Missing Person Body of Missing KY Man Discovered in Cincinnati

The search for a missing northern Kentucky man has been called off after his body was found Saturday morning.

Officers were called to a scene near the Ohio River in Cincinnati around 10 a.m. for a report of suspicious activity near Paul Brown Stadium. The victim has been identified as Chad Smith of Fort Thomas.

Smith has been missing since last Sunday when he left his home without his keys, phone, or wallet.

At this point, it’s unclear how he died.

Private Detective: Paintsville Mayor Indicted for Theft of Government Resources

Paintsville Mayor Robert Porter and the former general manager of the local, public utility commission have been accused of misappropriating property and city resources.

A federal grand jury in London, Ky., returned an indictment today charging Mayor Porter and Larry Herald, the former general manager of the Paintsville Utilities Commission, with two counts of theft of government property. Herald was also charged with one count of intentionally making false statements to the FBI.

According to the indictment, from 2009 until 2012, Porter, with the knowledge, approval and assistance of Herald, did not pay for utilities services provided to residences that he owned in Paintsville. The total delinquency was in excess of $7,000. In addition, Porter is alleged to have used city funds to pay for personal expenses, such as maintenance on his automobiles and shipping fees for personal items. The indictment further alleges that Porter used a city owned vehicle for personal trips.

It is also alleged that, in August 2015, during the investigation, Herald intentionally made materially false statements to the FBI, about his knowledge of Porter’s delinquent utilities bill.

Kerry B. Harvey, U.S. Attorney for the Eastern District of Kentucky, Howard S. Marshall, Special Agent in Charge, FBI, and Rodney Brewer, Kentucky State Police Commissioner, jointly announced the indictment.

The investigation was conducted by the FBI and the Kentucky State Police. Assistant U.S. Attorneys Kenneth Taylor and Kate Smith are prosecuting this case on behalf of the federal government.

A date for the defendants to appear in court has not yet been set. Misappropriating federal property carries a maximum penalty of 10 years and making false statements to a federal agent carries a maximum penalty of five years. However, any sentence following a conviction will be imposed after the Court carefully considers the U.S. Sentencing Guidelines and the federal statutes.

An indictment is an allegation only. All defendants are presumed innocent and are entitled to a fair trial, at which the government must prove their guilt beyond a reasonable doubt.

Accident Reconstruction Pedestrian Seriously Injured in Laurel Co. Hit-And-Run

Deputies in Laurel County are investigating a hit-and-run crash that seriously injured a pedestrian.

It happened on Kentucky 552 just after three yesterday afternoon. 26-year-old Willie Hubbard was walking either on or near the road when he was hit.

Deputies were able to recover some debris from the vehicle, but haven’t found the driver yet.

Hubbard was flown to UK Hospital. No word on his condition.

The Laurel County Sheriff’s Office says that video surveillance provided from a business near the scene of the hit and run crash indicate that the suspect vehicle is most likely a black full size extended cab pickup.

Wrongful Death Murder-Suicide in Winchester

Emergency responders are on the scene of a reported shooting on Shoppers Drive in Winchester, Ky.

Captain Frick with the Winchester Police Department told LEX 18 that they are investigating a murder-suicide at Palmer Engineering that appears to be a domestic situation.

Police say that both people involved are employees of Palmer Engineering.

We have been told the woman is a long time employee, police are not saying if the two were romantically involved.

The Clark County Board of Education confirms that some nearby schools close to the scene were temporarily put on lockdown. That lockdown has since been lifted.

Missing Person Jacob Rogers of Philadelphia

The Philadelphia Police Department is seeking to locate Jacob Rogers, who has been missing since November 27.

Rogers bought a train ticket to West Virginia that day but did not board the train.

Rogers is described as 6’1″, 185 lbs with blue eyes, and blonde hair. He was last seen wearing a burgundy hooded sweatshirt with “Jenkintown” written on the front.

Private Detective: Arrest Made in Frankfort Shooting Incident

Frankfort Police arrested a Frankfort man in connection with a November shooting.

34-year-old Carlos Moore has been arrested in connection with a shooting that took place on November 22 at the University Lodge on East Main Street in Frankfort.

The shooting victim there was identified as 20-year-old Dwayne Wainscott. Wainscott told police that he tried to intervene in a domestic altercation involving a couple that he did not know in the motel parking lot.

The warrant had been issued out of Franklin District Court for charges assault, wanton endangerment, and possession of a handgun by a convicted felon.

At the time of Moore’s arrest officers found a handgun tucked into the waistband of his pants garnering him with the additional charges of carrying a concealed deadly weapon and possession of a handgun by a convicted felon.

Wrongful Death Grand Jury Indicts Man Charged With Killing Calloway County Family

A grand jury in Calloway County indicted a man accused of killing a family of four.

Pascasio Y. Pacheco Arellano was arrested after the bodies of his uncle, Bulmaro Arellano, 29, Arellano’s wife Marisol Hernandez-Arellano, 24, and their two children, Miguel, 5, and Marisol, 1, were found following a house fire on Nov. 17.

Pacheco Arellano is also accused of setting the house on fire.

Police say that Hernandez-Arellano was shot and Arellano was stabbed several times.

According to the Paducah Sun, police initially saw no signs of trauma on the bodies of the children. It was later learned, however, that the boy’s throat had been cut. The medical examiner’s preliminary report determined the cut was not deep enough to be fatal and ruled the children most likely died of smoke inhalation.

On Thursday, Pacheco Arellano was charged with four counts of capitol murder, arson, burglary, assault, and tampering with physical evidence.

His arraignment is set for January 5.

Pedophile Tracking Accused Manassas, VA Police Officer Shoots Himself

A Manassas city police detective and youth hockey coach shot himself dead Tuesday morning in Gainesville as police attempted to serve warrants charging him with child sex crimes.

Prince William County police arrived at David Edward Abbott’s home Monday morning in the 13700 block of Senea Place with search warrants and multiple arrest warrants, but he refused to surrender, said county police Sgt. Jonathan Perok.

Streets were shut down and school buses delayed as officers tried to make the arrest.

“The accused was believed to be armed and precautions were taken to evacuate neighboring residences,” Perok said.

While talking to Prince William detectives, Abbott pulled out a handgun and shot himself. He was pronounced dead at the scene.

Abbott, 39, was a 14-year veteran of the Manassas Police Department and a detective on the regional Internet Crimes Against Children Task Force. Abbott was also the detective involved in a 2014 Manassas “sexting” case in which authorities sought to obtain a photo of a teen suspect’s erect penis as evidence.

In addition, he was also a long-time coach with the Prince William Hockey Club — which has since become the Potomac Patriots hockey league — and that is where he met his two alleged victims – boys who were 11 and 13 at the time of the incidents, according to Prince William police.

An investigation began Monday when detectives were given information that Abbott had “inappropriate contact” with an 11-year-old boy beginning in June 2013, while coaching, Perok said.

“The contact consisted of soliciting sexual acts via phone, text, social media and email. The accused also had face-to-face interactions with the victim,” Perok said.

During the investigation, detectives learned of a second victim, also affiliated with the hockey league, who had “inappropriate communication” with Abbott beginning in June 2008, when the victim was 13.

Police obtained warrants charging Abbott with two counts of indecent liberties by a custodian and two counts of use of a communications device to solicit sexual offenses, and were attempting to serve those warrants when he shot himself, Perok said.

In a statement, Manassas city police said “this is a tragic and sad day for the Abbott family, the juvenile victims and their families, the Manassas City Police Department, and our community.

“In [spite] of these recent developments regarding the serious allegations against him, we are grateful for the contributions Det. Abbott made during his time with Manassas City Police, to include the prosecution and conviction of hundreds of criminals.”

In a statement released Tuesday afternoon, the Potomac Patriots hockey league said the organization is working to ensure the well-being of the club’s children. Practices for Tuesday were canceled. Abbott was a travel team coach for children in the 13- to 14-year-old age range.

“The Potomac Patriots organization is saddened by the events that transpired today relating to the passing of Coach David Abbott,” the statement reads. “We are taking steps to ensure that the needs and well being of the club’s children, families and staff are being attended to at this time. Due to the ongoing investigation into the circumstances surrounding Mr. Abbott’s death, we are unable to comment about this matter any further at this time.”

The regional Internet Crimes Task Force and Manassas city police said they are both cooperating with Prince William police in an ongoing investigation into Abbott’s alleged crimes. Both refused to comment further.

Missing Person William Fannin of Martin County, KY Missing 2 Days

Emergency crews continue their search for a missing Martin County, Kentucky man.  Sheriff John Kirk says 37-year old William “Scottie” Fannin had already been  missing for two days when they started their search last Saturday.

On Thursday the search for Scottie Fannin zeroed-in on Martin County Lake with crews trying to drop the water level to about 15 feet to make it easier to spot a body.  Sheriff Kirk says three cadaver dogs and sonar technology indicated the presence of something in the water.

“It showed something that appeared to be an image of a body.  There’s no way to know for sure.  We’re going by the technology.  Those are the same areas, the very same areas where the dogs indicated,” said Sheriff Kirk.

“Waiting around is tough on us,” said Joseph Fannin, Scottie’s brother.  He says his family is stressed and worried not knowing where Scottie is.  He adds the Christmas season is making it even worse.  “Every year this will be the same thing every Christmas that he’s gone and if it is him in there it’s even worse.  Just don’t know how we’ll make it.  It would be awful,” said Fannin.

“I’m praying God will guide us to him.  At this time he is a missing person,” said Sheriff Kirk.

Scottie Fannin disappeared less than a thousand feet from where he lives.  “They seen him come down off the hill. It’s just like he vanished,” said Fannin.

Dozens of community members have helped in the search, combing a six mile radius from where Fannin was last seen, hoping to give the family closure.  “Not knowing is killing us,” said Fannin.

Missing Person 8 Year Old Horseshoe Bay, TX Girl Missing 4 Months

Authorities are asking for the public’s help in finding 8-year-old Margo Murdock, who was taken from her home in Horseshoe Bay on Aug. 17.

Police say she was taken by her noncustodial mother, Sonja Murdock, 28, who has active warrants for her arrest. Margo’s grandmother, who has custody of the child, reported her missing Aug. 18.

In August, KXAN reported that Horseshoe Bay police entered Margo into the Texas Crime Information Center as a missing person, but said the situation did not meet the criteria for an Amber Alert.

Anyone with information on her location is asked to contact the Horseshoe Bay Police Department at 830-598-2633 or Crime Stoppers at 1-866-756-8477 to remain anonymous. Several rewards are being offered, including a GoFundMe page and Crime Stoppers reward of up to $2,000.
