Missing Person Tech Helps Police Track Missing People

The case of missing Oregon mom Jennifer Huston has shone a spotlight on technology’s crucial role in locating missing people — as well its limitations.

While cellphone location technologies can quickly find people, the trail effectively ends when a device is out of power.

Communications expert John B. Minor, who is based in Odessa, Texas and who has assisted in suspected murder cases and attempts to locate lost hikers, describes the scenario as a race against time. “If the battery is exhausted, there is no general tracking,” he told FoxNews.com.

Huston, a 38-year-old mother of two, was last seen on a surveillance camera leaving a gas station in the Portland suburb of Newberg on July 24, prompting a massive search.

Capt. Jeff Kosmicki of the Newberg-Dundee Police Department told FoxNews.com that the last cellphone tower pinged by Huston’s phone was north of the gas station. Her phone shut off at approximately 6.35pm, although investigators don’t know if the battery died or the phone was turned off.

Before a phone is shut off there are a number of ways for networks and law enforcement to locate someone. James Tagg, chief technology officer of mobile network Truphone, which has its U.S. headquarters in Raleigh Durham, N.C., told FoxNews.com that network cell towers, GPS and WiFi all can help.

“In simple terms, cell phones, as the name suggests, connect to a cell,” he explained, in an email.  “A mobile operator always knows which ‘cell site’ you are using and this gives them a rough idea of your location.”

Networks know how far each user is from a cell tower and use data from other nearby towers to ‘triangulate’ a person’s location.

The emergence of high-speed communication technologies such as 3G and 4G has made this technique even more effective. “The newer technologies are more accurate,” Tagg said. “The faster you transmit, the more accurate your timing must be and therefore the better the triangulation.”

GPS technology, widely used in modern phones, is useful, particularly when combined with cell tower triangulation. “Sometimes your cell phone cannot see the satellites and sometimes you (are in an area where you) can only be seen by one [cell] tower or because you are in downtown New York and the signal is bouncing off tall buildings,” wrote Tagg. “Put both techniques together and you are statistically better off.”

Wi-Fi can also help in searches, and Tagg noted that Wi-Fi access points are mapped to precise grid references. However, this information is usually not known to a mobile operator, according to Tagg, but it can be requested by applications on your handset.

Despite the technologies available, the search for Huston has been hampered by red tape. On Thursday, Kosmicki told FoxNews.com that investigators are unable to obtain medical records and cel lphone tower information because there is no evidence of a crime.

Minor told FoxNews.com that, in searches for missing people, law enforcement will often request a “tower dump” from network providers – essentially logs that track each phone’s serial number. “There is passive information maintained in these logs,” he said, noting that the phone does not need to be making a call to be tracked.

Despite all the location techniques available, though, the issue of battery life remains a massive challenge. Investigators can find a location and even the direction a person is travelling, right up to the point when the battery dies. After that, however, their task becomes much more difficult.

Tagg told FoxNews.com that the only technology still functioning in certain phones after the battery dies is Near Field Communication (NFC), which can be used for mobile payments. “Even if you cell phone is dead you could still buy a coffee or gain entry to your office using NFC technology,” he said. “When you do this, the bi-product is you report location as you do so.”

However, Tagg said he is not aware of any service which currently aggregates this information.

Minor believes that the development of longer-lasting batteries will boost future efforts to find missing people. The expert highlights, in particular, recent research at Stanford University that could significantly extend the life of cell phone batteries.

“We need longer battery life,” he told FoxNews.com. “If we had longer battery life and you go missing, there’s a much better chance that you will be located.”

Missing Person Philadelphia Police Looking for Missing 87 Year Old Woman

Philadelphia Police are looking 87-Year-Old Bessie Moore.

She was last seen at her residence on the 400 block of West Winona Street.

Bessie suffers from dementia and diabetes. She is very thin with short curly grey hair, she was last seen wearing a white tank top and black pants.

Missing Person Kansas City Man Missing in FL in Jail

The family of an apparently missing Kansas City man spent weeks and drove more than 1,200 miles in an effort to find him before learning that he has been in a Florida jail since July.

The Leesburg Daily Commercial (http://bit.ly/1pOLNQh ) reports that the Kansas City man was arrested and taken to the Marion County jail after a trespassing incident on July 7.

The man’s family drove from Kansas city and distributed missing-person flyers throughout central Florida in an effort to find him. An Ocala-area church helped in the search and housed the family.

A person who saw one of the fliers called the family and told them the man they were looking for was in jail.

Accident Reconstruction Woman Killed in Friday Evening Crash

A Friday evening crash leaves a woman dead and sends two others to the hospital. It happened in Louisville on the Gene Snyder Freeway.

Police say a woman was trying to get to a center turn-around lane and she swerved across two lanes of traffic.
The woman hit an SUV and lost control.

She was pronounced dead at the scene, while two people in the SUV were taken to the hospital for non-life threatening injuries.

Pedophile Tracking Aurora, IL Man Gets 15 Years

A west suburban Aurora man convicted of sexually assaulting a young girl over a three-year period was sentenced to 15 years in prison Wednesday.

Brandon M. Niford, 30, was convicted May 7 by a Kane County Jury of one felony count of predatory criminal sexual assault of a child, according to the Kane County State’s Attorney’s office.

Between February 2007 and February 2010, Niford engaged in an act of sexual penetration with the child, who was younger than 13 at the time, prosecutors said.

“We are grateful for the courage this victim showed in coming forward. Her willingness to report this assault and testify prevented Mr. Niford from preying on other children,” Kane County State’s Attorney Joe McMahon said in the statement.

Niford previously served prison time on charges he sexually assaulted a 16-year-old girl after she passed out from alcohol he gave her in 2007, the Aurora Beacon-News previously reported.

He is registered as a sexual predator on the Illinois Sex Offender website, which notes he has not maintained accurate registration records required by law.

Judge Karen Simpson handed down the 15-year sentence at a hearing Wednesday, the state’s attorney’s office said.

Niford, of the 400 block of Plum Street in Aurora, must serve at least 85 percent of the sentence, and will receive credit for 444 days he spent in jail since his arrest, the state’s attorney’s office said. He must continue to register as a sex offender for life, officials said.

Private Detective, Two Eastern KY Pain Clinic Owners Sentenced to Prison

The former owners of an Eastern Kentucky pain clinic are going to federal prison for illegally dispensing more than 50,000 pills, prosecutors said Friday.

Tammy Cantrell, 51, of Oil Springs and Shelby Lackey, 52, of Williamsport owned and operated Care More Pain Management LLC in Johnson County. According to their plea agreements, they conspired with two doctors to sell prescription pain pills to people without a legitimate medical purpose from 2008 to 2012. Neither Cantrell nor Lackey have medical certification or nursing experience, prosecutors said.

U.S. District Judge Amul Thapar sentenced Cantrell to 108 months in prison and Lackey to 97 months. Cantrell, Lackey and a third defendant in the case have forfeited $1.12 million as proceeds from the conspiracy, U.S. Attorney Kerry B. Harvey said in a statement.

In June 2013, Dr. Richard Albert was sentenced to 75 months in prison for his role in the case, Harvey said. Dr. Rano Bofill pleaded guilty to a conspiracy charge earlier this year and awaits sentencing.

According to court records, the doctors spent little to no time examining patients before they wrote long-term prescriptions for pain pills, such as Percocet. Patients paid the doctors from $185 to $200 in cash for each visit; one doctor said he saw up to 50 patients daily. The patients filled the prescriptions at Care More Pain Management, which paid the doctors as much as $8,500 a week for their services, according to court records

Private Detective, Two People Arrested After Social Media Robbery

Two people are behind bars after police say they robbed a man they met on social media.

According to the arrest citation, the victim was parked in his car outside of the North Broadway Waffle House when Tia Leavell, 20, approached him and asked if he was the one she was supposed to meet.

Before the victim could answer, Leavell’s accomplice Dominique Duff, 18, jumped out behind some nearby bushes and pointed a gun at him. Police say Duff grabbed the victim’s iPod and the two ran away.

As the responding officer was on his way to the Waffle House, he saw a person on foot who matched the descriptions of one of the alleged robbers. After a short chase, both Duff and Leavell were arrested a couple of streets over on Freeman Drive.

Leavell is charged with first degree robbery while Duff is charged with first degree robbery, tampering with evidence and fleeing/evading police.

Insurance Fraud Man Arrested in Delta County, TX

Daniel Bulin claimed to be held up at gun point by two masked black males and that his 2007 Dodge truck stolen between Cooper and Klondike on Farm-to-Market 1528 on Monday, July 21.

Unfortunately the victim in this case wasn’t actually Bulin. It wasn’t until the next day when the “reportedly” stolen truck was located off County Road 2010 in the Wildlife Management Parking area completely burned.

Delta County Investigator Ryan Brown and Detective David Rowton with the Northeast Texas Auto Task Force interviewed Bulin and discovered several discrepancies in the crime description. After confessing to arson for insurance money, Bulin was charged for felony arson.

Missing Person Ashley C. Onescu of Springfield, MO

The Springfield Police Department is investigating a report of a missing person and is asking for the public’s help.

According to a news release from the department, 22-year-old Ashley C. Onescu (Cunningham) was last seen getting into a green Pontiac Grand Am near the Library Station, 2535 N. Kansas Expressway, at approximately 2 p.m. on June 30.

Onescu does not have access to her prescribed medications.

The release said she has gone missing previously, but had always contacted family members by phone or social media in the past.

Onescu has not had any contact with family members since she was last seen, and they fear she may be in danger.

Onescu is approximately 5 feet 7 inches tall, weighs 115 pounds, with reddish-blond hair, blue eyes and a tattoo on each shoulder.

Wrongful Death UPDATE Murder-Suicide in Jackson County Home

Kentucky State Police are investigating an apparent murder-suicide after two people were found shot to death in a Jackson County home. It happened on Highway 2004 near Sand Gap.

The Jackson County deputy coroner has identified the couple as 47 year old Jeff Wilder and his girlfriend 48 Nancy Angel. Both were shot to death in what the coroner suspects was a murder- suicide.

“We lost two known people in our community. It’s a sad loss. It’s people that were good in the community that were around our area,” said Linda Isaacs, who runs the Whistle Stop Gas and Grocery in Sand Gap and says Angel and Wilder were frequent customers.

“It’s a sad tragedy for the family. We just have to remember the family in our prayers,” said Isaacs.

One neighbor, who didn’t want to go on camera, says she heard screaming from down the hill and called 911.

“The only thing I heard is that her daughter found her this morning. Like had gone down there earlier and tried to get them and couldn’t and then went back down there later a and found them,” said Logan Brown lives nearby and says Angel was her father-in-law’s mother-in-law.

“Just utter shock and right in my backyard. And this is such a small town. Stuff like that doesn’t happen,” said Brown.

She says the couple lived on the property for a little more than a year.

“She was nice, kept to herself. Didn’t really bother anybody and neither did he. They were quiet people. Seemed like they were happy together,” said Brown.

Kentucky State Police is investigating and an autopsy is planned for Saturday in Frankfort.
