Missing Person Carrie Ruffra

Authorities in Meade County are searching for a missing 37-year-old woman after finding her SUV abandoned in Otter Creek Park.

According to WAVE-3 in Louisville, Meade County Fire Chief Larry Naser says a missing person’s report was filed around 11 a.m. on Independence Day. As is a common practice, the Otter Park director searched the grounds and found a white SUV belonging to Carrie Ruffra near one of the old boat ramps at around 11:30 a.m.

By 1 p.m., there were nearly two dozen Meade County volunteer firefighters along with other fire and police departments, including Kentucky State Police, involved in the search.

Naser said a cell phone belonging to Ruffra was left inside the vehicle. Search teams broke out the windows to search for the woman and any clues. The search then went to the Ohio River and along the park and railroad tracks. The Louisville Metro Police air unit was also called in to help unit with the search.

Ruffra is white, 5′ 7″, weighs 140 pounds, and has brunette hair. Authorities did not have a clothing description. The last time anyone heard from Ruffra was Tuesday at 8 p.m. when she talked to her husband. The couple has two children.

Naser said the search will continue for another couple of hours. Crews have been taking water breaks due to the extreme heat.

Because the park is closed on Tuesday, it is believed Ruffra’s SUV came to the park sometime Wednesday morning.

Arson Investigation 2 Charged in San Francisco

SAN FRANCISCO — Two people were charged Tuesday with reckless arson after a suspicious fire damaged four homes and displaced 10 people in San Francisco, police said.

It took more than 100 firefighters over an hour to control the blaze that began around 3 a.m. in the city’s Bayview District, an industrial area on the outskirts of the city near Candlestick Park.

Eight adults and two children were displaced, fire officials said. No injuries were reported.

Police suspect the fire was intentionally set, and 61-year-old Ronald Weeks was charged, Officer Carlos Manfredi said.

Witnesses said they saw him carrying some kind of incendiary device, and he was detained when he later returned to the fire scene, Manfredi said.

Neighbors told KTVU-TV the area is home to many squatters and Weeks may be one of them.

Two women reported seeing him running away from the scene with a gasoline can, the station reported.

Erin Kennedy, 48, also was charged with reckless arson, Manfredi said.

Authorities have not estimated the cost of the damage.

Police did not know if the two suspects had retained attorneys.

Electronic Surveillance Shows Image of Woman who Robbed Bellevue Bank

She carried a blue Kuhn’s shopping bag, wore her hair in a bun and claimed to have a bomb when she walked into a bank in Bellevue last month and robbed it.

The fact she was a woman that witnesses described as 65 to 70 years old makes the situation unusual, but it doesn’t mean she has been any easier to find. The woman was wearing a beige hoodie, dark sunglasses and a Steelers ball cap when she made off with an unspecified amount of money.

FBI agents said they are following some “key leads” into the June 7 heist at the Citizens Bank on Lincoln Avenue and reviewing surveillance video but have been unable to identify the woman.

“We’re still making it a priority,” said FBI spokeswoman Kelly Kochamba. “The surveillance footage has been helpful.”

None of the three employees or three customers inside the bank was injured.

Experts said it is rare for a woman in her 60s or 70s to commit such a crime.

“It’s very unusual when a woman robs a bank, let alone an older one,” said Larry Likar, a former FBI agent who chairs the Department of Justice and Law and Security at La Roche College in McCandless.

Of the 6,002 people identified in 5,086 robberies, burglaries and larcenies of financial institutions in the United States in 2011, just 429 of them — or 7 percent — were women, FBI data show.

In Pennsylvania, 174 people older than 65 were arrested in 2010 and 2011 for robberies, burglaries and larcenies, according to state police. That’s about 1 percent of the 17,252 people arrested for those crimes.

Likar said younger suspects generally are caught more easily because they brag about their crimes or have friends who turn them in for rewards, or do so once news of the crime or surveillance footage is aired on television. Older people generally have a smaller circle of acquaintances, and most people wouldn’t suspect an older woman of such a crime, Likar said.

“People just do not expect that behavior,” he said.

Lawson Bernstein, a forensic psychiatrist in Aspinwall, said there could be many reasons why an older woman would rob a bank, such as being desperate for money, having dementia or another psychiatric disorder, or a substance-abuse problem.

“The last possibility, although it’s highly unlikely, is that she’s just somebody who is bored and lonely and she’s using this as a way to garner attention,” he said.

Electronic Surveillance Captures Blurry Image of Shooting at ATM

ORANGE COUNTY, Fla. —

A senseless shooting at an Automated Teller Machine at an Orlando bank is raising questions about the bank’s security cameras.

Investigators said when the victim went to use the ATM Monday at the SunTrust Bank along South John Young Parkway, an armed man came from around the back corner of the bank and held him at gunpoint, demanding money.

The man’s girlfriend, who was inside the couple’s vehicle, told detectives that he complied and handed over the cash, but the robber opened fire anyway, shooting him in the face.

The robber was caught on surveillance, but the video was extremely blurry and pixelated.

Banks are required to have cameras, but the law doesn’t specify what kind. A security expert told WFTV a good security system for a place like a bank cost about $5,000.

Even a cheaper, $300 camera set up by WFTV seemed to capture better images than the bank’s surveillance system.

One security expert said many businesses still haven’t moved into digital recording systems.

“I think they should change the law and make them have a camera system that has a higher resolution,” said security expert Bobby Brown Jr. “I think it’s very vital, because every day, I hear from customers and they say the same thing: How come when I see it on the news it looks so bad?”

A SunTrust spokesman told WFTV it’s company policy to never comment on security, and he wouldn’t say if changes are coming.

The victim, whose name hasn’t been released, remains hospitalized.

Private Detective Police Looking for Bennis Dunn in Bath County

Police have released the name of the man wanted in connection with a shooting in Bath County early Wednesday morning.

Police say a fight ended with one man shot, one run over by a vehicle and a third man on the run.

Officials say a father, son and a third man got into an alcohol fueled altercation in the street along Shields Road just before 3 a.m. During the fight, one man pulled a gun. Two of the men were flown to UK Hospital for treatment. At least one of them suffered life threatening injuries. The shooting victim reportedly also suffered stab wounds.

Police say the shooter was Bennis R. Dunn.

Mary Sexton says her husband, Troy Sexton, and her son, Cody Sexton, were the victims. Both men were flown to UK Hospital, and Mary Sexton called their injuries life threatening.

She says Dunn was a family friend, and she encountered him just moments after the shooting.

“He hugged me, and he still had a gun in his hand. Said he didn’t mean to do it.”

Witnesses say Dunn ran into the woods.

Police continue to search for him.

Private Detective Man Attacked Neighboor with Hatchet

A man accused of attacking his neighbor with a hatchet in Bourbon County once faced a murder charge as a teenager in Florida.

A Pensacola jury acquitted Daniel Carter, 25, nearly a decade ago, when he was just 15-years old. He was charged with stabbing his uncle to death with a knife, but the jury found he did it in self defense.

Chris Mitchell’s wife says she and her husband let Carter stay in a camper trailer on their property because he was down on his luck. She says the altercation started when Mitchell confronted Carter at the camper and accused him of stealing items from their home. She says Carter pointed a shotgun at her husband and then attacked with the hatchet about an hour later.

“He brought the hatchet up to his face, and dropped it like a rock,” Rose Mitchell said.

The mother of six says Chris Mitchell’s entire forehead was split open by the hatchet.

He was airlifted to UK Hospital. Mitchell was listed in critical condition at last check.

Carter says Mitchell attacked him first.

“He comes down like a big gorilla with his shirt off,” Carter said.

He expressed regrets for his actions.

“I wish I hadn’t hit him in the head. I wish I had hit him in the legs or something, but you don’t have time to think when you have a grown man coming at you,” he said.

Carter ran when police showed up. He says he was just scared.

Police charged Carter with assault, fleeing from police and resisting arrest.

Rose Mitchell says she just found out about the Carter’s previous murder charge Tuesday.

“Years now it’s another thing? You’re going to take things out cause of what you’re going through on my husband?” she asked.

According to a website set up relating to Carter’s defense in the Florida trial, his uncle, a Kung-fu Black belt bodybuilder in a rage from steroids drugs and alcohol, attacked Carter while he was asleep in his room. He stabbed his uncle in the neck during the altercation, killing him. According to the website, Carter was charged as an adult and spent nine months in an adult jail “where his emotional and mental condition deteriorated.”

Identity Theft Prime Time During the Summer

Summer time and the living may be easy, but summer time is prime time for identity theft, says security expert, Alan Wlasuk. He’s managing partner of 403 Web Security a company committed to evaluating and eliminating website security risks.

Likely, 140 million Americans will travel this summer, and Wlasuk’s company says while you’re away, thieves are on the prowl for personal information on unsecured wireless networks, at the gas pump, at hotels or in your mailbox.

Can’t happen to you? Think again: In 2011, more than 11.6 million Americans became victims of identity theft, a 13 percent rise from 2010.
Apparently, says Wlasuk and other security experts like the US Travel Insurance Association (USTIA), the increase in social media, mobile capabilities and lax consumer behavior are responsible for the increase in identity theft.

What’s really troubling, according the National Crime Prevention Council is that identity theft takes place more often offline than online..and that a significant percent of identity thefts are committed by someone the victim knows.
There are ways travelers can protect themselves, and Wlasuk and company suggest the following steps:
• Guard your smartphone as if it were your wallet.
Smartphones are not phones. They’re desktop computers with more private, financial and potentially embarrassing information on them than would ever be found in a wallet.

• Be careful about using public Wi-Fi, and be on the lookout for people watching as you work on your laptop or tablet.

• Secure your smartphone with a pass code. I never do this, but I will now.

• Turn on the remote GPS locater and remote wipe capability. Most smartphones can be configured to allow a registered user to find the location of the phone using its built-in GPS capability. If a smartphone is lost, or stolen, the enabled remote data wipe will allow a registered user to wipe it clean.

* The USTIA says to avoid using your credit card number on public computers, or at least be sure it’s a secure computer and you remove your information before leaving.

Private Detective Pulaki County Coroner Indicted on Theft

A grand jury indicted Pulaski County Coroner Richard New on more than two-dozen counts of theft.

Kentucky State Police presented evidence to the grand jury after an investigation. Police say the thefts, totaling about $60,000, occurred over a nine year period. Investigators say New took money from a business where he was previously employed.

The grand jury indicted new on 26 theft charges.

Identity Theft Andre Halsell of Louisville

A Louisville man who worked for a cleaning crew at PNC Bank placed online orders in the names of bank customers, then waited outside their homes to pick up the goods when they were delivered, police said.

Andre Halsell, 27, of the 9700 block of Streamview Trail, was charged with defrauding merchants out of nearly $4,600 worth of merchandise, according to an arrest warrant. Eight people have been victimized since Jan. 1, police said.

One victim reported that someone used his name, date of birth and social security number to open fraudulent accounts and order iPods from online stores Fingerhut.com and Gettington.com, according to an arrest citation.

Halsell admitted to taking documents with personal information from PNC Bank, then setting up lines of credit with online stores, according to police records. The records said he then sold the iPods on Craigslist.

Halsell, who knew the victims’ addresses, would go to their houses and wait for orders to arrive via UPS, said Sgt. Melissa Mottley, the commander of the LMPD fraud unit.

Most of the addresses were in the area of the Cloverleaf neighborhood east of Dixie Highway and south of the Watterson Expressway.

Halsell tried to intercept the packages, posing as one of the victims or a relative, and asking UPS delivery workers to give him the packages, Mottley said. She said if he was unable to intercept the driver, Halsell would go to the UPS centers in an attempt to pick up the packages.

Mottley said Halsell couldn’t provide proper identification to UPS workers and was never able to retrieve any of the packages. She said one of the UPS drivers noticed Halsell’s suspicious behavior and called police.

He was arrested Tuesday afternoon and charged with 11 counts of identity theft and one count of theft by deception. He was being held Tuesday at Louisville Metro Corrections in lieu of $1,500 bail.

Police said they do not know if Halsell was working alone, and the investigation is still ongoing. Police referred questions about how Halsell allegedly found the personal information about the victims to PNC Bank.

Fred Solomon, a PNC spokesman, said “PNC’s policies are to secure customer information in a locked receptacle.” He would not comment further, saying it could jeopardize the police investigation.

Missing Person Private Investigator Hired to Find Katherine Gillham

The family of a missing Big Lagoon woman has hired a private investigator and is offering a $5,000 reward for information leading to her return.

Chris Cook, investigator with McKinleyville-based Cook & Associates Private Investigations, said she is working with the Humboldt and Del Norte County sheriff’s offices to find out why Katherine Gillham, 40, left Grants Pass, Ore., and failed to make it home to Big Lagoon on the morning of June 11.

Gillham left Grants Pass before 2 a.m. and was last seen alive at Elk Valley Casino in Crescent City shortly before 3 a.m., Cook said. There were rumors that Gillham was seen at a Crescent City restaurant around 3:30 a.m., but Cook said she has been able to rule that out by speaking with waitresses.

”Everything between the casino and her home in Big Lagoon has been thoroughly searched,” Cook said. “We have a tracker, and we haven’t been able to locate her.”

Gillham’s family hired Cook & Associates on June 18, Cook said, about four days after they reported Gillham missing. Because of a communication breakdown, family members had assumed Gillham made it home to Big Lagoon and did not realize she was missing until days later.

Gillham was last seen driving a gray 2004 Mitsubishi Endeavor with the license plate number 6UXE841.

Cook said she has talked to witnesses, including family members who last spoke with Gillham, checked credit card records and phone records.

has friends and family in Hoopa and Weitchpec, Cook said, but she hasn’t been in contact with them.

”Every day it becomes more difficult for them because we don’t have a lot of answers,” Cook said. “We’re trying to rule out a lot of things.”

Humboldt County Sheriff’s Office Lt. Steve Knight said a detective is assigned to the case. The detective has met with the private investigator, but at this point no new leads have developed, he said.

The sheriff’s office still considers Gillham a high risk missing person due to the time of night when Gillham left Grant’s Pass and that it’s out of character for her not to contact her family, Knight said.

”There are a variety of areas of concern,” he said.

Del Norte Sheriff’s Office Cmdr. Bill Steven said his office assisted with a search on the south end of the county after receiving a tip last week, but didn’t find anything.

”That lead turned up nothing,” he said.

Gillham is Native American, 5 feet, 4 inches tall and weighs about 200 pounds, with brown hair and brown eyes. According to Cook, Gillham walks with a distinct limp due to knee surgery. She was last seen wearing a brown T-shirt with deer on it and black jeans. Gillham was also wearing a thick chain necklace.

Gillham is a diabetic and may be in need of medical attention, according to Cook.
