Private Detective Harrison County Man Arrested After Child Found Wandering Outside Barefoot

Police arrested a man after neighbors found a child wandering around barefoot in Harrison County early Wednesday morning.

Police say social services took a 2-year-old and 3-year-old into protective custody after one of the children was found wandering around outside of a home on Midnight Court around 8 a.m. The toddler was not wearing shoes or socks, and the temperature was well below freezing.

Police say when officers arrived at the house, a second child was asleep inside and no adults were around. The children’s father, Timothy Bound, showed up a short time later and police arrested him.

The girls were taken to Harrison Memorial Hospital to be checked out.

Private Detective 18 Arrested in Clay County Drug Investigation

MANCHESTER – Eighteen people have been arrested and six more were being sought Tuesday on charges related to illegal drug trafficking in Clay County.

The eight-month investigation was conducted in partnership between the Manchester Police Department and Operation UNITE detectives.

Most of the suspected illegal drug trafficking occurred in the city of Manchester and Curry Branch section of Clay County, said Paul Hays, deputy law enforcement director for UNITE.

“Chief Chris Fultz and Assistant Chief Patrick Robinson were very proactive in following up citizen tips about suspected drug activity,” Hays said. “The bits and pieces of information we received allowed us to conduct undercover buys.”

Clay County has the fourth most number of tips reported to UNITE’s toll-free Drug Tip Line (1-866-424-4382). Through November, Clay County citizens have provided 1,194 tips.

A majority of the cases involved the sale of Oxycodone and Hydrocodone, with some marijuana, Hays said.

“This is a great partnership,” Fultz stated. “It helps both agencies with manpower and cooperation. We will continue to battle the drug problem in our county.

Officers from the Manchester PD, UNITE, Clay County Sheriff’s Office and Kentucky State Police began serving arrest warrants for the suspects Tuesday morning.

As of early afternoon they had located 18 individuals and lodged them in the Clay County Detention Center.

Those arrested were:

• James O. Acker, 45, Curry Branch Road, two counts second-degree trafficking in a controlled substance, first offense, and second-degree persistent felony offender.

• Roy Boggs, 45, Twin Poplar Road, two counts first-degree trafficking in a controlled substance, first offense, and two counts second-degree trafficking in a controlled substance, first offense.

• Juliet Gregory, 29, Lovers Leap Road, second-degree trafficking in a controlled substance, first offense.

• Sherry Hall, 43, Bridge Street, third-degree trafficking in a controlled substance, first offense.

• Jerry Hinkle, 56, Richmond Road, trafficking in a controlled substance within 1,000 feet of a school.

• Tony L. Hinkle, 19, Richmond Road, trafficking in a controlled substance within 1,000 feet of a school.

• Danny W. Kilgore, 36, Lovers Leap Road, second-degree trafficking in a controlled substance, first offense.

• Ronnie Lawson, 58, Beach Creak Apartments, first-degree trafficking in a controlled substance, first offense.

• Kenna R. Marcum, 35, Oak Street, second-degree trafficking in a controlled substance, first offense.

• Shannon McQueen, 30, Bowling Street, two counts second-degree trafficking in a controlled substance, first offense, and one count trafficking in marijuana less than 8 ounces, first offense.

• Randy L. Napier, 46, Liberty Road, second-degree trafficking in a controlled substance, first offense.

• Jeffery A. Pennington, 48, Cedar Street, two counts second-degree trafficking in a controlled substance, first offense.

• Billy Ray Sams, 51, Crawfish Road, first-degree trafficking in a controlled substance, first offense.

• Bill Stanley, 40, Highway 80, first-degree trafficking in a controlled substance, first offense, first-degree possession of a controlled substance, first offense, and prescription drugs not in proper container, first offense.

• Jerry Travillion, 45, Caudill Gap Road, two counts first-degree trafficking in a controlled substance, first offense, and one count each first-degree possession of a controlled substance, first offense, and trafficking in marijuana less than 8 ounces, second offense.

• Betty Wagers, 55, Bridge Street, third-degree trafficking in a controlled substance, first offense.

• Clifford Wagers, 41, Curry Branch Road, first-degree trafficking in a controlled substance, first offense.

• Randy Wagers, 44, Curry Branch Road, two counts second-degree trafficking in a controlled substance, first offense.

Officials were continuing their search for the remaining suspects.

Electronic Surveillance Public Buses Across Country Adding Microphones

Transit authorities in cities across the country are quietly installing microphone-enabled surveillance systems on public buses that would give them the ability to record and store private conversations, according to documents obtained by a news outlet.

The systems are being installed in San Francisco, Baltimore, and other cities with funding from the Department of Homeland Security in some cases, according to the Daily, which obtained copies of contracts, procurement requests, specs and other documents.

The use of the equipment raises serious questions about eavesdropping without a warrant, particularly since recordings of passengers could be obtained and used by law enforcement agencies.

It also raises questions about security, since the IP audio-video systems can be accessed remotely via a built-in web server (.pdf), and can be combined with GPS data to track the movement of buses and passengers throughout the city.

The RoadRecorder 7000 surveillance system being marketed for use on public buses consists of a high-definition IP camera and audio recording system that can be configured remotely via built-in web server.

According to the product pamphlet for the RoadRecorder 7000 system made by SafetyVision (.pdf), “Remote connectivity to the RoadRecorder 7000 NVR can be established via the Gigabit Ethernet port or the built-in 3G modem. A robust software ecosystem including LiveTrax vehicle tracking and video streaming service combined with SafetyNet central management system allows authorized users to check health status, create custom alerts, track vehicles, automate event downloads and much more.”

The systems use cables or WiFi to pair audio conversations with camera images in order to produce synchronous recordings. Audio and video can be monitored in real-time, but are also stored onboard in blackbox-like devices, generally for 30 days, for later retrieval. Four to six cameras with mics are generally installed throughout a bus, including one near the driver and one on the exterior of the bus.

Cities that have installed the systems or have taken steps to procure them include San Francisco, California; Eugene, Oregon; Traverse City, Michigan; Columbus, Ohio; Baltimore Maryland; Hartford, Connecticut; and Athens, Georgia.

San Francisco transit authorities recently approved a $5.9 million contract to install an audio surveillance system on 357 buses and vintage trolley cars, paid for in full with a grant from DHS. The contract includes the option to expand the equipment to an additional 600 vehicles.

Concord, New Hampshire also used part of a $1.2 million economic stimulus grant to install its new video/audio surveillance system on buses, according to the Daily.

Transit officials say the systems will help improve the safety of passengers and drivers and resolve complaints from riders. But privacy and security expert Ashkan Soltani told the Daily that the audio could easily be coupled with facial recognition systems or audio recognition technology to identify passengers caught on the recordings.

In Eugene, Oregon, the Daily found, transit officials requested microphones that would be capable of “distilling clear conversations from the background noise of other voices, wind, traffic, windshields wipers and engines” and also wanted at least five audio channels spread across each bus that would be “paired with one or more camera images and recorded synchronously with the video for simultaneous playback.”

In 2009, transit officials in Baltimore, Maryland, backed down briefly from plans to install microphones in buses in that city after civil liberties groups complained that the systems would violate wiretapping laws and constitutional protections against illegal search and seizure. Transit authorities then asked the state’s attorney general to weigh-in on whether the systems violated wiretapping laws. After the attorney general indicated that signs warning passengers of the surveillance would help combat any legal challenges, transit officials pressed forward with their plans last month and announced the installation of an audio recording system on 10 public buses. The city plans to roll out the system on at least 340 additional buses.

Missing Person Steven Ray Lawrence of Long Branch, WV

Wyoming County Sheriff’s Department is asking for help from the general public in trying to locate 35-year-old Steven Ray Lawrence of Long Branch.

A family member contacted the Sheriff’s Department Monday morning, although the Coal Mountain, Brenton and Hanover fire departments had assisted in the search for Lawrence Saturday evening, according to Sheriff Randall Aliff.

Lawrence is 5 feet, 10 inches tall and weighs 170 pounds. He has hazel eyes and brown hair. On his right hand, Law-rence has one finger that was partly cut off, then reattached.

He was last seen in the Long Branch/Simon area Saturday morning, Aliff said. He was wearing a blue jean jacket with jeans, and possibly brown work boots.

Missing Person More Info on Colorado Boy Ranson Scam

Dylan Redwine is now the subject of a horrible scam going around on Facebook, and possibly elsewhere. A man by the name of Abass Gadafi claims to be keeping the 13-year-old Colorado boy captive and is requesting money for various activities. Police confirm that this is a scam, but it’s unknown as to whether or not anyone actually fell for this and sent the guy money.

Cases like these bring all kinds of people out of the background, and some of them are not pleasant to say the least. Swindlers, charlatans and flat-out slimy con artists love to prey on victims — including those who are seeking missing children and adult loved ones.

Anyone who has been contacted by the scammer is being asked to contact officials in La Plata County @ (970) 385-2900. Perhaps the person can be tracked down and prosecuted for this behavior, but chances are he’s not even in the country.

The search for Dylan Redwine has not been successful and there haven’t been any investigative updates regarding his case. Officials have only confirmed that they don’t believe he ran away from his father’s home—most likely abducted or something else.

Missing Person Sparks Woman Found in Shallow Grave

Sparks woman reported missing Monday, has been found in a shallow grave in the backyard of a Sparks home.

The Sparks Police Department continued the investigation into missing person, 50-year-old Kimberley Seaton, throughout the night and into Tuesday morning.

The investigation led to an address in the 1800 Block of C Street in Sparks where Seaton had been staying with Thomas Brant.

Detectives spoke with Brant and conducted a search of the residence. Seaton’s body was found buried in a shallow grave in the back yard of his home.

Brant was interviewed by detectives and admitted to the murder of Seaton.

Brant will be booked into the Washoe County Jail on one count of Murder.

New information will be released as the investigation continues. The victim’s family has been notified and has requested that they be allowed privacy and time to grieve their loss.

Wrongful Death Third Arrest Made in Casey County Murder Case

Kentucky State Police said Tuesday that a third person has been arrested in connection to a Casey County murder in September.

Anthony L. Byrd, 53, of Dunnville was arrested Tuesday morning and charged with facilitation to commit Murder and hindering prosecution as a result of the ongoing investigation into the murder of Wendall “Gleason” Pyles. Pyles, 50, was murdered at the Tarter Gate Company in Dunnville on September 26.

Police have charged William R. Rigdon, 27, with murdering Pyles, and have also charged David Salyers, 59, with complicity to commit murder. According to the Danville Advocate Messenger, Salyers admitted driving the man who shot Pyles in his truck and later burning it. Detectives say Salyers told them he and Pyles were in an ongoing argument over money that Pyles owed him.

Rigdon has an extensive criminal record. He was jailed over the summer on charges including terroristic threatening and wanton endangerment, along with drug offenses. Police also arrested him in 2010 for possession of a forged instrument and being a persistent felony offender.

Police say they anticipate more arrests in the case.

Identity Theft Security Breach at Nationwide Insurance

A security breach at Nationwide Insurance has exposed the names, Social Security numbers and other personal information of more than 98,000 Minnesotans to identity thieves, the state Department of Commerce said Monday, Dec. 10.

Columbus, Ohio-based Nationwide said Monday that there has been no report of misuse of the information, which also included dates of birth, driver license numbers and other information.

The breach occurred Oct. 3 and affected 1.1 million customers of Nationwide Insurance and Allied Insurance, both owned by Nationwide Mutual Insurance.

“This was a sophisticated attack,” Nationwide spokeswoman Elizabeth Giannetti said. “We know it came from outside the U.S.”

The insurance company is cooperating with the FBI and other law enforcement agencies in the investigation, Giannetti said. She declined to say how the insurance company’s network was attacked or whether investigators have pinpointed the origin of the attack.

Customers of Nationwide and its subsidiaries are eligible to receive free credit report monitoring and identity theft protection for one year, the company said.

The Minnesota Department of Commerce said the breach left 98,191 Minnesotans vulnerable to identity theft and urged them to take steps to protect themselves.

The department set up a team to answer questions for people affected by the Nationwide breach or anyone else concerned about identity theft.

Minnesota officials could not say Monday if the Nationwide breach involved the largest number of Minnesotans exposed to potential identity theft.

The last large case of compromised personal information in the state occurred in July 2011. Fairview Health System reported a laptop containing the private information of more than 23,000 patients of Fairview and North Memorial health systems was stolen from a car.

Nationwide Insurance discovered the Oct. 3 breach the day it occurred on a network it shared with Allied Insurance and took immediate action to secure the network, Giannetti said.

There is no evidence that any medical information or credit card account information was stolen in the attack, the company said on its website.

The company began notifying customers on Nov. 16 that their personal information had been compromised, the spokeswoman said. Most of the notices have been mailed, and if affected customers haven’t received a notice yet, they will in the next few days, she said.

Missing Person Colorado Boy Ransom Scam

DURANGO — Authorities say someone is trying to capitalize on a missing boy case in Durango and scam people out of money by sending messages via Facebook demanding ransom money.

KMGH-TV and the Associated Press reported Monday (http://bit.ly/Z818Tp ) that a person is falsely claiming to be a new resident of the area and is asking for $1,000 for a photo of Dylan Redwine, who lives with his mom in Monument, and another $4,000 for the 13-year-old boy’s release.

A task force comprised of the sheriff’s office, FBI and other law enforcement agencies is conducting a criminal investigation into Dylan’s Nov. 19 disappearance from this father’s Vallecito home near Durango.

Authorities have released few details but say they do not believe that Dylan ran away.

About 300 people searched the area on Saturday and found some clues that were collected for future reference.

Missing Person Body of Missing El Dorado, KS Woman Found

At about 12:44 a.m. today, Butler County Sheriff’s deputies were dispatched to the area of U.S. Highway 54 and SE Cattle Pen Road for the report of a missing person.
Lewis Wygle of El Dorado had reported Beth Ann Noffsinger, 30, of El Dorado, missing.
Upon arrival, Wygle, Noffsinger’s fiancé, was contacted at his vehicle parked south of US-54 on Cattle Pen Road, according to the report. Wygle reported he drove to the area with Noffsinger who, for reasons unknown became disoriented and got out of the vehicle and began running.

Assisted by Greenwood County, Butler County Sheriff’s Office Deputies
conducted an initial search of the area and were unsuccessful in locating Noffsinger. A search and rescue operation was conducted with the Butler County Rescue Squad, Rosalia Fire Rescue, Augusta Department of Public Safety and KHP air support.
At approximately 6:43 am, Noffsinger was located in a field area and pronounced
deceased. Butler County Sheriff Investigations on scene determined there was no visible sign of trauma. The deceased was not properly attired for her the weather conditions. An autopsy has been requested to determine the cause of death. The investigation on going at this time.
