Missing Person Man Missing From Amtrak UPDATE

Authorities have tenatively identified a body found near Haigler Nebraska as Charile Dowd. Dowd is believed to have fallen from an Amtrak train sometime after leaving Denver.

According to Amtrak Police Department Spokesperson Danielle Hunter, Amtrak Police is working with the Dundy County Coroner to confirm the identity a male adult tentatively identified as Charles Dowd, 69. The discovery was made late Friday morning along the BNSF Railway tracks about seven miles from Nebraska-Colorado border. Amtrak Police informed the Dowd family of this development and met them at the scene, along with San Mateo California Detectives and local authorities.

Mr. Dowd was a passenger on Train 6 that left Emeryville, California on September 12th and Amtrak Police issued a missing person bulletin to police agencies on September 14th, when the train arrived in Chicago and a search of the train found he was not aboard at the destination and important personal items were left behind.

Hunter added Amtrak employees are saddened by this development and the case remains an active investigation by the Amtrak Police and other agencies. Persons with information are encouraged to call the Amtrak Police National Communications Center at 800-331-0008.

According to Facebook page, the Dowd family is saddened to share the news that the body of Charlie Dowd was found Friday, September 21st in Haigler, NE, an area between Fort Morgan, CO and McCook, NE. The body was spotted by a BNSF railway worker and immediately reported to the authorities.

While the family is devastated, they would like to express their gratitude for the many prayers, support, and messages posted to the Charlie Dowd Facebook page and for the efforts of the many volunteers who have helped search for him this past week.

The Dowd family also wants to thank the many agencies, groups and individuals for their support.

Identity Theft 2 Men Arrested After Targeting Male-Oriented Dating Sites

Two men who allegedly stole identities from victims targeted on male-oriented dating websites were in custody Friday.

Joseph Najm, 25, and Jonathan Dodrill, 20, were arrested around 2 p.m. Thursday in the 1000 block of La Cienega Boulevard, said Sgt. Michael Caprioli of the Los Angeles County sheriff’s West Hollywood Station.

Najm met victims through the dating sites and stole identities and “financial instruments,” then used the information to purchase items and sell them on Craigslist, Caprioli said.

“During a consensual search of the hotel room he shared with suspect Dodrill, stolen items were recovered along with victims’ identities,” he said.

Najm was booked on suspicion of grand theft and Dodrill on suspicion of receiving stolen property, Caprioli said. Detectives were looking for additional victims who may have been targeted by the suspects.

Identity Theft Bronx Man Pleads Guilty

A Bronx man pled guilty today to stealing the identification of a Florida man and withdrawing $4,800 from his bank account, according to court documents.

Nathan Fitzpatrick, 52, was convicted of third-degree grand larceny and fourth-degree criminal possession of a controlled substance, both felonies. He faces up to five years in prison with three years post-release supervision.

Fitzpatrick stole the identity of a 51-year-old Florida man and then used fraudulent identification to withdraw money from his account at Chase Bank on Route 9 in the Town of Poughkeepsie at 2:30 p.m. on Dec. 2, 2011, according to Journal archives.

Fitzpatrick tried to steal an additional $3,000 at 3:50 p.m. but was turned away. When Hyde Park police arrested Fitzpatrick later that day at 4:30 p.m., authorities said he was in possession of powered cocaine and several glassine envelopes of heroin, according to court documents.

He is due to be sentenced by Dutchess County Court Judge Stephen Greller at 9 a.m. on Oct. 25.

Missing Person Courtney Glasscock of Barnsdall, OK

Oklahoma police are looking for a 27-year old woman with a developmental disability who has been missing for nearly a week.

Courtney Glasscock, who lives with her sister in Barnsdall, a rural community 40 miles northwest of Tulsa, was last seen by family members on Sept. 16.

“They saw her at 10:30 Sunday night and at 7:30 Monday morning, they got up [and] she was gone,” Osage County Undersheriff Lou Ann Brown told The Huffington Post.

Glasscock’s sister Virginia Glasscock reported her missing to the Osage County Sheriff’s Office, and authorities have entered her into the National Crime Information Center as a missing person.

“It appears there is a pair of her shoes missing. Other than that, we’re not sure if she took anything,” Brown said.

According to Brown, Glasscock is developmentally about 10 years old. “We don’t know her capabilities, but her family said they are comfortable that she would be able to tell someone her address, but not necessarily take them there,” she said.

Family members from Texas have traveled to Oklahoma to help search for Glasscock. Her sister told the Barnsdall Times, that Glasscock is friendly and talkative.

“She will be friends with anybody,” Virginia Glasscock said. “If someone comes up to her and says, ‘Hi, Courtney, I’m your friend,’ she believes it.”

Brown said authorities do not suspect foul play. “We don’t have anything that we think is a potential crime scene,” the undersheriff said. “It does not appear there was any kind of struggle or anything.”

Glasscock is 5-foot-4 inches tall, weighs 130 pounds, and has blue eyes and blonde hair. She speaks softly and is hard of hearing. She was last seen wearing a light blue T-shirt with a small American flag and army-green shorts.

“You would think she would not make it very far, but we had a similar situation a few years ago and located the person in Holly Springs, Mississippi. Fortunately, she was alive and well but you never know,” Brown said.

She added, “We feel that the more people who are made aware that she is missing, the better chance we have of locating her.”

Private Detective Search Still on for Rape Suspect in Boulder, CO

On Sunday, June 17, 2012, at approximately 2200 hours, a female was sexually assaulted on the shoulder of South Foothills Highway (Highway 93), just south of the Boulder, Colorado, city limits. The victim was lost and had stopped on the highway shoulder to update her GPS. The offender approached her driver’s side window and asked if she was OK. He then ordered her out of the vehicle and displayed a handgun, possibly a compact, black semiautomatic. The suspect forced the victim to move to the backseat of his vehicle, described as a late model Jeep Cherokee or similar vehicle, gray or blue in color with cloth fabric. He then sexually assaulted her. After the assault, the offender ordered the victim out of the car and left her at the side of the road. The suspect last was seen making a U-turn and driving back toward Boulder.

According to the victim, she did not recall seeing the suspect’s vehicle on the shoulder when she first stopped, and she did not see it pull up behind her. The description of the suspect is vague. It is believed that he is a white male, approximately 5’11” in height.

Missing Person Visalia, CA Ruby Renteria

Visalia police is asking for help in locating Rudy Renteria, who was reported missing Wednesday afternoon.

Renteria, 31, is 5-foot-4 and 170 lbs. with brown eyes and short, black hair. He goes by the nickname of “Nicos.”

When last seen in the 800 block of West Oak Avenue, Renteria was wearing a dark gray shirt, blue jeans and white tennis shoes.

Police said Renteria is considered an “at risk” missing person. He has been diagnosed with schizophrenia and is mentally delayed, according to police.

Identity Theft 2 ‘Pioneers’ of Tampa Tax Refund Fraud Arrested

Two years after local police stumbled on what the first active tax-refund fraud operation they had seen, two of the suspects were arrested Wednesday on federal charges.

The two were among 16 people, many described by Tampa Police as “pioneers” in tax refund fraud, who were picked Wednesday up on state and federal charges.

Marterrence “Quat” Holloway, 33, and Maurice “Thirst” Larry, 26, along with a third person not yet charged, are believed responsible for more than $2.5 million in tax refund fraud, said John Joyce, special agent in charge of the Tampa office of the Secret Service.

“They’re real big,” said Tampa Police Det. Sal Augeri. “They’re some of the more well known people involved with the tax refund fraud scheme.”

Both men pleaded not guilty at an arraignment in U.S. District Court. Holloway’s lawyer told U.S. Magistrate Elizabeth Jenkins the defendant has 17 siblings and seven children of his own.

For Augeri, Wednesday’s arrests by IRS agents are a sign that law enforcement may finally be getting a handle on a problem that has vexed police for more than a year.

The scheme – known on the street as “TurboTax” or “drops” – has exploded in the last two years, with Tampa leading the nation. Authorities say thieves here have stolen hundreds of millions of dollars from federal taxpayers by using stolen personal information to file tax returns and obtain fraudulent tax refunds.

Nationwide, thieves have stolen billions this way.

Since last year, Tampa police have expressed frustration over legal obstacles they faced in going after the fraud. On Wednesday, Augeri, who testified before Congress about the issue in March, said, “I think we’ve turned a corner … I would say it looks 100 percent better than it did last year.”

Tampa Det. Bernie Ginaitt was able to make use of a pilot program by the IRS that allows identity theft victims to sign waivers giving law enforcement access to tax returns filed in their names.

Until the program was instituted, police were legally blocked from obtaining evidence they needed to assemble criminal cases.

Ginaitt said the process is tedious, but it has begun to bear fruit. When suspects are found with preloaded debit cards in other people’s names, Ginaitt said, he tracks information about the victims by going to the banks and then finds the victims and sends them waivers to sign.

Ginaitt said he has found local suspects with information from victims who live from Maine to South Florida.

Holloway’s home on East Caracas Street was searched last year by authorities during an investigation dubbed “Operation Rainmaker.”

According to records, Holloway and Larry had been arrested a year before in September 2010 at the Howard Johnson hotel on North 50th Street. It was the fist time Tampa Police found an active tax fraud operation, Augeri said. Before that day, police had heard talk on the streets. But they had never actually seen it happening.

When officers entered the hotel room during a drug investigation, they smelled marijuana and saw drugs. After Holloway and several other people were removed from the hotel, officers found four laptop computers they say were being used to file fraudulent tax returns.

There also were lists of personal information with more than 1,000 names, as well as debit cards and financial records. Holloway ultimately faced only drug charges in that arrest as police struggled with the legal barriers to bringing tax fraud cases.

Now, Augeri said, “There are numerous people that are equivalent to them in terms of the amounts (of fraud) they do. They’ve become, kind of like, with their names, really associated with this. But the problem is big enough that there are numerous people that are bigger than them. They just got there quicker than these other people.”

Augeri said the pair has led a free-spending life, far beyond what their reported legitimate income should allow. Larry, for one, has been a jet setter, flying between Miami, New York and Law Vegas. The two have been driving expensive cars and wearing expensive clothes.

As part of Wednesday’s operation, investigators from several agencies – including IRS Criminal Investigations, Secret Service, U.S. postal inspectors, Tampa police and the Hillsborough County Sheriff’s Office – searched a home at 10917 Dunscore Cottage Way in Wimauma.

There, authorities found at least 40 fraudulent debit cards, as well as multiple ledgers with thousands of names and personal identifiers, Assistant U.S. Attorney Kelly Howard-Allen told Judge Jenkins during Wednesday’s arraignment.

Also found was $5,000 in cash and a firearm. A woman who lived there, identified as Larry’s girlfriend, Rashia Wilson, was arrested on a state firearms charge.

Howard-Allen said Larry and his girlfriend were caught at a hotel in May of this year with 60 to 100 fraudulent tax returns.

Wrongful Death 2 Brothers Wanted for Murder of Elderly Man

Murder warrants have been issued for two brothers from Albany in Clinton County.

The two men are wanted in connection to the death of 73-year-old James F. Perdue. State Police units responded to a residence on Perdue Road in rural Clinton County near the Wayne County line on Wednesday. Perdue was found dead at his residence by a friend at approximately 4:30 PM CST. Details of the investigation are not being released at this time and the cause of death will be determined following an autopsy scheduled for later Friday at the State Medical Examiner’s office in Frankfort.

The suspects are 33-year-old Phillip M. Robert of South Monticello, who is a 6’3″, 245 pound, white male with blue eyes and brown hair. His brother, 38-year-old Thomas A. Roberts, also of South Monticello, is a 5’9″, 155 pound, white male with brown eyes and brown hair. The two brothers are believed to be in a 2000 black Chevy S-10 with damage on the driver side of the vehicle. The Kentucky registration number is 802-MXV. The direction of travel is unknown. The two men should be considered armed and dangerous and should not be approached. Insurance Fraud Lockport Man Pleaded Guilty

LOCKPORT – A Lockport man pleaded guilty today in Niagara County Court to forging notes from a doctor to keep disability checks coming after he had recovered from injuries suffered in an auto accident.

Matthew J. Luke, 27, of Chapel Street, pleaded guilty to fourth-degree insurance fraud and faces up to four years behind bars when he returns before County Judge Sara Sheldon Farkas for sentencing Nov. 29.

Luke also must repay $14,969 to State Farm Insurance, which he collected between May 2010 and September 2011.

Assistant District Attorney Heather A. DeCastro said Luke had a legitimate note from a physician saying he was injured, and kept copying it and altering it slightly to try to fool State Farm. DeCastro said Luke apparently was working at the time.

Missing Person 15 Yr Old Long Island Girl

A 15-year-old Long Island girl went missing after she went to meet someone she met on a social networking site, her family told police.

Alisa Papik was last seen at her Farmingville home about 3 a.m. Sunday, Suffolk County police said.

Her mother told cops that she believes the teen, a Sachem East High School freshman, was going to meet with an older man she met on the website MeetMe.com.

A spokeswoman for the Suffolk County Police Department said they were investigating the mother’s claims.

Alisa is 5-foot-3 and about 110 pounds, with brown hair and blue eyes. She also has a scar on her chin.
