Missing Person Hopewell Townhsip, NJ Man

HOPEWELL TOWNSHIP — The father of a 48-year-old township man who disappeared more than a week ago without his car, coat or cell phone says the family is concerned for his safety, as police investigating the case say they have few leads.

Christopher Franz was at his sister’s house in Bucks County Jan. 6 when he disappeared, his father Andrew Franz said today. His son left on foot without a coat, and he and the police said there has been no activity on Christopher Franz’s bank account since then.

“The worst thing that can happen to a parent is you lose them before you go,” Andrew Franz said. “Yes, I’m very worried.”

Police in Solebury, Pa. did a full search for Christopher Franz the night of Jan. 6, sending out dogs and a helicopter, Hopewell Lt. Lance Maloney said. They tracked Franz as going south, but lost his trail soon afterward.

Maloney said that Franz, who has bipolar disorder, went missing once before, from July 30 to August 1 of last year. He was found by chance on a golf course by police in Falls Township, Pa. and taken home.

On Jan. 6, Christopher Franz left the home he shares with his father in Hopewell and drove to his sister’s house in the Lumberville section of Solebury. It appeared to his sister that he needed medical care, Andrew Franz said.

“She could see there was something wrong with him,” he said.

As she got her coat to take him to the hospital, her brother left the home, and he has not been seen since then. Police entered Franz as a missing person in the National Crime Information Center (NCIC) database, so any officer nationwide who comes upon him will contact Hopewell officers.

Christopher Franz is not violent, the police and his father said.

“I have to stress this again: he’s a very gentle person,” Andrew Franz said.

He said he believed his son went to New Jersey, crossing the river on a footbridge that connects Lumberville and Bull’s Island State Park in Delaware Township.

Though Christopher Franz is an Eagle Scout who knows the woods, his father said he was starting to despair as his son’s disappearance entered its second week.

“It’s getting there where I’m slowly losing hope,” he said.

Christopher Franz is described as a white male, 5 foot 10 inches tall, 161 pounds, with brown hair and brown eyes. He was wearing blue jeans, brown leather chukka boots and a white, three-button Henley long sleeve shirt.

Private Detective Meth Lab Found in Car in Laurel County

Police found an active meth lab inside a car in Laurel County late Monday night and arrested three people.

Police say an officer pulled over a car after it ran a stop sign at the intersection of KY-312 and KY-363. The officer arrested Joshua Hays, 30, of Keavy after determining he was driving impaired. Investigators say the officer smelled a strong chemical odor as he was conducting the traffic stop. He searched and found a meth lab, along with chemicals and materials used to manufacture meth. He also found finished meth, marijuana and drug paraphernalia.

Police charged Hays with DUI, possession of marijuana, possession of drug paraphernalia and manufacturing methamphetamine.

Police also arrested two passengers in the car, Michael Cunigan, 24, of Annville; and Skye Stewart, 21, of McKee; and charged them with manufacturing meth.

Insurance Fraud Hillsborough, NJ Man Charged

SOMERVILLE — A 56-year-old Hillsborough Township man has been charged with insurance fraud in connection with a claim that his finished basement had flooded after Hurricane Irene.

According to Somerset County Prosecutor Geoffrey D. Soriano, Faramarz Azimi of the Belle Mead section of the township had attempted to defraud New Jersey Manufacturer’s Insurance Company. Soriano said that Azimi had submitted on claim on Sept. 6, 2011, that his finished basement was damaged when a basement sink valve leaked and flooded during the weekend of Sept. 3.

Hurricane Irene swept through the area on Aug. 27 and 28 that year.

Azimi supported his claim with a water bill from New Jersey American Water indicating a reading of 46,376 gallons used between Sept. 13 and Oct. 3, 2011, Soriano said.

But detectives in the Prosecutor’s Insurance Fraud Unit determined that Azimi had requested a special water meter reading on Sept. 28, 2011, he said. Detectives also determined that excessive water did not flow through Azimi’s pipes during the weekend of Sept. 3 or even prior to Sept. 13, according to Soriano.

Azimi was charged and released on his own recognizance.

Pedophile Tracking Florida Teachers Among 50 Charged

Two teachers and two other school employees were among 50 people arrested as part of an online child-sex sting in central Florida, MyFoxOrlando.com reports.

“Operation Cardea” targeted people who use the Internet to sexually exploit children, the Seminole County Sheriff’s Office said, and the suspects were arrested over the past week, including four men arrested late Sunday night.

The list of those arrested includes two local school teachers and two other employees at local schools.

Jorge Daniel Ferreira, a science teacher at Ocoee Middle School, was one of those arrested. Orange County Schools officials tell Fox 35 that Ferreira has been with the school district since 2002 and passed a Florida Department of Law Enforcement background check when he was hired.

Also arrested were David Miller, a translator with Orange County Schools; Duncan St. Gelais, a teacher at New Smyrna Beach High School in Volusia County; and Anthony Wilks, a janitor with Seminole County Schools.

Investigators posed online as teens or parents and had communications with the suspects. Several suspects sent photos of a sexual nature. Detectives say all 50 men traveled to a home in Seminole County thinking they were going to have sex with teens between the ages of 11 and 15.

All suspects will be charged with traveling to meet a minor for sex and soliciting a minor for sex.

The Seminole County Sheriff’s Office used 200 investigators and worked with more than a dozen law enforcement agencies, including the FBI and FDLE, to make the arrests.

“Operation Cardea” was named after a Roman goddess who protected homes.

Wrongful Death Murder/Suicide in Washington County, KY

LEX18 obtained the 911 calls made from the Washington County home where an apparent murder-suicide took place Sunday night. The family said the calls were made when a man shot his mother-in-law in the head before turning the gun on himself.

PHYLLIS TARTER: My daughter’s husband is loading the shotgun and I guess he has threatened to kill her and himself, and I don’t know what else.

At the tail end of what was the first of four 911 calls the dispatcher tells Phyllis that a deputy was on his way. It wouldn’t be long before the two women would reconnect.

DISPATCH:Are you at that residence?
PHYLLIS TARTER: Yes, I am.
DISPATCH: Yeah. Why is it that you all couldn’t just leave?
PHYLLIS TARTER: I don’t know where she is but wanting to leave, my car is stuck and she is my daughter and I can’t leave her.

The dispatcher tried to connect Phyllis with the deputy, but her line went dead. The third call of the evening was filled with frantic screams and a man gasping for breath as he runs to safety. This call, made by the victim’s grandson.

VICTIM’S GRANDSON: He shot my grandma!
DISPATCH: He shot your grandma?
VICTIM’S GRANDSON: He f#@#ing shot my grandma in the head!

Family said Phyllis Tarter was shot by her drunk and angry son-in-law William Woodford, before he turned the gun on himself.

VICTIM’S GRANDSON: We ran to a neighbors house.
DISPATCH: Okay. Can you please stay there? Is his wife with you? Is his wife with you?
VICTIM’S GRANDSON: Yeah, I’m with my mom.

Debbie Woodford and her son would escape unharmed.

The family said Woodford only had a few run-in’s with the law in the past. They said Sunday, before the shooting, he’d been drinking heavily.

Missing Person KY Man May Be In FL

TALLAHASSEE, Fla. (WTXL) — A Kentucky family is asking for the public’s help to find a man they believe is missing in Tallahassee.

Samone Goldsberry says her brother Bo Dallas Atchison, 29, was on his way from Owesnboro, Kentucky to Clearwater, Florida.

Goldsberry says the family last heard from Atchison January 7, saying he was in Tallahassee. Family members say Atchison came to Tallahassee with a friend on a Greyhound bus and spent several days in the capital city and were registered at The Shelter on January 4 and 5.

Goldsberry says her brother has been diagnosed with several mental health disorders including ADHD and paranoia schizophrenia. She adds that Atchison has never gone more than one day without calling family.

Family members have set up a Facebook page asking for the public’s help to find Atchison.

Identity Theft Hacker Called Dr. Smurf Sentenced to Probabtion

A Lithuanian hacker who sold peoples’ credit card information on the Internet crime forum called Darkmarket was sentenced today to five years of probation for identity theft.

Tadas Petrauskas, 23, of Brick, N.J., operated under the screen name Dr. Smurf. In 2008, according to the indictment against him, he sold to an unnamed Western Pennsylvania person passwords potentially giving the buyer access to the financial accounts of some 10,000 people.

He was caught at John F. Kennedy International Airport in New York after flying in from Belgium, and was toting a laptop with many credit card numbers in its memory. He was sentenced by U.S. District Judge Nora Barry Fischer.

Private Investigator 2 Possible Abduction Attempts in Bardstown, KY

Police in Bardstown are investigating what could be two attempted abductions.

The first happened to a Cracker Barrel employee Friday, the second to another employee Saturday. Police say one victim saw an older white man in an older white van, with a younger man in the back when they tried to coax her inside.

The second employee was actually grabbed by the older man, who told her she was going with him. She screamed and a man nearby helped her get away.

Insurance Fraud Oklahoma City Couple Charged

Charges have been filed against an Oklahoma City couple for allegedly devising a scheme to obtain insurance money, according to Attorney General Scott Pruitt’s Workers’ Compensation and Insurance Fraud Unit.

Hai Thanh Tien, 41, a licensed chiropractor who operates Extended Rehabilitation and Pain Management Clinic, and Mandy Nguyet Phan, 40, owner and manager of Universal Law Offices, were arrested after being charged in Oklahoma County District Court with one count of filing a false insurance claim and one count of conspiracy to commit a felony.

According to the charges, the couple allegedly made counter-referrals with each other’s businesses between September 2009 and January 2010. Tien and his clinic allegedly provided treatment to patients who claimed injuries in personal injury cases. Phan and her office would represent the same individuals when they sought compensation from insurance companies. Tien allegedly inflated the number of treatment sessions to the insurance companies in support of a claim for compensation.

A joint investigation was conducted by the FBI, the Oklahoma Insurance Department and the National Insurance Claims Bureau. Oklahoma City Police assisted the FBI in an undercover operation where treatment and legal representation were sought following a fictitious car accident. The officer made one office visit, butTien reported 20 visits in less than two months. The inflated billing resulted in a higher settlement with the insurance company, which Phan helped negotiate.

Missing Person Silver Alert in Stockton, CA

STOCKTON – Authorities recently launched a new alert system designed to help law enforcement officials find missing elderly people.

The Silver Alert system is similar to the Amber Alert system authorities have used to locate missing children since 2002, but it was implemented Jan. 1 to find missing people 65 and older.

“The Silver Alert is an emergency system that allows law enforcement to broadcast regional or statewide alerts for missing seniors who meet specific criteria,” said Officer James Smith, a spokesman for the California Highway Patrol.

“The plan uses alert technology that includes the Emergency Digital Information System messages, be-on-the-lookout broadcasts and electronic fliers, which allows officials to send out critical information so that the public can help authorities safely locate the missing person.”

The CHP activates the Silver Alert system upon request if someone 65 or older is reported missing to a law enforcement agency and the circumstances of their disappearance meet certain criteria. The system was first used to locate an 82-year-old Elk Grove man who was reported missing Jan. 1, Smith said.

Before requesting a Silver Alert, the CHP said, authorities must determine if the person is missing under unexplained or suspicious circumstances; if that person is in danger due to age, health, mental or physical disability, environment or weather conditions; if that person is in the company of a potentially dangerous person; if there are other indications that the missing person might be in peril; or if there is information that would assist in the safe recovery of the missing person if made available to the public.

Deputy Les Garcia, a spokesman for the San Joaquin County Sheriff’s Office, shared a personal story about an elderly relative who left his Stockton home to drive to the store, became disoriented and ended up in Modesto before family members found him.

“I think any type of system we can implement to help us find our elderly is outstanding,” Garcia said. “I think this is a long time coming, and I think having the resources to reach out across the state to share that information with other law enforcement agencies is something that’s beneficial to us all.”

Other local law enforcement officials agreed.

“Anything that will aid in locating any at-risk elderly adult is a useful tool and will be beneficial for law enforcement,” said Officer Joe Silva, a spokesman for the Stockton Police Department. “As people get older, you’re going to see more individuals who start developing medical conditions like Alzheimer’s and dementia, so anything that helps law enforcement get that information out to the public will help us protect our seniors.”
