Electronic Surveillance Shows Attach on Teen Going to Bus Stop

ST. PETERSBURG —

St. Petersburg Police believe a man wanted for attacking a 16-year-old girl on the way to her bus stop was actually lying in wait for her.

Police say this assumption is based on surveillance video taken from a nearby business.

The video depicts the suspect before and after the assault last Friday morning.

http://liarcatchers.com/electronic_surveillance.html

It shows the suspect circling around the business on a BMX style bike prior to the assault.

After getting off the bike and parking it nearby, the suspect can be seen sitting near some air conditioning units on the east side of the building.

As soon as the victim passed by the business, not depicted in the released video, the suspect can be seen running after her.

In the next segment of video, the suspect can be seen fleeing back to the east side of the business to get his bike and then rode it in a southwesterly direction out the area.

Based on their observations of the video, detectives believe that the suspect anticipated the victim’s arrival. The victim has taken the route in the past to get to her school bus stop, police say.

The suspect was described by the victim as being a white male, in his late 20s, approximately 5`6″, approximately 140 to 150 pounds, “skinny,” wearing a black zipper jacket, a black knitted beanie or skullcap on his head and dark leather gloves with a strap around the wrists.

The suspect was clean-shaven with the exception of a scruff on his chin, police say.

Anyone who believes they recognize the suspect or have any information that may help identify him is asked to call the St. Petersburg Police at 727-893-7780 or they may utilize the TIP LINE at 727-892-5000.

Private Detective Child nearly Drowns While Mother Smokes

Stefanie Jolene Antrim said she filled a bathtub with water and placed her 1-year-old and 4-year-old children in it. She then put dishes in the dishwasher and went outside to smoke a cigarette.

Some time later the older child began screaming and when Antrim went inside she said she found the youngest child floating face down in the water, according to an affidavit filed at the Canyon County Courthouse.

http://liarcatchers.com/index.php

Police and paramedics were called to the residence in the 1800 block of Chicago Street, said Angela Weeks, a detective with the Nampa Police Department.

The 1-year-old child was treated at St. Alphonsus Regional Medical Center in Nampa, where Antrim was interviewed by a police detective in a private room. She admitted to drinking four or five 16-ounce Budweiser beers, and her blood alcohol content registered .121 and .126, according to court records.

She told police she started drinking about 3:30 p.m. and had her last drink at about 7 p.m. She also told the detective she didn’t know what time she filled the tub with about 6 to 9 inches of water, according to court records.

The 32-year-old mother was taken into custody Thursday afternoon at Canyon County Jail on a charge of felony injury to child. As of early Monday afternoon, Antrim was still in custody, according to jail officials.

“Detectives, through investigation, were able to determine the child had been home with the mom and 4-year-old brother and were left in the tub unattended,” Weeks said.

Antrim’s preliminary hearing is scheduled for 8:30 a.m. May 11, according to Bryan Taylor, Canyon County prosecuting attorney.

The maximum sentence for felony injury to a child is up to 10 years in prison.

Identity Theft affects Corporations Also

While most Mainers are aware of the dangers of personal identity theft, many business owners remain in the dark about the growing threat of corporate identity theft. The term “business identity theft” describes various fraudulent or unauthorized uses of a company’s identity and, according to Dun & Bradstreet, has been reported in at least 26 states. In 2011, the Federal Trade Commission received 503 identity theft complaints based in Maine, many of them involving corporate identity. In response to this threat, I am launching a seminar series to educate business owners on how to prevent being victimized and what steps to take if their company falls prey.

http://liarcatchers.com/identity_theft_investigation.html

Criminals seek to gain access to bank accounts, credit cards and other sensitive company information, then secure lines of credit in the name of the victim entity. Once the theft is discovered, businesses are faced with the difficult task of repairing the damage to their credit and reputation, and banks and retailers are often left with major financial losses.

The following are examples of this type of activity, as reported by National Association of Secretaries of State:

Large companies such as eBay, Microsoft and VISA have dealt with business identity theft carried out through phishing schemes where fraudulent emails purporting to be from legitimate, recognizable businesses seek personal or financial information from recipients

An identity theft ring in New York used financial information obtained from corrupt bank employees to cash counterfeit payroll checks that were designed to look like they belonged to the victim organizations, which included corporations, hospitals and government agencies

In Nevada, a man claimed that the identity of his business was stolen after a company changed the name of the businesses’ officers through filings with the secretary of state’s office, then sold the business to a third party

In Tennessee and other states, criminals have been creating phony web sites that impersonate the identity of legitimate car dealerships and advertise low prices in order to scam people into making deposits for vehicles that do not exist

In Georgia, criminals purchased a cell phone, registered it under the name of “Georgia Powers” (which showed up on caller ID), and convinced a number of elderly people — who thought they were speaking with the utility company “Georgia Power” — to divulge their credit card data.

The Department of the Secretary of State serves as a repository for all records relating to over 80,000 business entities and nonprofit corporations operating in Maine. Identity thieves often attempt to use state business registration websites to gain access to online business records that they then use for nefarious purposes. As Secretary of State, one of my priorities is to ensure the security of business records filed with this office.

To this end, I have developed a series of corporate identity theft education seminars in partnership with the U.S. Secret Service. These one-hour seminars are open to the public and free. Attendees can learn about the threat of corporate identity theft, how to prevent it and what to do if they discover they are a victim of this crime. At each seminar, we will seek input from business owners and managers to determine how to further strengthen our laws to make it more difficult for thieves to obtain sensitive information.

Police have charged 75 people with various drug-related offences at a dance festival at Moore Park yesterday.

On Sunday 29 April 2012, officers attached to Surry Hills Local Area Command led a drug detection dog operation targeting the possession and supply of prohibited drugs at the ‘Creamfields’ Dance Festival utilising resources from the Surry Hills Local Area Command, the State Protection Group Dog Unit and Redfern Region Enforcement Squad.

http://liarcatchers.com/drugdogsweeps.html

Six drug detections dogs were used to sniff-out revellers attempting to take illegal substances into the event, held between midday and 10pm at the Entertainment Quarter.

During the operation police searched 250 event patrons resulting in the arrest and charging of seventy five people with possession and supply of prohibited drugs, including ecstasy, amphetamines and cannabis.

Seventy people were issued court attendance notices for the offence of possess prohibited drug with a further five people charged with supply. Ten people were issued cannabis caution notices while 16 people were ejected for unauthorised entry and intoxication.

During the course of the operation police found quantities of prohibited drugs discarded on the ground. The drugs were subsequently seized for destruction.

Surry Hills Local Area Commander, Superintendent Anthony Crandell said the mission of police deployed was to ensure a safe and drug-free environment.

“The majority of the 11,780 revellers were well behaved however the volume of detections is of concern.

“The consumption of prohibited drugs creates significant risks including addiction; deficiencies of judgement; changes in behaviour that can create greater vulnerability or propensity for criminal acts; together with serious consequences for health.

“We will continue to use drug detection dogs at future events to minimize risks associated with drug use and misuse”, said Superintendent Crandell.

http://liarcatchers.com/arson_investigation.html

Firefighters responded to a call at an apartment building along Dalton Avenue around 7 a.m. Firefighters say they found a pile of clothes burning inside a vacant unit. Crews quickly put out the blaze and nobody was hurt.

Electronic Surveillance Shows Missing Teen Home

ARVADA, Colo. (CBS4) – A military helicopter on Sunday helped look for an Arvada teenager missing for two days. Police are now intensifying their search.

Christine Harvey was last seen Friday afternoon around 4:30 p.m. She’s 19 years old but has the mental capacity of a 12-year-old.

Harvey was spotted at a Valero convenience store across from Lakeside Amusement Park on Sheridan Boulevard. She lives near the 6200 block of Wolff Street and in order to get to the convenience store she would have had to walk more than 20 blocks over two interstate highways and a series of railroad tracks.

http://liarcatchers.com/electronic_surveillance.html

Police released surveillance images of Harvey inside the convenience store. They were taken a little over an hour after she disappeared on Friday. Police believe Harvey is alone.

Police used the military helicopter to search areas that might have been difficult for Harvey to walk. They also searched trails in the area and Sloan’s Lake. A reverse 911 call went sent out Sunday morning in the Arvada area where she disappeared. A volunteer search team is still active.

Arvada police received two new tips about Harvey’s disappearance Saturday night and Sunday morning. In both reports witnesses say Harvey asked for directions to a Jefferson County library. Now police are searching every library in the area, including Wheat Ridge, Arvada, Denver, and Edgewater.

“The concern that we had originally, and still do, is that she’s quite shy. So we were worried that she wouldn’t go ask for help or tell people that she was lost,” Sgt. Michelle Moriarty with Arvada police said.

Harvey was last seen wearing black pants and a blue top. She has long, blonde hair and wears braces on her teeth.

Harvey’s family says they are growing more concerned with every passing hour.

Missing Person Lance Gaines

OCEAN CITY, Md. — Ocean City Police receive calls for service on a regular basis from people worried a friend or family member has gone missing.

It happens frequently, especially in the summer. It’s a resort town where people come to let loose in an area they’re often not all that familiar with, where they can lose track of time walking along the Boardwalk or the beach.

They can forget to charge their cell phones or neglect to maintain the kind of contact they do with others when they’re not vacationing. All kinds of little things.

http://liarcatchers.com/missing_persons_investigations.html

The vast majority of the time, the people in question turn up within a matter of hours or even less, according to Ocean City Police Department spokeswoman Jessica Waters.

There are rare instances, however, in which people don’t turn up with any immediacy, as in the case of Lance Gaines, which is why Waters is adamant people should contact police any time there’s an indication a person may have vanished, even if it’s just a feeling.

“Always call us. No matter what,” she said. “Maybe they’ll return home soon, but we still always want to be aware of a situation.”

Gaines, a 22-year-old from Groton, N.Y., hasn’t been heard from in more than a week. He was on vacation with his family in Ocean City when he left Bay Club Resort on 32nd Street to take a walk on Friday, April 20, ending up eventually at Sandbar on 33rd Street, the place where he was last definitively seen at about 1 a.m. on April 21.

http://liarcatchers.com/missing_persons_investigations.html

About 20 or so of his family and friends traveled to Ocean City last week to supplement OCPD’s efforts with a citizen search, canvassing the area and asking anyone they could find if they’d seen Gaines. They also posted and passed out hundreds of missing persons bulletins with photographs of the brown-haired, blue- eyed man who stands 6 feet 4 inches tall and weighs 190 pounds. In one of them, he’s wearing the gray hooded sweatshirt in which he was last seen.

They keep in contact at least once daily with OCPD detectives, something Waters said is important since the two entities often rely on one another for information the other side may not yet have.

The efforts have led to a few leads, the most significant of which came when Lance Gaines’ brother, Myles Gaines, spoke to a woman who works at Madison Beach Motel on North Baltimore Avenue. She said she saw someone matching Lance Gaines’ description in that area Monday afternoon.

Waters said police received a tip from someone making that claim, but there hadn’t been a confirmed sighting since the early morning of April 21.

Some of the group were heading back home Friday morning, while others were staying at least through the weekend, according to Lance’s father, John Gaines.

Those on the way back to New York were continuing to post bulletins in Delaware as they headed north up Route 1, he said.

“We’ve canvassed pretty well,” John Gaines said Friday. “We hit all the bars last night, but we really didn’t get any info at all.”

Relative Celena Gaines said she and others had visited everywhere they could think of, including various local businesses and the bus terminal in West Ocean City, but had not garnered much useful information.
Not the first case

Police have found nothing that would indicate foul play was a factor in Gaines’ disappearance, and all involved are hoping for a more favorable outcome than has resulted a number of times throughout Delmarva in the past few years, when young men have disappeared under mysterious circumstances late at night or early in the morning.

In April 2010, remains of 29-year- old Selbyville resident Gregory Forte were found on the beach in Ocean City after he had been missing since February of that year. He was seen leaving a friend’s party at a Fenwick Island condominium, and police later found his car parked nearby with its radio on, driver’s side door open and keys in the ignition.

He was the subject of an extensive search by Delaware State Police, friends and family before he was found.

In late June 2006, senior weeker Nicholas Gochnour’s body was found in the Cape May Harbor Inlet, about 45 nautical miles north of Ocean City, where he had been last seen two weeks before in the area of 17th Street near Paddock Night Club. He was there with a man who was walking a dog, according to police, and had also been involved in a fight in that area the previous day.

The Cape May Medical Examiner determined Gochnour’s cause of death to be drowning with morphine toxicity as a contributing cause, but the manner of death was listed as undetermined.

In March, 23-year-old Ocean City resident Nicholas Townsend drowned after an early morning canoe accident in Assawoman Bay, and his body was found near Fenwick Island. He and friend Matthew Bullen, 20, of Fenwick Island had stolen the canoe, and after it capsized Bullen made it to shore but Townsend did not.
Walking in the footsteps

When a person is reported missing, a patrol officer takes a report and starts “walking in the footsteps” of the person, according to Waters. They’ll go to where a person is supposed to be to see if he or she has shown up, and then they examine the area between where a person was last seen and where they may have been headed.

For example, if a man left for work, didn’t come home and was reported missing by his wife, police would go to his workplace, see if he showed up and figure out where he was headed next.

“Say he was at work until 10, and then later he was supposed to show up to a meeting in Salisbury (Md.) but he didn’t, then we know that somewhere between those two points is where we need more information,” Waters said.

OCPD reaches out to the Worcester County Sheriff’s Office, Maryland State Police and whichever other agencies should be on the lookout or may have information, including those in the area where the missing person is from if they aren’t local.

After someone is missing for 48 hours, the department’s criminal investigation division gets called in to take over for patrol officers. Credit card and cell phone use is examined, among other things, Waters said, and the area where the person was last seen is heavily canvassed. Detectives and officers interview people who live and work in that area, and family and friends from all over are interviewed to see if the missing person has said or done anything that would give any inclination into what their whereabouts may be.

Input from the general public is often sought, as well, Waters said, and it has been in Gaines’ case. OCPD is asking anyone who has seen Gaines or had contact with him to notify detective Carl Perry with the department’s criminal investigation division at (410) 723-6604.

“You never know what little bit of information could turn into a big lead,” Waters said.

OCPD continues looking for missing persons until there is some kind of resolution, she added.

“We’ll not by any means stop,” said Waters. “Sometimes at a certain point you need to be innovative and look outside the box, to step away for a minute and see what you could do differently. We’re being very proactive, and hopefully we’ll have a happy outcome, and hopefully Lance comes back safely.”
