Fraud INvestigation Nine county employees in Pasco Washington

PASCO, Wash. — A sudden announcement from the Franklin County Board of Commissioners Thursday. Nine county employees are on administrative leave, and a criminal investigation is underway.

Pasco police started an internal fraud investigation at the request of the state attorney general’s office. Police locked down the public works office and executed a search warrant to find new information. And earlier today we learned one person is already under arrest.

A letter was sent to Franklin County employees this morning details behavior which has given the county a bit of a black eye.

Nine employees, the majority of them working with the county public works department are being investigated for theft of county funds.

“My sense is this very well may have been an ongoing activity for a long period of time. We’ll let the results of the investigation being that to hear and tell us whether or not my instincts are true in that regard,” explains Franklin County Commissioner Brad Peck.

Calls to the state attorney generals office or the county could not confirm how much money may have been stolen. What’s also not clear is how the activity has been going on.

What is known is about two weeks ago, the fraud was discovered in an internal audit.

One of the nine people under investigation is 64 year old Dennis Huston of Pasco. He was arrested Thursday afternoon for first degree theft, money laundering, and possession of controlled substances.

The other eight are on paid leave, but this may spread further than just public works, “there are people outside of public works, but again the emphasis here is on having people out of work place. So investigations can be done in an unimpeded fashion,” adds Peck.

Because the investigation could spread, prosecutor Shawn Sant says this will take time, “this could take days, it could take weeks. These type of cases do require some time and we want to make sure that we get it right.”

Officials say even more people may be under investigation. They add it could take weeks or even months to find out the full extent of what happened.

Background Checks on New Jersey School Board Members information

The New Jersey Department of Education is still holding off releasing information related to the background checks of 4,702 board members and trustees in the state of New Jersey. In January, the state said approximately 100 of the 4,700 members failed to meet the December 31st deadline date to register and complete their background check and submit it to the state.

Under state law, board members have 30 days to submit a criminal background check or face removal from their elected position. The state extended the criminal background check deadline this year to January27th in light of confusion with the new law.
According to Alison Kobus, Communications Director for the New Jersey Department of Education, a report may be released as early as next week.
According to the law, board members with prior convictions including, but not limited to Reckless Endangerment, Criminal Restraint, Criminal Mischief, Burglary, Usury, Threats, Resisting Arrest, Escape or Bias Intimidation would be deemed ineligible to serve as a school board member in the state of New Jersey.
“There are no exceptions for board members/trustees to continue to serve without having submitted to the criminal history record check,” the state said in a statement.
For now, the state has granted a temporary reprieve for those board members who either refused or did not submit to a criminal background check.
So far, at least 12 board members in New Jersey have been disqualified for previous criminal convictions.
School Board members are entrusted by the community with the care and management of local school districts. They represent the elected officials for local residents and are tasked with making sure their district runs efficiently and effectively.
Typically, school board members are not granted any access to children in school or in extracurricular activities, but are frequently seen on the sidelines at local school sporting events, engaging athletes and making appearances at school functions. It is the reason the state acted to enact legislation requiring background checks.
In October, an Ellicot, Colorado school board member was arrested on charges of Sexual Assault on a Victim under the Age of 15 by a Person in a Position of Trust after attempting to lure a child with the intent to exploit according to court documents.
In November, a Lyle, Washington school board member was under investigation for sexually assaulting a 16 year old girl at the school’s volleyball game after grabbing her by the waist. He was removed from the board pending an investigation.
In December, a school board member in Virginia was sent to jail for sexual assault after being accused of trying to remove the bikini bottoms from 12 year old girl while making sexually suggestive comments.
The legislators and governor in the state of New Jersey acted quickly on the new school board criminal background check legislation, which is the cause of the current confusion and delays, but the NJ Department of Education said today that the final list of board members deemed ineligible should be released in the coming weeks.
The department would not comment on any board members or school districts at this time.

SAN ANTONIO — Police say a 22-year-old child sex suspect bragged on his Facebook page that he is a “pedophile” and proud of it.

San Antonio police arrested Juan Trevino Wednesday on allegations of sexual assault of a 14-year-old girl. He’s being held on a $75,000 bond.
The victim allegedly met Trevino while she was at working in the Rivercenter Mall. According to an arrest warrant, they had a romantic relationship from last July to October. The victim alleges having sex with the suspect three times.
The victim told police Trevino was aware of her age and didn’t have a problem with it.
On one occasion, Trevino and the girl were recorded having relations by two of his friends on cell phone camera, according to the arrest warrant. Police said the victim and suspect also exchanged nude photos.
Police also found incriminating messages on the suspect’s Facebook page, claiming he was a pedophile and that he was proud of it.
According to investigators, Trevino became angry with the 14-year-old and told her that she wasn’t his only one.

identity Theft Chelsea Catherine Stewart of Alabaster sentenced

BIRMINGHAM, Ala. — A Shelby County woman is going to prison for more than three years after pleading guilty to stealing personal information on more than 4,000 patients at a Birmingham hospital.

A judge on Wednesday sentenced 26-year-old Chelsea Catherine Stewart of Alabaster. She pleaded guilty to taking the information under a federal health privacy law, attempted bank fraud, and aggravated identity theft.

Authorities say Stewart stole patients’ information from Trinity Medical Center while an associate of hers was a patient there. The missing records included names, birthdates and Social Security numbers.

Police found hundreds of pages of documents containing the information during a search last April, and Stewart pleaded guilty in November. Authorities say she tried to use a stolen credit card convenience check to obtain $2,200.

Background Checks on centerville emplyees finally

CENTERVILLE — The city has finalized procedures to conduct criminal background checks on employees and volunteers who work with minors.

State law requires the city have such checks of criminal history files. The new regulations apply primarily to baseball coaches and recreation program employees who work with minors.

Each background check costs the city $15, so the recreation registration fees are increasing slightly to offset these changes.

City officials said the fee will be negligible once spread over the entire program, and adding it is a small cost for the protection afforded to participants.

Assistant City Manager Blaine Lutz said the discussion came about because the city is preparing to hire and recruit volunteers for baseball.

With that happening, the council had questions about the process of background checks for those working with youths, Lutz added.

Because of this, the city staff reviewed the procedures of these checks with the council at a recent meeting.

No changes to the process were made then.

Lutz and City Treasurer Jolene Jackson have applied and been approved to be authorized personnel to file and administer the criminal history requests.

They can request a criminal history background check on employees and volunteers who are in positions involving the care, custody or control of children.

The Bureau of Criminal Investigation will run the report, review the history and give the city an “approved” or “needs more research” status for each individual.

The process to obtain criminal history reports on employees and volunteers in the recreation program will be operational this month. It will be implemented for the upcoming recruitment season for coaches as well.

electronic surveillance catches thief in Clovis

CLOVIS, Calif. (KMPH) – 16-year-old Chandler had only had his new surveillance cameras up a month when he had to put it into action.

“One of our other neighbors posted on Facebook that her car got broken into. So I decided to go back and check the footage because it records for two weeks. And sure enough, we saw more than we bargained for,” Chandler said.

What they saw were these images of a man walking up to cars around the neighborhood, checking if they were locked.

“It just makes me sad. I leave my alarm on all the time now,” Suzanne Arnold said.

Arnold has surveillance cameras too. It was on them not long ago that she and her husband watched thieves take off with their tailgate.

“Two men drove up, parked in front of our house around two in the morning and took it off. Within a minute or two they were out of here,” Arnold said.

In this same culd e sac, Janet Wedeking has been a victim too.

“Everything had been ransacked through my car. Unfortunately I left it open. So they went through, they actually went through my mail and somebody took my kids Thanksgiving cards,” Wedeking said.

These guys are really getting brazen. One neighbor recently had their car stolen right in front of their house.

When they got it back about three weeks later, the woman who stole their car called the homeowner and asked for the stuff back that she left in the car before police took it.

“They get bolder. It’s like they’re just getting bolder,” Wedeking said.

Neighbors here say they know this thug is one of many.

“I don’t think they get in trouble. I don’t think, even if they catch him, he’ll be out the next day and they’ll just do it again,” Arnold said.

So they’re policing their own neighborhood, with surveillance cameras like Chandler’s, hoping the next thief is as oblivious as the last.

“I’m actually surprised the guy didn’t see them because there’s little infrared things that glow at nighttime,” Chandler said.

With the images from the surveillance video, Chandler also made posters to put up around the neighborhood, so neighbors will know who to watch out for.

So here’s how the numbers stack up according to Clovis Police.

In January 2011, there were four vehicle burglaries and four home burglaries in the Deuaville Neighborhood.

In January 2012, in that same neighborhood, police say there were five vehicle burglaries and one home burglary.

Wrongful death body found in lexington off of Fortune drive

A badly decomposed body was found inside of a garbage can near a Lexington business Wednesday afternoon.

The discovery was made at about 1:30 p.m. on Fortune Drive next to Kentucky Uniforms, which makes police uniforms. Officials say a tip led them to the body, which officials say was mummified and badly decomposed to the point they are not sure if the body is that of a man or woman.

Police say the body may have been in the garbage can, which was located near a wooden area, for at least a year.

Police continue to investigate.

Pedophile tracking in Hollywood

Hollywood’s most disgusting secret has recently been revealed and the story is a devastating indictment of the entire entertainment industry.
Most moms are willing to fight like a tigress to protect kids from pedophiles, but unfortunately, there is a culture in Tinseltown that believes in looking the other way.
California has been rocked in the last year by the prosecution of a prominent Hollywood businessman for molesting his young clients. This story grew as others acknowledged similar problems among the Hollywood elite of managers and agents.
In an effort to address the problem, California lawmakers introduced AB 2072, a new anti-predator bill.
If passed, Fox News reports, the bill will require all entertainment personnel working closely with children to undergo stringent background checks. Although this new bill is a giant step towards the protection of children, it still isn’t enough.

Let’s be clear, parents are a child’s first line of defense.
Parental safeguarding is crucial in Hollywood. Children, especially those who desperately hope to be the next Miley Cyrus or Justin Bieber, are too vulnerable to recognize a sexual predator hidden behind promises of fame.
Former child star Alison Arngrims, who played Nellie Olson on “Little House on the Prairie,” admits to being victimized on set and recently revealed, “For a sexual predator, showbiz is the biggest free candy store going. … You have kids and their parents throwing themselves at you.”
According to the Rape, Abuse and Incest National Network (RAINN) most victims experience long-term sexual abuse by a close acquaintance they trust, making Tinseltown the perfect habitat for a pedophile. As a child star’s manager, publicist, or talent coach, predators have the opportunity to build close, ongoing relationships with their clients, allowing enough alone time to “groom” them for the eventual rape.
While I’m sure many show biz parents take extra precautions when it comes to the welfare of their child, others are actually enabling abuse — yes, I said it: enabling abuse. And why is that you ask? One word: MONEY. Child actors working in television can earn anywhere from $12,000 to $250,000 for just one TV episode.
Take, for instance, the beautiful, albeit 17-year-old actress Dakota Fanning who appeared recently on the cover of Cosmopolitan magazine.
Fanning’s photo is wedged between crude cover lines that proclaim: “Too Naughty to Stay Here: But You Have to Try This Sex Trick” and “His Best Sex Ever.” And Fanning’s photo spread gets worse inside the magazine as she is pictured in sexually suggestive positions.
Normally, I would ask, “Where is this girl’s mother?” However, according to an interview in W Magazine, Fanning lives with her mother who teaches her everything (which presumably includes lessons on how to pose seductively?).
Fanning’s career took a dark turn in 2008, when she starred in a movie called “Hounddog” that was so graphic in its portrayal of child rape that it was pulled from AMC Theatres after protests from members of Concerned Women for America.
That begs the question, “How can loving parents allow their child’s image to be sold as a sex object?” And that raises the additional question, “As a society, why do we allow the sexualization of children?”
The sexualization happens in media so often that the American Psychological Association has done two studies on the consequences. Mind you, not a study on the kids being sexualized, but on the consequences for the kids who watch these images in the media.
In Hollywood, where immorality is glorified, it is especially easy to blur the lines of normalcy.
Sadly, the sexual abuse of former child stars Corey Haim and Corey Feldman (also known as “The Coreys”) was so “normal” that it was openly discussed within the industry.
Feldman has bravely decided to write a book where he will “put all the information forward” regarding his abuse. As teenagers the boys were reportedly lured with drugs and alcohol and then molested by dozens of show businessmen.
In an exclusive interview with Britain’s The Sun, Feldman said, “”When I was 14 and 15 things were happening to me. These older men were leching around like vultures…It was basically me laying there pretending I was asleep and them going about their business.”
Child star Alison Arngrim, who is now a dedicated activist with PROTECT.org, remembered “It was the gossip back in the ‘80s. People said, ‘Oh yeah, the Coreys, everyone’s had them. People talked about it like it was not a big deal.” It’s infuriating that these helpless boys were in trouble, but no one bothered to report their abuse.
This leads me to another vital point: When you see something, say something. Waiting until a child is emotionally scarred for life is beyond wrong.
Lives can be saved and future victims can be saved the moment an assault is reported, especially when it involves a timid child too terrified to accuse an adult they trust. We’ll never know but perhaps, if people had spoken up, Corey Haim might not have committed suicide.
The courts and the public need to be aware of how callous the entertainment industry really is, and they need take preventative measures. But the bottom line is the public needs to show zero tolerance for the abuse of children, and it’s up to parents to ensure that their children are not harmed by pedophiles.
I suggest we begin by telling our children that they are not only attractive and talented but also intelligent, funny and creative. And that they are worth more than all the fortune and fame in the world.

Electronic Surveillance USing a GPS to track a spouse legal?

The New York Times has a great article about GPS tracking considerations in light of the recent Supreme Court case that effectively declared that warrants are necessary for GPS tracking. What the New York Times does is point out the grey areas beyond the point that warrants are required — specifically it looks at the private investigation business and how GPS technology is being used to catch unfaithful spouses, and even how GPS helps track children and elderly parents. This case, which seems at first to only relate to law enforcement, is of major importance to the security industry.

Those grey areas of GPS tracking impact a number of businesses in our sector, and for now, those grey areas seem to be marked as legal. Dealers sometimes use GPS to track techs in the field in order to locate the closest tech for the job or to create additional efficiencies and to do project time tracking. Some dealers/monitoring firms resell real-time tracking services to parents, in fact, it’s been advocated that selling GPS tracking can be an additional source of income for your firm. On the corporate security side, our end-users use GPS to track assets around the globe, slapping GPS devices on their physical assets like cargo containers, shipping vessels. Some even use it for executive protection analysis.

It’s also used by the private investigators in the security services sector. It’s this sector that needs to pay close attention to this case. As the New York Times article notes:

What this case signifies more than anything is that technology has surpassed our privacy laws, and we seem to be a bit more comfortable yielding our privacy rights than ever before. One thing is for sure, this case isn’t solely relevant for law enforcement.

Identity Theft IRS catches 105 People this week

WASHINGTON — The federal government has swooped down on 105 people in 23 states in the past week as part of a nationwide crackdown on identity theft and tax refund fraud that was timed to warn cheats to beware this tax season, the Internal Revenue Service said Tuesday.

The sweep ranged from Alaska to Florida and included 80 complaints and indictments and 58 arrests, and has already produced a handful of guilty pleas and sentencings. Besides the IRS, the Justice Department’s Tax Division, the Postal Service and local U.S. attorney’s offices were involved after investigations that lasted months and, in some cases, years.

IRS officials say the use of stolen identities to fraudulently file for tax refunds, generally involving stolen Social Security numbers, is a growing problem. Last year the agency says it found 260,000 income tax returns with confirmed attempts at identity fraud and blocked the payment of $1.4 billion worth of refunds. In 2010, the IRS says it detected identity fraud in 49,000 returns and prevented the payment of $247 million worth of bogus refunds.

“The timing is not coincidental,” Steven Miller, the IRS’s deputy commissioner for services and enforcement told reporters. “It’s the start of tax season, this is a large issue and we want to send a message out there.”

Miller said schools and hospitals are a common source of stolen Social Security numbers.

The cases, some of which were announced previously by local officials, included:

_Three women from Dayton, Ohio, accused of getting tax refunds by using identities stolen from mentally disabled adults;

_A Montgomery, Ala., woman accused of using her job as a security guard to steal identities of people served by a state agency to file false returns;

_A Colorado Springs, Colo., man charged with stealing identities of the clients of a company that had gone out of business to fraudulently file for tax refunds.

Over the past week, IRS officials have also visited 150 money services businesses to see if they are involved in identity theft or filing for bogus refunds. This sweep was conducted in nine metropolitan areas it considers high risk: Atlanta; Birmingham, Ala.; Chicago; Los Angeles; Miami; New York; Phoenix; Tampa; and Washington, D.C.

In addition, the agency is auditing more than 250 check-cashing operations around the U.S., in part to try to spot any identity theft activity.

Miller said the IRS has installed new filters on its computers this year in an attempt to spot identify fraud before the agency pays a phony refund. He said this has caused delays of about a week for early tax return filers to get refunds, but he said he does not expect those delays to last.
