Wisconsin investigates Illinois based Phone company for Fraud

MADISON, Wis. — State regulators have launched a fraud investigation into an Illinois-based telephone company that serves low-income telephone customers in Wisconsin.

The Wisconsin State Journal reported Friday (http://tiny.cc/69yx8 ) that the Public Service Commission is starting the investigation after it received reports of fraud in the company’s administration of a consumer-funded program.

A spokesman for Midwestern Telecommunications Inc. says he is not aware of any investigation into the company.

Investigators for PSC say the company reported to the state that it had 315 Wisconsin customers for the subsidized Lifeline program but it told federal regulators it had 25,814 Wisconsin customers, for which it received reimbursements.

The commission has voted to revoke Midwestern’s permission to receive reimbursement while its investigation continues.

Philip Cave Pedophile

SERIAL paedophile Philip Cave has been jailed yet again, and will not be eligible for release on parole until he is 93-years-old.
The District Court yesterday ordered Cave, 61, serve 14 years’ jail for six counts of persistent sexual exploitation of a child and one count of unlawful sexual intercourse.

In sentencing, Judge Paul Rice said adding his penalty onto Cave’s existing jail terms would result in a sentence of 54 years, with a 36-year non-parole period.

“In making these orders, I am conscious of the fact that you may die in custody,” he said.

“Stepping back and looking at totality, there is scope for a modest reduction of the end result.

“(The) non-parole period reduced to 33 years.”

Cave’s offending history dates back 40 years and includes incidents in which he abused boys and then “farmed them out” to other paedophiles.

His colleagues included child molester and TV host Ric Marshall.

In December last year, one of Cave’s previous victims dubbed him “evil” and said the paedophile had “poisoned” his life.

Today, Judge Rice struggled to describe the impact of Cave’s latest crimes.

“The victim impact statements make harrowing reading… whole lives have been ruined,” he said.

Judge Rice said he doubted a jail term would serve to deter Cave from further offending, should he live to be released.

“You would be released on parole when you were aged 93 years,” he said.

Knowing the detective

Remember television programmes like ‘Byomkesh Bakshi’, ‘Tehkikat’, ‘Suraag’, C.I.D, Karamchand, not to forget books like Sherlock Holmes and the Enid Blyton series? All about solving crimes on your own, these were more so fascinating because they were solved by private detectives or special ops who followed a jurisdiction of their own.

However in real life, they are not versions of Robert Downey Junior or Matt Damons with uber cool jackets and state-of-the-art gizmos and magnifying glasses. They are common folk like you and me, roaming amongst us with a treasure trove of secrets and information and the keen eye that knows where to look and when.

The pearl city is host to about 150 of these private detective agencies. And the beauty of them is that they are a hub of multi-talented professionals from every possible field. Be it a doctor, a management executive or even a teacher, if you’ve got the skills, you’ll find a spot for yourself.

In a generation with work spilling over to the home front and time differences being reduced to the seconds, the intense pressure that is being piled on to the society is forming a large breeding ground of problems. From gambling to infidelity, there is a heady mix out there that will keep these 100 odd agencies on their toes.

Cases like background verification, matrimonial screening and security services have picked up pace in recent times as the luxury of being able to simply trust a person is a rarity. Agencies like Sharp Detective Private Limited, Globe Detective Agency, Real Eye Detective and Investigative Agency and Private Spy 007 are some of the more popular ones.

Captain Devendra Kumar Giri, a retired service man and the chairman of Andhra Pradesh chapter of the Association of Private Detectives in India and also the founder of Sharp Detective PVT LTD has been in the business for the past 30 years. Besides being a veteran, the Captain is also the recipient of the Ratna Shiromani Award (for professional excellence and scientific approach in private investigations).

The agency began operating since 1978 and till date has about 600 full time professional private investigators (PI) and about 1000 desk operatives, working from around the world. “Our part-time investigators come from different fields. We have doctors, corporate employees, engineers and many more. Depending on the subject of the case, we put them on board.”

The business part of these agencies does not seem that lucrative, as a lot of investment goes into infrastructure and the investigators. Also adding to this list are a lot of personal initiatives taken up by the agency. Giri explains, “Apart from personal and commercial problems of people, we even take up a few cases from the State government that do not fall under policing. Like when we took the initiative to track down Veerappan. Our 200 member team from around spent almost five years in the jungles of Karnataka and Andhra Pradesh with an aim to put an end to his trail. But we had to wait as it was possible only when they announced a reward on him.”

While that may the PI end of things, for the people who come in everyday looking to find an answer to their predicament, the catch isn’t in catching your spouse/child/partner red-handed but in making sure you go to the right agency that won’t swindle you.

Says Giri, “Setting up a private detective agency is not everybody’s piece of cake. Every second day an agency comes up, takes up five cases, functions for less than two months and their chapter closes. People trust these agencies very easily with all their confidential matters and in turn get blackmailed by them.”

He adds, “According to the law, all the private detective agencies have to register with the State government under the Private Security Agencies (Regulation) Act, 2005. But unfortunately it has not yet been implemented in Andhra Pradesh. In my case, I set up shop in Maharashtra, registered my agency there and then took an all-India permit.”

In the present day scenario, not just the adults, but even kids need to taught the importance of being alert. With the rate of substance abuse among young teens shooting up, the need to be alert is all the more essential.

“We go to various corporate companies and schools and create awareness on the importance of being alert. Small things like checking belongings at your residence before locking it, taking care of one’s belongings while shopping, and for kids to be alert before and after school are stressed upon.”

Children are more prone to distractions which is why Capt Giri feels its vital that we teach our kids to protest when a stranger touches them inappropriately or asks them to sit in their cars or even try to get friendly with them. “A lot of trouble will be curbed right at this point if we do so,” he foretells.

Dirty Syringes in clothes at Walmart in GA?

Bartow County investigators and Walmart employees examined hours of surveillance video Thursday after four reports of syringes being found in clothing.

However, they said they have found nothing yet that indicates who may have planted syringes in items including a child’s pajamas in the store in Cartersville.

A Walmart representative said employees searched the clothing sections and found nothing out of the ordinary. They did say that they would have extra employees monitoring the areas for now.

Liliana Hernandez walked into that same store Thursday looking for answers and help.

Channel 2 reporter Carl Willis was there with her. Hernandez said she was pricked by a broken syringe in a pair of pants on Nov. 29.

Hernandez said she hadn’t heard from store officials and had not been able to get tested before Thursday.

“She wants to go do it personally because she believes that it’s a serious matter and she’s concerned about her health and wants to get it taken care of,” said Hernandez’s friend, Bianca Beltran.
That’s primarily because of what Hernandez said appeared to be in the syringe.

“It was stained with something red that she thinks was blood. It could have been something else,” Beltran said.

Bartow County investigators said they’ve sent the syringes to be tested for DNA, fingerpints and any signs that there may have been something harmful in or on the needles.

Patricia Headrick said she was pricked when she reached into a package to inspect a bra.

Deputies said a similar incident happened to a 14-year-old girl when she tried on pajamas that her mom bought her from the store.

A Walmart representative said the company will pay for any “valid” medical expenses of those harmed in these incidents.

Headrick said it’s not a moment too soon, especially since she’s already paid $1,300 for an anti-HIV medication.

“It’s just a waiting game right now,” Headrick said. “I’m scared to death.”

Deputies said they were not expanding their investigation beyond Walmart.

Walmart officials said they believed the incidents were isolated to the Cartersville location

Process Service spouse?

While you may never want see the spouse you are about to divorce, it is important to remain aware of the address and employment location of your ex-spouse. While you may never wish to lay eyes on your ex again, knowledge of his or her whereabouts is critical to both the initiation and cessation of your matter.

Your spouse is entitled to notice of the commencement of divorce procedures and if you are the person initiating the divorce, you are responsible for notifying your spouse of the initiation of the divorce action. You can notify your spouse by personal service through either the sheriff or private process server. You can also send the Summons and Complaint directly to your spouse and ask them to acknowledge receipt of the documents through a document known as an Acknowledgement of Service.

However, if your spouse won’t acknowledge service, and the sheriff and the process server are having difficulty serving the documents, can you just forgo service? No, you can’t. If you cannot locate your spouse, you may need the services of a private investigator to locate your spouse. Often, this method of location adds additional expense to your divorce. But there are times that this may be money well spent if you have a particularly elusive spouse.

You can also request that your spouse be served by publication in the county news organ. While this may seem the simple answer to your prayers, most courts require that you demonstrate the steps you have taken to locate your spouse, and some judges require substantial effort on your part to prove your lack of knowledge of your spouse’s whereabouts.

Santa get background check

CHARLESTON, S.C. (WCIV) — He sees you when you’re sleeping—and he knows when you’re awake. But how much do you know about Santa Clause?

“I think you should always know who’s dealing with your children,” said parent Lucey Worrall.

Parents now have to consider if their child is safe with Santa.

“I actually pay attention to my child’s reaction of seeing that Santa before I would put him in contact,” Worrall said.

Santa and his helpers have set up shop at Citadel Mall. Parents said with recent headlines of sexual abuse, it is important to know that mall Santas have passed the test.

The mall Santa is hired by Cherry Hill Photo. The company confirmed it conducts background checks in a statement.

County gets default judgement states improper service

Mayes County claimed Tuesday that it was improperly served notice of a lawsuit filed last May by a woman terminated as a Spanish interpreter for Mayes County Health Department.
Because of the improper notification, the county did not know about the lawsuit, and did not respond to the lawsuit, leading District Judge Terry McBride to award on Aug. 29 a default judgment of $20,000 against Mayes County in favor of Tyana Whiteis, the former county employee.
David Iski, assistant district attorney in the civil division of District 12, filed a motion Tuesday in Mayes County District Court to both strike a Dec. 2 asset hearing to determine Mayes County’s ability to pay the judgment and to set aside the Aug. 29 default judgment against the county. (District 12 includes Mayes, Craig and Rogers counties).
Iski’s brief includes signed affidavits by Mayes County Court Clerk Rita Littlefield and each of her employees, stating they were not served notice of the lawsuit filed by Whiteis’ legal counsel, Kevin Dodson of Pryor and Zachary Barron and Richard Gibbon of Tulsa.

Process server Jeff Kimball signed a “return of service” document on July 13, 2011 stating he served County Clerk Littlefield with a copy of the summons with a copy of the petition attached on July 12, 2011 in connection with CJ-2011-125 (Whiteis v. Mayes County).

Suffolk County Identity theft needs your help

Crime Stoppers and detectives from the Suffolk County Police Identity Theft Unit are asking for the public’s help in identifying and locating the person who cashed seven checks without the permission or authority of the Melville law firm which owns the checking account.

On May 26, 2011, the unknown male entered several banks in the Brooklyn/Queens area and cashed seven checks that were fraudulently drawn on the law firms’ account. The total value of the checks that were cashed by the subject was more than $16,000.

Suffolk County Crime Stoppers offers a cash reward of up to $5000 for information that leads to an arrest. Anyone with information about this crime is asked to call anonymously to Crime Stoppers at 1-800-220-TIPS. All calls will be kept confidential

Buy an assualt rifle at a gun show no background check

I write in support of the Nov. 23 letter by Peter Huntington against the Right-to-Carry Reciprocity Act.

I would like readers to know the following facts about the gun violence problem in the United States from Coalition to Stop Gun Violence:

67.5 percent of murder victims in 2009 were killed by firearms, more than any other weapon.

Assault rifles can be bought without background checks at gun shows in more than 35 states.

Nine children die from gun violence every day.

A staggering 40 percent of gun sales nationwide take place without a criminal background check.

An FBI crime report showed that firearms were used in 67.5 percent of murders, 41.4 percent of robberies and 20 percent of aggravated assaults in the nation.

CSGV has been working to support legislation to ensure that all U.S. gun sales require an effective background check prior to the sale.

I suggest that readers who want to do something to protect the public from the scourge of gun violence rampant across our country express their views to their senators and representative in Congress.

Stole an empty car in Liberty

LIBERTY – A Monticello man is in the Sullivan County Jail after he allegedly stole a car, filled it with gas and fled a Fallsburg gas station without paying Monday morning.

The car was reported stolen from the Xtra Mart gas station in the Village of Liberty. Fallsburg Police identified Paul Ellis, 25, after he was captured on surveillance video.

Later that day, the vehicle was found abandoned in Fallsburg. Ellis was located at a residence in Foxcroft Village. He was charged by Liberty Police with felony grand larceny in fourth degree, and petit larceny and criminal mischief in the fourth degree, both misdemeanors. Other charges are pending by Fallsburg Police.

Ellis was arraigned and remanded to the Sullivan County Jail in lieu of $10,000 bail.
