Insurance Fraud On the Rise Because of Economy

MADISON, WI (WTAQ) – Experts say insurance fraud is on the rise – and most insurers have become much better at catching it.

It’s a hot topic, after authorities said an Argyle man tried to kill his family and burn down his house to get $156,000 in insurance money and a fresh start in life.

Martha Lester-Mittenzwei of Madison College says insurance fraud is more common due to the shaky economy, and the need for people to look for alternative ways of getting money.

The Wisconsin Radio Network says insurance fraud is the second-most popular white collar crime after tax evasion – and one of every five adults surveyed two years ago said it’s acceptable to defraud insurance companies.

Insurance fraud takes many forms. When gas started hitting $4.00, Lester-Mittenzwei said people came up with schemes to report their vehicles stolen to collect the insurance money. That because they couldn’t sell those gas-guzzlers.

Today, Lester-Mittenzwei says most insurers have special investigating adjusters who take over when fraudulent activity is suspected. She said getting behind on a mortgage is a red flag when checking out a fraud suspect.

Missing Person Jessica Ramos of North Brooklyn

North Brooklynites are being asked to keep their eyes out for Jessica Ramos. The fourteen year old was last seen in front of her home at 275 Jackson Street at 4:15PM on Thursday, September 6th. When she went missing, the 5’2”, 115 lb. teen was wearing green cargo pants, a navy blue top and blue and white sneakers and carrying an Aéropostale backpack. Ramos was also wearing a small gold bracelet on her left hand and has scars on her left arm and in the middle of her forehead.

This is not Ramos’ first disappearance. She also went missing for two weeks in March 2012. When she was found, she could not remember much of what had happened during those two weeks. In July 2012, she left her summer school and was found six hours later sitting in Cooper Park, again with memory loss.

Missing Person May Have Intended to Harm Herself

CAMDEN COUNTY, Ga. — Camden County Sheriff’s Detectives and Kingsland Police are now saying missing 24-year-old Ivy Merck may have intended to harm herself.

Investigators met with a group of criminal profilers from around the world Thursday morning to discuss Merck’s disappearance. That’s according to the Camden County Sheriff’s Office Facebook page.

“After exhausting every available lead, examining all the available evidence and consulting with profilers, investigators have determined that there is a high probability Ivy may have intended to harm herself,” the post said.

“Everyone involved hopes Ivy can be brought home safely but the likelihood of that happening greatly diminishes every day.”

Friday, September 14th, is Merck’s 25th birthday. Investigators are asking friends and family to post a birthday message on her Facebook wall.

Grainy video was also discovered from a coffee and snack shop near where Merck’s car was found in Deerfield Beach in Broward County. The video was taken on August 24th and it appears to be the missing woman.

Investigators are still waiting to confirm her identity when a clearer version of the video becomes available. If the sighting is confirmed, it will be the last known contact with Merck.

Two notes were found in her car in Broward County, one to her family and one to her roommate. Both notes were short and may have expressed Merck’s desire to leave because of unnamed hardships in her life.

Merck left her job in Clarke County on August 23rd, drove to Camden County, and put her dog in a kennel.

She has not been seen since.

Police still consider the disappearance a very active case. They have set up a phone line, dedicated for people who have any information about Merck’s whereabouts. The number is (912) 510-5115. There’s also an email address at helpfindivy@gmail.com for the same purpose.

Drug Dog Sweep An Attleboro Man Arrested

BROCKTON —

An Attleboro man is facing drug and gun charges after police stopped his car in Brockton Thursday night.

The police narcotics unit stopped a minivan at the corner of Main and School streets at 10:15 p.m., according to Lt. Ken LeGrice. Police had followed the van after getting calls for it and another vehicle blocking traffic on Main Street during an apparent drug exchange.

Police followed the van and pulled it over on motor vehicle violations, LeGrice said.

The operator, Augusto M. DaRosa, 36, of 14 Phillips St. in Attleboro, was found to be driving with a revoked license. Police found approximately 125 grams of marijuana and $5,800 in cash during a search, LeGrice said.

A police dog was brought to the scene and additional drugs were found, as well as a weapon, police said. A .38 caliber handgun along with 70 pills of oxycodone were found in the car, according to LeGrice.

DaRosa was arrested and charged with possessing a class D drug with intent to distribute, subsequent offense; operating a motor vehicle with a revoked license; possession of a class B drug with intent to distribute, subsequent offense; unlawful carrying of a firearm; unlawful possession of ammunition; receiving a firearm with a defaced serial number and failure to signal a lane change.

Arson Investigation SC Highway Patrolman’s Wife Arrested

The wife of a South Carolina highway patrolman has been arrested and faces third-degree arson and other charges in connection with a fire at her Greenville County home, according to authorities and arrest warrants.

Greenville County Sheriff’s Office arson investigators arrested Paula L. Rose, 46, in connection with the fire July 27 at her home at 136 Riley Smith Drive off Pelham Road, warrants show.

Rose also is charged with burning personal property to defraud an insurer, making a false insurance claim to obtain benefits for fire or explosion loss and filing a false police report of a felony violation, according to the warrants.

Warrants allege that she started the fire by pouring an ignitable liquid on building material and exposing it to an open flame.

Magistrate Leila Foster set Rose’s bond at $40,000 during a hearing Wednesday at the Greenville County Detention Center. Rose spoke softly, saying “Yes ma’am” when Foster asked if she understood her rights. Rose made no statement.

Rose’s attorney, Jack Riordan, urged the magistrate to release her on a personal recognizance bond, saying his client wasn’t a danger to the community or a flight risk.

Riordan declined to comment after the hearing.

Investigators said Rose filed a claim with an insurance company regarding the fire and obtained insurance benefits.

Investigators said Rose called 911 dispatchers and reported three men were inside her garage trying to gain entry to a gun safe.

Rose told dispatchers that one of the men saw her inside her home through a window, investigators said.

She ran to the rear of her home while still on the phone with dispatchers and hid in a back room, investigators said. Rose told 911 operators she heard noises outside of her home and she looked out and saw that her house was on fire, according to investigators.

Rose escaped without injury, investigators said. Sheriff’s deputies and the Wade Hampton Fire Department responded and firefighters put out the fire, investigators said. Deputies and firefighters also met with Rose, investigators said.

Greenville County arson and property crimes investigators also were called to the scene and began searching for burn patterns, fire patterns, and items that might have been used to ignite the fire, deputies said.

In addition, investigators used a specially trained sheriff’s dog named Misty to detect ignitable liquids used to start fires, deputies said.

Deputies said the dog alerted investigators to ignitable liquids in the fire debris. Samples of fire debris were sent to the South Carolina Law Enforcement Division for analysis and testing, deputies said.

Additional physical evidence was collected from the scene, deputies said.

“Through the course of the investigation arson and property crimes investigators learned that the initial information reported was not true,” the Sheriff’s Office said in a statement.

Identity Theft 2 New York Men Arrested in Monroe

Two New York men accused of identity theft and credit card fraud will be arraigned on Thursday after being arrested in Monroe.

Police responded to Rite Aid at 435 Main Street, on July 10 for a report of fraudulent credit card use.

While police searched Jerome Ravenell, 30, of Brooklyn, New York, and Dequan Bates, 21, of Hempstead, New York, they found a “thumb drive” in Ravenell’s pocket that contained track data indicating about 300 other victims, police said.

The track data was from credit cards and debit cards and could be used to recode credit cards for fraudulent use, according to police. Where that data came from is not yet known.

The USB device also had a digital headshot of Bates that had been used on a fake Florida driver’s license found in Bates’ possession, police said.

Ravenell and Bates turned themselves in to Monroe Police Department on Sept. 13.

Bates was charged with one count as an accessory to commit unlawful completion or reproduction of a credit card.

Ravenell was charged with 10 counts of unlawful completion or reproduction of a credit card.

Each was held on $50,000 court-set bond and will be arraigned on Thursday.

Private Detective Scott County Police Ask for Help Locating Stolen Jewelery

A Scott County couple was in the middle of moving when someone broke into their house and ransacked the place, stealing everything from family heirlooms to kitchen utensils. But it was a comic book collection that led police to the burglars.

Amanda Kincaid sorts through piles of photos, clothes, and ripped cardboard boxes. While she’s in the middle of moving, it’s clear this mess isn’t from sorting through her family’s belongings.

“The first thought was just complete horror. I feel so violated that people have been through all of my personal things,” she says.

She’s trying to figure out what was taken and what was left untouched. Her antique jewelery, electronics, even her husband’s comic book collection, are all gone.

“Pretty much all hope was basically lost,” she says, describing Wednesday afternoon when her husband, Frank Kincaid, called her with the news.

But then he remembered something. Wednesday afternoon he was at Collectables Etc., a comic book store in Lexington. He stopped by before heading home to Georgetown, before discovering they’d been burglarized. Frank remembered a couple was trying to sell their comic book collection. A collection that looked a lot like his.

“The lady said she had tons of comic books out in her car and I literally walked past them as they were dragging them in,” Frank says. “They had these KISS action figures and I was like those are cool. Oh but I’ve got a set at home.”

“Then he came to our house and found out that no, you do not have anymore KISS figures because those people stole them,” Amanda tells us.

Frank called police. Police contacted the comic book shop. The suspected thieves had given their real information and police arrested David Brashears.

Most everything was returned to the Kincaids.

“The minute I realized we had been robbed, I was like i’m going to find them. I knew in my heart I was going to find them one way or another,” Frank says.

The Kincaids say police told them Brashears confessed to the burglary, saying he planned to have a yard sale with all the items and that he was just helping them move. He’s charged with burglary. Police are looking for a woman who may have helped him.

Police have not recovered Amanda’s heirloom jewelery. Here are a list of the items she says were stolen:

An Avon black onyx pendant on a gold chain. The pendant has a letter A on it with pearls and diamonds. It’s dated back to WWII.

Her grandfather’s gold class ring from 1935, Carlisle High School.

Her father’s gold class right from 1975 Georgetown College. On one side are the symbols for music and education, on the other side are the Lamda Chi Fraternity letters. There is a blue stone with a chip in the middle of the ring.

Amanda is also missing ruby and diamond jewelery, and a diamond and platinum tennis bracelet. If you have any information, call police.

Missing Persons Therese Christian of Tulsa, OK Found in Freezer

A woman that had been missing for five days was found stuck inside a freezer on Wednesday.

Theresa Christian, 59, from Tulsa, Okla. went missing on Saturday. Her family went by her home located on W. 23rd Ave., looking for her, but she never came to the door, reports KJRH news.

On Tuesday the family went back to the apartment to search for her and still couldn’t locate her. They noticed that her belongings were in the house and the television was on.

“We went through the house calling out her name and stuff and couldn’t get a response or anything, said William Andy Jr., Theresa’s brother.

Then on Wednesday, Theresa’s son, Jermal Stewart went back again and had the apartment maintenance crew let him in. When he went towards the kitchen he could hear a voice.

“I heard her say ‘help me, help me,'” said Stewart. “She was in the closet, in the kitchen, in the deep freezer, and I opened the door and she was sitting in there.”

Stewart said his mom couldn’t move and had gotten herself stuck.

“It was plugged in and functioning,” said Corporal Daisy Vallely of the Tulsa Police Dept. “We’re not sure why she couldn’t get out. There was evidence she was trying. There’s evidence of that, but we don’t know how she got in there or anything else.”

Stewart said that his mother had heard that a tornado might be coming and it probably “spooked her” and she sought shelter in the freezer.

Theresa was hospitalized with frostbite on her legs and was listed in serious condition, reports Fox 8 Cleveland.

Stewart was not sure why his mom didn’t get out of the freezer, but he said she does take medication and sometimes gets confused.

Fraud Investigation 10 More Arrests of Long Island Rail Road Workers

Ten more retired Long Island Rail Road workers have been charged with federal crimes, accused of falsely claiming to be disabled so they could obtain federal disability pensions in addition to their railroad pensions in what prosecutors have called a huge fraud scheme, the authorities announced on Wednesday.

Nine of the workers were charged with mail fraud and conspiracy to commit health care fraud and mail fraud, while one was charged with mail fraud and aggravated identity theft, according to court papers.

The arrests were carried out by F.B.I. agents and investigators from the office of the inspector general for the federal Railroad Retirement Board, which awarded the disability pensions. Most of those arrested were in the New York area, officials said, but some were taken into custody outside New York State.

The new arrests bring to 32 the number of people charged in the scheme, which federal prosecutors in Manhattan said could have cost the Railroad Retirement Board more than $1 billion if all of the money had been disbursed.

Officials also announced on Wednesday what they said was the final extension to a voluntary disclosure program under which prosecutors would agree not to bring criminal charges or file civil lawsuits against any Long Island Rail Road retirees who admitted they had been awarded Railroad Retirement Board disability benefits by making false statements and who agreed to give up certain benefits.

“If you are an L.I.R.R. retiree who lied to get disability benefits, the deadline for participation in the early version of the voluntary disclosure program is upon you,” Preet Bharara, the United States attorney for the Southern District of New York, said in a news release. “But make no mistake — there is no deadline for concluding our investigation. We are both relentless and patient and will continue to aggressively investigate this.”

Prosecutors have said hundreds of retirees took part in the multiyear, systemic fraud to obtain the Railroad Retirement Board disability benefits. The deception, they have said, was carried out with the assistance of people whom prosecutors identified as “facilitators” — liaisons between retiring workers and doctors, who falsely declared retiring railroad workers to be occupationally disabled.

Eleven people, including retired railroad workers, doctors and a pension agency employee, were charged in 2011 with taking part in the scheme, in which the retired workers falsely claimed to have disabling injuries, entitling them to higher pension payouts. Most were charged this spring.

One of the 10 people against whom charges were announced on Wednesday, Steven DeStefano, pleaded guilty last week, prosecutors said. Last month, another defendant, Gary Satin, who had worked for the railroad as an electrician, pleaded guilty to conspiracy and perjury charges.

The investigation that led to the charges followed reporting by The New York Times for a series of articles published in 2008 that revealed systematic abuses of federal Railroad Retirement Board pensions by Long Island Rail Road workers. It was conducted by the Federal Bureau of Investigation, along with the inspector general of the Metropolitan Transportation Authority, which is the Long Island Rail Road’s parent agency, and the inspector general of the Railroad Retirement Board.

Private Detective Another Case Showing the Problems with Synthetic Drugs

Scooby Snacks are a dog treat. “Scooby Snax,” police say, was the named affixed to a package of synthetic marijuana that a man smoked Tuesday before putting two knives to his girlfriend’s head.

Justin Boley’s case brought the number of people cited for violating a city ordinance banning materials that emulate illegal drugs to an even two dozen since the law took effect last February.

Boley, 32, also showed how erratic, even dangerous, a person’s behavior can turn under the influence of the fake marijuana, also commonly called K-2.

He told police he hadn’t been taking his prescription medication for depression and “flipped out” in anger at a relative’s comments to him during a phone conversation.

His girlfriend said he had been on the phone, but he also had smoked the pseudo-marijuana “and that’s when he went crazy,” said Pekin Police Public Information Officer Don Jolly.

Boley, who lives at 2703 Pine St., Apt. 3, was at his girlfriend’s residence next door about 11:30 a.m. when he lashed out. He pushed over a shelf holding canned goods and other foods and began throwing them around the apartment, the woman said.

Then, as his girlfriend tried to calm him down, he grabbed two kitchen knives. He shoved and pinned his girlfriend against a door and, with a knife in each hand, held them next to her head, she said. The woman managed to escape from the apartment unharmed and called the police.

They found Boley in the parking lot, where he told them he was the one they wanted to talk to, Jolly said. The officers found a “Scooby Snax” package containing a small amount of plant material resembling marijuana under a couch cushion as well as a hitter pipe in the woman’s home.

Boley, who was sentenced in May 2010 to two years’ probation for failing to register as a sex offender, was released from the Tazewell County Justice Center on a notice to appear in court Oct. 16 on a misdemeanor charge of aggravated assault. He also faces a city fine for violating the synthetic drug ordinance.

Synthetic marijuana is composed of dried plant material sprayed with a chemical produced in Asian countries and packaged in container bags designed to appeal to younger consumers.

A state law is in place to counter the drug, but it often fails to keep up with composition changes in the chemical designed to mimic the effects of marijuana. Similar problems exist with so-called bath salts, designed to mimic cocaine and opiates.

A number of cities, including Pekin, have adopted ordinances that ban products based on their general similarities to the drugs they copy.
