Accident Reconstruction Teen Suffers Life-Threatening Injuries in Lexington, KY

A teenage boy was rushed to UK Hospital Thursday night with life-threatening injuries following a crash on a Lexington road.

The collision, which involved an ATV and a pick-up truck, happened around 8 p.m. on Eastland Parkway near Anniston Drive.

“This isn’t something you want to see. This isn’t something you expect to see,” said Cameron Clark, who was on his way to a nearby church when he witnessed the aftermath. “It was terrible. My heart just sank… It’s sad, you know. No one deserves this. Nothing. No one.”

Clark watched as investigators taped off the intersection, working to figure out how this could’ve happened.

“My initial response was that it could be one of my friends. It could be someone that I know personally. And it just, my heart dropped,” said Clark.

“The two years that I’ve known him, playing basketball and everything like that, it’s just unbelievable that this has just happened,” said Cody McCollough, a friend of the victim.

Investigators told LEX 18, it appears the boy on the ATV ran a stop sign, leading to the crash.

“At the end of the day, my heart is just broken for him. For the family and the friends. Everyone involved. My heart is just broken,” Clark said.

The name and age of the victim has not been released. No word on his condition.

Missing Person Body Found of Massachusetts Man in Key West

KEY WEST, Fla. — Authorities say they’ve identified a body found floating in the waters off Key West as that of a missing Massachusetts man.

The Monroe County Sheriff’s Office says fingerprints from the body found Sept. 3 matched fingerprints from an arrest record for Erik Jenkinson of Concord, Mass.

Sheriff’s office spokeswoman Becky Herrin tells The Miami Herald that Jenkinson’s family called deputies after getting a letter from a towing company about a truck registered to his address.

According to Herrin, Jenkinson’s family said he had been missing for a few weeks and he had a history of erratic behavior. He was arrested in Pennsylvania last November after crashing his car, then stripping naked and climbing atop a concrete median.

An autopsy showed no signs of foul play.

Fraud Investigation Long Beach Insurer Arrested

LOS ANGELES – Three people, including the CEO of an insurance company in Long Beach, were arrested Wednesday on federal charges alleging they were operating a scheme to defraud insurance finance companies.

Taken into custody at their homes were Lee Anthony Corlette, 64, of Redondo Beach; Sherman Franklin Hulsey, 60, of Santa Barbara, and Jane Graves, 61, of Astoria, Ore.

A federal grand jury in Los Angeles returned an indictment against the trio on Sept. 5, said Bruce Riordan of the United States Attorney’s Office.

Corlette was charged with seven counts of mail fraud, nine counts of wire fraud and 16 counts of aiding and abetting in connection with a scheme to submit numerous fraudulent insurance premiums to insurance finances companies.

Hulsey and Graves were charged with one count of mail fraud each, three counts of wire fraud and four counts of aiding and abetting.

“Insurance fraud is not a victimless crime,” said United States Attorney Andre Birotte Jr. “The allegations in this case describe a wide- ranging fraud scheme and my office is working with our partners at the federal, state and local levels of law enforcement to protect consumers and remedy serious fraud like that alleged here.”

Birotte said his office works closely with the FBI in investigating alleged fraud cases involving the insurance industry.

The indictment alleges that Corlette, while CEO of Insurance Works Inc., and doing business as Star Alliance Insurance Services in Long Beach, obtained more than $4 million in fraudulent loans from the finance companies who believed the money would be provided to the carriers identified in the agreements submitted by Corlette.

The other two defendants were alleged to have assisted Corlette by providing information about their businesses so she could submit the agreements and fraudulently obtain the loans.

Hulsey owned Liberty Paradise LLC in Santa Barbara and Global Consulting Services, doing business as Vanguard Benefits. Graves was secretary/treasurer of Global Consulting and owner of Steward Holdings LLC in Astoria.

Earlier in the year, a former bookkeeper was charged in connections with the scheme and is awaiting sentencing. The defendants face a statutory maximum penalty of 20 years in federal prison for each count of mail fraud and wire fraud.

Private Detective Former Wayne County Clerk Arrested for Forgery

Attorney General Jack Conway announced the arrest Thursday of the former Wayne County Clerk following an investigation by his office.

Investigators from General Conway’s Department of Criminal Investigations (DCI) arrested 39-year-old Jennifer “Melissa” Turpin of Monticello, Ky. Thursday morning on one count of forgery, 2nd Degree, a Class D felony.

Turpin, the office manager and title clerk for Somerset Auto Auction in Somerset, Ky., was transported to the Pulaski County Detention Center by Somerset Police. She is jailed in lieu of $5,000 bond.

Turpin is accused of forging the signature of Pulaski County Clerk Ralph Troxtell on a title for a 2006 Toyota Highlander sold on Craig’s List to a Maryland resident. Turpin is also currently on probation in Franklin Circuit Court for filing false tax returns and failure to pay tax and in Wayne Circuit Court for abuse of public trust over $10,000.

Pedophile Tracking Youth Minister Arrested in Danville, KY

A 29-year-old youth minister from Danville was arrested by the Kentucky State Police Electronic Crime Branch Tuesday as a result of an undercover Internet Crimes Against Children (ICAC) investigation involving a girl he came in contact with through church.

KSP initially received information on the case from the Lexington Division of Police after they were contacted by the mother of a 15-year-old girl. The mother discovered inappropriate text messages and email communication sent to her daughter from an unknown person. Through investigation, Lexington police discovered that the suspect was likely located in Danville in Boyle County. At that time, Lexington police contacted the KSP Electronic Crime Branch (ECB).

The teenage girl told detectives that she began communicating with the unknown person after he texted her cell phone looking for another girl. The man claimed to be an 18-year-old University of Kentucky student named Zachary Blight Carter. She said their conversations via email and text messaging quickly became sexual. She sent the man multiple nude photos of herself at his request and he sent her a nude photo as well.

The investigation led to a home Denmark Drive in Danville. On Sept. 18, ECB detectives, assisted by KSP Post 7 units, executed a search warrant at that address. At the scene, detectives made contact with Jonathan David Hall. Based upon the investigation, Hall was charged with unlawful use of electronic means to induce a minor to engage in sexual activities. He was lodged in the Boyle County Jail on a $10,000 cash bond.

During the investigation, other nude photos of what appear to be juvenile girls were located. Identification of the children, who appear to reside in at least three other states, is ongoing. The investigation is continuing and additional charges are pending.

Missing Person Felix Garcia of Lindsay, CA

A Lindsay man reported missing Tuesday evening received a ride to Los Angeles International Airport, where he was planning to get a flight to Mexico.

Felix Garcia, 62, was seen walking away from his residence in the 21600 block of Brooks Avenue, just north of Lindsay. A neighbor, the Sheriff’s Department said, picked him up, taking him to the airport in Southern California.

The Sheriff’s Department is working with the Los Angeles Police Department and airport personnel to determine where Garcia went.

The Sheriff’s Department said Garcia is considered an “at-risk” missing person because he suffers from dementia and other medical problems. Garcia is 5-foot-9, 170 lbs., with gray hair and a full beard. When last seen, he was wearing a red polo shirt and black pants.

Identity Theft Rio Rancho Woman Gets 2 Years

Donna Gabaldon, 41, of Rio Rancho, was sentenced Wednesday morning in U.S. District Court in Albuquerque to two years for her conviction on aggravated identity theft, federal prosecutors said in a news release.

Gabaldon, who will be on a year of supervised release after prison, also was ordered to pay $141,233.57 in restitution to her victims, the U.S. Attorney’s Office said.

Gabaldon and co-defendant Shelly Nichols, 42, of Albuquerque, were charged in March in a 60-count indictment, alleging identity theft, passing counterfeit checks with intent to deceive bank officials and aggravated identity theft, according to the release.

On May 25, Gabaldon pleaded guilty to two counts of aggravated identity theft in a plea agreement with prosecutors, in which she admitted that she and Nichols cashed fake payroll checks at Walmart stores throughout New Mexico, Arizona, Utah, Colorado and Texas from October 2009 through June 2010, the release said.

Nichols has pleaded not guilty to the indictment and is on conditions of release under pretrial supervision awaiting trial on Nov. 5, 2012, federal prosecutors said.

Missing Person Man Disappears In Winslow Township, NJ

WINSLOW TOWNSHIP, N.J. –

Worried friends and family want to know what happened to a Camden County man who went to work and then disappeared.

Investigators in Winslow Township say there were no clues left at the scene and no apparent reason why a gas station attendant working alone in rural part of town vanished.

Police say Sukhvinder Singh was last seen Tuesday night at a gas station on White Horse Pike, where he works 12 hours each day, nearly every day.

A regular customer pulled in and noticed Singh was absent from his post, but his bike was still parked.

Singh’s employer says he’s very hard working and always shows up for work.

Fraud Investigation Triangle Credit Card Fraud

Triangle Credit Card Fraud is a common scam known to affect many on-line merchants. It has been called “Triangle Credit Card Fraud” because there are three primary parties involved or impacted by the scam.

The first party is the fraudster who acts as a seller on a popular auction or marketplace site. The fraudster “sells” a product to the second party, the buyer that knows nothing about the scam. The buyer pays the seller for the product or service. The seller then needs to deliver the product or service to the buyer and does so by placing an order with the manufacturer of the product or service to the buyer and does so by placing an order with the manufacturer of the product or service, the third party. That order will contain the buyer’s information for shipping and stolen credit card information for billing. When the company receives the order, the billing and shipping information is all legitimate, thus it looks like an order being placed as a gift, so the company delivers the product or service.

When the card holder finds a fraudulent charge on their card, they may file a dispute with the credit card company resulting in a chargeback for the company. This scheme is often much more complex as it is often led by overseas criminals who recruit established sellers (often referred to as mules) on auction or marketplace sites to “sell” the products. Once a sale is completed, the mule will forward the buyer information and the bulk of the money to the fraudster to place the fraudulent order. Once a mule becomes trusted, they are often allowed to recruit other mules, leading to a complex pyramid of fraudsters and mules.

Through the on-line merchant community, many companies have been made aware of this scheme and have had great successes with stopping the illegal activity using fraud prevention and detection solutions as well as successful criminal prosecutions.

Fraud Investigation New Twist to Work at Home Scheme

The IC3 has previously reported on work-at-home schemes where victims advised they applied for employment through on-line resumes. The alleged employers used the names of well-known financial institutions and industry agencies to lure their victims into the scheme. The potential employees were contacted via e-mail and interviewed for various positions using Yahoo! Instant Messenger.

In some cases, the employees were required to purchase various software packages to perform the tasks required for their employment. The employees received a check and were instructed to keep a portion of the funds for supplies and wire the remaining funds to another individual. Once the employee wired the funds, the check was returned as counterfeit. The IC3 has received over 80 complaints identifying a twist to the scheme reporting that employees were asked to post employment advertisements on Craigslist and provide full details of a credit card, including owner name, address, card number, security code, and the expiration date of the card. In doing so, the victim unknowingly became a recruiter for the fraudster.
