An Internet site who manages passwords recently posted an article pertaining to the lack of secure passwords being utilized which may be a factor in data breaches — past, present, and future. One reason for the lack of security is the amount of passwords a user is required to remember to access the many databases, applications, multiple networks, etc., used on a daily basis. Sharing passwords among users in a workplace is becoming a common theme to continue the flow of operations. Users have prioritized convenience over security when establishing passwords.

Moulton Niguel Water District employee problems

A top-secret report for the Moulton Niguel Water District has both good and bad news for the agency that serves 172,000customers.

First the bad news: Misbehavior was rampant among MNWD employees, who took free lunches, fishing trips and golf games financed by district vendors and made what appear to be illegal gun sales on district property.
Now the good news: Most of the bad behavior was more than a decade ago, before the arrival of general manager Robert Gumerman in 2001.
Nevertheless, MNWD officials are sensitive about the investigation completed in March 2011 by private investigator Nick Savala and requested the Watchdog turn over its copy. That won’t happen.
Instead, we’ll share it with you.
The confidential report documents how vendor David Perez, owner of Perez Electric in Chino, bought scores of lunches for district personnel and paid for a golf trip to Pebble Beach Resort in Monterey as well as a fishing trip to Cabo San Lucas.
The golf trip allegedly occurred in the mid-’90s and was attended by two MNWD executives. The fishing trip apparently occurred “five or six years ago” and was attended by one district executive, the report said. One executive reported taking 20 free lunches from Perez.
The report noted that Perez once charged the district $12,000 to rent a portable generator that cost him $9,450 to lease from another company. Perez also charged the district for a month’s rent, although the district barely had the generator fortwo weeks.
“Perez added that he is aware of ‘other contractors that own vacation properties in Cabo San Lucas and he has been told those Moulton Niguel Water District contractors have in the past provided use of those properties to water district employees,” the report said.
A former vendor, Butler Electric, also financed free lunches and fishing trips to San Diego andVentura, the investigation showed.
One former employee said gratuities in the form of fishing trips was an ongoing and accepted practice in the mid-1990s, including trips to Alaska and timeshares in Mexico. The worker added, “We even had beer in the Coke machines.”
The report indicates that employees only occasionally reported the gifts as required by the state Fair PoliticalPractices Commission.
Perez told the investigator that it was better to give gifts than cash.
“The first time I pay a guy cash, then I have to start paying everyone.”
The report doesn’t say what the vendor expected in return.
The investigation also talks about the sale of a shotgun, a 9 mm Beretta handgun and a rifle between twoemployees on district property during the last 18 months. California law requires that private gun sales be made through a licensed dealer. One employee said that he also purchased ammunition through the Internet and had the bullets delivered to the district. Another employee who purchased a handgun at the district was later arrested in Riverside County for illegally possessing a firearm, according to court records.
The firearms transactions prompted a May 24 memo by Gumerman reminding staffers that it is against district policy to bring a pistol or rifle to work.
Reached this week at his office, Gumerman — who is retiring in March — said the district does not encourage getting freebies from contractors.
“That’s not the way we do things under my watch,” Gumerman said.

Warren Jeffs threats?

Imprisoned polygamous sect leader Warren Jeffs continues to increase the pressure on his people as the year winds down.

He’s set Saturday, Dec. 31, as the deadline for Fundamentalist Church of Jesus Christ of Latter-Day Saints people to be “re-baptized” by meeting an increasingly restrictive set of requirements, including donating $5,000 to the church, giving up children’s toys, signing over all possessions to the bishop and refraining from sex, said private investigator and author Sam Brower. Everyone has to undergo a rigorous interview session, and those who don’t earn the approval of Colorado City-Hildale bishop Lyle Jeffs (Warren’s brother) by the end of the year are out.
(Some reports have said Jeffs is threatening those who aren’t approved would be “destroyed,” but former sect spokesman Willie Jessop, now opposed to Jeffs, says it’s more of a warning: if you aren’t among the chosen people, you’re going to suffer the earthquakes and melting predicted in Jeffs’ apocalyptic “revelations from God” along with everyone else.)
Jeffs is said to have driven the point home with an address to a priesthood meeting (aka all FLDS men) Christmas weekend.
Texas prisons spokesman Michelle Lyons confirmed Jeffs made two calls to a relative on Dec. 25. The Office of the Inspector General is now investigating those calls. Though there is no specific prohibition on speaking to large groups, authorities suspect he may have recorded a message to the congregation during that time, Lyons said.
If the call was recorded or his voice was broadcast to the congregation, he may have violated the prison phone call rules because he wasn’t actually talking to the person on his approved call list (each inmate gets a 10-person list of vetted people who they can call and are allowed to visit.)
“If it’s determined that Jeffs circumvented or otherwise disregarded TDCJ’s telephone policies, he could face losing his telephone privileges altogether,” she said.

Vistana homeowners can track fraud investigation

The Justice Department has improved the lines of communication with angry Vistana homeowners demanding restitution from the defendants who have pleaded guilty in the massive scheme to take over valley homeowners associations.

The 10 cases filed in the sweeping investigation now appear on a Justice Department Web page for victims. People can click on each case and see the sentencing date for the defendant and gain access to the plea agreement. The page will be updated as new cases are filed.

“We’re very pleased,” said Bruce Wallace, president of the Vistana Homeowners Association board. “I think the website, itself, is useful. It helps all the homeowners keep track of the people they had to deal with while these crimes were being committed. It’s reassuring to us that the Justice Department cares about the true victims of these people’s actions.”

Lynn Williams, the board’s vice president, said the Web page will increase awareness among the 732 Vistana homeowners and maybe lead to more outrage over the actions of the defendants who victimized them.

“Now, more and more people will say, ‘Damn, I didn’t know that,’ ” said Williams, a former federal agent. “I know the system can work if you work at it.”

Board member Tony Kneip added, “It gives us a glimmer of hope. We now have a way of knowing the inner workings of the federal government with regard to the investigation.”

The board members said they were grateful for the work of the FBI and Las Vegas police in the complicated investigation.

But that hasn’t stopped the homeowners from filing letters in the Vistana-linked cases, asking the federal judges presiding over the cases to consider ordering the defendants at sentencing to pay them restitution.

In the 10 plea deals that have been reached, Justice Department prosecutors have primarily sought restitution for banks and mortgage companies caught up in the scheme — not the homeowners.

All 10 defendants who have pleaded guilty, including those tied to Vistana, have agreed to cooperate with prosecutors seeking to file charges against higher-level players in the investigation, which has targeted lawyers, judges and former police officers at a dozen homeowners associations. More plea deals are expected next month.

The scheme involved stacking homeowners association boards with members who pushed for construction defect lawsuits against builders, according to court documents and the cooperating witnesses.

The boards then steered legal and construction repair work to the chief co-conspirators in the scheme, construction defects lawyer Nancy Quon and former construction company owner Leon Benzer, according to court documents and the cooperating witnesses. Quon and Benzer have not been charged in the investigation.

The plea deals aren’t binding on the judges who will sentence the defendants, and the Vistana homeowners are hoping that the judges will consider their letters in handing out punishment.

Justice Department lawyers spearheading the prosecution can seek restitution for the homeowners from the yet-to-be charged, higher-level co-conspirators.

According to Vistana board members, former members, community managers and others involved in the scheme squandered the association’s share of a $19 million construction defects settlement won in 2007.

After lawyers fees and expenses were deducted, board members have said, the homeowners association got about $8.1 million to do repair work, the board members said. Most of that money went to Benzer’s Silver Lining Construction Co. and its subcontractors, which did “very limited” repairs

Bank of New York Mellon Corp Fraud Investigation

An informer in a state fraud case against Bank of New York Mellon Corp. offered prosecutors an inside look at how the bank allegedly scrambled to contain a government investigation into whether the bank overcharged Florida’s state and local pension funds, among others, to execute currency trades.

The allegations center on claims the bank enriched itself by providing unfavorable currency-exchange rates for state and local pension funds for a decade.

The inside glance comes in hundreds of pages of BNY Mellon confidential documents submitted to Florida prosecutors by lawyers for bank whistle-blower and former bank currency trader Grant Wilson. The Wall Street Journal reported Wednesday that a senior BNY Mellon executive nicknamed “Rambo” urged traders not to tell clients how much money they made on trading.

The Journal says bank officials “worried clients would switch to negotiating their own foreign-exchange trades, where the bank’s profit margin was far lower,” according to an internal bank memo.

The bank also altered its website, changing the wording of its trading practices. And, the Journal reports, when a veteran bank official heard about the government investigation, she said: “It’s over, it’s all over,” according to the informer.

Wilson, 53, operated as a government informer for two years while working as a currency trader at BNY Mellon. He is part of a whistle-blower group that can seek a share of as much as 25 percent of any recovery the states obtain in many of the BNY Mellon cases.

In August, Florida Attorney General Pam Bondi filed her lawsuit against the bank in Leon County. Four other states and the Manhattan U.S. attorney also have filed civil lawsuits against BNY Mellon, seeking with Florida a total of more than $2 billion in damages. The Department of Justice also has sued the bank.

BNY Mellon denies wrongdoing and is fighting the suits. A bank spokesman told the Journal: “A handful of purported statements cherry-picked from millions of documents gathered over a decade, do not reflect the way we do business or the value we provide our clients.”

mother of 3 , Dawna Natzke, missing in Arkansas after xmas party

Authorities are searching for a missing Arkansas police dispatcher after finding her burned vehicle abandoned in the Ouachita National Forest.
Dawna Natzke, a 46-year-old mother of three, was last seen seen Dec. 21 leaving a Christmas party in Hot Springs Village, where she worked as a police dispatcher, Fox affiliate KLRT-TV reported.
Police found the charred remains of Natzke’s 1997 teal green Ford Escort Wagon three days later off Arkansas Highway 298 in the Ouachita National Forest. The vehicle has been sent to a state crime lab, according to the station.

Dog teams were reportedly called to search the area Monday, but uncovered no trace of the missing woman.
Natzke is described as 5-foot-6 with brown hair with blonde highlights and brown eyes.

Welfare Fraud in Nassau County

Nassau reports $250,000 in welfare fraud uncovered; $15 million in total cost savings achieved for 2011

MINEOLA – The Department of Social Services Office of Investigations uncovered an additional $250,000 in welfare fraud, for a total of $15 million in cost savings in 2011.

“Medicaid fraud is a crime against every taxpayer. In Nassau County, we are doing everything in our power to root out, deny and prosecute individuals who are not entitled to benefits or who receive benefits through criminal behavior,” said Nassau County Executive Edward Mangano.

Among the most recent cases referred for criminal prosecution to the District Attorney’s office include the following:

■An Elmont woman fraudulently obtained $66,896 in Medicaid, cash Public Assistance and Food Stamps when she lied to DSS and reported on her application that she was a single mother living alone with her 2 children. Acting on an anonymous tip, the Office of Investigations discovered that the woman in fact lived with the father of her two children in a home that he purchased in 2007 for $335,000 and that she shared in his substantial income
■Another supervisor in the DSS Medicaid Unit noticed that a Valley Stream couple had grossly under-reported their income and reported it to the Office of Investigations for further review. An investigation revealed that the couple purchased their home in 2007 for $594,000, a 2008 GMC truck for $38,590, a 2011 Nissan Altima for $19,000 and earned more than $250,000 over a five-year period resulting in $38,881 in illegally obtained Medicaid benefits
■An Oceanside couple who own a dry-cleaning business failed to report their true income when they applied for Medicaid in 2004. As a result of their fraudulent actions, $78,606 in illegally obtained benefits was paid to the couple over an eight- year period.
“Whenever experienced staff at Social Services suspect fraud they immediately forward the information to our Office of Investigations,” said DSS Commissioner Dr. John Imhof. “Our staff works diligently to provide benefits to the truly needy and eligible residents of Nassau County. It is outrageous that individuals continue to try to cheat the system, and those who do will be caught, indicted and prosecuted to the full extent of the law.”

Prince George’s County town of Cheverly Police need your help

Police in one Prince George’s County town hope surveillance video will help them catch suspects in a series of burglaries taking place in broad daylight.

Cheverly Police say the same group of suspects may be linked to as many as seven burglaries in the town since last month, and are likely doing the same thing in other towns.

Detective Bernard Jones says the suspects always do the same thing. They knock on the front door of a home during the day when they hope the owners will be at work. If no one answers they go to the back or side of the home and break in.

They then take their time stealing as much stuff as they want.

“All the kitchen cabinets are open. The bathroom has been ransacked. Every bedroom has been ransacked,” Detective Jones said. “Things you wouldn’t normally see a burglar touch, these guys are doing.”

Cheverly is a small town of just over 6,000 people that has one of the lowest crime rates in Prince George’s County.

Resident Demetria Thurman, who police believe is the latest victim of the burglary ring, says she’s now afraid whenever she hears noise outside.

“There was a time that I wasn’t, but I am now,” Thurman said.

The crooks may have made a big mistake; one of the homes they burglarized had four surveillance cameras that caught some of their faces on camera.

The video reveals the burglar’s plot, police say. The suspect, who police have dubbed “Batman,” first knocks on the door. when no one answers, he takes a propane tank and smashes through the entryway.

In one robbery, the suspect stayed in the house for nearly 90 minutes, left, then comes back later with two more people.

Police also have surveillance video from a Seat Pleasant Radio Shack and a gas station that shows the faces of men they believe are connected to the case.

They’re hoping someone will call and help them identify the suspects. There’s a $1,000 reward for information leading to the arrest of two of them.

Bangor fire arson?

FRANKLIN COUNTY, N.Y. — State Police say a fire that killed dozens of farm animals in Franklin County was intentionally set.

The fire happened at a barn on Route 11B in the Town of Bangor just after 1 a.m. Monday. Officials say a passerby saw the fire and alerted the farmer’s son by knocking on his door and he called 911.

More than 100 cattle died in the fire.

Senior Investigator Charles Bishop says he believes the fire was intentional. He says evidence shows the fire was ignited using an accelerant.

State Police are working with private fire investigators and are following a number of possible leads. They’re asking anyone with information to call State Police at (518) 483-5000.

WARNING pedophile sicko from Florida

A late entry in the race for the title of 2011’s most depressingly, shake-your-faith in humanity, horrible shell of a human: Christopher P. Smith, 32, of Kissimmee, Florida. Smith’s twisted tale is one of adultery, manipulation, and, most sickening of all, pedophilia, according to police.

Margaret Ann O’Neill, 26, a woman who isn’t exactly lacking the horribleness and twisted department herself, says that Smith manipulated her into having sex with a seven-year-old girl in order to prove her love for him.

Smith had been cheating on his wife with O’Neill and promised to leave his wife to be with O’Neill under one condition: O’Neill would have to have sex with the young girl.

“She was led to believe that by giving herself to Smith’s sexual appetites proves her love for him,” read a sheriff’s report obtained by the Orlando Sentinel.

So, O’Neill had sex with the girl three times in the past year.

Smith himself had also been raping the girl. Videos of the assaults were found on his cellphone.

As if Smith wasn’t horrible enough, the Orange County Sheriff’s deputies were actually tipped off by another of Smith’s mistresses who claims he had tried to do the same with her.

Both Smith and O’Neill were arrested and charged with multiple counts of sexual battery on a child under 12.

The victim, now 8, is in counseling.
