A Western Kentucky man is in jail after police say he sent nude photos of himself to a child and allegedly asked three other kids to have sex with him.

Tracey Hayden, 27, was arrested by McCracken County Deputies on Thursday.

Investigators say Hayden admitted to the crimes in an interview with them.

Hayden is now in the McCracken County Jail facing numerous charges, including sex abuse.

A Vancouver man was found dead with a gunshot wound just after 2 a.m. Thursday in North Portland.

Officers were called after someone saw the man bleeding and unconscious in the street near North Bruce Avenue and Hudson Street.

The victim was identified as 19-year-old Dalton Marshall. He suffered at least one gunshot wound. The medical examiner ruled his death a homicide.

Police believe Marshall was socializing along North Interstate Avenue in the hours before he was killed.

Police did not have any suspect information or any information about a motive.

“It’s really heartbreaking to me that somebody died on our street,” said Sara Henderson, who’s lived less than two blocks from the scene of Thursday’s shooting for six years.

She says when she heard what happened, she didn’t know what to think.

“Was it one of our neighbors? Like, how? Nobody heard anything,” she said.

Police say the city’s growing population and rising rent prices have broken up old neighborhoods where crime used to be more concentrated and scattered offenders across the city.

It’s a sharp contrast from the handful of violent hotspots that existed years ago.

“We could put a bunch of resources in that area from probation to enforcement and put a cooling effect on the community that is involved in these crimes. Today, those areas don’t exist the way they used to,” said Sgt. Pete Simpson of the Portland Police Bureau. “So it’s much harder from an enforcement strategy standpoint to send people to a neighborhood when the gunfire happens everywhere from St. Johns to Gresham into downtown.”

It’s harder still, when it comes to combating gang violence.

So far this year, Portland police have responded to 160 instances of gang violence.

That’s up from 109 last year.

Criminologist Randy Blazak says many of Portland’s gang-plagued areas have been injected with new neighbors and more money. Often, he says, the new residents expect the neighborhood to come with a clean slate.

But in these cases, change is a slow process.

“Often the gang is the most stable institution in the neighborhood. When there isn’t a lot of other stable institutions, the gang is the kind of go-to thing that’s always there,” he said. “And so it makes it hard to change. Institutions are hard to change. They’re not changing overnight… So, if you’ve had a gang in a neighborhood for a couple decades, it’s not going to go just because property values go up. It’s going to linger for a while and be a creature of that neighborhood,” said Blazak.

Marshall is the fourth person who died after being involved in a shooting in Portland in the past week. Police have not said whether his death was gang-related.

On Wednesday, one person was shot and killed near Legacy Emanuel Medical Center in North Portland.

A man died after being shot in the head in Northeast Portland Saturday night. Police are investigating both of those deaths as homicides.

On Nov. 6, an armed, suicidal man was killed by police after he fired several rounds near Good Samaritan Hospital.

Marshall’s death is the 29th homicide in Portland this year, not including three officer-involved fatal shootings.

Crime Stoppers is offering a reward of up to $2,500 for information that leads to an arrest in the case. Tipsters can remain anonymous.

Florida law enforcement officials have issued an alert for a Titusville boy missing since Saturday.

Jonas Hernandez, 15, was last seen in the area of the 1800 block of South DeLeon Avenue in Titusville and was wearing a dark brown shirt, tan pants and red Vans sneakers, the Florida Department of Law Enforcement said.

Louisiana State Police issued a missing or endangered child advisory Friday (Nov. 13), asking the public’s help to locate a 7-year-old Patterson girl who was last seen Thursday afternoon.

Jayla Kielnn Francis has brown eyes and dark brown hair styled in three ponytails, police said. She is approximately 4 feet tall and weighs 80 pounds.

She was last seen around 3 p.m. near Gabriel and Lucy streets in Patterson, in St. Mary Parish. At that time she was wearing a Hattie Watts Elementary School uniform, which consists of khaki shorts and a blue shirt. She wore pink tennis shoes and carried a pink book sack with flowers on it.

State Police have asked anyone with information about Jayla’s where abouts to contact the Patterson Police Department at 985-395-6161.

The alert issued is a Level II Endangered/Missing Child Advisory, which state police uses when a missing child’s case doesn’t meet all the criteria for an Amber Alert that allows interruption of media broadcasts.

Police are looking for a person of interest in the killing of a 16-year-old female found shot to death inside a Bronx apartment Thursday evening.

The NYPD said police responded to a 911 call of a female shot around 6 p.m. Responding officers discovered the victim, who had been visiting the apartment, with a gunshot wound to her head.

EMS pronounced the victim deceased. The investigation is ongoing.

The NYPD is seeking the public’s assistance in locating Dale Weston, 42, who lives in the building where there the teen was found.

He was last seen at the building, wearing a black waist length jacket and blue jeans. He is described by police as 6-feet 3-inches tall and weighing 190 pounds, with brown eyes and short brown hair.

Police say that they are on high alert after a man robbed a bank on Richmond Road Friday afternoon.

Police say he acted like he had a gun but never showed one to the teller.

He ordered the Community Trust Bank Teller to hand over as much cash as possible. Police say his face was covered.

Police dogs tracked the robber’s scent to an apartment complex, but it was there that the trail went cold.

“We did not locate a vehicle we haven’t got any indication that there he may have gotten into, that is hard to say,” said Lt. Clay Combs. “The last sighting of him was him walking to the rear of the building.”

The robber appeared to be in his thirties and was wearing black and white tennis shoes and dark clothes.

A man has been arrested and charged with second degree manslaughter after his girlfriend’s child died from severe head trauma and several broken bones.

It was Thursday, November 5, around 6:15 p.m. when Boone County Sheriff’s deputies and E.M.S were called to Calle Victoria Lane in Walton, for a report of a seven-week-old infant who had reportedly stopped breathing.

The baby’s mother’s boyfriend was taking care of the infant at the time and claimed he was changing the baby’s diaper when the child quit breathing.

The baby was pronounced dead at the Saint Elizabeth Hospital and Florence.

Sheriff’s Detectives arrested the boyfriend, Cody Phelps, on November 7, charging him with second degree manslaughter and first degree criminal abuse for his alleged involvement in the death of the child. The charges are currently accusations only.

Phelps is scheduled for a preliminary hearing in Boone District Court on Monday November 16, 2015 at 8:30 a.m.

A suspected robber led police on a 25- mile pursuit from Louisville to Radcliff before being taken into custody, according to WAVE 3 News.

LMPD says the driver of a red vehicle led police on a pursuit from the area of Dixie Highway into Hardin Co. has been captured after bailing out of the vehicle and running into a Radcliff motel.

The arrest was made without incident at the Super 8 Motel on Redmar Boulevard in Radcliff, Louisville Metro Police Department spokesman Dwight Mitchell said.

The man was wanted for a holdup at Cash Express in Louisville that happened earlier in the morning.

Louisville Metro Police Department’s Homicide Unit is conducting a death investigation at the Red Roof Inn on Preston Highway, WAVE 3 News reports.

Police responded after a 911 hang up call from the Red Roof Inn just before 3 a.m. on Friday. When officers arrived, they requested EMS.

There was no immediate word on the cause of death or whether the deceased individual is an employee or a guest of the motel.

Breathitt County Schools have cancelled classes for Friday, November 13 and officials confirm it is related to recent threats toward schools in the area.
