Private Detective Meth Lab found in Paris, KY

Two people were arrested after police say they discovered a meth lab in a makeshift camp in Paris behind a restaurant.

The incident happened at about 4 p.m. Thursday. The Paris Police Department received an anonymous complaint about a possible active meth lab in the wooded area behind McDonalds / Circle K on Matlack Drive. Drug enforcement detectives along with Paris Police officers responded to the area and located two subjects in the wooded area in a make-shift camp.

Located in the tent with the subjects were multiple precursors for the manufacturing of methamphetamine along with suspected finished meth.

Donavan J. Graves, 41, of Florida and Robin W. Emanuel , 39, of Paris were arrested and charged with first-degree manufacturing methamphetamine. They are being held in the Bourbon County Detention Center.

Missing Person Marcos Ramirez-Castillo

PERTH AMBOY — Perth Amboy police are seeking the public’s help in locating a city man who failed to return home after the Memorial Day weekend.

Police say Marcos Ramirez-Castillo, 26, left his home May 25, and was expected to return home Tuesday.

When he failed to appear, his sister, Irene Ramirez, filed a missing person report, authorities said. Irene Ramirez said her brother is an alcoholic, but he returned to their home each night on Brighton Avenue and would not leave without telling her.

Ramirez-Castillo was last seen wearing a gray shirt, black pants, white sneakers and a blue New York Yankees cap. He previously resided in Red Bank.

Wrongful Death David Ballard

A Montgomery County man has been charged with murder in the death of a longtime city commissioner.

Investigators said Joseph Julian, 48, killed his landlord, David Ballard, 51, Thursday night by ramming him with his truck. It happened around 9:30 p.m. on Camargo Road outside of Camargo Cuts, where Ballard also worked as a barber.

“Every day, I’d go out to his shop and sit with him and talk and he’d give me a hug and say ‘I love you, son,'” said Brandon Ballard, David’s son. “It seems like I don’t even have a mind right now. It’s just going in circles. I’m just hoping my dad’s gonna pull back in the driveway.”

Joseph Julian had been renting the apartment in the back of Camargo Cuts for several years. Ballard’s family said he had not been making his rent payments.

“Dad had been trying to get him out of there for almost six months, trying to get him to move out, but he didn’t want to put him out on the street. That’s how my dad was,” Ballard said.

It all came to blows Thursday night, the two were apparently arguing outside Camargo Cuts. Investigators said ending Julian rammed his truck into Ballard, pinning his body up against the building.

Ballard was pronounced dead on the scene.

Julian was arrested, charged with murder and DUI.

“I have to stay strong for my mom and my sister. I’m the man of the house now. Just go to work and try to follow in my dad’s footsteps,” Ballard said.

David Ballard, a father of two, had been serving as a Jeffersonville City Commissioner for more than 20 years.

Wrongful Death Freddy Couch Arrested

More than a month after the murder of a Laurel County man a suspect is now in custody.

Freddy Couch, 56, was arrested Friday morning and charged in the killing of his roommate, Kenneth Vincent, back on April 29. Couch told investigators the roommates were in a fight at their home on Laurel road.

According to an arrest warrant, Couch used pepper spray to disarm Vincent, who had a knife. That’s when the document says Couch used a wooden chair and a wooden board to assault Vincent while he was on the floor.

Couch is being held in the Laurel County Correctional Center on a $250,000 cash bond.

Accident Reconstruction 8 Students Hospitalized

Eight students were injured Wednesday outside of Hemet High School when a pickup truck ran a red light and drove through a crowd in a crosswalk.

Hemet High junior Daniel Carrillo, 18, was the driver who accelerated through the light after traveling above the 25-mph speed limit in the school zone, according to a statement released by California Highway Patrol Officer Darren Meyer.

The incident occurred just after school let out at 2:42 p.m. at the crosswalk connecting the school to the football stadium on May 30. Of the eight students who were transported from the scene, three were in critical condition and five had minor injuries, according to the Riverside County Fire Department. The latest report is that four students have been released, two are in hospital care with moderate injuries, and two are still in critical condition.

Carrillo was driving a 1994 Ford Ranger which is currently under inspection by CHP. In the truck with him were his twin brother David and a 16-year-old friend, Armando Gonzalez. Drug nor alcohol use were a factor in the collision.

Seven of the students were transported to Riverside Regional Hospital and one was taken to Inland Valley Medical Center. There were a total of six females and two males, all students at Hemet High.

“As Carrillo was approaching the intersection of Bulldog Way, numerous students, approximately 30, were crossing Stetson Avenue at the signal light,” Meyer said. “Carrillo failed to stop at the signal and the front of his truck collided with a large group of pedestrians in the crosswalk.”

The cause of the crash is still under investigation.

“Criminal charges on the driver, if any, will be determined after all evidence is examined,” Meyer said. “The driver stopped immediately after the collision to assist the victims.”

The incident occurred at the tail-end of a turbulent year for Hemet High School, just two days before the class of 2012 graduated. Two student suicides and an on-campus teacher-student sexual relationship have already swept through the campus, leaving many thankful the school year is over.

In an earlier interview with The Valley Chronicle, Hemet High School Principal Emily Shaw said she was pleased with how well her students had reacted to the school’s trials.

“Hemet High has handled so much this year,” Shaw said. “In spite of everything, our kids have been pretty resilient. They not only survived, but thrived.”

As for the incident on Wednesday, Shaw said the students were doing the right thing by using the crosswalk properly.

According to a release by the Hemet Unified School District, crises counselors are available on campus to support the needs of students and staff.

Additional details of the incident will be released after the truck undergoes a full mechanical inspection.

Arson Investigation Group of Children charged

Investigators say they will charge a group of children with third-degree arson for a big fire at a Union County popcorn factory.

The fire broke out around 8:30 p.m. Wednesday at Uncle Mark’s Popcorn Factory near Morganfield. Witnesses told deputies they saw four to five minors behind the building just before the fire started. firefighters had a hard time controlling the flames. several propane tanks also ruptured.

Deputies say the juveniles started a small fire behind the building, but are not sure whether they meant to burn down the building.

Fraud Investigation Fannie Mae Mortgage Fraud

May 31 (Bloomberg) — Abacus Federal Savings Bank and 19 individuals were charged with mortgage fraud and accused of selling hundreds of millions of dollars in fraudulent loans to Fannie Mae, Manhattan District Attorney Cyrus Vance Jr. said.

“The lessons of the financial crisis are still being learned,” Vance said today at a press conference. He said senior employees at the bank trained others to falsify loan documents so unqualified borrowers could qualify for loans and the bank could earn fees, commissions and other funds by selling the loans to Fannie Mae.

Abacus, which primarily serves the Chinese-American community, pleaded not guilty before Judge Renee A. White in state court in Manhattan today. The bank is “disappointed” to learn of the indictment as it discovered and investigated the issue more than two years ago, fired some employees and reported the results to law enforcement, its regulator and Fannie Mae, the bank said today in a statement.

Vance’s office is “overreaching” in accusing Abacus “when many other banks that contributed to the national economic crisis remain untouched,” it said.

The district attorney called the bank’s help “too little, too late” at the press conference.

Loans covered by the indictment were made to 4,500 borrowers and were among about $1 billion in loans that the bank sold to Fannie Mae, which then unwittingly packaged them as mortgage-backed securities and sold them to investors, Vance said. “Taxpayers are left holding the bag,” for this kind of crime, he added.

Eight Admit Guilt

The charges cover activities from May 2005 to February 2010 and follow a 2 1/2-year investigation, according to prosecutors. Eight Abacus employees have admitted their guilt in the first indictment of a bank in Manhattan since 1991, Vance said.

Fannie Mae, the government-controlled mortgage buyer and the biggest backer of U.S. home loans, buys and holds mortgages and issues mortgage-backed securities. It was bailed out and seized along with Freddie Mac during the credit crunch.

Vance said the majority of the loans involved in the case are still “performing” and borrowers haven’t defaulted.

The district attorney said his office is working with bank regulators to make sure deposited funds are secured. The investigation is continuing, he said.

“The alleged misconduct that occurred is not tolerated by our bank’s policies and ethical standards,” James Haggerty, an Abacus spokesman, said in the statement. “Unlike many other banks, Abacus Federal Savings did not participate in generating subprime loans or other risky lending practices.”

A 184-count indictment includes charges of mortgage fraud, securities fraud, grand larceny, conspiracy and falsifying business records.

Accused Bankers

Yiu Wah Wong, the bank’s former chief credit officer and underwriting supervisor, was among the defendants arraigned today. Wong, who is free on $100,000 in bail, reported directly to the chief executive officer and was the most senior bank employee charged. Wai Hung “Raymond” Tam, the loan origination supervisor, was also charged and is free on $100,000 bail. Prosecutors were denied a request to increase bail for the two today, and were told they could keep the defendants’ passports to guard against flight risk.

According to the indictment, incomes, assets and job titles were inflated; software was manipulated; and false “gift letters” were created to obscure the source of borrowers’ down payments.

Managers, according to the complaint, encouraged loan officers to make sure the falsified applications would be believable in the eyes of the bank’s regulator, the Office of the Comptroller of the Currency, as well as Fannie Mae. Fannie Mae’s own protocols to ensure loans met certain standards were thwarted, prosecutors said.

Abacus, a full-service bank based in New York, was founded in 1984, according to its website. It operates seven branches in New York, New Jersey and Pennsylvania.

The case is The People of the State of New York v. Abacus Federal Savings Bank, 2480-2012, New York State Supreme Court, New York County (Manhattan).

Wrongful Death Marlene Estrada

EL MONTE – Investigators have renewed their call for the public’s help to solve the mysterious slaying of a 31-year-old El Monte woman found shot to death in a wash of the Rio Hondo River last year.

A person walking a dog first reported finding the body of Marlene Estrada just after 9 a.m. on Nov. 27 of last year, Los Angeles County sheriff’s officials said. She had been shot numerous times.

The body was discovered in the middle of the wash, which was dry at the time, just northeast of the intersection of Santa Anita Avenue and Lower Azusa Road, according to Detective Steve Blagg of the Sheriff’s Homicide Bureau.

“We believe, based on witness reports, she was actually killed around 11:30 p.m. or midnight on the 26th,” Blagg
said.

Area residents told detectives they recalled hearing gunshots in the area around that time, though no one called 9-1-1 to report them, officials said.

Stairs line both sides of the wash in the area where Estrada’s body was discovered, Blagg said. “People use it as a common thoroughfare.”

Though the exact motive in the killing remained a mystery, investigators said they did not suspect the killing was gang-related.

“We believe it might be, based on as many times as she was shot, something more personal,” Blagg said.

Estrada was shot more than 10 times all over her body, Los Angeles County Department of Coroner Assistant Chief of Operations Ed Winter said.

She was shot in the chest, abdomen, back arms and legs.

was ruled out as a motive in the killing as well, as nothing appeared to have been taken from Estrada.

“We definitely know it wasn’t a drive-by,” the detective said. “It wasn’t anything random. We believe she was specifically targeted.”

But the underlying dispute believed to be behind the killing remained unknown to investigators, though Blagg said someone likely does have information that could bring Estrada’s killer to justice.

“Our belief is that someone in that El Monte area knows what happened,” he said.

In hopes of bringing out new information from the public, Blagg said, detectives released a surveillance photograph taken of Estrada at an area market, only hours before she is believed to have been slain and wearing the same clothing in which she was killed.

Estrada grew up in both the El Monte and La Puente areas, said her father, Mario Estrada.

She attended Arroyo High School in El Monte for the 9th and 10th grades and and took part in cheerleading, Mario Estrada said. She moved back to La Puente and attended Workman High School School for her junior and senior years before graduating in 1998.

“She was really sweet,” the father said. “She had a forgiving personality. When she walked in a room, she just lit up the room – a great smile. She was really friendly. A hard-working girl.”

“She was a really good dresser,” Mario Estrada added. She was into fashion.”

After graduating high school, Marlene Estrada completed a medical assistant training program but decided that was not the career for her, Mario Estrada said. She then took various jobs to pay the bills as she decided on a new career, and had been staying among friends and family members in El Monte.

She was especially close to her oldest brother, Jesse, Mario Estrada said.

“We had a lot of inside jokes on things,” the brother said. “The jokes would go on for years.”

“She was really protective, really funny, really into fashion, Jesse Estrada said, adding that she would often make comments to him when she didn’t approve of his clothing choice.

“She was really outgoing,” Jesse Estrada said. “In high school, she was always going out to have fun. (She was) really sociable.”

Marlene Estrada is also survived by her mother, Carol Rodriguez, her step-mother, Leslie Estrada, half-brother Matthew Estrada, and half-sisters Marissa Estrada and Lauren Estrada, family members said. Marlene Estrada was the eldest of her siblings.

The father said he, too, was baffled by his daughter’s slaying.

When her body was discovered, she had her clothing packed into a bag as if she was moving, he said.

She had no gang ties, he said, and family members knew of no one who wished her harm.

Based on the sheriff’s investigation, Mario Estrada said, “I know she knew them. I just can’t figure out why.”

Wrongful Death Alexander Kinyua Killed and Ate Roomate

Alexander Kinyua, a 21-year-old Morgan State University student, has been charged in the killing and dismemberment in Harford County of a 37-year-old man, and while not much was immediately known about the circumstances of the crime, Kinyua’s online trail points to a troubled young man.

Just five days ago on a Kenyan website, a post from his parents showed that he had been arrested following what they described as a fight in his dormitory room:

“Our son, Alexander Kimanthi Kinyua, was arrested on Saturday, May 19th, for being involved in a fight in his dormitory room at Morgan State University. The charge against him is “1st Degree Assault and Excessive Endangerment of Life”. His bail has been set for US $220,000.00. In order to get him the best defense possible, we need to secure an attorney who will take his case and leave no stone unturned.”

Court records on the state’s Judiciary Case Search web site confirm the charges, and show Kinyua, who appears to have no prior record, was able to post bond on May 23rd and was released. Kinyua’s address is listed in the 500 block of Terrapin Terrace in Joppa, the same listed as the address for the slaying victim, Kujoe Bonsafo Agyei- Kodie.

The connection between the two men was not known Wednesday night. Late Wednesday, a man who answered a phone at the number listed told The Sun’s Kevin Rector that his parents, Antony and Beatrice Kinyua, were “resting,” and that the family did not wish to speak to the media without an attorney present.

In the days prior to the arrest, he had posted several strange messages on his Facebook page, in all capital letters. In two of the posts, he uploaded “QR Codes,” those bar code images that lead you to a web page when you hover a smart phone over them. They both led to the following message:

“PROJECT CRACK CODE COUNTERING THE DESTRUCTION OF THE HUMAN FAMILY SPREAD THE MESSAGE OF CREATION SUPPORT CRACK TEAM STAY TUNED FOR MORE INFORMATION ON SURVIVAL OF THE HUMAN FAMILY.” “WHAT STRATEGY & METHODS TO COUNTER THE DESTRUCTION (CO-DE) OF THE BLACK FAMILY???” he asked in an accompanying message. “ALL IDEAS, SUGGESTIONS, COMMENTS, ETC. WILL BE APPRECIATED FOR PROJECT CRACK THE CODE.”

In another, he wrote about campus shootings and “death cults”:

“HEAR ME OUT HBCU’ERS: ARE YOU STRONG ENOUGH TO ENDURE RITUAL HBCU MASS HUMAN SACRIFICES AROUND THE COUNTRY AND STILL BE ABLE TO FUNCTION AS HUMAN BEINGS? IT’S BEEN ALL TOO TRAGIC WITH THE DUAL UNIVERSITY SHOOTINGS AT VIRGINIA TECH, AND OTHER PAST UNIVERSITY KILLINGS ACROSS THE COUNTRY. NOW FOR A TWIST: ETHNIC CLEANSING IS THE POLICY, STRATEGY AND TACTICS THAT WILL AFFECT YOU, DIRECTLY OR INDIRECTLY IN THE COMING MONTHS. THIS IS THE BRUTAL BASIS, AN EVIL & TERRIFYING METHOD OF THIS DEATH CULTS.”

The message ends up with a poll with no discernible connection to the statement. Another post was simply the image of the Predator from the films of the same name. His profile picture is an image of Richard Ansdell’s 1861 painting, “The Hunted Slaves,” showing two runaway slaves facing dogs that have been set on them.

Prior to that, Kinyua appeared to be a happy college student. Photo galleries tagged by Kinyua show him smiling and having fun in September 2011 at a campus student organization event, where he shows off a jacket for the National Society of Pershing Rifles, which according to its website is a fraternity for students in Reserve Office Training Corps programs.

Private Detective Police Looking into Shooting by Henry Clay HS

Lexington police are investigating a shooting in front of apartments right across from Henry Clay High School Thursday afternoon.

The incident happened at around 12:30 p.m., when several gunshots rang out near Dinsmore Drive. Police found a shell casing on the ground just yard away from the apartment building.

School was not in session, and police say Lexington schools weren’t notified.

A witness told LEX 18 he saw a man walk up to two other people at the apartments. They started arguing, and that’s when the witness said the man started shooting at the people out front. Police say it appears no one was hurt.

Police are looking for the shooter, who they say ran toward Fazoli’s on Richmond Road. He’s described as a black man wearing cargo shorts and a black shirt with a red design on it.
