Fraud Investigation FBI Offers Tips on Avoiding Charitable Scams

In the aftermath of Superstorm Sandy, and with the end-of-year holiday season now upon us, this advice from the Federal Bureau of Investigation (FBI) on how to avoid charitable scams is especially timely.

The Federal Bureau of Investigation reminds the public to use caution when making donations in the aftermath of natural disasters. Unfortunately, criminals can exploit these tragedies for their own gain by sending fraudulent e-mails and creating phony websites designed to solicit contributions.

The FBI and the National Center for Disaster Fraud have an existing tip line to receive information from the public about suspected fraud associated with the earthquake and tsunami that affected Japan. Tips should be reported to the National Center for Disaster Fraud at 866-720-5721. The line is staffed by a live operator 24 hours a day, seven days a week. Additionally, e-mails can be sent to disaster@leo.gov, and information can be faxed to 225-334-4707.

The National Center for Disaster Fraud was created by the Department of Justice to investigate, prosecute, and deter fraud in the wake of Hurricane Katrina, when billions of dollars in federal disaster relief poured into the Gulf Coast region. Now, its mission has expanded to include suspected fraud from any natural or man-made disaster. More than 20 federal agencies, including the FBI, participate in the NCDF, which allows the center to act as a centralized clearinghouse of information related to disaster relief fraud.

The FBI continues to remind the public to perform due diligence before giving contributions to anyone soliciting donations or individuals offering to provide assistance to the people of Japan. Solicitations can originate from e-mails, websites, door-to-door collections, flyers, mailings, telephone calls, and other similar methods.

Before making a donation of any kind, consumers should adhere to certain guidelines, including:

Do not respond to any unsolicited (spam) incoming e-mails, including clicking links contained within those messages, because they may contain computer viruses.
Be skeptical of individuals representing themselves as members of charitable organizations or officials asking for donations via e-mail or social networking sites.
Beware of organizations with copy-cat names similar to but not exactly the same as those of reputable charities.
Rather than follow a purported link to a website, verify the legitimacy of non-profit organizations by utilizing various Internet-based resources that may assist in confirming the group’s existence and its non-profit status.
Be cautious of e-mails that claim to show pictures of the disaster areas in attached files because the files may contain viruses. Only open attachments from known senders.
To ensure contributions are received and used for intended purposes, make contributions directly to known organizations rather than relying on others to make the donation on your behalf.
Do not be pressured into making contributions; reputable charities do not use such tactics.
Be aware of whom you are dealing with when providing your personal and financial information. Providing such information may compromise your identity and make you vulnerable to identity theft.
Avoid cash donations if possible. Pay by credit card or write a check directly to the charity. Do not make checks payable to individuals.
Legitimate charities do not normally solicit donations via money transfer services. Most legitimate charities websites end in .org rather than .com.

Consumers can also report suspicious e-mail solicitations or fraudulent websites to the FBI’s Internet Crime Complaint Center at www.ic3.gov.

Arson Investigation Police Looking for Brandon Guy

Police in Clark County are searching for a man who they say set fire to a man’s home after he was murdered.

Police have an arson warrant for Brandon Guy of Winchester. They say he set fire to Kenneth Payton’s home after Payton was murdered. Guy’s mother dated Payton.

Police say Guy and his friend, Aaron Spencer, set the fire at Payton’s home after an argument. Neither man is charged in the murder. Investigators say Payton was assaulted before his home was set on fire.

Accident Reconstruction Jami Morgan of London, KY Airlifted to Hospital

A woman was airlifted to UK Hospital after a wreck involving three vehicles in Laurel County Thursday morning.

The crash happened just before 11 a.m. on U.S. 25 south near London. Three vehicles involved: car, van, and commercial semi truck. Police say Jami N. Morgan, 32, of London was driving car northbound when she sideswiped a van going southbound.

Morgan’s car wound up in southbound lane and struck a commercial semi head on. Morgan was trapped in her car and had to be removed with the Jaws of Life.

Police say the road was reopened just before 2 p.m.

Wrongful Death Mt. Pleasant, MI Woman’s Body Found, Pastor Arrested

Police have arrested a man in connection to a Mt. Pleasant woman who missing on Halloween and was found dead Thursday.

A 55-year-old Mt. Pleasant man was arrested and charged with open murder (felony, life without parole) and first degree homicide-premeditated (felony).

Department of Corrections says that John Douglas White had previously served two years in prison for conviction in the early 1980s of assault with intent to murder in Calhoun County. White also was convicted of manslaughter in Kalamazoo County in 1995 and served 12 years behind bars before being released in 2007.

A pastor at Christ Community Fellowship Church in Mt. Pleasant tells 6 News that White has been a pastor at the church for nearly three years. She says he is well thought of in the community, even going as far as to call into the church for a prayer chain Wednesday when she went missing.

24-year-old Rebekah Jane Gay was last seen just before 7a.m. at her home near M-20 and Coldwater Rd Wednesday. Her car was found parked behind the “The Barn Door.”

Police tell us that Gay was murdered in her home and her body was dumped in a wooded area near Coldwater and Pickard Roads. They are also investigating a separate crime scene where the murder weapons were dumped.

In a news conference, police reported that White admitted to fantasizing about her murder leading up to her death. Investigators said White led them to the body, after originally not cooperating in the investigation.

Rebekah hadn’t had contact with her family or friends since, something they say was not like her and warranted concern about her well being.

Private Detective Police In Lexington Looking for Robber

Police in Lexington are searching for a suspect after an attempted robbery at a gas station Thursday afternoon.

The incident happened at about 5 p.m at the BP station on the corner of East New Circle Road and Eastland Parkway. Police say the clerk says the suspect had a hand gun, but didn’t get off with anything after he fled when he heard the sirens of passing fire trucks.

Police are looking for a white male, 19-20 years old, wearing a dark blue hoodie.

Missing Person Remains Found Near Crete May be Chicago Man

The skeletal remains of a man found this week inside of a car stuck on a drainage pipe could belong to a missing Chicago man, authorities said today.

A farmer discovered tire tracks in a corn field late Tuesday afternoon and followed the tracks to a Chevrolet Lumina that was stuck on a drain pipe, said Will County Coroner Patrick O’Neil.

The man saw skeletal remains inside of the car, which was in a wooded area of a Will County forest preserve, and notified authorities, O’Neill said.

Personnel from the coroner’s office arrived at the scene near Crete-Monee Road and Western Avenue near Crete shortly before 6 p.m., O’Neill said.

Identification found in the car matched information of an 87-year-old Chicago man who was reported missing in September, O’Neill said.

Will County Forest Preserve District Police Chief Bob Murphy said his officers arrived on the scene approximately 100 feet south of Crete-Monee Road near Western Avenue at about 5:40 p.m. Tuesday.

The victim was in a 1995 Chevy Lumina in the driver’s seat, slumped over into the passenger’s seat. He confirmed the body was decomposed.

“It looks to us like he got disoriented and ended up between two trees,” Murphy said. “After he tried to back up and turn around, he went over a drainage tile and his drive wheels became suspended. He couldn’t go anymore.”

Murphy said his department is treating the death as natural causes “unless we find out there was a different cause of death.”

“The level of decomposition is consistent with the September date,” O’Neill said. “We are looking into whether the person … in the vehicle is in fact the person missing in Chicago.”

O’Neill said the Chicago police have been contacted about the case, but so far, authorities have not made a positive identification of the victim.

O’Neill said the office was still trying to reach family members to use possible DNA testing to identify the remains.

An autopsy conducted today determined the man had medical conditions, but the exact cause of death was pending further studies, O’Neill said.

Chicago police had no immediate information available about the man who was reported missing.

Arson Investigation 3 Charged in Goodwill Fire in Charlotte, NC

Three people, including a former employee, have been charged in connection with the arson case earlier this year at a south Charlotte Goodwill store.

The fire closed the Goodwill store for seven months.

Charlotte-Mecklenburg police have not released information about the arrests, but Goodwill Industries of the Southern Piedmont announced the developments Tuesday night.

“After several months of investigation, police today arrested three individuals in connection to the case, including a former Goodwill employee,” communications director Holly Cooper said in a news release.

The fire, on Feb. 23, caused $500,000 damage to the Goodwill store in the 6600 block of South Boulevard. The store was not reopened until Sept. 22.

A search warrant obtained in March by WCNC-TV, the Observer’s news partner, said a 1996 blue Ford Crown Victoria was seen on surveillance video at a parking lot next to the Goodwill store, shortly before the fire started. According to the search warrant, the car belonged to a female employee who had lost her job with Goodwill a day earlier.

Police said in the warrant that the former employee “was extremely angry with the victim business because of being fired,” WCNC reported.

The surveillance video also showed someone using a car jack to break a glass door, and the person then poured liquid throughout the store, before using a match to light the fire.

Police searched the former employee’s car, the search warrant said, and found matches similar to those used at the fire scene.

In the news release, Goodwill’s Cooper said, “While the responsible parties must be held accountable for this crime, it is hard to comprehend why anyone would set out to harm our organization, which has worked for almost 50 years to help people in our community.”

One person was airlifted to UK Hospital after a wreck involving two vehicles in Laurel County Thursday morning.

The accident happened at about 10:45 a.m. on U.S. 25 just south of London. Police say the wreck involved two vehicles, one a commercial vehicle.

Police say the road was blocked and expected to remain blocked until about 1 p.m. No other information has been released.

Insurance Fraud Tammy L. Self Charged in Augusta, GA

An Augusta woman has been arrested by state agents and charged with insurance fraud.

According to a news release, an investigation by the State Board of Workers’ Compensation’s Enforcement Division led to the arrest of Tammy L. Self, 39.

According to division Director Stan Bexley, Self was arrested Oct. 25 and charged with felony insurance fraud.

Self, a licensed insurance agent, has been in the insurance business for more than 10 years, investigators said, and was formerly employed by the Kilpatrick Insurance Agency in Augusta.

The agency said it had received several complaints alleging Self had taken premium money for workers’ compensation insurance policies. Agents said Self is suspected of fraudulently taking money from a business owner on the pretext of obtaining workers’ compensation insurance coverage, only to provide a bogus certificate of insurance as proof of coverage.

She also is suspected of creating fraudulent documents that indicate valid workers’ compensation insurance coverage for other business owners.

If any business owners in the Augusta area have purchased workers’ compensation insurance through Self and suspect they might have been defrauded, they are asked to contact the State Board of Workers’ Compensation’s Enforcement Division at (404) 657-7285 or (800) 533-0682.

Pedophile Tracking Chicago Man Arrested

A Chicago man who thought he was preying on a 14-year-old Naperville girl got the surprise of his life when he found out he’d actually been sex-talking and exposing himself to a cop, police said.

Mark Barreto, 34, of 300 N. Canal St. was jailed Wednesday on charges of aggravated child pornography, regular child pornography, indecent solicitation of a child, and grooming.

Barreto allegedly transferred digital images of child pornography over the Internet. His online creepiness also included discussing “acts of sexual conduct over the Internet with someone he believed to be a child” and exposing “himself to that individual,” according to a statement released by Will County State’s Attorney James Glasgow’s office.

But the person Barreto believed to be a child was in reality “the persona of a 14-year-old Naperville girl that was created by High Technology Crimes Unit investigators,” the statement said.

A Bolingbrook man with whom Barreto discussed setting up a sex date with a 14-year-old girl at a Bolingbrook hotel “launched” the investigation into Barreto’s alleged illegal conduct, according to the statement from the state’s attorney’s office. The same statement said Barreto’s arrest followed a six-month investigation by the High Technology Crimes Unit.

Six months ago, officers with the High Technology Crimes Unit arrested Bolingbrook man Joseph Truschke on five counts of aggravated child pornography.

Truschke, 35, faced up to 30 years in prison on the class X felony charge, but after pleading guilty six weeks ago—and despite a prior sex crime conviction for sexually abusing a 4-year-old—he is due to be released from prison only four years after he was locked up.

Truschke is doing his time at Big Muddy Correctional Center.

Barreto’s bond was set at $250,000. Just as Truschke had when he was arrested, Barreto faces up to 30 years in prison on the aggravated child pornography charge alone.
