A two-month-old baby was found dead in a home on Eastbrook Station Road during a welfare check, and the mother faces charges.
KSP troopers say Social Services had received a complaint in regards to the infant’s mother, Sierra Foster, being under the influence and unable to care for the child.
Preliminary investigation indicated that Foster was under the influence and had not cared for the child for at least 12 hours.

An autopsy will be performed Wednesday in Frankfort.
The 23-year-old mother was arrested and charged with murder, criminal abuse 1st degree, tampering with physical evidence, poss. of controlled substance 2nd, and poss. of drug paraphernalia.
She was lodged in the Harlan County Detention Center.
