Identity Theft Edmond Man Arrested

EDMOND, Okla. — An Edmond man is arrested, accused of paying hundreds of dollars for someone else’s social security number.

Edmond police went to a restaurant in the Shops at Spring Creek area after they got a call for help from another state.

“Our criminal investigation division received a request for assistance from the Gilbert, Arizona police department in regards to this case,” said Sgt. Chad A. Langley with the Edmond police department.

A man in Gilbert, Arizona went to file his tax return and found out someone had already done that with his social security number.

That person was traced to Edmond.

“He made contact with somebody who we believe is out of California, arranged to send a money order for $600 to that person and in return got a social security number,” said Sgt. Langley. “It’s not uncommon for us to run into things like that. But those cases are very difficult to make because that money order is very difficult to track. But in a situation like this we were able to make an arrest which is beneficial for us and we hope that we can kind of curb this in the future.”

Police say Francisco Javier Rios-Lucero, 35, was here illegally and told police he had to have a social security number to get a job. Rios-Lucero is in the custody of US Immigration and Customs Enforcement.

Sgt. Langley says he will be deported.

Identity Theft Christopher Polley

Police arrested a 26-year-old man on Wednesday morning for allegedly stealing $40,000 from members of a local fitness club.

Christopher Polley was charged with two counts of identity theft, possession of a controlled substance, possession of over ten personal profiles and theft-related charges. His bail has been set to $400,000.

Polley formerly worked at the Wave House Athletic Club in Mission Beach, where he is accused of stealing hundreds of membership applications and contracts.

At least 20 victims have been confirmed, and police say there are potentially many more. Most of the victims have lived, or currently live, in the Pacific Beach area of San Diego.

Police said Polley used the personal information on the applications to open up “Bill Me Later” credit accounts that were then used to make purchases online. The total loss is approximately $40,000 and will likely increase as more victims are identified.

Wrongful Death Gregory Lance Bullock

Carthage, N.C. — A body found floating in a body of water near a rock quarry in Moore County was identified Wednesday as a missing Moore County man, the local sheriff’s office said.

Gregory Lance Bullock, 34, was reported missing by his family on June 18, the same day authorities found his truck in a Lee County park.

Bullock was last seen June 13 at Reservoir Park in Southern Pines, the Moore County Sheriff’s Office said.

Deputies found Bullock’s body on Glendon Carthage Road, about 6 miles west of Sanford, around 4 p.m. Tuesday while patrolling the area.

“The circumstances involving the way we found the body pretty much indicated it was a homicide,” Moore County Chief Deputy Neil Godfrey said. “Then, once we identified the person, and with the results of the autopsy, we were able to pursue this case as a homicide.”

Godfrey did not say how Bullock died or how long investigators think his body might have been in the quarry.

Accident Reconstruction Motorcycle Crash in Garrad County

Two people on a motorcycle were hurt in an accident in Garrard County Wednesday afternoon.

The accident happened at about 4 p.m. just outside of Bryantsville in a construction zone on U.S. 27. Police say a utility truck was heading south on 27 when the driver shifted lanes into oncoming traffic and hit the motorcycle.

A woman on the motorcycle was flown to UK Hospital with non life-threatening injuries to her left ankle. The man driving the motorcycle was taken to UK via ambulance with an injury to his hand.

The driver of the utility truck was not injured.

Police say it is not yet clear why the driver of the truck went into the other lane of the road.

Identity Theft Shirl Robinson Charged

The U.S. Attorney’s Office indicted a Delaware County woman Tuesday who allegedly sold children’s identity information to a West Philadelphia tax preparer so that customers could use the children as fake dependents on income-tax filings.

Shirl Robinson, 46, was charged with conspiracy, identity theft, and other counts for providing details that resulted in a total of about $78,000 worth of fraudulent tax payments to 10 of the firm’s customers, said U.S. attorney’s spokeswoman Patricia Hart. The indictment alleged that Robinson was paid $650 for each time a child’s identity was used successfully in a tax return. Robinson’s attorney, James McHugh, declined comment

Wrongful Death Thomas Hager of Danville Indicted

A Boyle County double murder suspect was indicted by a grand jury in the case Wednesday morning.

Thomas Hager, Jr. 39, of Danville is accused of gunning down Mark Snyder, 21 of Waynesburg and Ted Sparks, 54, of Danville on May 21. He was also indicted on first-degree assault for allegedly shooting Phillip White, 37, of Lancaster, who escaped through a window at a home on High Street in Danville.

Police later found Hager at his apartment and he reportedly confessed to the crimes.

Hager is also charged with tampering with physical evidence in the case.

State police are also questioning Hager in the death of his former roommate. Clint Disken’s remains were found in a Lincoln County barn in late May. The barn is next to the trailer the two men shared. Disken’s mother told police her son was last seen with Hager on March 3, just a few days before Hager moved to Danville.

Arson Investigation Luther Louis Johnson

A Beckley man was arrested Tuesday for first degree arson after an investigation by Beckley Police revealed his alleged part in a structure fire that occurred June 20 at 509 Johnstown Road.

Luther Louis Johnson, 38, of Temple Street, was remanded to Southern Regional Jail after he turned himself into police, Detective Frank Priddy explained.

Priddy said that several witnesses claim they saw Johnson in the area of the home at the time of the fire. The homeowner filed a police report a week prior to the fire, claiming Johnson had made threats to burn the house down, Priddy added.

Police believe Johnson used a Molotov cocktail — a make-shift bomb made by using a breakable container, a flammable liquid and a rag wick — to ignite the structure. The fire caused damage to the rear of the residence, however Priddy said the damage was not severe and the home can be rehabilitated.

The Beckley Fire Department was dispatched to the scene just after 3 a.m., and extinguished the fire, police explained.

The occupants of the residence were not home at the time of the blaze, which was reported by a passerby, and no injuries were sustained, Priddy said and applauded the homeowner’s actions of reporting the threats to police.

“The fact the homeowner filed a report was very helpful,” Priddy said. “He took the threat seriously—and rightfully so since the individual followed through with his threats—and did the right thing by reporting it to police.”

Johnson was remanded to SRJ on a $100,000 bond after being arraigned by Magistrate Steve Massie. If convicted, he could face 10 to 20 years behind bars, Priddy added.

Johnson will have a preliminary hearing within the next 10 days.

Priddy encouraged anyone experiencing similar threats to take them seriously and file a police report.

Fraud Investigation Mark Cubby Caparelli

SAN DIEGO (CNS) – A 20-year-old from San Diego was among two dozen people arrested around the world Tuesday as part of an international sweep targeting online identity theft and fraud, federal officials reported.

Mark “Cubby” Caparelli was taken into custody in San Diego this morning at the culmination of the two-year undercover investigation into so-called carding crimes, in which the Internet is used to exploit stolen personal data, including banking and credit-card information, according to the FBI.

The other suspects were captured across the United States and in 13 foreign countries, officials said.

The probe snared perpetrators of an array of cyber crime, according to investigators. Some allegedly sold credit cards by the thousands and took the private information of untold numbers of people, and others purportedly trafficked in malware, including viruses allowing voyeurs to hijack unsuspecting victims’ personal-computer cameras.

The crackdown, dubbed “Operation Card Shop,” went after “sophisticated, highly organized cyber criminals involved in buying and selling stolen identities, exploited credit cards, counterfeit documents and sophisticated hacking tools,” said FBI Assistant Director in Charge Janice Fedarcyk.

Caparelli allegedly engaged in a so-called “Apple call-in” scheme in which he used stolen credit cards and social-engineering skills to fraudulently obtain replacement products from Apple Inc., which he then resold for profit.

According to federal investigators, Caparelli’s scam involved obtaining serial numbers of Apple products he had not bought, then claiming they were defective, arranging with the company for replacements to be sent to an address he designated and providing a stolen credit card number to charge if he failed to return the supposedly defective items.

Caparelli allegedly sold and shipped four iPhone 4s he had stolen through the scheme to someone he believed to be a fellow carder, but who in fact was an undercover FBI agent.

Caparelli faces charges of wire and access-device fraud, and could be sentenced to a maximum of 30 years in prison if convicted.

Missing Person Joshua Torres

AUSTIN (KXAN) – Family members of a McAllen man missing in Austin worry he is in danger. Joshua Torres, 21, has not been seen or heard from since June 21 when he told his mother he was going in to an HEB to change clothes.

Torres never returned to his mother’s car. Security video from the HEB near Slaughter and Manchaca shows he never went in to the grocery store.

“We have no clue where he’s at,” said Lourdes Garcia, Torres’ aunt. “He’s didn’t take a wallet with him. He has no money. He hadn’t been eating for a couple of days- so we’re kind of worried.”

Family members are also concerned because Torres was not acting like himself in the days before he disappeared. His mother said he was acting paranoid and anxious. When she searched his room in McAllen, she found what she thought was incense.

“It turned out it was some bath salts- it’s supposed to be like a natural herb or something like that so we’re kind of worried because the side effects from that just makes you think and feel and go crazy,” said Garcia.

At Austin Recovery, Director of Admissions Angela VIckrey, said they are seeing an increase in the number of people coming in to the facility who have used bath salts.

“This substance is really dangerous,” said Vickrey. “I think with a certain population- the younger population- it’s seen as new and edgy- it’s the current drug on the scene. This substance has an amphetamine type feel to it- so there psychosis and paranoia involved.”

Garcia and the Torres family have been handing out flyers with Torres’ picture on them all over South Austin, but so far, the photograph has not sparked any leads.

The Austin Police Department has opened a missing persons case and the Texas Department of Public Safety has listed Torres as an endangered person.

“We just wish that if anybody sees this if they could just call us and let us know that they’ve seen him so we can know that he’s doing OK- that he’s fine,” said Garcia.

Torres is described as 5’4, 120 pounds. He was last seen wearing a grey t-shirt with a pair of white and grey plaid cargo shorts and black sandals. He has a small scar over his left eye brow and a tattoo on the right side of his chest of a six point star.

Wrongful Death Body Found Bound and Burning In Philadelphia

PHILADELPHIA – Firefighters responding to a garbage fire at a Philadelphia park early Tuesday found a man’s body burning and bound with an electrical cord.

The fire was reported at Tacony Creek Park in the city’s Crescentville neighborhood, WCAU-TV reported.

When crews arrived at the isolated wooded area to put out the garbage fire, “they realized there was also a human body on fire,” Philadelphia Police Chief Inspector Scott Small said.

The electrical cord was tied around the man’s ankles wrist and neck, and the body was tied to an auto jack. It was not known if the man was dead before he was set on fire.

Investigators were working Tuesday to identify the victim, according to WCAU. Small said they have access to private surveillance footage that may lead to the suspects.
