Missing Person Charles Stevens of Camden

CAMDEN — Authorities need the public’s help in trying to track down a missing Camden man.

Charles Stevens was last seen on June 26, 2012 when he left 555 Spruce Street, a residential facility, and never returned. Mr. Stevens suffers from schizophrenia and paranoia. He did not take his medication with him. His clothing description is unknown.

Wrongful Death Sierra Lynn Newbold

A 6-year-old girl who disappeared from her home in West Jordan, Utah on Tuesday was found in a canal on Wednesday.

Sierra Lynn Newbold’s body was found about an hour after her mother, Kathy Newbold reported her missing from her home near 7095 South and 2300 West around 7:30 a.m., the Deseret News reported.

“We don’t have any idea how the girl disappeared or whether she was taken from the bedroom. It’s a complete mystery,” said Reed Newbold, Sierra’s grandfather.

An autopsy has shown that she was sexually assaulted and her death has been ruled a homicide. The police would not say if the autopsy was able to collect any DNA evidence, so as to not jeopardize their investigation, according to the Salt Lake City Tribune.

“Our highest priority now is to identify, arrest, and successfully prosecute the person or persons responsible for this crime,” said Police Chief Doug Diamond. “I share in the concern of our residents for the ongoing safety and security of our children.”

Diamond declined to give anymore details but did say, “There was not a significant amount of trauma on the body.”

“There is obviously a predator out there that is a monster, that has murdered a child,” Diamond said. “Is this predator targeting other children? I have no idea at this point.”

Sierra’s murder is similar to another West Jordan homicide in August 1995, when 6-year-old Rosie Tapia was taken from her home at the Glendale area apartments and her body was found in a canal near her home. In 2010 police had a person of interest they were talking to, but no arrest was made.

The police so far are saying that it is an isolated incident and no arrests have been made in the case, reports the Huffington Post, although the police have increased police patrols and asked parents to take precautions to protect their children.

Police have said there was no sign of a break-in at the family’s home, and they are currently analyzing surveillance video.

Identity Theft Christopher Polley Stole Identities of Gym Clients

A San Diego man was arrested on suspicion of stealing the identities of clients of a Mission Beach gym. Christopher Polley allegedly stole hundreds of client membership applications and contracts from Wave House Athletic Club on Ocean Front Walk. He then used the information to open lines of credit and make purchases from online merchants such as Overstock.com, Jet Blue and e-Bay according a report provided by San Diego Police Department Lt. James Filley on June 27.

“At least 20 victims have been confirmed, but there is potential for many more,” the lieutenant said. “Most of the victims have lived, or currently live, in the Pacific Beach area of San Diego.” The actual total loss is at least $40,000 but the police expert that number to increase as more victims are identified or come forth.

Polley worked at the gym from May 2010 until late January 2012. He was charged with two counts of identity theft, possession of a controlled substance, grand theft, possession of over ten personal profiles and theft-related charges. He’s pleaded not guilty and is being held on $400,000 bail.

I interviewed identity theft expert Jay Foley about this case.

“That a high bail so I have to wonder if he had a prior criminal record or is on probation for other offenses. As to this case, one of the most common forms of theft is insider theft. I’ve talked numerous companies who had employees who used or stole client information for identity theft purposes. Employees who have access to records or cash need to have both financial and criminal background checks prior to hiring them. After hire the monitoring has to continue. Clearly these contracts had enough information for Polley to open new credit cards. When you see an employee with items that are clearly beyond their ability to purchase them it should set off an alarm.

“Additionally health clubs, pool halls and other businesses that require clients provide a credit card, driver’s license or keys in exchange for equipment open themselves up to additional problems. I was at a health club that required clients leave their driver’s licenses at the front desk to get a locker key. They put them in cubbyholes behind the desk. I had some time while I waited for my friend to finish her aqua therapy and saw the receptionist leave the front area several times with the licenses unprotected. These are a highly sellable commodity. Thieves can sell them along with forged birth certificates to people who look like the person on the license and for $100 they have a new identity. With the license they could go to the Social Security Administration and get a copy of ‘their’ Social Security card and eventually leave the victim with thousands of dollars of debt, warrants for driving offenses and other criminal activities.”

Fraud Investigation Counterfeited Toys

Three individuals from Whitestone have been charged with the illegal distribution of trademark counterfeited toys.

The operation, which was based in Flushing, was closed down in a sting implemented and executed by Detective James Manaco of the NYPD’s District Attorneys Squad. The sting operation took place on June 20, with two prior meetings where alleged purchases of these items occurred.

Ying Jiang, 30, of Whitestone, and two employees, Deqiang Luo, 49, of Whitestone and Haiwei Chen, 54, of Flushing, allegedly operated a warehouse stocked from floor to ceiling with counterfeit goods.

The seized goods allegedly contained false trademarks from toy giants such as Disney Entertainment Inc. and Rovio Entertainment Ltd, the company responsible for the Angry Birds franchise. According to Queens DA Richard Brown, “a private investigation service went to the warehouse and observed these items on display shelves in cardboard boxes.”

“The defendants are accused of not running some small mom-and-pop operation, but rather, a well-organized business that catered to retailers throughout the metropolitan area,” Brown said.

The investigator later returned and purchased the counterfeit goods on two occasions. Allegedly Jiang told the investigator that a minimum purchase of six of each item was necessary to complete the sale. Fraud Investigation Chernoh Amadu Bah

A 25-year-old Philadelphia man is being held at the Virginia Peninsula Regional Jail after York County investigators arrested him in the theft and use of multiple credit card numbers allegedly stolen from a York business.

Chernoh Amadu Bah was arrested June 5 in Newport News after York investigators received a tip he’d be in town, allegedly to recruit people to make purchases using stolen credit card information. He faces seven counts of credit card theft/fraud and is being held without bond after a hearing Wednesday. Additional charges are pending, and more arrests are anticipated, police said.

York-Poqouson Sheriff’s spokesman Mike Russell explained the circumstances that began in May with the theft of numerous credit card numbers from a York County business and led to the investigation and arrest.

Someone remotely accessed a local business’ computer system and stole credit card information that belonged to that business’ customers. The stolen credit card information was then transferred to the magnetic strips of gift cards, which were used to purchase cigarettes from convenience, grocery and drug stores throughout Virginia and 13 other states as far away as California. Investigators believe the cigarettes purchased were being taken to New York for resale.

At 30 cents per pack, Virginia has the lowest state cigarette excise tax in the U.S. By comparison, New York’s per-pack tax is $4.35 per pack, the highest in the nation. A local tax pushes the per-pack state and local tax in New York City to $5.85. That’s according to the Campaign for Tobacco-Free Kids, a group that advocates for “public policies that prevent kids from smoking, help smokers quit and protect everyone from secondhand smoke.”

Investigators have recovered numerous gift cards that are loaded with stolen credit card information, as well as a computer containing the software necessary to place credit card information on a gift card’s magnetic strip. A thumb drive that contained stolen credit card information was also recovered.

The Sheriff’s Office is not releasing the name of the business where the credit card information was compromised because there is no indication that any employees of the business were involved in the theft of the credit card information, Russell said in a press release. The banks who issued the compromised cards have notified their customers of the breach.

Assisting the Sheriff’s Office in the investigation are the U.S. Secret Service and Immigration and Customs Enforcement. The Secret Service, in addition to its protective role, investigates Treasury issues including fraud.

Fraud Investigation Kelli Lynn Smith

QUEENSBURY — A Queensbury woman was charged with three felonies Tuesday in a welfare fraud investigation, police said.

Kelli Lynn Smith, 32, was charged with fourth-degree grand larceny, attempted first-degree offering a false instrument for filing and fourth-degree welfare fraud, according to the Warren County Sheriff’s Office.

She is accused of receiving $2,100 in public assistance by not reporting unemployment insurance income, authorities said.

Smith was released pending prosecution in Queensbury Town Court. Sheriff’s Investigator Kevin Conine made the arrest with assistance from the Warren County Department of Social Services.

Missing Person New Technology to Search

NATICK, Mass. (WGGB) —LoJack is back, but it’s not what you think.

State Troopers held a demonstration using SafetyNet, a technology that may help save lives.

“Today we have a live person we are going to fit with a transmitter on their wrists & they’re going into the woods & we’ll find them utilizing the receiver device that we have” said State Police Lt. Robert Leverone.

The bracelet is a tracking system is used to find people with cognitive conditions who might get lost. “It has been a difficult task to locate people who go missing with these types of conditions because of the unique nature – caregivers, parents of children with autism, people with dementia, if they hear about the SafetyNet, program, they can call LoJack safety net directly, they can enroll throughout call center. It has to be a documented medical condition. It can’t be wayward teens or young toddlers” said Scott Martin, Director of Law Enforcement at SafetyNet.

Once you’re signed up, SafetyNet supplies the bracelet, straps, and batteries.

The bracelet sends out a radio frequency that lets out a continuous signal.

The receiver can reach up to two miles on the ground, or five to seven miles if searching by helicopter.

Once you realize your loved one is missing, you contact the police, who will use SafetyNet’s search and rescue receivers to track the signal.

The “missing person” in the demonstration was actually state trooper Scott Irish.

It only took 10 minutes to find him using SafetyNet. Irish has worked in Springfield, and thinks this device will be great for Western Mass. “The rural areas that are out there, the opportunity to get lost out there is obviously far greater than in the Eastern part of the state. To find a lost person in 10 minutes? That’ll be a huge lifesaving asset” Irish noted.

There are over 16 cities using the technology, including Boston.

There is currently no coverage in Western Massachusetts, but with every state trooper trained in using the equipment and in cognitive disorders, they say it’ll allow them to avoid a potential tragedy.

State troopers will begin using SafetyNet July 1st.

Electronic Surveillance Captures East Bay Shooter

ASHLAND, Calif. —

Authorities Wednesday night were reviewing images captured by surveillance cameras near a shooting scene in the East Bay that may show the suspected gunman.

In the video, a man is seen running through a parking lot seconds after gunfire erupted on Mateo Street in the unincorporated community of Ashland near San Leandro.

Lacreasha Glasper told KTVU the shooting victim was her 18-year-old brother Deangelo Glasper, who was shot outside of an apartment complex.

The victim lives in the building with their mother.

“I’m devastated. He’s in stable condition right now,” explained Glasper. “He’s lost his right eye. His bone structure is fractured on his right side of his face, but he’s going to pull through.”

Sheriff’s deputies surrounded the apartment building after receiving information the gunman might be holed up inside one of the units.

Footage shot by NewsChopper 2 showed armed deputies lined up on the second floor of the building.

On the ground, a K-9 unit walked the perimeter. After a few hours, officials made their move.

“Deputies made entry into an apartment we thought the suspect might be, said Sgt. J.D. Nelson of the Alameda County Sheriffs Department. Turned out he was not in there.”

The surveillance video KTVU obtained shows a man matching the description of the suspect leaving the area before authorities arrived.

He can be seen stumbling into frame before he stops and talks to someone in a green Mercedes SUV and then runs. From a different angle, he can be seen looking over his shoulder before running out of the camera’s view.

“He is definitely a person of interest at this point,” said Nelson.

Also of interest is the driver of the expensive Mercedes SUV spotted driving from the scene.

Relatives of the victim hope the video will lead to an arrest.

“Whoever it is, if anybody knows anything we just hope that they come forward,” said the victim’s cousin Gidget Pugh.

Missing Person Matthew Charlick

MISSOULA- The Missoula County Sheriff’s Office is looking for the driver of a black pickup truck that was seen in the area where a Missoula man went missing just over a week ago.

Investigators say they want to talk to the truck’s driver to see if he saw Matthew Charlick in the area.

The Sheriff’s Office is looking for a black truck, possibly a Dodge pickup with a maroon or red fiberglass topper.

Officers said Charlick’s vehicle and the black pickup were seen on a private surveillance video camera on June 15th and at 11:26 a.m, video shows the black truck traveling up Miller Creek Road. Then 20 minutes later, Charlick’s silver SUV drove the same way. The black pickup truck came back at 12:09 p.m., but Charlick’s vehicle did not.

Law enforcement pulled out Charlick’s SUV on Monday after it was found in bushes off an embankment on Miller Creek Road. Investigators still don’t know what happened, or if Charlick is alive.

Wrongful Death Gerardo Turcios-Rodriguez

A man accused of stabbing a Lexington man to death earlier this month has been extradited back to Kentucky from Illinois.

Gerardo Turcios-Rodriguez, 29, is charged in the murder of Douglas Saylor, 66. Saylor’s body was found June 2 around noon inside a house on Elsmere Park, where he had lived for about 15 years.

“To know that your best friend was murdered, you can’t conceive the thought. He was a very loving, caring person. He would do anything for anybody,” said Daryl Lyons, who considered Saylor, a man he had known for almost two decades, to be his best friend. “There’s several times I’ve just wanted to pick up the phone and call him and just say ‘hey, what are you doing?'”

Lyons said Saylor would pay Turcios-Rodriguez to do house work for him and when he needed it, Saylor would even give the guy a place to stay. Lyons had met Turcios-Rodriguez, but he said he never thought anything about him seemed suspicious.

“You have the excitement of knowing that he’s behind bars, but you still have the sorrow that it’s not going to bring Doug back,” said Lyons. “Doug was doing what anybody else would do if they see somebody down on their luck. You know, you just try to help them and be there for them.”

“There’s so much there that we’re confused by, that we don’t understand. That we probably never will understand,” Lyons said.

Saylor is survived by three sons and several grandchildren.

Turcios-Rodriguez is being held in the Fayette County Detention Center. He will be arraigned on Thursday.
