Fraud Investigation Owner of North KY Chiropractic Clinic Indicted

The owner of a chiropractic clinic in northern Kentucky was indicted today on charges that she conspired to defraud a federal health care benefit program.

A federal grand jury in Covington returned the indictment charging 47-year-old Dr. Andrea Almond, of Cincinnati, with one count of conspiracy to commit health care fraud.

The indictment alleges that from September 2008 until April 2010, Almond, a chiropractor and owner of Newport Chiropractic in Campbell County, allegedly submitted health care claims to Medicaid for chiropractic services which she did not perform or witness. Furthermore, the indictment alleges that Almond was aware that the chiropractors who did perform the services were not enrolled as providers with Kentucky Medicaid and therefore were not eligible for reimbursement.

http://liarcatchers.com/fraud_investigation.html

According to the indictment, over the course of the conspiracy, Almond submitted or caused to be submitted approximately 1,943 claims for payment in the approximate amount of $483,797 and received approximately $95,098 in actual reimbursement from Kentucky Medicaid.

Kerry B. Harvey, U.S. Attorney for the Eastern District of Kentucky; Perrye Turner, Special Agent in Charge, Federal Bureau of Investigation; Robin Dangleish, Postal Inspector in Charge, United States Postal Inspection Service; and Jack Conway, Kentucky Attorney General, jointly made the announcement today after a federal grand jury in Covington returned the indictment.

The investigation preceding the indictment was conducted by the Federal Bureau of Investigation, the United States Postal Inspection Service, and the investigators with the Medicaid Fraud and Abuse Control Unit with the Kentucky Office of the Attorney General. The indictment was presented to the grand jury by Assistant United States Attorney Laura K. Voorhees.

Almond’s appearance before the United States District Court has not yet been set by the Court in Covington. If convicted, Almond faces a maximum prison sentence of 10 years. However, any sentence following a conviction would be imposed by the court after consideration of the United States Sentencing Guidelines and the federal statute governing the imposition of sentences.

Private Detective Child Found Handcuffed to Porch with Dead Chicken Around Neck

A Union County social worker was one of two adults charged with intentional child abuse Friday after deputies found a child handcuffed to a porch with a dead chicken around his neck.

Dorian Lee Harper and Wanda Sue Larson, both 57, have been charged with numerous offenses after a deputy discovered the child at 4116 Austin Road, south of Monroe, authorities said.

Larson is employed as a supervisor with Union County Department of Social Services. She and Harper had adopted four children and were serving as foster parents for a fifth child, officials said.

http://liarcatchers.com/contact.php

Union County Sheriff Eddie Cathey called the incident “shocking.”

“I can assure you that we have only just begun our investigation into what has happened, and we will pursue it to its fullest extent,” Cathey said.

A deputy was responding to an animal services complaint at a neighboring home Friday when he walked up to Harper’s and Larson’s residence and saw a “10-12-year-old child secured to the front porch at the ankle, by what appeared to be a pair of handcuffs,” officials said.

“The child also had a dead chicken hanging around his neck and appeared to be shivering,” the Sheriff’s Office said.

Moments later a man appeared on the porch, and asked the deputy why he was there. The deputy asked for the man’s identification and why the child was handcuffed to the porch, officials said.

“The man produced a driver’s license, but then a child at the residence opened a door to the house releasing several large dogs that then accosted the officer,” the Sheriff’s Office said.

The deputy got in his vehicle and by the time the dogs were secured, “the man had removed the child from the porch and left the dead chicken on a barrel on the porch,” authorities said.

When backup arrived, deputies entered and searched the home and found five children, ages 8, 9, 11, 13 and 14, the Sheriff’s Office said. The children were removed from the home. Officers then began a criminal investigation, and the man was taken into custody at the scene.

Harper and Larson have both been charged with intentional child abuse inflicting serious injury, false imprisonment and cruelty to animals, authorities said.

Larson was not present when the children were discovered but is accused of being complicit in the ongoing mistreatment of the children, the Sheriff’s Office said. She was also charged with willful failure to discharge her duty as a public official.

The child handcuffed to the porch is the 11-year-old Harper and Larson had been fostering, authorities said. The children are now in custody of an undisclosed social services agency outside Union County.

Harper is being held under a $500,000 bond. Larson’s bond was set at $525,000. Both are being held at the Union County jail and are scheduled to appear in court on Monday.

Wrongful Death Sentencing for Killer of CO Girl Begins

The sentencing hearing for a Colorado 18-year-old ,who faces a possible life in prison term for killing and dismembering a 10 year-old girl, begins Monday.

Austin Sigg pleaded guilty almost a year to the day after the Oct. 5, 2012, disappearance of Jessica Ridgeway in Westminster. The fifth-grader was abducted while walking to school, and human remains identified as hers were found five days later in a park. More of her remains were hidden in a crawl space in Sigg’s mother’s home, where he lived.

http://liarcatchers.com/wrongful_death.html

Sigg, who reportedly had a fascination with death and was interested in mortuary science, pleaded guilty to kidnapping, sexually assaulting and killing the girl. He also acknowledged attacking a 22-year-old jogger at a Westminster park in May 2012. In that case, investigators said he used homemade chloroform to try to subdue the woman, who escaped.

Sigg does not face the death penalty because he was 17 at the time of Jessica’s slaying.

The girl was a member of a peewee cheerleading squad and was looking forward to being a zombie lifeguard on Halloween. She was walking to meet a friend and head to school but never arrived.

Hundreds of people in Denver’s western suburbs searched for her. Authorities urged residents to watch for any suspicious changes in their neighbors’ behavior. Police guarded crosswalks and photographed cars in the area. Parents throughout the region escorted their children to and from school.

A resident contacted authorities on Oct. 19, 2012, to alert them to Sigg because he reportedly had a fascination with death. FBI agents took a DNA sample from the teen. Days later, Sigg’s mother called 911, saying her son wanted to confess.

Investigators said Sigg told them he used his hands to kill the girl before he dismembered her body in a bathtub.

Sigg could be eligible for parole after serving 40 years in prison on the first-degree murder charge. But prosecutors want District Judge Stephen Munsinger to impose consecutive sentences on some of the other charges involving Jessica so that Sigg spends the rest of his life in prison.

Missing Person Bodies of San Diego Family Found in Desert

Four skeletons found in shallow graves in the Southern California desert are believed those of a San Diego County family that vanished three years ago, police said Friday, resolving one mystery and raising a host of new questions about what happened to the seemingly happy couple and their two young sons.

The McStay family — Joseph, 40, and his 43-year-old wife Summer, and their sons Gianni, 4, and Joseph Jr., 3 — were apparent homicide victims, San Bernardino County Sheriff John McMahon said.

Police now will try to piece together what led the McStays to disappear and end up 100 miles from their home, not far off heavily traveled Interstate 15 connecting San Diego and Las Vegas. The family’s skeletal remains were found Monday by an off-road motorcyclist.

“It’s not really the outcome we were looking for, but it gives us courage to know that they’re together and they’re in a better place,” said Joseph McStay’s brother, Michael, struggling to speak through tears as other family members sobbed at a news conference.

http://liarcatchers.com/missing_persons_investigations.html

“I know the sheriff’s and the FBI and everybody wants to bring this to justice,” he said. “I just want to know when it’s over. That’s all.”

McMahon said investigators don’t know many details, including when the McStays were killed, how long the bodies had been in the desert and if they were killed there or elsewhere. Evidence at the scene included some clothing, but McMahon would not say if authorities had found a weapon or whether a cause of death was determined.

However, he said: “There is investigative evidence that is at the scene that will help complete the investigation.”

The two graves, located about 50 yards off a dirt road, were 1- to 2-feet deep, and there were two bodies in each, McMahon said. Some of the bones had been dragged to the surface by animals, he added. He declined to say how the bodies were arranged in the graves.

The parents’ identities were determined through dental records. Police are awaiting DNA testing on the other remains but believe the skeletons are those of the couple’s boys.

The McStays disappeared without a trace from their home in Fallbroook, about 55 miles north of San Diego, in February 2010. There were no signs of forced entry at the home or in their SUV, which was found parked near the U.S.-Mexico border.

Neither Joseph nor Summer had told family or friends they were leaving. When they were reported missing, authorities went to the home and found eggs that had rotted on the kitchen counter and two pet dogs in the backyard, indicating the family hadn’t prepared for an extended leave.

Nothing was missing from the home, and the couple’s credit cards and ten of thousands of dollars in bank accounts never were touched.

Their McStays’ disappearance launched what San Diego County sheriff’s investigators called their most extensive missing-persons search ever.

Authorities pursued hundreds of tips and eventually came to believe the family left voluntarily for Mexico. One of the pieces of evidence supporting that theory was a poor-quality video that appeared to show four people matching the McStays’ descriptions walking into Tijuana, Mexico.

Some family members doubted the video showed the couple and their children. The case was later turned over to the FBI.

McMahon said Friday there’s no indication — at this point — the family ever went to Mexico.

“We’re looking at all options and investigating this crime from the beginning,” he said, adding that Mexican authorities were not assisting in the investigation.

The investigation, which had faded from the news, cracked open Monday when an off-road motorcyclist called police to say there were some bones in a semi-rural desert area near Victorville. The remains were identified as the McStays after local authorities contacted the Department of Justice and asked if there were any missing-person cases involving a family of four.
