Fraud Investigation “Handyman Scammer” Indicted in Portland, Oregon

A Multnomah County grand jury this week issued a 29-count indictment against a 58-year-old man police dubbed the “handyman scammer,” and issued a warrant for a woman accused of helping him commit theft, court records show.

Clinton Timothy Reany, who has more than 20 felony convictions on his record, appeared in court Wednesday and entered a not guilty plea to the entire indictment that charges him with 11 counts of identity theft, two counts of second-degree theft, six counts of operating without a contractor’s license, five counts of first-degree theft, seven counts of theft by deception, three counts of first-degree criminal mischief, one count each of unauthorized use of a motor vehicle and possession of a stolen vehicle.

The indictment also charges Lisa Kay Tornow with five counts of first-degree theft and two counts of second-degree theft. She has not been arrested yet, but a warrant has now been issued. Police have not said how Tornow is involved in the alleged crime.

Court records show that Reany used the names “Rick Mintkenbaugh” and “Dan Reany” to unlawfully deceive and defraud. He is also accused of using the business names of “Concrete Solutions,” “Dan’s Painting” and “Concrete Plus” as part of his scheme to defraud his victims, court records show.

He is accused of targeting his victims with the promise of doing driveway and sidewalk repairs. Police said Reany caused thousands of dollars in damage to property. Police said Reany never had a valid license that would have been issued by the State of Oregon Construction Contractors Board.

Police said Reany would force his victims to pay him up front with the promise that he would return later to finish the job and collect the rest of the money. In some cases, he never started the work, or never came back. When he did start working, police said it was very poor quality that caused even more damage to the homeowner. Police said Reany was able to steal more than $5,000 from his victims.

According to the indictment, 12 people testified before the grand jury.

Reany is scheduled to be back in court March 3, 2015.

Private Detective: Frankfort Man Accused of Falsely Reporting Kidnapping

A Franklin County man has been released from jail after police say that the kidnapping charges filed against him were false.

Dwayne Wainscott spent 9 days in jail. He was released Monday after his kidnapping case was dropped.

Wainscott was originally accused of forcing an acquaintance, James Dixon, to give him a ride from Frankfort to Lexington at gunpoint.

http://liarcatchers.com/contact.php

The ride ended in Versailles when the car blew a tire. Dixon told police he ran to a nearby house to ask someone to call 911.

Wainscott denied the allegations to LEX 18.

“He went to go get heroin in Versailles when he went up there to get heroin there was a donut tire on the right driver side tire. It blew on him. He wrecked the car. It had no tags. No insurance. It was from Ohio… he had no license and he had dope on him. So what he done was he pawned his charge off on me,” said Wainscott.

James Dixon was arrested on a warrant Tuesday and has since been charged with filing a false report.
