Missing Person Brian Hicks of Dane County, Wisconsin

The Dane County Sheriff’s Office is asking for the public’s assistance in locating 30-year-old Brian A. Hicks. He was last seen by his family Sunday, Sept. 29.

According to the Sheriff’s office, Hicks is from DeForest and is an avid hunter. He’s 5’ 9” tall and weighs approximately 160 pounds and has brown eyes. He has red shoulder length hair and a lengthy red beard that reaches his chest. Brian’s vehicle is a 2004 White GMC Yukon with Wisconsin plates.

Arson Investigation Man Confesses to Setting 7 Fires in Historical Buildings

Bardstown Police say irreplaceable pieces of history were nearly ruined when a man started seven different fires in the Old Bardstown Village.

On Monday officers arrested 41-year-old Phillip Tingle who confessed to the crimes. Now the Civil War Museum in Nelson County is trying to make sure this never happens again.

“When you have this type of predator out there, it is heartbreaking,” said Robert Llewellyn who is a board member for the museum. People like him with the Civil War Museum have spent the last three months working in fear.

“It was sickening, it was sickening to think somebody would do this, it scared me,” said Kathleen Llewellyn who is the museum’s treasurer.

“Its a treasure here, if a building burns its gone forever and that’s all there is to it, it’s our history,” said Robert.

Workers said Phillip Tingle lives near the Old Bardstown Village and broke in through the fence in during visiting hours. “We had seven separate incidents of someone trying to set fire to our historic cabins and the last one did the most damage,” said Kathleen.

On Thursday the fire spread through a display case, burning indian artifacts and the cabin’s irreplaceable wood logs. Luckily a woman driving past noticed the smoke, but the damage was done.

“We had signs and displays on this wall that were taken out, and it burned into the wall so it was just before taking the building out completely,” said Robert.

“It never occurred to me that somebody would try to damage this historic place, now I know that there are crazies out there who will do damage,” said Kathleen.

Although police were quick to make an arrest, the board for the museum decided it’s time for history to meet technology.

“We have to spend several thousands of dollars on a camera system to prevent this from happening again,” said Kathleen.

They are also having more employees do foot patrols throughout the day. Because the museum is a non-profit, all of that extra money spent on security is being taken away from preserving history. Still, while volunteers are more cautious they are relieved to see an arrest.

“I am happy this guy is off the streets, hope he stays there,” said Kathleen.

Bardstown police said Phillip Tingle has been in trouble for arson before. On Thursday he was also charged with setting a fire in February, and now faces 8 counts of Arson in the second degree.

Missing Person Report Filed After Madison County Fire

We spoke with family of Walt Liebengood earlier today, who say they just want to know what happened to him after traces of a body weren’t found by crews at what remains of his home in Madison County.

Neighbors told us they saw Liebengood’s home engulfed in flames late last Wednesday night.
The fire was so intense, firefighters had to just contain it, until they could get the rubble to a safe enough temperature to search through.
But state police say the search turned up more questions than answers.

“We are on pins and needles here just trying to understand what happened and what’s going on,” Liebengood’s son, Ryan, told us earlier over the phone.

Ryan Liebengood and other family members have now filed a missing person’s report with state police.

The emotional strain is all too familiar for the family.
Back in 2004, Walt Liebengood’s daughter-in-law, Megan, was murdered outside her Lexington apartment, leading to a high-profile trial that put three men in jail.

“He was beyond devastated when that happened. And we’re just hoping we get some good answers somewhere,” Ryan Liebengood said.

We asked Ryan about the possibility that his dad would up and leave without telling anyone.

“No, there’s no way. He’s, he was in far too much communication with my brother and I, and the three of us were like the three amigos. And I just don’t…think that’s something he would do,” said Liebengood.

At this point state police say they are going to start looking deeper into Walt Liebengood’s life to see if anything would point to a reason for his disappearance.

Fire officials do say a cause of this fire is still under investigation.

One thing that investigators say is also puzzling is both of Liebengood’s vehicles were still in the driveway when his house burned down.

Identity Theft Morgan County Woman Arrested

Police in Morgan County have arrested a woman and charged her with identity theft.

On Friday, West Liberty police arrested Courtney Phipps, 27. She is charged with Theft of Another’s Identity Without Consent. According to police, they began investigating the case in May. Their investigation uncovered $19,000 worth of items purchase with three credit cards, all applied for with another’s social security number.

Police say they seized numerous items Phipps was attempting to sell, as well as discovering many items were already pawned.

Phipps is being held in the Big Sandy Detention Center.

Missing Person Body of Missing Woman Found in Glen Ellyn Park

The body of a missing Wheaton woman was discovered in a Glen Ellyn park over the weekend.

According to police, the body of 33-year-old Linda Valez was found buried in a clearing in Panfish Park.

The body showed signs of trauma, police said.

Police officers were out patrolling parks and wooded areas searching when an officer walking through a wooded area in a space where police say there appeared to be recent pedestrian activity.

They brought in the DuPage County Sheriff’s evidence team to investigate.

Residents who live in the area say they saw an ambulance leaving the scene yesterday.  They also say officers were out knocking on doors asking if anyone had any tools stolen, earlier in the week.

The park is popular with dog walkers, runners, and children.

The police investigation is ongoing.

Accident Reconstruction Stanton Man Died in Powell County Crash

A Stanton man died in a Powell County crash Sunday afternoon.

Police say Donald R. Jones, 63, was heading south along Furnace Road (KY-213) around 2:15 p.m. when he lost control. His car crossed the center line, went off the opposite shoulder and crashed into a tree. The coroner pronounced Jones dead at the scene.

Identity Theft Beware of Scams with Opening of Health Insurance Exchange

State officials and consumer groups are warning about an expected surge in identity-theft scams to begin with the Oct. 1 launch of the state’s online health-insurance exchange, the Washington Healthplanfinder.

“I think we will see a shift in the kinds of medical identity theft to now include people who get a call offering an opportunity to sign up for the Affordable Care Act,” said Lisa Erwin, senior counsel with the Office of the Attorney General.

According to Erwin, no cases have emerged yet. “But we will see the traditional scams operated in this new arena,” she said. “We’ll see false advertising. We’ll see people telling you that you need to sign up for something that you don’t need. We’ll see people impersonating being a navigator.” A navigator is a person who is trained and certified to help people use the exchange.

Mary Wood, manager of the eligibility section of the Washington Health Care Authority, which manages Medicaid in the state, shares Erwin’s concern.

“I have an elderly mother folks have preyed upon,” Wood said. “So I worry that with so much hype in the media and with all of us going out and talking about it that it would be easy for someone to just call someone else up and say, ‘I can help you with Healthplanfinder and you just have to share some basic information.’ I could see an individual being confused by that.”

While the exchange hasn’t attracted identity thieves yet, scammers have been operating nationally for a long time. James Quiggle, director of communications with the Coalition Against Insurance Fraud, an advocacy organization, said consumers should expect them to move into this new territory of opportunity.

“They’ve signed up people for bogus insurance products and have stolen thousands of dollars from victims,” Quiggle said. “The concern is whether this same crooked marketing mentality will lead to malicious [operations] designed solely to steal people’s financial information and identities. People are very confused about what health-care reform means to their lives and how they are going to need to sign up for coverage.”

Christine Arevalo, director of health-care identity management at ID Experts, a consulting firm, warns that in addition to fraudulent websites and email phishing scams, criminals will likely also resort to old-fashioned techniques.

“There have been reports of people calling, the old traditional phone scam,” she says. “The bottom line really is these are crimes of opportunity, so any time there is something happening in the marketplace that affects consumers and creates an element of confusion, they’re going to take the opportunity to prey on people.”

With a consumer’s Social Security number in health-insurance policy information, she said, scammers can do anything from impersonating someone to get needed care to participating in organized crime rings setting up false fronts.

As a result, consumers whose identities are stolen may find their claims turned down when they go for care. And, of course, if scammers get a Social Security number or bank information, they may drain a person’s accounts or open new accounts in the person’s name.

Missing Person Lynne Spalding Disappeared From San Francisco General Hospital

A search is underway for Lynne Spalding, who disappeared from San Francisco General Hospital on Potrero Street three days ago. She is described as a caucasian woman in her fifties, 5’6″ and 105 lbs. She has a strong British accent.

Missing Person Hiker Missing in Southern Colorado

A search continued on Sunday for an Arvada man missing in the mountains of southern Colorado.

Search teams and Mark Stice’s mother are both fearing the worst.

Search crews found Mark Stice’s car on South Colony Road southwest of Westcliffe. Custer County authorities believe he hiked another 10 miles to Crestone Peak, a 14er where overnight temperatures dipped down to about 10 degrees this week. He’s also missing in an area of up to 50 square miles.

Mark Stice, 36, has been hiking since he was a Boy Scout, earning his badge for winter camping.

“It was Sunday night when he had already gone missing that it snowed, this is what has hindered the search,” Mark Stice’s mother Janice Stice said.

Janice Stice spent the past week gazing at the San Isabel National Forest west of Westcliffe.

“The terrain and everything … it’s mind boggling,” she said.

The snow hasn’t made the search any easier.

“It’s still pretty dicey out there as far as getting up into the real high country, but with snow and ice, yes,” Ray Varney with the Custer County Incident Command said.

Varney said teams of technical climbers have been searching three 14ers.

“There are places up there that a person can get in trouble and we may not be able to find them for a long time,” he said.

Mark Stice is a family man with two young daughters.

“How do you explain to a 3- and a 5-year-old where daddy is? It’s not an easy thing,” Janice Stice said. “We have to find him, even if it’s a worst case scenario … but Custer County Search and Rescue has assured us that they will search as long as they can until the snow gets too deep.”

At this point there is a cold reality for the Stice family and friends.

“With every day that passes optimism declines,” Janice Stice said. “Everyone is praying, just keep praying, keep praying.”

Mark’s mother says he may have been wearing a blue jacket and a dark blue backpack.

Custer County authorities have talked to several hikers hoping they saw Mark Stice, but so far no luck.

Wrongful Death Funeral Set For Woman Found Dead in Woods

Funeral arrangements have been set for a woman who was found dead in the woods of Knott County last week.

34-year-old Christina Barnett’s body was found by her family. She had been missing and her mother says she was with a man she met online.

State Police are still calling this a death investigation, until they can get more information from the autopsy.

A visitation will be held Tuesday at Phelps and Soon Funeral Home in Paintsville and a funeral is scheduled for Wednesday.
