Missing Person Newton, Iowa Police Issue Warrants in Missing Girl Case

Police in Newton say they believe a 12-year-old girl left on her own free will and that she is with her mother and her mother’s boyfriend.

Authorities said Charlene Rachelle Brown was reported as a runaway to Newton police on Dec. 24. Charlene and her siblings had been living in foster are in Boone County after being removed from their biological mother, Misty Rachelle Shaver, who lives in Tama County.

Police said the children had been allowed to visit a relative in Newton for Christmas and that Charlene left the relative’s home, but left a note saying she was sorry for leaving.brown

Based on information from the family, Newton police said they believe Charlene arranged to be picked up by her mother and her mother’s boyfriend, identified as Kevin Carlton.

“It is believed that Charlene is traveling with Shaver and Carlton of her own free will and the family does not believe Misty Shaver is dangerous,” police said Tuesday.

There is a protective order issued in Tama County that says Shaver is not to have contact with Charlene, police said. Newton police announced Tuesday that a material witness warrant has been issued for Shaver and an arrest warrant for child stealing has been issued for Carlton.

“All three are possibly traveling together in an unknown vehicle to Spring, Texas. If any of these people are seen, notify local law enforcement,” police said.
