Private Investigator Lexington Police Looking For Info on Shots Fired in Neighborhood

A Lexington family’s truck was hit by a stray bullet Saturday afternoon. Now, police are looking for the shooter.

“It’s crazy I’ve been living out here for a year and a half and I’ve never experienced nothing like this,” says Tacarra Powell, who owns the SUV. “I’m sitting here thinking I’m lucky my car was here because the angle of the bullet was in my car it would have went in my window. And we were sitting right here in front of the window,” she says.

Powell didn’t hear any gunshots Saturday afternoon at her home on Roosevelt Boulevard off of Georgetown Street, but her neighbors did. “So I was sitting on the couch with my two little girls and he came and knocked on my door and said, ‘Did you hear the gun shots?’ And I said, ‘No.’ And he was like, ‘Well your car got shot up.’ And at first I was thinking here, ‘What are you talking about?” says Powell.

Soon Lexington Police were called out to investigate. Witnesses tell police they heard as many as two to three gunshots ring out and another neighbor tells police they saw two vehicles, one appeared to be chasing the other. “She says she saw a white Lincoln town car and a black Corvette driving around the circle,” remembers Powell.

Police found bullet shells and say they will continue to investigate.

Pedophile Tracking Scott County, TN Man Faces Charges

A Scott County, Tennessee man facing sexual exploitation of a minor charges is back behind bars after several months on the run. In July, Robert Slaven was arrested on drug, weapons, and sex-related charges.

Deputies with the McCreary County Sheriff’s Office say Slaven had been hiding out since September, until his capture overnight Tuesday. He was taken to Laurel Co. Jail.

At the time of his arrest, investigators said a tip from a concerned citizen led them to Slaven’s home. There, they found more than a 100 pictures of naked children ranging from infancy to 18 years old.

Missing Person Plea Filed in Year Old Case in Kokomo, IN

Kokomo — A second plea bargain was filed Friday in the case against a man who has admitted to killing his girlfriend in 2011.

Though Travis Funke told police he killed 27-year-old Kelly Armstrong in the trailer they shared at 2501 Apperson Way North, police have never found her body.

Howard County Prosecutor Mark McCann filed the plea in hopes of resolving the case.

According to the agreement, Funke would plead guilty to voluntary manslaughter and receive a 50-year sentence, with 35 years in prison and 15 years suspended, to be served on probation after his release.

As a condition of the plea, which still must be approved by Howard Superior Court 2 Judge Brant Parry, Funke is required to cooperate with police and give a full statement as to the whereabouts of Armstrong’s body and the facts surrounding her disappearance.

No date has been set for the plea.

The first plea was similar to the recent agreement, but called for prosecutors to recommend the 2-year-old son of Funke and Armstrong be placed with Funke’s family. Armstrong’s family strongly opposed that plea due to the custody stipulation.

The most recent plea does not address the child’s custody.

Armstrong was reported missing Sept. 26, 2011, by family members. They told police she had not been heard from since the middle of July.

McCann charged Funke with voluntary manslaughter Feb. 21, 2012, after Kokomo police said Funke admitted to killing Armstrong July 8, 2011.

Funke said he wrapped her body in a tarp and put it in a trash container. Detectives learned the trash had been picked up from the area July 8 and taken to a landfill in Wabash County.

Police searched the landfill for six days but didn’t find Armstrong’s body.

When questioned, Funke denied any involvement. Police say they later arrested him on charges he violated his in-home detention out of Marshall County.

Then in October, investigators were contacted by jail staff after an inmate said Funke admitted to killing Armstrong, according to court records. Funke said he believes Armstrong hit him in the head with a hammer and knocked him out after an argument. When he came to, he said he found Armstrong dead on the floor and bleeding from her head.

He also told police he has memories of hitting her in the head, but thought it was a dream, court documents say.

Pedophile Tracking Woodford County Man Posting Child Porn Sentenced to 14 Years

LEXINGTON, KY—A Woodford County man who posted child pornography videos on the Internet for others to download was sentenced to 14 years in prison.

U.S. Senior District Judge Joseph M. Hood sentenced 31-year-old Juan Francisco Reyes-Ramos Monday for distributing child pornography. Judge Hood enhanced the defendant’s sentence because the defendant possessed images of child pornography that were sadistic and/or violent.

According to court documents, in May of 2012 a detective with the Kentucky State Police located child pornography videos available for download on the Internet. The videos contained images of prepubescent children engaged in sexually explicit conduct. The detective found that the videos were posted from an Internet protocol (IP) address belonging to the defendant’s computer.

When investigators searched the defendant’s home, they found more than 3,000 child pornography images on his computer. Many of the images showed adults engaged in sexually explicit conduct with children.

Under federal law, Reyes-Ramos will have to serve at least 85 percent of his prison sentence. He pleaded guilty last November.

Fraud Investigation 9 Indicted in KY for Defrauding Medicaid and Social Security

Nine people have been charged with fraudulently collecting money and benefits from federal and state assistance programs, for more than a decade in some cases.

A federal grand jury in Covington returned seven indictments Thursday evening charging a man and seven women from Carter, Boyd, Lawrence, Morgan and Bracken County with Supplemental Security Income (SSI) fraud and health care fraud.

An additional man was charged only with making false statements related to alleged fraud and one of the women was also charged with aggravated identity theft.

According to the indictments, the defendants fraudulently obtained benefits from the Social Security Administration (SSA) and Medicaid by concealing and intentionally failing to disclose their true living arrangements and financial resources.

The indictments allege that over the course of years, many of the defendants told SSA agents that they had divorced or separated from their spouses, when in fact they were living together and sharing living expenses. Had SSA known the defendants’ true living arrangements and financial resources, the defendants would have been ineligible for SSI and Medicaid benefits, or their eligibility would have been reduced greatly.

SSI is a cash assistance program designed to provide financial assistance to disabled and elderly people who have little or no income or resources. Based on an agreement between Kentucky and the SSA, Kentuckians who are eligible for SSI also qualify for Medicaid coverage.

The investigation was conducted by the SSA. Assistant U.S. Attorney Chris Nasson represents the U.S. Attorney’s Office in this case.

A date for the defendants to appear in court has not yet been set. If convicted, the defendants face up to five years in prison for the SSI charge and 10 years on the health care fraud charge.

Identity Theft California Tax Preparer Pleads Guilty

A California tax preparer and bookkeeper has pleaded guilty to using the stolen identities of relatives and former clients to file fraudulent tax returns with the Internal Revenue Service.

Imelda Sanchez, 40, pleaded guilty on Monday to one count of making false claims against the government and one count of making false statements on a loan application. She admitted to orchestrating a tax scheme involving stolen identities, along with a loan fraud scheme in which she submitted false income tax returns that overstated her income in order to obtain a $1.6 million loan.

Sanchez admitted in the plea agreement to engaging in a scheme to submit false tax returns and get tax refunds using the names and Social Security numbers of relatives and former clients without their authorization.

As part of the scheme, Sanchez prepared a false 2005 federal income tax return in the name of an unidentified victim falsely claiming a $3,695 tax refund, according to prosecutors. The refund was based on a false Form W-2 claiming $12,831 in wages and fraudulent tax credits claiming two dependent children.

In addition, Sanchez pleaded guilty to making false statements to Santa Lucia Bank by submitting false personal income tax returns in application for a $1,640,000 loan.

Sanchez faces up to 35 years in prison and a fine of $1.25 million when she is sentenced in May.

The investigation was conducted by IRS Criminal Investigation and the FBI, in conjunction with the U.S. Attorney’s Office for the Central District of California.

Private Investigator Search Continues for Indicted Powell Co. Woman

She’s earned the nickname “Runnin’ Ruby.” Ruby Richardson is her real name, and she’s been avoiding Powell County deputies for more than a week.

Last week, Richardson was indicted for, among other allegations of abuse, forcing a mentally handicapped woman to eat dog food. Deputies say Richardson is dangerous, and though they’ve gotten dozens of tips about where she could be, they haven’t found her.

More than 12,000 people live in Powell County. Chief Deputy Robert Mathews has been after one woman: Ruby Richardson.

“Somebody in this town knows where she’s at!” Mathews tells LEX 18. “We really feel like she’s probably close by. We’ve had people tell us that she’s in Montgomery County, we’ve had people say she’s in Clark County, Wolfe County.”

Mathews says people are scared of Ruby, because of what she’s been accused of back in January: forcing a handicapped woman to eat dog food, beating her, stealing her disability checks.

“Somebody contacts me everyday about this case. That’s one reason why this is so frustrating for me. It’s because people thinks she needs to be in jail,” Mathews says.

The chief deputy tried to arrest Ruby Wednesday, February 6, at her home, the day after she was indicted. The house was empty, cleaned out, and Ruby was gone.

The tips continue to come in, though some of them are pretty bizarre.

“She called in and said she thought Ms. Richardson was at her front door dressed like a man,” Mathews says about one of those tips.

Mathews says if Richardson doesn’t turn herself in by next Wednesday, he’ll contact the US Marshal.

Private Detective Pike County Police Seek Inmate Who Escaped from Work Release

Police in Pike County are searching for an inmate who escaped from the Pike County Detention Center on Thursday.

24-year-old Jeremiah Young was on work release and had walked away during his scheduled work release.

Young was last seen wearing green pants with inmate written on them, police said. Young is described as 6′ tall, 160 pounds, brown hair and blue eyes.

Drug Dog Sweep Texas Storage Unit Bust

MONTGOMERY COUNTY, Texas — A smelly situation led to a marijuana bust northeast of Houston early Tuesday morning, constables said.

The owner of a Kingwood-area storage facility on Northpark Drive called the Montgomery County Pct. 4 Constable’s Office to report a strong odor of marijuana. A narcotics dog was brought in to track down the drugs.

After obtaining a search warrant, constables went into a storage container where they said they found two separate grow operations.

One operation was within a homemade plywood box. A second, larger operation was found in a 16-foot trailer closed in with plywood. Inside the trailer were lights, an air conditioning unit, and even a watering system.

Constables said the suspect even set up false walls to try and conceal the operation.

Officials dismantled the equipment and removed the pot. They said about 100 plants were seized.

Constables said they know the name of the person who was renting the facility, and they would work to track him down.

The investigation is ongoing.

Private Detective Laurel Co. Home Invasion Suspect Arrested

Laurel County deputies say 48 year-old Jeffery Sasser forced his way into four homes Tuesday morning, threatening the people inside. That afternoon, investigators chased him down, and Sasser is now at the Laurel County Jail.

One of Sasser’s victims was John Duke. was a police officer for ten years in texas.

“I open the door a little bit to talk to him better, I opened it up like this,” he says, opening his door only a couple inches.

Having been a police officer in Texas for nearly ten years, Duke tells LEX 18 he’s not one to be fooled easily. When Sasser came to his door asking Duke if he’d seen his runaway granddaughter, Duke says wanted to help.

But it was all a set-up. Duke says Sasser then pulled a gun out from behind his back.

“He was pointing it right here at my eyeballs and he says, what do I have to do to get you to open this door and let me in?”

Duke slammed the door, called 911, and grabbed his gun.

“I came out here like this and I looked around looked up and down.”

But Sasser was gone.

Deputies say he tried to break into three other homes in the area. No one was hurt. Deputies arrested Sasser Tuesday afternoon, chasing him through the woods, south of London. On Sasser, they found the gun, three knives, duct tape, and rope.

Duke says after this, he’ll never answer the door without his gun in his holster.

“I let my guard down and this is where I am. It really upset me. I was surprised. I’m 70 years old, and I really got upset. Never been that upset before in my life.”

Detectives say Sasser will likely face charges for a home invasion back in October, when he allegedly beat a 74 year-old man and stole his car.

KSP also interviewed Sasser. We’re told he may be connected to more crimes in the area.
