Wrongful Death Body Found in San Diego, Daughter Arrested

A body found on the Barona Reservation on Wednesday is that of a 79-year-old Serra Mesa woman who went missing last week, and her daughter is jailed on suspicion of murder, San Diego police said Friday.

Ghazal “Gazelle” Mansury, 42, was booked into the Las Colinas Detention Center in Santee jail Thursday night on one count of murder in connection with the death of her mother, Mehria Mansury, homicide Lt. Jorge Duran said.

“We considered her a person of interest from the onset,” Duran said. He said members of Mansury’s family gave investigators information that suggested she was the victim of foul play.

http://liarcatchers.com/wrongful_death.html

He said at a media conference Friday morning that investigators are not sure of a motive in the slaying. An autopsy on Thursday did not reveal the cause of Mansury’s death, and further tests are being conducted, Duran said.

Duran said detectives are not sure if anyone assisted in the disposal of Mansury’s body.

“For the family, every direction you look is sadness – that we lost our aunt, and they arrested her daughter,” said Setara Moosa of San Diego, one of Mansury’s nieces. “Finding her body gives us a little bit of closure.”

Mansury’s family reported her missing from her house on Amulet Street, where she lived with her daughter, on Sept. 25. Duran said family members saw her when they stopped by her home about 5 p.m. Sept. 23.

Police and sheriff’s search-and-rescue teams searched extensively for Mansury around the neighborhood and nearby canyons.

Duran said that on Monday and Tuesday, investigators developed information that her body might be on the Barona Indian Reservation near Ramona.

Sheriff’s search-and-rescue scoured the reservation on Wednesday and discovered a woman’s body about 3 p.m. about 100 yards off Wildcat Canyon Road, in a remote area east of the Barona Casino & Resort. They notified police investigators. The body apparently had been there for some time, Duran said.

Several hours later, police served a search warrant at the Amulet home. Neighbors said officers were there through most of the night. Ghazal Mansury was taken to police headquarters for questioning but was released later. Duran said her boyfriend, Lucio Moreno, also was questioned.

Undercover detectives were following Ghazal Mansury and Morena on Thursday while they were walking in the City Heights area, Duran said. When his investigators got word from the Medical Examiner’s Office that they had confirmed the identity of the body through fingerprints, the detectives detained the couple and brought them to headquarters, Duran said.

Moreno was released again, but remains a person of interest, Duran said. He said Ghazal Mansury was placed under arrest about 8 p.m.

A nephew of Mansury, Andre Katawazi, said he and other family were asked to come to police headquarters also Thursday to provide DNA samples for comparison to the found body. They were there when Ghazal Mansury was arrested, he said, but they did not see her.

San Diego Superior Court records show the daughter was on probation for a criminal case stemming from several felony and misdemeanor offenses on May 26, 2010.

She was charged with two counts of burglary, one involving a house and the other a Jack in the Box; one count of acquiring an access card; and three counts of petty theft for using an access card/account information. Court records show she pleaded guilty on Oct. 22, 2010, to the Jack in the Box burglary, specifically entering a commercial building “with intent to commit theft.”

In light of the plea, other charges were dismissed.

She was placed on probation for three years and ordered to perform 30 hours of public service. She was also ordered to pay restitution of nearly $1,700 to two victims.

Moosa said Friday that she believes that what happened to her aunt and cousin “shows what drugs can do.”

“My aunt loved her, her only daughter,” Moosa said. “We loved our aunt, and her sisters have, in the past week, gone through the saddest thing in their lives. It’s a feeling I hope no other family has to go through.”

She said Mansury will be buried in San Diego, next to her husband, parents and brother. Mansury and her family fled Afghanistan, where her husband held a government post, about the time of the Russian invasion in 1979.

Moosa said she wanted to thank authorities for their hard work on the case.

“The detectives have been amazing,” Moosa said. “The search and rescue team – I’m blown away by how kind they have been and everything they have done for our family. Our hearts go out to everyone whose loved ones have never been found.”

Missing Person’s Body Found in Florida Keys

Detectives with the Monroe County Sheriff’s Major Crimes Unit are investigating the death of a Florida Keys woman.

The body of Angela Taylor, 36, was discovered by the Coast Guard in Boca Grande Channel around 11 a.m. Sunday.  She had been reported missing earlier in the weekend after her dinghy washed up on an offshore island according to authorities.

A good Samaritan discovered the dinghy near Man Key and called the U.S. Coast Guard, Saturday.

http://liarcatchers.com/missing_persons_investigations.html

Detectives said Taylor lived offshore of Key West on a boat, anchored near Wisteria Island.

Taylor’s boyfriend, who lives on a boat moored 100 yards from hers, told detectives he had last seen her in the morning when she left his boat in her dinghy.

According to investigators, Taylor’s boyfriend was questioned again after her body was located and he said the two of them have been together on and off for 20 years. He said they were at a party, drinking, from Friday night until the early morning hours Saturday. He said they left the party and returned to his boat in her dinghy because his was out of gas. He said once on the boat, they argued and she left his boat on her dinghy at about 1:30 a.m. That was the last time he said he saw her, according to detectives.

An autopsy is underway to determine a cause of death.

Insurance Fraud Beware of Scammers with the Affordable Care Act

The Coalition Against Insurance Fraud is warning that scammers are trying to capitalize on the confusion that has come from the debut of the Affordable Care Act.

The group is warning of phone calls from people claiming to be with the government who ask to verify personal and financial information. The scammers claim the information is needed for “affordable care cards,” which do not exist.

http://liarcatchers.com/insurance_fraud.html

The coalition is also warning of fake health care exchange websites or phony emails that can automatically snag personal information when someone clicks around in them.

The Better Business Bureau says consumers shouldn’t be scared or pressured by con artists, but instead should examine all the health care options that are available and select the one that works best for them.

Coverage under the new exchange will not begin until Jan. 1, and enrollment is open until March 31.

Identity Theft Georgia Dept. of Labor Leaks Social Security Numbers

Authorities are warning thousands of Georgia residents that you could be at risk of identity theft.

It seems a worker at the Georgia Department of Labor accidentally emailed the personal information of almost five thousand unemployed residents.

It went out to about a thousand people.

Identity theft is one of the most common crimes out there.

Last year there were more than 12 Million identity theft cases in the US causing more than $21 Billion in fraud.

http://liarcatchers.com/identity_theft_investigation.html

Attorney Billy Norse has worked with identity theft victims.

He says putting your life back together after your identity has been stolen can be a nightmare.

But, he says, if you know your information might be compromised, there are steps you can take to protect yourself.

Norse says, “The bad news about it is that the information’s out there, but its not the end of the world. You can take steps to protect yourself. The big thing is that you don’t want to get ripped off now that your information is out there.”

Here are the ways Norse says you can lower your risk:

-Call one of the major credit bureaus:

-Equifax, 1-800-525-6285

-Experian, 1-888-397-3742

-TransUnion, 1-800-680-7298

-Ask for a fraud alert, anyone using your social security number will have to prove they are you before credit is issued

-It’s free & renewable

-Keep track of government and credit card employees you speak with

-Check bank & credit card statements often

-Consider changing your passwords

-File a police report

As to that Department of Labor error, the agency says social security numbers and other pertinent information for nearly 5000 unemployed Georgia residents went out to about 1000 people.

Those impacted were mainly in Cobb and Cherokee Counties.

The agency says they have all been notified and they will receive a free year of credit monitoring.

Pedophile Tracking Iphone App in US Targets Child Predators

The “Operation Predator” app lets informants submit information via email or a telephone tip line, and also includes a run-down of the nation’s most-wanted alleged child sex offenders.

It is free to download via iTunes, albeit with a warning that it is not for persons under the age of 17, presumably the group most vulnerable to child sex crimes.

“When children are being sexually abused and exploited, it’s a race against the clock to rescue the child and bring the predator to justice,” said John Sandweg, acting director of US Immigration and Customs Enforcement (ICE), the Homeland Security unit behind the app.

http://liarcatchers.com/pedophile_tracking.html

“These investigations are one of our highest priorities and, in today’s world, we need to be technologically savvy and innovative in our approach,” he said.

Topping the app’s list of nine fugitive suspects was one “John Doe,” an unnamed white male aged 45 to 55, “wanted for production of child pornography,” who could be living “anywhere in the world.”

ICE said the unidentified man appears in glasses and a beard in video files seen by ICE agents in Los Angeles earlier this year sexually abusing a girl aged between 10 and 12 in a wood-panelled room.

Other suspects — all wanted for making, distributing or owning child pornography — include a 35-year-old Indian national who allegedly helped run an Internet bulletin board for child-porn purveyors.

ICE said its app would be available for non-Apple devices “in the near future.”

The Federal Bureau of Investigation (FBI) offers a Child ID app for iPhone and Android devices that enables parents to report missing youngsters.

There is no official app with the FBI’s well-known lists of most-wanted criminals and terrorists, but private app developers have come out with their own versions, including one that also includes a catalog of missing children.

Wrongful Death Father of Missing Michigan Infant Charged

A Ludington, Mich., man is facing a murder charge for allegedly killing his infant daughter who disappeared more than two years ago, prosecutors said.

Michigan Attorney General Bill Schuette and Mason County Prosecutor Paul Spaniola said they filed an open murder charge against 23-year-old Sean Phillips on Friday for the death of his daughter, Katherine Phillips, known as Baby Kate.

“The filing of this open murder charge moves us one step closer to securing justice for Baby Kate,” Schuette said in a news conference.

http://liarcatchers.com/wrongful_death.html

Katherine Shelbie-Elizabeth Phillips went missing on June 29, 2011, when she was only four-and-a-half months old. Katherine’s mother, Ariel Courtland, identified Sean Phillips as the alleged kidnapper.

The day Baby Kate vanished, Courtland and Phillips had run an errand near their home in Ludington, about 80 miles west of Grand Rapids, police said. They evidently got into an argument and Phillips allegedly took off with the child, according to police.

Phillips was arrested at his parents’ home the next day, but police found no trace of Baby Kate.

She was last seen wearing a white one-piece outfit with black polka dots, and black and pink flowers. At the time of her disappearance, she had no hair, blue eyes and was teething.

“This was first to believed to be a ‘missing person’s’ case. And law enforcement conducted an extensive search for Baby Kate,” Schuette said in a news conference Friday. “Now, unfortunately, we will never be able to bring Baby Kate back. She was an innocent victim of a terrible crime at the hands of her own father, no less. This is a tragic case. It just makes you sick. There will be no first birthday party for Baby Kate. No first day of Kindergarten. No first Christmas.”

Phillips was arraigned from prison during a videoconference on Friday, and will receive a court-appointed attorney. He was in custody at Carson City Correctional Facility in Carson City, Mich., where he was already serving a 10-year minimum prison sentence, according to the Michigan Department of Corrections website.

He was convicted in August 2012 of unlawful imprisonment in his daughter’s disappearance.

An open murder charge means a jury can consider both first- and second-degree murder convictions. The maximum penalty for the conviction in the state is life in prison.

Courtland and her family attended the news conference, as well as the arraignment.

She told The Associated Press it was a “slap in the face” for her to not learn about the charges before the news of the charges broke. She believes there’s a chance Kate still may be alive.

“We don’t know and we need to keep the hope that she’s going to come home,” Courtland said.
