Missing Person Richard Allen Hable of Charlotte, NC

Charlotte-Mecklenburg Police are searching for a missing man.

Richard Allen Hable, 47, was reported missing on August 20, when the reporting person stated they hadn’t seen Hable since May of this year at Hable’s home.

Detectives say information developed so far leads them to believe foul play is involved and officers are concerned for Hable’s well being.

Hable is a white male with brown hair and brown eyes; he stands 6-feet-tall and weighs about 200 pounds.

Wrongful Death UK Alum Killed in Dallas Parking Garage

Dallas Police say they have no leads in the murder of Kendra Hatcher, a University of Kentucky graduate who was gunned down stepping out of her car in the parking garage of her high rise.

Hatcher went to dental school at the University of Kentucky before moving to Texas. Those who knew her are in disbelief.

“She doesn’t have a mean bone in her body at all. She would give you the shirt off her back if you needed it. That’s why I don’t understand. I’m trying to put 2 and 2 together,” friend Christine Foley told reporters in Dallas.

The 35-year-old was a well respected dentist who had passion for helping children. The Illinois native lived in Dallas and she was planning to move to San Francisco with her boyfriend.

But all her future plans came to an tragic halt Wednesday night.  Police believe that a person in a Jeep Cherokee waited for her and shot her. Other details about the suspect have not been released.

Police are looking for the jeep in connection to the murder. Its described as an older model Jeep Cherokee, with damage or faded paint on the hood and it had a paper license tag.

Missing Person 14 Year Old Lexington Teen

Lexington Police are searching for a missing juvenile that walked away from school Friday.

Officials are working to locate 14-year-old Doc Turner. Doc was last seen at Lafayette High School at 11:00 a.m. this morning. He suffers from autism and his daily functioning is impacted greatly.

He was last seen wearing a gray t-shirt, blue jean shorts, blue “Vans” tennis shoes, carrying a black and green backpack. Doc may be trying to return home in the Hartland Parkway area; however, Doc does not know how to get home from school without assistance.

Private Detective: Laurel Co. Man Arrested For Wanton Endangerment and Drug Charges

London City Police have arrested a man and charged him with wanton endangerment of two children and drug related charges.

The incident happened Thursday when a police officer was pumping gas at Liberty Gas Station. A witness alerted him to a vehicle parked with two small children and a suspicious male.

According to a press release, the officer walked up to a white Buick and discovered two small children in the back of the vehicle screaming. Inside the vehicle, police say Michael L. Stacy, 32, was in the driver’s seat with an Ace bandage tied around his right arm and a needle loaded with an unknown liquid in his lap.

The officer called for backup. Once Stacy was taken out of the vehicle, responding officer Sgt Hurley sat and played with the children keeping them calm.

“When we took them out of the vehicle they immediately became calm. I asked the oldest if they liked to color and began coloring with them,” Sgt. Hurley said.

Stacy had a warrant for his arrest. He was also charged with possession of a controlled substance of the second degree, endangering the welfare of a minor, purchasing and possessing drug paraphernalia, and two counts of assault of the fourth degree.

Stacy was lodged in the Laurel County Detention Center. The two children were turned over to social services.

Insurance Fraud Ashland Cardiologist Indicted for Performing and Billing For Medically Unnecessary Procedures

A Federal Grand Jury has returned a 27-count indictment charging an Ashland cardiologist with performing unnecessary cardiac stent procedures, in hundreds of patients, as part of a scheme to defraud Medicare, Medicaid and other insurers.

Dr. Richard E. Paulus, 68, was indicted on one count of health care fraud and 26 counts of making false statements relating to health care matters.

The indictment was announced by Kerry B. Harvey, U.S. Attorney for the Eastern District of Kentucky; Howard Marshall, Special Agent in Charge of the Federal Bureau of Investigation, Louisville Division; and Derrick Jackson, Special Agent in Charge, U.S. Department of Health and Human Services, Office of Inspector General, Atlanta Region.

The indictment alleges Paulus devised a scheme to defraud and obtain money from Medicare, Medicaid and other insurers. The scheme took place from at least July 2008, when Paulus sold his cardiology practice to King’s Daughters Medical Center (KDMC), until July 2013, when he retired. During the time period alleged in the indictment, Paulus performed more stent placement procedures than any cardiologist in Kentucky and, at times, more than any cardiologist in the United States. As alleged, Paulus performed and billed for medically unnecessary cardiac stent procedures on hundreds of his patients.

Paulus’s arraignment is scheduled for September 24, 2015 at 11 a.m.. If convicted, Paulus faces a maximum of ten years in prison on the health care fraud count and a maximum of five years in prison on the making false statements counts. Any sentence following a conviction, however, would be imposed after the Court considers the U.S. Sentencing Guidelines and the applicable federal statutes.

The United States has also filed a parallel civil complaint against Paulus, alleging violations of the False Claims Act. The False Claims Act prohibits a person from causing the submission of false or fraudulent bills to the federal government, including federal health care programs like Medicare and Medicaid. Similar to the indictment, the United States’ False Claims Act complaint alleges that Paulus knowingly caused hundreds of false or fraudulent claims, seeking payment for medically unnecessary cardiac stent procedures, to be submitted to Medicare and Medicaid. In May 2014, KDMC agreed to pay the United States $40,900,000 to resolve claims that it was liable under the False Claims Act for billing the government for unnecessary cardiac procedures performed by its cardiologists, including Paulus.

If found liable under the False Claims Act, Paulus will be required to pay back three times the amount of loss he caused the Medicare and Medicaid programs as a result of the false or fraudulent claims, plus penalties of $5,500 to $11,000 per false claim.

An indictment is an allegation only. All defendants are presumed innocent and are entitled to a fair trial, at which the government must prove their guilt beyond a reasonable doubt.

Missing Person Jakayla Salazar of Odessa, TX

Odessa Police are asking for help in finding a woman reported missing and last seen on August 11.

Police are looking for 25-year-old Jakayla Salazar.

They haven’t said when or where she was last seen.

Private Detective: Closer End to Multi-State Theft Ring

A Lexington Police Detective is getting close to ending a multi-state theft ring.

The thieves took less than 60 seconds to clear out about $4,000 of clothing from a display at the Victoria’s Secret in Hamburg.

Lexington was just one of the cities hit in a theft ring that included multiple states.

“We started getting in tips,” said Detective Mark Thomas of the Lexington Police Department. “A lot of tips.  All across the Midwest.”

After much work, and with the help of the tips, detectives were able to connect all of the robberies. There were also calls from people who saw LEX 18’s Crime Stopper’s story.

Some tips were sent in from followers of social media accounts that offered deals, ‘too good to be true.’

“Some of the tips we started getting were specifically naming people and telling us these girls were selling on Instagram and Facebook,” said Thomas.

Detective Thomas noticed a pattern in the robberies. Many of the targets were in the 1-64 corridor, as far west as St. Louis. There were even some northern states targeted.

Thomas was able to track the silver-haired suspect to Ferguson, Missouri, using tips sent in and by finding the “shady”  Instagram accounts, which are now private.

“It’s our intention to reach out to Ferguson and bring this person back to Lexington to stand trial,” said Thomas.

Thomas does not believe she was working alone and is looking for her accomplices.

Missing Person Search Continues For Walton County, GA Teen Missing 8 Years

Law enforcement teams searched a densely wooded area beside the Apalachee River in Walton County  Wednesday for the remains of a Gwinnett County teenager who vanished nearly eight years ago.

Justin Gaines’ disappearance from a Duluth nightclub in 2007 remains a mystery, but a mystery Gwinnett County Sheriff Butch Conway believes they’re about to solve.

He said after years of silence, a “person of interest” who was involved in Gaines’ disappearance is finally talking about the crime and pointing to a long abandoned well deep in the woods off Highway 186.

“We’ve keyed in on one that our person of interest says is the well that he was put in,” said Conway.  “It’s a very deep well.  We’ve gotten most of the water out, but it’s got a lot of residue in the bottom of it, and we’re bringing up a track hoe to completely dig the well down to the base.”

Conway wouldn’t say he’s confident that after nearly eight years of false leads that this is the one, but he’s hopeful.

“I’ve been confident so many times that it’s hard to keep confident, but we’re hoping,” Conway said. “I think we’re close to solving this case.  I think some people are going to go to jail pretty soon.”

Conway would not say what part his person of interest played in the disappearance, but did say the person was involved and that a number of others are involved, too.

Walton County Sheriff Joe Chapman is leading up his office’s search efforts.  The property used to be home to a grist mill and a mill town, so there are a number of old wells, buildings and sluices in the area.

He said the search is extending beyond just the wells. In fact, DNR Rangers have a boat equipped with an underwater camera and sonar in a muddy mill pond on the property.

“It’s multiple wells,” said Chapman. “Not only are we looking in the wells, there’s water ways around us, creeks, small rivers that kind of thing.  We’re also looking into that.”

Conway hopes they find Gaines’ remains so he can get closure for himself and Gaines’ family.

“A case like this haunts you,” Conway said. “We’re trying to get closure for the family, and hopefully we’re close, and that’ll get done.”

Officers wrapped up their search around 5 p.m. Wednesday, but will begin again on Thursday morning.

Missing Person Woman and Toddler Missing in Gary, Indiana

Nearly six weeks after a developmentally disabled woman and her toddler nephew went missing, police in Gary, Indiana, have issued regional Silver Alert for the pair.

Diamond Bynum, 21, and her 2-year-old nephew, King Walker, disappeared on July 25, after they apparently went for a walk. While there have been a number of reported sightings since, no AMBER alert was ever issued in the case.

On Wednesday, Gary police issued a Silver Alert, a public notification about a missing person, typically used when the person is elderly, or suffers from a mental disability.

Bynum has limited mental capacity, and a condition that makes her want to eat constantly. Her family moved to Gary from Hammond in February, and police have said she is not yet familiar with the area around her new home in the 500 block of Matthews Street.

Bynum’s father, Eugene, said he’s glad police finally put out an alert.

“I really don’t know why it took this long. I’m just happy that it’s finally happened. I just hope that it’s not too late,” he said.

He said he’s remaining optimistic his daughter and her nephew will be found.

“We’re not going to stop looking for them. So we have to keep strong, so we can do whatever we need to do to find them,” he said.

The family has helped search dozens of vacant buildings in Gary, and police have investigated several leads, but so far nothing has panned out.

“We’re holding up as well as can be expected. The thing is that, of course we’re sad. We miss our children,” Eugene Bynum said.

Gary police have previously said they want to question a person of interest, identified as Terrance D. Williams, also known as Dollar.

Williams is approximately 5 feet, 9 inches tall and 145 pounds. He is known to frequent the area of 2200 Georgia Street in Gary as well as the 800 block of Pennsylvania Street, police said.

Eugene Bynum said he was following up on a tip Wednesday, after someone claimed Diamond and King were seen in Hammond.

The Montgomery County Sheriff’s Office is currently investigating a missing juvenile.

Officials are searching for 15-year-old Deanna Anderson. Anderson was last seen leaving her residence at approximately 6:00 a.m Thursday.
