Wrongful Death Roomates Arrested in Kenneth Brown’s Death

Roommates of a man whose body was found in a shallow grave behind the house where he had lived for a month have been charged with murder.

Kenneth Mark Brown, 52, was reported missing July 11 after a family member became concerned that he had missed dialysis treatment. Tuesday police found his body wrapped in blankets and a tarp and buried in the yard at 303 Lamson St. in Arlington.

John Michael Taylor Jr., 21, and Demetrius Kenyon Carter, 18, who lived in the house where the three men rented separate rooms have been charged with murder, kidnapping, conspiracy, evidence tampering and theft of less than $100.

Homicide Lt. Rob Schoonover of the Jacksonville Sheriff’s Office said the body was badly decomposed when it was uncovered about midnight Tuesday.

Police began the excavation after a cadaver dog alerted on a patch of disturbed earth behind the two-story house in the Woodland Acres neighborhood just south of the Arlington Expressway and west of Southside Boulevard.

A missing-persons detective who came to the house about 4 p.m. Tuesday to follow up on a case became suspicious of the residents’ story and decided to search the premises then called for a K-9 unit.

It was the second time Carter was interviewed in the case. A missing-person report was filed July 11 and a detective assigned the next day was told Brown said he was going on vacation.

Police could not find where he may have gone and returned to the house after the landlord said she was also told Brown was on vacation but noticed a fresh area of disturbed earth behind the house.

A dialysis nurse also told police Brown had missed three treatments and was gravely endangering his health by missing the appointments.

During further questioning of the housemates Tuesday, police were told Brown was lured from his room, strangled with hands and a towel during about 90 minutes and buried in the backyard after the money Brown was carrying was split.

Clothing belonging to Brown and one of the suspects was burned and blood inside the house was cleaned up.

While he was living at the house, Brown told family members his food would disappear and he believed people were going in his room when he wasn’t there, said Lena Gore, who said Brown was her great-uncle. He also didn’t like a dog that belonged to his roommates, she said.

Brown was mentally handicapped, Gore said. Money he received from Social Security was managed by Lutheran Social Services of Jacksonville.

“He’s never been a violent or angry person,” Gore said.

Brown moved to the house after ending a relationship, Gore said. She said he wanted to be on his own but was not happy with the house where he rented the room.

“He didn’t like living there at all,” she said.

Carlice Cifaldi said he lives across the street and had not seen one of the men for about two-and-a-half weeks.

Neighbor Angie Lewis lives next door and said she didn’t know the three men but said she never heard a disturbance at the house.

“There were never any arguments, there was never anything,” she said.

She said she did see the younger men outside some of the time with a dog they played with, sometimes throwing a ball.

She said she had also seen the disturbed earth before it was excavated.

“I just thought it was going to be the dog,” she said.

Missing Person Kimberly Burns, 16 Harrison County, TX

HARRISON COUNTY, Tx. –

Harrison County Investigators are seeking information regarding the whereabouts of a reported missing person. Kimberly Burns, 16, was reported missing by her mother on July 12. She said her daughter was last seen at their home that day at about 5am.
Kimberly’s mother believes she may have called someone to meet her and take her to an unknown location. The mother believes the missing person may be in the Longview area due to Kimberly having many friends in Longview.

Due to the fact that the missing person is 16 years old and has not reported to her mother, she is listed as a missing person and is listed as a missing person on the NCIC and TCIC databases. She is described as a black female, 5’03”, 165 lbs, brown eyes, black hair. There is no clothing description provided. Fraud Investigatin Jason Lee Garrett Arrested

SPRING HILL —

A second suspect in an organized fraud investigation has been apprehended roughly a day after his partner was reported to be taken into custody.

Jason Lee Garrett, 36, was taken into custody Wednesday by unpaid law enforcement officers in the Hernando County Sheriff’s Office Reserve Deputy Program, according to an HCSO press release.

Garrett is one of two men who deputies believe have gone door-to-door since February offering landscaping and lawn services to residents while requiring advance payment for their services.

The two would then take the cash or check and disappear while refusing to answer repeated telephone calls, the press release shows. Checks were also quickly cashed, according to the media release.

While in custody on Tuesday, Garrett admitted to owning the business and dealing with each of the victims involved.

“He provided numerous excuses why the lawn and landscaping work had not been completed and why the telephone number he gave to the victims had been changed,” according to the press release.

Billy Joe Tipton, 39, was arrested on Monday — also on charges of organized fraud. When Tipton went to cash a check at an Amscot in Spring Hill, he was taken into custody based on a warrant for his and Garrett’s arrest.

Sheriff Al Nienhuis praised the work of his reserve deputies, who since 1998 have carried out the same duties as other deputies — but for no pay — while performing road patrol functions and assisting in other areas of the sheriff’s office as needed.

“This is a shining example of how dedicated our reserve deputies are and how much they give back to the community,” Nienhuis said in the media release. “Hopefully, this arrest will prevent this individual from ever preying on another one of our citizens.”

Private Investigator Believes Missing Teens are not Runaways

Leander police said they are investigating the cases of two teenagers whose parents reported them missing last week. The teenagers — 16-year-old Alexis Collins and 17-year-old Josh Plourde — are girlfriend and boyfriend, according to their parents.

Police said they consider Collins and Plourde to be runaways. “There is nothing suspicious to indicate they are in danger,” said Leander Police Chief Greg Minton.

Private Investigator Chuck Foreman, who was hired by the parents of the teens, disagreed with police, saying the cases don’t have the “telltale” signs of runaway cases.

Collins left without packing any personal belongings, he said. “A girl will pack toiletries,” Foreman said. He said both teenagers, who are students at Leander High School, also left without any money or their cellphones.

Collins disappeared from her Leander home the night of July 11 and Plourde disappeared from his Leander home early in the morning on July 12, said Foreman. Plourde left in his mother’s 1998 blue Ford Explorer with license plate number 277 NBR, police said.

Minton said police are assuming the two teenagers are probably together since they know each other. Leander police have received reports about 11 runaways including Collins and Plourde since the beginning of the year, Minton said.

Cold Case Police Looking for DNA Match on Hairs

For more than three decades they sat in evidence storage with other items collected as part of the hunt for those responsible for a 13-month reign of terror in the mid-1970s that came to be known as the Oakland County Child Killer case. At least four children were among the victims.

A task force was reactivated in 2005 to search for new leads in light of advancements in forensic science. And old evidence was re-examined — including the strands of hair.

On Tuesday, calling it a “tremendous breakthrough,” Oakland County Prosecutor Jessica Cooper announced that three hairs found on two of the victims matched the DNA profile of a hair found in the car of a known pedophile at the time.

“There may very well be a living perpetrator of these crimes,” Cooper said at a news conference attended by several members of the task force that’s still investigating the case.

Cooper said FBI laboratory technicians in Quantico, Va., discovered that hair found in 1976 in a vehicle of an early suspect in the case — Arch Edward Sloan, now 70 and serving two life sentences in prison in Muskegon Heights for two first-degree criminal sexual assault convictions in Wayne County — matched hair strands found on the bodies of Mark Stebbins and Timothy King.

Mark, 12, of Ferndale, the child killer’s first victim, disappeared Feb. 15, 1976, on his way home from an American Legion hall to watch a movie on television. His body was found four days later in a shopping center parking lot at 10 Mile and Greenfield in Southfield.

Timothy, the child killer’s last known victim, disappeared March 16, 1977, after leaving a drugstore near Maple and Woodward where he had gone to buy candy. His body was found six days later in a ditch along Gill Road, south of 8 Mile, in Livonia.

Investigators found a single strand of human hair on Mark’s clothing. That hair matched the DNA profile of two hairs found in Timothy’s underpants and in his nasal cavity.

Southfield police were investigating the killings around that time, and came across Sloan, a mechanic in Farmington Hills who was living with his parents in Southfield. Sloan had been convicted of a sexual assault against a boy.

Sloan allowed the police to search his 1966 Pontiac Bonneville. Investigators used tape to gather hair, fibers and fur in the car.

Thirty-six years later, Quantico scientists were able to match a hair from the car to the three taken from the two boys.

“The (hair) donor may be the key to solving these two murders,” Cooper said.

Cooper said that the hairs did not match Sloan’s DNA and that investigators are still trying to determine what, if any, role Sloan had in the killings. Sloan, who is serving his sentence at the Earnest C. Brooks Correctional Facility, has been interviewed by investigators but is not cooperating, she said.

The child killer is believed to have killed at least two other children: Jill Robinson, 12, of Royal Oak, who disappeared after leaving home following an argument with her mother on Dec. 22, 1976, and Kristine Mihelich, 10, of Berkley, who vanished after buying a teen magazine at a 7-Eleven store on Jan. 2, 1977.

Jill was found four days later on the shoulder of I-75 north of Big Beaver in Troy.

Kristine was found 19 days after she disappeared in a ditch along Bruce Lane near 13 Mile and Telegraph in Franklin.

Jill died of a shotgun blast to the head; the other children were suffocated. The boys had been raped.

Cooper said there were no DNA links found for Kristine, or Jill.

Armed with the new DNA information, Cooper said the task force is asking that anyone who knows Sloan, or his 1966 Pontiac Bonneville, or who may have borrowed the car back in the mid-1970s to come forward.

Cooper said Sloan also had a 1969 black Chevrolet pickup and a 1971 blue Ford pickup, and that he may have loaned all three vehicles to friends.

“Finding anyone like this who turns out to be the donor of the hair may be the key to solving these two murders,” Cooper said.

The killings horrified metro Detroit parents, who kept a close watch over their children. At the time, residents phoned in thousands of tips to a hastily mobilized, 200-member task force led by the State Police.

Investigators eventually released a composite sketch of a man who was seen standing near Timothy and a blue American Motors Corp. Gremlin before King disappeared.

Police questioned and polygraphed many suspects, but never made an arrest.

The task force shut down in December 1978 after exhausting its $2-million budget.

Over the next two decades, a handful of detectives continued to work the case, and several suspects were publicly identified. But no one was charged.

The task force was reactivated in 2005 to examine the evidence with modern forensics, including DNA testing.

Last year, Oakland and Wayne County authorities — Timothy’s body was found in Livonia — were said to have convened separate grand juries to investigate the case.

In March 2009, the FBI crime lab concluded that mitochondrial DNA from James Gunnels, a 47-year-old parolee, matched the DNA from a hair fragment found on Kristine’s body. He’s the only other person whose DNA matched hair found on victims.

Although a mitochondrial DNA match isn’t as precise as a nuclear DNA match — mitochondrial DNA narrows the field of potential suspects, while nuclear DNA can pinpoint the individual — the FBI told investigators the findings were significant.

Gunnels was paroled to Kalamazoo in 2011 after serving sentences for larceny, breaking and entering an occupied dwelling, car theft and attempting prison escape.

Gunnels said he didn’t know how his DNA got onto Kristine’s body and was never charged.

The families of the victims said they were encouraged by Tuesday’s announcement.

“I think this is the best and biggest piece of evidence in the case so far,” said Christopher King of Pleasant Ridge, Timothy King’s brother.

“I’ve always said that if this case is solved, it will be because someone in the public came forward with information,” he added. “Someone in the public knows who this guy hung out with.”

Christopher King said he thinks Sloan must be considered a suspect or person of interest because the hair was found in his vehicle.

Michael Stebbins, a Royal Oak auto parts deliveryman and brother of Mark Stebbins, said he is hopeful that the new information will help solve the case.

“I’ve been sitting here waiting for 36 years,” he said.

Deborah Jarvis of Petoskey, the mother of Kristine Mihelich, said: “I was expecting a little more.”

Jarvis is suing Cooper, Oakland County Sheriff Michael Bouchard and Michigan State Police investigators in U.S. District Court in Detroit in hopes of getting the case turned over to the U.S. Department of Justice for an independent probe.

She has criticized authorities for keeping the victims’ families in the dark about the investigation.

Cooper has said she can’t divulge details about he investigation without compromising it. County lawyers have asked that her lawsuit be dismissed.

Jarvis said Tuesday’s disclosure doesn’t change her position about the need for a Justice Department investigation.

“I still believe the case needs fresh eyes,” she said. “I believe they’ve done all they can here.”

Private Detective Police Search for Escapee From Police Car

Police have released some additional details on an escape from a Harrodsburg police cruiser Wednesday morning.

Harrodsburg police say they arrested Austin Howell, 26, for violating a domestic violence order. Officers first took Howell to the hospital to medically clear him because he was very intoxicated. Police say a short time later, Howell was passed out in the back of a cruiser in the parking lot of the police station, and the officer left him in the car and went inside to get some paperwork. While the officer was inside, Howell kicked out one of the police cruiser’s windows and escaped.

Police say Howell was not cuffed at the time because he had bandages on his wrists due to self-inflicted pocketknife wounds.

Howell was wearing only Budweiser pajama pants and cowboy boots when he escaped, according to police.

Identity Theft Police Looking for Suspect in Mount Laurel

MOUNT LAUREL — Police are looking to question a man who opened a line of credit at the Best Buy on Nixon Drive.

The man tried to use his credit Monday to buy $4,000 worth of electronics, but when employees had additional questions about his identity, he ran from the store and left the items behind, police said Tuesday.

Police described the man as being in his 40s and having a light brown complexion, thin build, with a small patch of gray hair beneath his lower lip.

Insurance Fraud Scranton Businessman Sentenced

Scranton, Lackawanna County – A well-known Scranton businessman is behind bars.

Bob Bolus was sentenced to between 6-23 months in prison Wednesday afternoon.

He was convicted of insurance fraud and conspiracy charges after a trial earlier this year in Lackawanna County.

Bolus is 71 years old.

He told the judge Wednesday that this is not where he expected to be at this stage of his life.

The judge said Bolus’ actions were calculated and motivated by greed.

Walking into court, Bolus said he takes responsibliity for his crimes, adding in court, he couldn’t change the evidence.

“I feel that what happened is, this became more political. This was a civil issue,” Bolus said.

Earlier this year, Bolus was found guilty of submitting an excessive insurance claim after one of his tow trucks was side-swiped in an accident in 2009.

The claim was for a few thousand dollars.

“This was not a bunch of mistakes or just decisions in a vaccum. This was an opportunity that Mr. Bolus seized upon to make some quick money,” Senior Deputy Attorney General John Dickinson said.

Bolus’ attorney tried arguing for probation or house arrest, highlighting his client’s community service record. The judge said jail time is needed.

“A little bit disappointed because of the great works this guy, Bob Bolus, has done over the years. He’s just a tremendous person for the community,” defense attorney Nino Tinari said.

Besides his tow-truck business, Bolus is probably best-known for putting on a community dinner for the Scranton community at Christmas.

As he went into court, Bolus said he hoped all the good he’s done for people would help him in front of the judge.

“They look forward to a lot of the things I do, community wise, not just the dinner but everything I’ve done,” Bolus said.

Bolus’ attorney says they will appeal the sentence. The judge indicated he would not be opposed to Bolus serving part of his sentence on work release.

Missing Person Jamee Christine Grossman of Billings

The Billings Police Department is looking for a Billings woman who has been missing since March.

Jamee Christine Grossman, 25, was last seen at a party in Lockwood. When guests woke up the next morning, she was gone and, as far as police and family can tell, no one has seen her since.

“It’s an active investigation right now,” Billings Police Department Lt. Kevin Iffland said. “All leads and tips that have come in have been exhausted.”

Grossman is a 5-foot, 6-inch white woman who weights 130 pounds. She has blue eyes and blond or strawberry blond hair.

 

A Billings native and 2005 graduate of Billings Senior High, Grossman has two young daughters and worked at Fiddler’s Green.

Leslie Taft, Grossman’s mother, said her daughter was doing well and had enrolled in college, but then became distant about two years ago after Grossman began dating a man who didn’t like her being around her family.

“She had the world by the tail,” Taft said. “She was a great mom, a great person. Then she quit school and slowly but surely faded into the background. She started to lose everything.”

Taft last saw her daughter in mid-March, a few days before the party where Grossman was last seen.

Taft said she’s been in regular communication with the detective in charge of the case but hasn’t heard any solid leads about where her daughter may be.

When an officer tried to call Grossman’s cellphone, the number came back as disconnected, Iffland said.

Taft said she learned from police that somebody in the area had been using her daughter’s identification, including at a pawn shop, but that they believe it wasn’t Grossman.

While Grossman has been missing since March, police didn’t officially classify her as a missing person until late May or early June, her mother said.

“In this case, she hasn’t been seen or heard from by family for several months,” Iffland said. “There’s a possibility that she could be in danger.”

Taft said that was sparked when Grossman’s ex-boyfriend reported that somebody had confronted him, saying Grossman was dead. At about the same time somebody — it isn’t clear if it was the same person — said the same thing to Grossman’s brother.

“Her friends were saying they were worried,” Taft said. “Then her ex came to the house and said he’d been confronted about her. The same thing happened with her brother, saying they’d heard she was dead. That’s when we called the cops again, and they put her on the missing-persons list.”

Iffland said that while the initial leads have gone cold, detectives are actively investigating Grossman’s disappearance.

As for Taft, she asked that anyone with information — friends, Grossman’s boyfriend, possible witnesses, anyone — help police with the investigation.

“I just really want somebody to come forward because I know that somebody out there knows something,” she said.

Private Investigator Police Looking For McDonald’s Flasher in Lexington

Lexington Police are investigating after a man allegedly pulled a woman into a bathroom stall at a McDonald’s restaurant Tuesday afternoon and flashed her.

The incident happened just before three Tuesday afternoon, at a McDonald’s on Winchester Road. The victim told police the man forced her into a bathroom stall and pulled his pants down, but she was then able to escape when another person came into the bathroom. The suspect then fled the scene.

The suspect is described as a black man about 5-foot-7, bald with a stocky build.

Police say the suspect faces indecent exposure and harassment charges.
