Year’s on the website set up and dedicated to finding out what happened to the missing 20-year-old fashion student.

Tuesday was the eight month anniversary of the disappearance of Lauren Spierer. On June 3, 2011, the Indiana University student was allegedly last seen wandering home barefooted, drunk and alone. She was never seen or heard from again. Robert and Charlene Spierer have adamantly stuck to the investigation and have even hired their own private investigator in hopes of getting to the bottom of this heartbreaking ordeal.

“We hope that YOU, the person who took Lauren, will finally have the courage to end this nightmare for our family,” read the letter from the missing woman’s parents.

Lauren’s parents have been quite vocal since she vanished, and have released several notes and statements to the phantom suspect(s) involved in her disappearance. So far, as the eighth month is here, these pleas have proven unsuccessful. It’s shaping up to be a cold case, as the one-year anniversary is just around the corner.

Where is Lauren Spierer?

The Bloomington Police need to get on the ball with this. It seems that there are enough clues in this case for them to at least have persons of interest, or at least one suspect who might be responsible for some kind of wrongdoing. This blog post shows some pretty disturbing images that have been enhanced that could actually hold a piece of the puzzle in this disturbing missing persons case.

In the meantime, it’s still being speculated that Lauren could be the victim of a serial predator. That’s not too hard to believe considering she hasn’t yet been found and several other women have disappeared in a six to seven hour radius over the past eight months and prior. It’s even been speculated that the disappearance of the Indiana fashion student could be connected to the disappearance of 21-year-old nursing student Holly Bobo.

However, knowing how rural the environment is surrounding Holly Bobo and her residence, it would take someone who has a familiarity with the area to pull off such a feat. Still, these cases could be connected — but police have refused to acknowledge that very small possibility.

STOCKTON – The trial of a man accused of the August beating of his estranged wife, Peyton Elementary School Principal Sherry Jackson, probably will begin in late February, with the start date likely to be set at a Jan. 17 hearing at San Joaquin County Superior Court.

During a brief court appearance Wednesday, 40-year-old Yonnie Jackson reiterated plans to represent himself and also told Judge William Johnson that, despite “discussions” referred to by the judge, he has no plans to change his plea from not guilty to not guilty by reason of insanity.

Jackson is receiving help from an advisory attorney, John Soldati, and also has enlisted a private investigator, Craig Williams. Soldati said he is providing “technical” assistance.

“Any questions he has about the law, I answer,” Soldati said. “But he’s the attorney.”

Jackson fired his private attorney one month ago, saying he wants to get his trial started as soon as possible. He continues to be held on $1 million bail at the San Joaquin County jail, and by early March will have been there for more than six months.

“Your honor,” Jackson said Wednesday, “I could start tomorrow.”

During his 15-minute appearance, Jackson held papers in front of his face in an effort to obstruct the view of a photographer from The Record. Handcuffed and wearing orange jail garb, Jackson sought to have the photographer removed from the courtroom, but the judge refused to do so.

Jackson is charged with premeditated attempted murder and faces a possible life sentence if convicted.

He is accused of the Aug. 15 beating of Sherry Jackson in the parking lot of the Walmart on Hammer Lane in Stockton. Sherry Jackson returned to work three weeks after being beaten.

FBI performed record number background checks firearm in 2011

The FBI said it fielded nearly 16.5 million queries from firearms sellers last year, checking that customers buying guns did not have criminal records or other red flags that made them ineligible to purchase weapons.

That was up 15 percent from 2010, when the FBI performed 14.4 million screenings using its so-called National Instant Criminal Background Check System (NICS), and the highest number of annual screenings performed since 1998, when the checks went into effect.

The FBI cautioned that each background check did not necessarily represent an individual firearm sale, in part because some would-be buyers fail to pass the screening.

But FBI spokesman Stephen Fischer said the background checks are correlated with weapon purchases. So the uptick in screenings last year suggests that an increase in gun sales the agency has been tracking for several years was continuing.

Fischer declined to analyze or comment on the jump in firearms purchases, saying the bureau’s responsibility was only “to operate and maintain the NICS system.”

But Andrew Arulanandam, a spokesman for the National Rifle Association, said he believed the political uncertainty surrounding next year’s general election was prompting would-be gun buyers to accelerate purchases.

Arulanandam said the jump in sales since 2006 largely reflected concern that the Democrats swept into office in recent years, including President Barack Obama, would curb the right to bear arms.

BUYING SURGE SINCE 2006

Purchases of handguns and rifles, which had held steady throughout the early part of the decade, began to surge in 2006 and have nearly doubled since then, FBI data showed.

Kentucky, which ranks 26th nationally in terms of population, topped the state rankings for pre-purchase background checks in 2011, the FBI said.

Gun sellers in the Bluegrass State, which has just 4.3 million residents, generated almost 2.3 million instant background checks in 2011 – accounting for roughly one of every seven the FBI processed during the year.

But Fischer said Kentucky’s numbers were distorted because the state runs a fresh background check every month on gun owners with state-issued concealed weapons permits.

Texas, which ranks No. 2 in population according to the Census Bureau, ranked No. 2 in the background checks as well, with 1.15 million screening requests in 2011.

Texas was followed by Utah, which accounted for nearly a quarter of the overall increase in checks and sales in 2011.

Utah is an increasingly popular place for gun owners from all over the country to get a concealed-firearms permit because it is cheap, easy to apply for even if buyers do not live in Utah, and recognized in nearly three dozen other states.

‘PACKING HEAT’

The FBI data for 2011 was released close to the January 8 anniversary of the shooting rampage in Tucson, Arizona, that killed 6 people and injured 13, including Democratic Representative Gabrielle Giffords.

That incident raised serious questions about the background checks after it emerged that Jared Lee Loughner, the accused shooter, had legally purchased the gun he allegedly used in the attack from a sporting goods store – despite having engaged in bizarre, disruptive behavior well before the shooting.

While the FBI data show the number of background checks have risen, the Brady Campaign to Prevent Gun Violence says there has been no progress on legislative efforts to tighten gun control following the Tucson shooting.

Dennis Henigan, the group’s acting president, told Reuters the only gun bill that has come for a vote in Congress since Tucson has been the so-called “Packing Heat On Your Street” bill, officially known as “National Right-to-Carry Reciprocity Act of 2011” (H.R. 822).

That measure, which has passed the House of Representatives but stalled in the Senate, would make it easier for people to carry concealed handguns across state lines.

“Really it is a national disgrace that the only piece of gun-related legislation to come to a vote since Tucson was this legislation that would have enabled dangerous concealed carriers like Jared Loughner to carry their guns across state lines,” Henigan said.

But the National Rifle Association says H.R. 822 would only require states to recognize one another’s concealed carry permits the same way they recognize one another’s driver’s licenses, eliminating confusion and potential legal problems for traveling gun owners.

Lindsay Lohan needs Liar Catchers

In light of Lindsay Lohan’s recent experience with a trespasser at her home, she is now looking to hire a new bodyguard. Since a strange man was reportedly knocking on her door a couple of days ago, Lindsay has decided that better security is a must.

According to a report from TMZ, Lindsay plans to have security cameras installed both inside and outside of her L.A. home. Once she learned that her most recent trespasses has some ties to a former stalker–David Cocordan–she decided that enough was enough.

Lonnie Short walked right up to Lindsay’s front door on January 2nd and knock on it. How could he have gotten past her bodyguard and come that close to Lohan’s home? Surely the bodyguard was either sleeping on the job or simply not paying attention to the surroundings.

One can’t blame Lindsay Lohan for ramping up security at her home, and for hiring a new bodyguard. Hopefully she has a really good agency to screen her bodyguard candidates, because that would be yet another perfect way for a stalker to get near the Playboy centerfold.

Lonnie Short is presently in jail–being held on $1,000 cash. No doubt it will cost Lindsay Lohan far more than that to beef up security, and to hire a beefier security guard–but it will definitely be money well spent.

Can you imagine how frightening it must have been to find this man at her door, and then to learn that he is somehow connected to her previous stalker?

Advanced Automotive Concepts, Inc. and New England Glass Company, Inc fraud

Peabody business owner Robert Giller has pleaded guilty to charges of insurance fraud involving his auto repair shop and on-site glass repair operation for the shop.

Attorney General Martha Coakley announced in a press statement that Giller collected more than $28,000 in fraudulent insurance claims for work he had told insurers was performed at his two companies: Advanced Automotive Concepts, Inc. and New England Glass Company, Inc., which he runs from 55R Walnut St. Giller owns the shop and is the treasurer for New England Glass.

Giller, 53, of Swampscott, pleaded guilty to 20 counts of insurance fraud, 18 counts of larceny over $250 by false pretense and two counts of attempted larceny.

Judge David Lowy of Salem Superior Court sentenced Giller to nine months of probation and to pay back what he stole, which Giller did at his court hearing, according to Coakley’s office.

The work normally conducted at Advanced Automotive and New England Glass includes glass repairs and replacement, sunroof repairs and installations, and other automotive repairs and installations.

Coakley’s office says Giller perpetrated a scheme from January 2006 through December 2009, in which he made false statements on invoices and other records he submitted to insurers to collect payments for work that was never performed on customers’ motor vehicles. The insurers then reimbursed Giller’s businesses on those fake claims.

The Attorney General’s office began an investigation after Giller’s activities were initially investigated and referred by the Insurance Fraud Bureau of Massachusetts (IFB).

An Essex County Grand Jury indicted Giller on the aforementioned charges on Dec. 29, 2010. He was then arraigned that January in Essex Superior Court, pleading not guilty and was released on personal recognizance.

The press statement said Coakley’s Insurance and Unemployment Fraud Division works to protect consumers and the integrity of the insurance system by investigating and prosecuting those who commit fraud against all types of insurers. The prosecution of insurance fraud then helps prevent increases in premiums and taxes as a result of fraudulent insurance claims.

The case was prosecuted by Assistant Attorney General Brendan O’Shea. The IFB assisted in the case.

YAKIMA — A former Hanford worker has pleaded guilty to conspiracy to defraud the federal government after admitting being paid at least $90,000 for overtime he falsely claimed.
Christian Careaga made his first appearance Tuesday in U.S. District Court in Yakima.
He is the second Hanford worker to plead guilty after a federal investigation of timecard fraud at the Hanford tank farms under former contractor CH2M Hill Hanford Group. The tank farms store 56 million gallons of radioactive waste in underground tanks until the waste left from weapons plutonium production can be treated for disposal.

Careaga may be required to pay a fine of up to $90,000. Court documents do not make clear whether the fine covers overtime pay only for hours not worked or all his claimed overtime.
His sentencing is set for May 17. He has agreed not to appeal his sentence if the federal judge imposes a prison term of less than 16 months, probation of less than two years and a fine under $90,000.
But the Department of Justice has agreed to request a sentence below the standard minimum to reflect Careaga’s substantial help with the investigation and prosecution of timecard fraud.
Careaga, 46, worked for CH2M Hill Hanford Group as a radiological control technician from 1999 to October 2008 and claimed about 2,250 hours of overtime. CH2M Hill was reimbursed by the Department of Energy for its labor costs.
When Careaga began work, he learned that it was the practice for workers assigned to overtime to claim a full eight hours of overtime rather than the hours actually worked. His fellow radiological control technicians and other hourly employees at the tank farms did not work full eight-hour overtime shifts, but timecards for eight hours of overtime were routinely approved, according to the plea agreement.
The direct supervisors of the radiological control technicians would indicate when they were leaving work to signal to employees that they also could leave work while claiming the full eight hours, according to the plea agreement. Supervisors would say things like, “Why are you still here?” as they left work, according to the plea agreement.
Due in part to safety concerns, radiological control technicians were not allowed to work more than 72 hours a week. To ensure hours reported did not go over 72 hours, workers were told to report extra hours on the next week’s timecard, according to the plea agreement.
One time when overtime work was completed in about two hours, two supervisors told Careaga and other workers to report a full eight-hour shift, according to the plea agreement.
Supervisors told workers that paying for a full eight hours was a practice condoned by contractor management to provide a bonus to workers, according to the agreement.
However, the practice of claiming additional hours was not reduced to writing and was contrary to CH2M Hill’s written procedures, according to the agreement.
“In fact, it was further accepted practice at CH2M Hill to engage in patterns designed to avoid the detection of the timecard fraud scheme and conspiracy by law enforcement or CH2M Hill internal auditors,” the plea agreement said.
When law enforcement discovered the timecard fraud, Careaga was told by other workers not to provide information to special agents of the DOE Office of Inspector General, who were investigating, according to the plea agreement.
He also was told by a fellow worker and union steward that he should not directly implicate other workers and those workers already suspected should take the full blame, according to the agreement.
