Identity Theft Former Cal State Student Pleaded Guilty

A former Cal State San Marcos student accused of stealing the identities and passwords of 745 students to rig campus elections pleaded guilty Thursday to three federal charges.

Matthew Weaver, 22, of Huntington Beach admitted to wire fraud, access device fraud and unauthorized use of a computer, the U.S. Attorney’s Office. He made his plea before U.S. Magistrate Judge William Gallo in San Diego federal court.

Weaver is scheduled to be sentenced June 17 by U.S. District Judge Larry Alan Burns. He faces 27 to 33 months in federal custody.

In March 2012, Weaver was one of two candidates running for president of Associated Students Inc., the campus’ student council, when the fraud was uncovered. The council president is paid $8,000 a year.

According to court documents, Weaver used a keylogger — a small electronic device that secretly records a computer user’s keystrokes — to steal student passwords. Weaver admitted to casting about 480 votes for himself and friends on the ballot.

Once the fraud was discovered, the student council threw out the election results and started from scratch.

School officials have said it was the largest identity theft case — and the only one of its kind — in the university’s 24-year history.

Pedophile Tracking Apple Valley, CA Man Pleads Not Guilty

One year after a 53-year-old Apple Valley man reportedly began sexually abusing two young girls, he pleaded not guilty to charges of lewd and lascivious acts with a child and molestation in Victorville Superior Court on Thursday.

Robert Lee Fletcher is accused to sexually abusing the girls, ages 8 and 9, for nearly one year, according to a complaint filed by the San Bernardino County District Attorney’s Office.

San Bernardino County Sheriff’s authorities said the investigation is ongoing and they feel there may be additional victims. Family members reported the crime to Apple Valley station authorities Monday. The case was then handed over to the Crimes Against Children Detail.

The crimes reportedly took place while Fletcher was living in an Apple Valley home, where the two girls also reportedly lived.

Detectives conducted an investigation and Fletcher was arrested early Tuesday morning at sheriff’s headquarters in San Bernardino, booking records show.

Records show Fletcher has an extensive arrest record including arrests in the 1980s for various sexual offenses including unlawful sexual contact with a minor.

Fletcher is scheduled to be back in Victorville court on March 28.

Private Investigator Lexington Police Looking for Bank Robber

Police are looking for the bank robber who stole money from the PNC bank on New Circle near Russell Cave Road this afternoon.

Surveillance images show him from the front, the side, even from above. But the suspected bank robber successfully hides his face with a UK hat.

He’s inside PNC bank for a couple minutes, slides the teller a note demanding cash, implies he has a gun, but never shows it, then takes off.

“Right now we’ve established a perimeter and we have the helicopter circulating,” Lieutenant Sam Murdock told LEX 18 this afternoon.

Police brought in K-9s and blocked the side streets. But they didn’t catch him.

“From the best we have, the information we’ve received, is that he left on foot and headed north across New Circle,” Murdock says.

Workers inside the bank were shaken up, though police say everyone stayed calm during the robbery.

Police say it looks like this guy acted alone, with no getaway car waiting nearby. They hope someone recognizes the robber and calls police.

LEX 18 looked back in our archives and found this appears to have been the third bank robbery in Lexington so far in 2013. Two bank robberies happened back in January on the same day.

Police say a Brooklyn couple came up with an elaborate plan to sexually abuse children.

Authorities say Kristen Henry and Bebars Baslan were trying to set up a baby-sitting service to use as a cover to molest and exploit children, some as young as 2 months old. The complaint states evidence in the form of audio and video recordings captured by a confidential source.

Prosecutors say the suspects tried to carry out part of the plan, but were caught in a sting last night in Jersey City.

Identity Theft Facebook Users at Risk

The ‘world’s greatest con man-turned security consultant,’ Frank Abagnale, has issued a serious warning about the dangers of Facebook: users put themselves at risk of identity theft by filling out online profiles.

Abagnale knows from experience how easy it is to steal a person’s identity and says it can be done with little more than a name, date of birth, and birthplace. Abagnale, who is portrayed by Leonardo DiCaprio in the movie “Catch Me If You Can,” is one of the most famous impostors and claimed at least eight identities in his youth.

“If you tell me your date of birth and where you’re born [on Facebook], I’m 98 percent [of the way] to stealing your identity,” he said at an Advertising Week Europe conference on Wednesday. “Never state your date of birth and where you were born [on personal profiles], otherwise you are saying ‘come and steal my identity.'”

Abagnale has spent the past 37 years working as a security expert for US law enforcement agencies. He was captured for his crimes in 1969, but only served five years in prison before the US government offered him a deal: he would be released from prison if he agreed to help the feds investigate crimes committed by other fraudsters and scam artists.

With decades of work for the FBI, Abagnale has become acutely aware of the dangers posed by social media sites like Facebook. Aside from the information that users upload, having a Facebook can also make users susceptible to tracking – particularly if a user connects his or her devices to their profile. One virus, for example, allows hackers to track a Facebook user’s physical location, even if their cell phone is not currently logged on to the website.

Another program that is owned by Google has the ability to recognize faces and match them with profiles on social networking sites, such as Facebook. This can all be done “in just seven seconds,” Abagnale said. If someone were to snap an image on an iPhone of a passerby and upload that photo to an app, like PittPatt, that app could then be used to determine who that person is.

But even though Facebook and Google offer ways for people to distribute their personal information, Abagnale believes users hold the responsibility of their own Internet safety. He urges users to be careful about what they fill out and to make smart decisions – because ultimately, people can control what they put on the web.

“Your privacy is the only thing you have left,” he said. “Don’t blame all the other companies – Google, Facebook – you control it. You have to keep control of your own information.”

Although his three sons have Facebook accounts, Abagnale has taught his children how to use the site without putting themselves at risk of identity theft, tracking or other sorts of unwanted privacy violations.

And with the advancement in technology, the former conman says criminals are capable of much more than they were when he was a child.

“What I did was almost 50 years ago and it’s about 4,000 times easier today to con people than when I did it,” he told Wired. “To forge a check 50 years ago, you needed a Heidelberg printed press, you had to be a skilled printer, know how to do color separations, negatives, type-setting… those presses were 90 feet long and 18 feet high… Today, you open a laptop.”

And with information easy to come by, especially when Facebook users post their personal information on their profile, fraudsters have everything they need in the confines of their home and a laptop.

“Technology breeds crime,” Abagnale said. Conmen no longer have to be well-dressed, charming and well-spoken; conmen just need an Internet connection.

Pedophile Tracking Crouse, NC Man Arrested

A Crouse man was arrested Monday after an investigation by the Lincoln County Sheriff’s Office found evidence linking him to sexual offenses with a child, a news release from the Sheriff’s Office said.

Neely Marvin Bigham, 31, of 240 Mel Lane, was charged with two felony counts of first-degree statutory sexual offense.

Bigham is accused of sexually assaulting a five-year-old female between December 2012 and February 2013. The Major Crimes Unit started investigating the case in late February after the victim’s family reported the incidents.

Bigham is in the Harven A. Crouse Detention Center under a $200,000 secured bond. He is scheduled to appear in court on April 3.

Pedophile Tracking Waterbury, CT Man Faces Charges

A Waterbury man is facing child sex charges after police found him in a van in Farmington with a 13 year old girl.

29-year-old Christopher Cantley of 79 Highland Ave. Apt. 3, Waterbury is charged with risk of injury to a minor and fourth degree sexual assault.

A Farmington officer on patrol located a van parked and occupied in a residential neighborhood with no lights on.

Police say he met the 13-year-old online and arranged to meet her in Farmington.

Bond was set at $75,000.

Pedophile Tracking St. Johns County, FL Child Sex Sting

A child sex sting operation based in St. Johns County has resulted in the arrests of 15 men, including a St. Johns County school bus driver.

An announcement of the arrests was made Wednesday at a press conference presented by the St. Johns County Sheriff’s Office.

The sting was called Operation No Soliciting and took place over the course of five days, starting March 13.

“I’m happy and proud of the men and women here who have taken these predators off the street,” said Undersheriff Joel Bolante of St. Johns County. “I’m so sad to see that this exists. There’s no telling how many kids are being victims out there. It’s just heartbreaking to even think that something like that could happen.”

Officers used Internet chat rooms to find men looking for under-age sexual partners. Sometimes, undercover officers were posing as parents offering their children for sex.

The suspects were then invited to visit an undisclosed house in the county with the promise of sex with a minor.

However, there were no minors at the house, only officers who arrested the suspects after establishing that they were there to engage in illegal activity.

“Before we make an arrest, there’s clear evidence that their intent was to meet with that child and have sex,” Bolante said.

Those arrested come from several different counties, and three are from Georgia. The age of the suspects are between 19 and 49.

They also come from many different backgrounds. The most shocking arrest may be that of St. Johns County bus driver Richard A. Copeland, 46, who is accused of soliciting a 14-year-old boy. There was also a member of the U.S. Navy, Christopher D. Holt, 19, and a tutor, Nicholas J. Stanley, 25.

This was the second Internet child sex sting in the county. Operation Sheepdog was executed about two years ago, and 17 men were arrested in that sting.

All 17 men were convicted at trial or pleaded no contest. Those who took a plea received punishment ranging from probation to eight years in prison. Those who were convicted at trial were sentenced to nine to 15 years in prison.

The success of convictions with Sheepdog was one of the inspirations to do a second sting, and the high number of arrests showed that there are a lot of predators.

“If we did struggle with Sheepdog, we’d still do this because to me, it’s worth it,” Bolante said. “I can’t say if it’s going to be this year or next year, but this is certainly one of those things that, as you can see, has to be continuous.”

The sting involved the cooperation of several law enforcement agencies under the auspices of the North Florida ICAC (Internet Crimes Against Children) Task Force, in addition to the St. Johns County Sheriff’s Office. Among the others involved were the FBI, the U.S. Marshal’s Task Force, Florida Department of Law Enforcement, Office of the State Attorney 7th Judicial Circuit, the Sheriff’s Offices of Alachua, Volusia, Clay and Brevard counties, as well as the Gainesville, Daytona Beach and Tallahassee Police Departments.

“Let us all hope that this serves as a deterrent to other would-be pedophiles and serves as a harsh reminder that online is not anonymous,” said Tony Chrabot, assistant special agent in charge with the FBI in Jacksonville.

Fraud Investigation Owner of Nelson County Drug Store Pleaded Guilty

The owner of Crume Drug Store, located in Nelson County, Kentucky, pleaded guilty in federal court today before Magistrate Judge James D. Moyer to a two-count federal information, charging Timothy Sizemore with health care fraud and wire fraud, announced David J. Hale, United States Attorney for the Western District of Kentucky.

“Sizemore’s submission of fictitious claims for prescription drugs was simple, direct, outright theft from Medicare and private health insurers,” stated U.S. Attorney Hale. “This sort of fraud hurts every person in this country by contributing to the escalating costs of health care. My office is committed to prosecuting those who commit health care fraud and recovering restitution whenever possible.”

According to the plea agreement, Sizemore, age 37, of Bardstown, Kentucky, purchased Crume Drug Store in March 2010 and then, between April 2010 and February 2012, knowingly devised and executed a scheme to defraud Anthem and other private health insurance providers and Medicare Part D. Specifically, Sizemore created false names and placed them under his own Anthem policy number, created fraudulent prescriptions under those names, and billed Anthem for those fraudulent prescriptions, even though they were never actually filled. Also, Sizemore created fraudulent prescriptions using the names of Crume customers and local doctors and billed the customers’ private insurance companies for those prescriptions even though they were never filled. This caused a loss of $154,112.33 to Anthem and private health care insurers. Further, during the same time period, Sizemore admits that he used the names of Crume customers and local doctors to create fraudulent prescriptions and billed Medicare Part D for those fraudulent prescriptions, which were never filled, causing the loss of $96,076.39 to Medicare Part D.

At sentencing, Sizemore could face no more than 30 years in prison, a fine of $500,000, and three years of supervised release. The plea agreement requires Sizemore to pay full restitution on or before May 3, 2013. Sentencing is scheduled before Chief District Judge Joseph H. McKinley, Jr. on July 1, 2013, at 11 a.m. in Louisville.

This case is being prosecuted by Assistant United States Attorney David Weiser and is being investigated by the Federal Bureau of Investigation (FBI) and U.S. Department of Health and Human Services Office of Inspector General.

Missing Person DeLarrinardo Perkins of Plano, TX

The Plano Police Department is asking for the public’s help in locating a Missing Person.

DeLarrinardo Perkins, a 29 year old Plano resident, was last seen on March 17, 2013 at approximately 9:00 a.m.

Perkins was seen leaving his residence on foot, and is known to frequent the area of W. Spring Creek Pkwy and Coit Rd.
