Fraud Investigation 12 Arrested in Indianapolis

INDIANAPOLIS (WISH) – A months-long investigation has ended with a dozen arrests on drug and fraud charges.

A tip from a federal agent in May regarding illegal sales of drugs and guns out of two area businesses led Indianapolis Metropolitan Police Department to investigate. The two businesses that allegedly were the site of the crimes were Jonathan’s Barbershop, 3939 N. Keystone Ave., and ReFurbAtronics, 3937 N. Keystone Ave. IMPD said two other locations for the businesses were involved, at 6753 and 6755 E. 38th St.

Investigators found pirated DVDs, bootleg purses and EBT benefit cards being traded for services, and expanded the case from there, IMPD said.

On Thursday, police served four warrants and seized 12 vehicles, several laptops, marijuana, pirated DVDs, stolen hats, 68 flat screen TVs, four handguns, a shotgun and $6,700 in cash.

SWAT officers were also involved to apprehend one of the suspects who also faced federal firearms charges as a result of the investigation.

Arrested were Jonathan Barker, Angela Barker, Jamarson Fitzgerald, Dashaun Bush, Dietrich Rhodes,Jomo Cole, Gordon Parker, Andrew Jefferson, Carlos Pope, and Charles Henderson all of Indianapolis. They face preliminary charges including conspiracy to commit dealing in a narcotic drug, conspiracy to commit welfare fraud, conspiracy to commit fraud, corrupt business influence.

Four others were arrested for various charges including possession of marijuana. Not arrested, but still wanted by police, are Gordon Parker and Carlos Pope.

Private Detective Boone County Water District GM Arrested

The general manager of the Boone County Water District was arrested Friday and charged with abuse of public trust.

Phil Trzop, 62 of Walton, was arrested just before noon. A three-week investigation initially revealed Trzop used cash from the sales of scrap metal to give Christmas bonuses to employees. However, the more the detectives looked into it, they say the numbers just didn’t match up. Trzop finally admitted to having money at his house and relinquished it to the detectives.

Abuse of public trust is a Class C felony punishable by 5-10 years in the state penitentiary. Trzop is being held in the Boone County Detention Center on a $50,000 cash bond.

Missing Person Adam Chase of Ontario County

After attending a news conference Wednesday, Silvia Chase, the mother of Adam Chase, said she walked away upset with the way the case is being handled, and called on the Ontario County Sheriff’s Office to further its investigation.

“I really totally, don’t think he’s missing. He would have never walked away from home.”

Silvia Chase says nothing adds up, and she and her family were not allowed to speak their minds at a news conference Wednesday where she made a brief statement to the media.

Family of Missing Man Speaks Out
“I would plead for my son to come home, that he’s always got a place to come home to with Mom and Dad, so that was the only thing I was allowed to say.”

Adam Chase, 32, was last seen on June 14th; five months ago. He left his Stanley home on foot following an argument with his wife. It’s believed he returned to his home several days later to pick up some personal items, along with his cell phone.

Silvia said she and her husband did receive a text message from Adam’s cell phone six days after he went missing, saying “I’m staying in Canandaigua with a friend, need time to think.” Silvia questions whether her son sent the text.

Statement from Philip Povero, Ontario County Sheriff

“The Ontario County Office of Sheriff is conducting an active missing persons investigation for 32 year old Adam Chase who is reported to have walked away from his Stanley residence on June 14, 2012. A press conference with Chase family members was held on November 14, 2012 to appeal to the public for any information relative to the whereabouts of Adam Chase. Members of the Chase family agreed that this would also be an opportunity to appeal through the media directly to Adam Chase to contact his family by any means so that his family would know that he is all right. Consistent with the message of the November 14th press conference, the Ontario County Office of Sheriff urges ANYONE with information relative to the on-going missing persons investigation of Adam Chase to contact Inv. Lee Martin at (5850 396-4629).”
“First of all, my son never texted me or my husband, he always called or left a message on my voicemail, Mom call me. He would have never (sent a) text.”

In a statement released late Thursday, Ontario County Sheriff Phillip Povero said the department will continue to treat this case as a missing person investigation and there is no evidence to indicate foul play.

Sheriff Povero added family members agreed the news conference Wednesday would be an opportunity to appeal through the media directly to Adam Chase to contact his family by any means so that his family would know that he is all right.

But family members believe someone may know something.

“They’re 100 percent sure he just got up and walked away and left us all here, ya know, not even a thought about it, which is all very possible, but it’s not him, so we have a hard time believing it.”

The more time that passes, Silvia fears the worst for her son.

“I’m holding out hope, but it’s getting tougher by the day.”

The public plea was delivered on the five-month anniversary of Adam Chase’s disappearance in hopes that the public may have information about his whereabouts. Anyone with information is asked to contact the Ontario County Sheriff’s Office

The FBI Law Enforcement Bulletin, published monthly since 1932, will discontinue printing hard copy issues after December 2012. We are enhancing the magazine’s online presence with an updated webpage. The sleeker-looking online format will improve readability and search capability, maximize accessibility, provide more opportunities for readers and authors to communicate, and be available on mobile devices. The Bulletin will continue to produce academically renowned, peer-reviewed content for its readers.

We will release one or more articles per week on the webpage and offer numerous sections featuring articles on specific topics, archived issues, and departments, such as Patch Calls and Bulletin Notes. You will continue to have the option of getting monthly e-mail alerts about the Bulletin with links to the webpage. These alerts, available by clicking on the red “Get FBI Updates” in the upper right corner and selecting the FBI Law Enforcement Bulletin, will let you know what articles have appeared on the webpage that month.

Although we will continue accepting longer articles based on the previous guidelines (2,000-3,500 words) for the time being, we encourage authors to also submit shorter articles (600-1,200 words) better suited for the revised online format. Fraud Investigation NJ Man Voter Fraud “Test”

A 75-year-old New Jersey man is under investigation by prosecutors in Cumberland County for casting two ballots in what he said was a test for voter fraud.

Clarence Custis called the Cumberland County Board of Elections on Nov. 7 to report that he had voted at the clerk’s office and a second time in his hometown of Fairfield, the South Jersey Times reported late Wednesday.

“I was hoping that I would get flagged when I went to vote,” Custis told the paper. “I first went to the courthouse and filled out a mail-in ballot at the County Clerk’s office. Then I went to Gouldtown to vote like I normally would. I figured I would be flagged. But I wasn’t.”

The Cumberland County Prosecutor’s Office confirmed to the South Jersey Times that it was investigating the incident. Liz Hernandez, county Board of Elections administrator, said her office would have detected the double vote but said Custis’ ballot hadn’t been counted yet.

Hernandez told TPM Custis was registered as an independent, unaffiliated with any political party. He previously served as vice president of the Cumberland Regional High School board and has served as president and vice president of the Fairfield Taxpayers Association. Custis did not return TPM’s call seeking comment.

“Evidently, someone isn’t doing their job,” Custis told the paper. “Is there a reason no one is following up with me?”

As TPM reported last week, Republicans in New Mexico and Nevada were investigated for attempting to “test” for voter fraud themselves. Unlike in Cumberland’s case, neither of those individuals actually cast a second ballot.

Pedophile Tracking Jose Ramos Returned to Prison After Release

Convicted pedophile Jose Ramos — long the prime suspect in the disappearance in Etan Patz — plotted to run away to Florida with a female pen pal after he was sprung from a Pennsylvania prison, the Daily News has learned. But first, the unlikely couple planned a pit stop in Manhattan, just a few miles from where the boy disappeared in 1979.

In letters intercepted by state police, the duo discussed holing up in the Mayflower Hotel in the Upper West Side, or Carlton Arms Hotel in Kips Bay, following Ramos’ expected release from prison last week after serving a 27-year sentence for molesting two boys.

Ramos and Janet Hicks of Reno, Nev. then were going to make way down to Florida in a school bus, then perhaps Brazil, according to the letters, said Luzerne County district attorney Alexis Falvello.

Hicks pitched bringing along her grandson, Falvello said.

But there was a big problem: “There was no grandson,” Falvello said. “She was using that to bait him” into a relationship.

Investigators intercepted letters between Hicks and Ramos beginning early last month, after they grew suspicious the 69-year-old pervert had no intention of living in a Bronx apartment he listed as his expected residence upon release. Turns out, the apartment belonged to a cousin who hasn’t lived there in 30 years and wanted nothing to do with the pedophile.

Instead of being released from the clink, Ramos was promptly re-arrested on the felony Megan’s Law violation, and now faces an additional 10 years behind bars.

The letters revealed a strange relationship with the 63-year-old woman, that Falvello said began behind bars.

“If you’re not there, I’ll feel unwanted and unloved,” Ramos wrote to Hicks, according to Falvello. “I want you to have a hotel room for us so I have some place to go.”

Ramos’ public defender, Jonathan Blum, argued Megan’s Law only required him to provide an address, and then notify the authorities of a change in plans within 48 hours upon arrival.

But Judge James Tupper wasn’t buying it and set bail at $75,000. Ramos will be arraigned on Jan. 25.

Calls to Hicks’ home in Reno were not returned.

Ramos was long considered a prime suspect in the 1979 disappearance of Etan, whose parents still live at the same Prince Street address in SoHo. On Wednesday, Pedro Hernandez was indicted on the murder and kidnapping of the 6-year-old boy. But the Manhattan DA’s case against Hernandez — who has a long history of mental illness — has been criticized because it hinges largely on videotaped confessions.

“Nothing has changed my mind that Jose Ramos is responsible for the abduction and murder of Etan Patz,” said Brian O’Dwyer, who represented the Patz family in a 2004 civil case.

“None of the evidence I have seen so far changes my belief that the New York Supreme Court got it right in the case against Ramos.”

Missing Person Steven Slagle Stoutland, MO

The Camden County Sheriff’s Office is looking for a missing adult who walked away from his caretaker’s home, located in the 2000 block of State Route JJ in Stoutland.

32-year-old Steven Slagle, a 5’3 150-pound black male, was last seen wearing a white shirt with tan stripes and tan trousers. He was walking along State Route JJ toward Sleeper.

Wrongful Death Man Suspected of Hatchet Murder Free

A Bourbon County man, who police say killed his neighbor using a hatchet, has been let out of jail. The family of the man Daniel Carter is accused of killing, is furious.

Carter had been locked up at the Bourbon County Detention Center since last summer. Wednesday he left there a free man. A judge dismissed his manslaughter charge. We’re told there wasn’t not enough evidence to charge him.

“I’m scared at what he could do to somebody else, yes, I mean this is not justice!” Terry Mitchell says. He’s Chris Mitchell’s brother.

It’s been five months since Chris’ family said goodbye to him in the hospital, five months of trying to move on. Police say Chris was attacked by Carter, his neighbor, with a hatchet, and later died.

“My kid cries for her papaw and those kids cry for their daddy every night,” says Chris’ stepdaughter, Leslie Robinson.

Carter was charged with Mitchell’s murder, until November 14.

A judge took a second look at evidence and witness testimony, and decided Carter was entitled to “immunity” under a state self defense statute. But if the prosecution finds new evidence, that could change.

In july, Carter told us from jail, he was defending himself against Mitchell that night.

LEX 18 did some digging and found Carter faced a similar situation almost a decade ago in Florida when he was 15. He claimed self-defense after being charged with killing his uncle. Carter was acquitted.

“Once maybe, but twice, come on. I mean I think he’s learning how to beat the system a little too much,” Robinson says.

“It wasn’t self defense,” Terry Mitchell argues. “He’s a free man. Honestly, truly, it’s ridiculous>

LEX 18 reached out to Carter. He didn’t want to talk to us on camera but says he’s focusing on getting his life back on track.

Carter did serve time for more charges pertaining to this case. He pleaded guilty to fleeing from an officer and resisting arrest and served 135 days in jail.

Missing Person Texas A&M Missing Freshman Receiver

Texas A&M freshman receiver Thomas Johnson has been missing since Monday evening, and Texas A&M Police sent a news release asking for help in finding him.

Here is what the news release said:

“The Texas A&M University Police Department is currently seeking assistance in locating a missing Texas A&M student, Thomas Linze Johnson. Johnson is described as a black male, 18 years of age, 5’11,” 180 lbs., black hair and brown eyes. He was last seen leaving his residence in College Station on Nov. 12 at approximately 5 p.m., wearing a black jacket, black shorts and grey shoes. He was also in possession of a set of “Dr. Dre Beats” brand headphones.

Johnson has family and friends in the Dallas area and may have traveled to the area.

Anyone with information regarding the location of Mr. Johnson is asked to contact University Police immediately at 979-845-2345.”

Johnson has 30 catches for 339 yards and one touchdown this season.

Texas A&M coach Kevin Sumlin added a statement to the police’s news release:

“All of us are obviously very concerned about the safety and well-being of Thomas Johnson, who has been missing since Monday evening. Authorities are working closely with his family, friends and law enforcement agencies to help locate him. Thomas is a tremendous student-athlete, greatly admired by his fellow teammates and all of us on the coaching staff. If anyone has any current information about him or knows of his whereabouts, please contact his family or law enforcement authorities immediately. We pray for his quick and safe return.”

Fraud Invesigation Counterfeit $100 Passed with Lincoln’s Face

ATTLEBORO, Mass. — A Rhode Island man police say used counterfeit $100 bills to make purchases at a Target store made a critical mistake.

The bills had a picture of President Abraham Lincoln on them. Real $100 bills bear a picture of Benjamin Franklin. Lincoln’s portrait graces the $5 bill.

Dana Leland of Central Falls, R.I., was held on $1,000 cash bail after pleading not guilty Wednesday in Attleboro District Court to charges of uttering a counterfeit note and possession of a counterfeit note.

Leland’s lawyer said her client has struggled with drug and alcohol problems and untreated mental health issues, and had a relapse.
