Fraud Investigation Call Scheme

 

Telephone companies in the United States are seeing missed calls used to enable International Revenue Share Fraud (IRSF). Fraudsters are using call generators with automated spoofing capabilities to place calls to a large volume of US cell phone numbers. The calls typically ring once. The number displayed on the recipient’s caller ID is a high cost international number, usually located in the Caribbean. The recipient calls the number back and is greeted with a message designed to keep them on the line, such as “Hello, you have reached the operator, please hold.” The longer the caller stays on the line, the more revenue fraudsters generate.

Recipients do not realize they are calling an international number and that they will be billed for an international call. Businesses are also victims because recipients often use their work telephone to make the return call.

Telephone companies in the United States are charged when a return call is made because they are required to pay a fee to transfer calls to foreign countries. The payment is then shared with the fraudster who spoofed the calls. This is referred to as IRSF.

Area codes used in the spoofed numbers are from Anguilla, Antigua, Barbados, British Virgin Islands, the Commonwealth of Dominica, Grenada, Montserrat, and the Turks and Caicos Islands. These countries’ numbers are part of the North American Numbering Plan and do not require 011 to be dialed as with other international calls.

Recipients should not answer calls from numbers they do not recognize or initiate a return call. Recipients will not be charged for receiving the calls, however.

Companies that do not conduct business with companies in the above-mentioned countries may want to consider blocking these area codes to avoid this type of charge.

Missing Person Thomas Dooley of Ames, Iowa Still Missing

The Ames Police Department says 21-year-old Thomas Dooley has been missing since January 31st.

None of his family members, roommates or friends have spoke to him since that date.

“They hadn’t heard from him in quite some time and during the course of our investigation, we determined a lot of people hadn’t heard from him for awhile,” said Commander Geoff Huff with the Ames Police Department.

Police say he was last seen near his apartment on Florida Street and Ontario Street in northwest Ames. Dooley is around six feet tall, has brown hair and a large Denver Bronco’s tattoo on his arm.

“He has roommates and when we spoke to them, they have no idea where he’s at either… it’s an unusual case, it really is,” said Commander Huff.

Police say his cell phone hasn’t had any activity since that day. They added that from what they’ve heard from family and friends, Dooley may have just left on his own.

“We haven’t found anything to believe that foul play is involved. The suspicious part is the two weeks,” said Commander Huff.

Dooley’s family told police they’re extremely worried and just want to hear from him.

“That’s all we want right now is to get in contact with him and make sure he’s OK,” said Commander Huff.

Ames Police said they’re relying heavily on Facebook and help from the public to solve this case.  Anyone with any information about Dooley and his whereabouts are urged to call the Ames Police Department at (515) 239-5133 or anonymously through Story County Crime Stoppers.

Wrongful Death Bell County Man Charged with Murder of Son

Middlesboro police say they arrested a man and charged him with murder after he stabbed his son Thursday night.

Police say officers responded to a home on Evans Drive around 10:40 p.m. and found one man suffering from a single stab wound to his chest. Joshua Baker, 24, was pronounced dead at the scene.

Police say Baker’s father, Gary Baker Jr., 51, stabbed him during a fight.

Police arrested Gary Baker and charged him with murder.

Wrongful Death Minnesota Man Gets 40 Years

A northern Minnesota man convicted of killing an acquaintance and burying the man’s body has been sentenced to 40 years in prison.

Cass County Attorney Christopher Strandlie says 29-year-old Dane Riley of Pine River got the maximum sentence under state law Thursday.

In 2012, a jury convicted Riley of second-degree intentional murder, a firearms violation and interfering with a dead body.

Mark Huesman’s remains were found in a shallow grave in rural Pine River on July 24, 2012, after he was reported missing. The complaint says Riley picked up Huesman on July 14 and they went to Riley’s residence.

A woman staying at Riley’s trailer house told investigators she woke to the sound of gunshots, went outside and saw Riley hitting Huesman and could hear Huesman begging Riley to stop.

Missing Person April Vigil of Santa Fe County, NM

The Santa Fe County Sheriff’s Office is asking for the public’s help in locating a missing girl.

April Vigil, 16, was last seen in the Morris Place area on Friday, January 31, visiting a friend.

Vigil was originally reported as a runaway, but detectives say she has not contacted her parents or friends, and this has them concerned.

Vigil is 5’5″ tall and weighs 110 pounds, with brown hair and eyes.

Fraud Investigation Fayette County Sheriff Warns Residents of Jury Duty Phone Scam

The Fayette County Sheriff’s Office is warning Fayette County residents of a phone scam that has been reported to them.

Officials say citizens have received phone calls from someone claiming to be a Fayette County Deputy Sheriff, threatening them with arrest for missing jury duty. The caller then tells citizens they can pay a fine over the phone to avoid arrest or jail time, officials said.

The Fayette County Sheriff said this is a scam and that their office does not conduct any law enforcement business in this matter.

Wrongful Death Body of Collinsville, IL Man Found in St. Louis

A dog walker in St. Louis found the body of a missing Collinsville man who police said was a homicide victim.

Collinsville Police confirmed that the body found along railroad tracks not far from the McKinley Bridge was that of Joseph Hartsoe, 22, who had been reported missing on Dec. 1. He was last seen leaving a relative’s house on Nov. 25.

Collinsville Police spokesman Major Tom Coppotelli said the investigation into Hartsoe’s disappearance was ongoing, and all information was turned over to St. Louis Police, which will be the lead investigating agency in Hartsoe’s death.

According to St. Louis Police, a person walking a dog in the 3000 block of Wharf Street reported the body at 10:13 a.m. Monday. Homicide investigators found the partially decomposed body, which they identified as Hartsoe the next day.

The manner of death has been ruled as homicide, but the cause of death is as yet undetermined, according to St. Louis Police. Officials at the St. Louis City Medical Examiner’s office said they will not release details on its findings due to the active homicide investigation.

Hartsoe’s family has been in the public eye throughout his disappearance, asking people to come forward with any information about him and holding a public vigil on Dec. 30 for his safe return. They could not be reached for comment.

Wrongful Death West Texas Woman Found Guilty in Daughter’s Death

A West Texas woman was convicted Wednesday in the starvation death of her 22-month-old daughter.

The Abilene Reporter-News reports that 23-year-old Tiffany Klapheke was found guilty of injury to a child in the 2012 death of Tamryn Klapheke. The Taylor County jury returned with the verdict after about six hours of deliberation.

The jury is set to begin deliberations in the punishment phase Thursday morning. Tiffany Klapheke faces up to life in prison.

Klapheke cried as the verdict was read.

Prosecutors alleged the mother failed to feed her three daughters, leading to the death of her youngest one. According to prosecutors, Klapheke had kept Tamryn locked in a room for four days before she found her dead in her crib and called 911.

In closing statements, prosecutor Joel Wilks said Klapheke “turned her back,” adding, “She shuts the door and she leaves. She leaves that child in pain.”

Klapheke, who didn’t testify, has said her Air Force husband’s deployment overseas left her too stressed to care for the couple’s three girls.

Airman Thomas Klapheke has since divorced Tiffany Klapheke. The state has temporary conservatorship of the couple’s surviving children, with their father granted restrictive custody.

During the trial, jurors heard testimony from expert witnesses who spoke about Tiffany Klapheke’s mental state at the time of the Tamryn’s death.

Two defense witnesses, Abilene neuropsychologist Samuel Brinkman and Houston-based psychologist Mark Wernick, said Klapheke likely suffers from both post-traumatic stress disorder and reactive attachment disorder as a result of trauma she endured as a child.

Testifying for the prosecution, Abilene psychotherapist Marc Orner said “there’s very little to disagree with” in the diagnosis by Brinkman and Wernick. But he did not agree with the conclusion that the Klapheke fell victim to a “dissociative state” before reportedly neglecting her children.

Drug Dog Sweep 360 Lbs of Marijuana Found in Montgomery County, TX

Montgomery County deputies say their police dogs turned two traffic stops into big drug busts this week.

The dogs found 360 pounds of marijuana Tuesday in a truck they pulled over on I-45 near Woodlands Drive.

They discovered more than six pounds of methamphetamine Wednesday during a stop on Highway 59 in Splendora.

In both cases, a police dog alerted the deputies to the drugs. Three men were arrested.
