Identity Theft Two Woman Arrested in Phoenix

Authorities say two women are in custody for alleged identity theft and extortion in Phoenix.

Phoenix police say 24-year-old Charline Hurtado and 28-year-old Sara Hartwig were taken into custody Wednesday night.

Police say a 35-year-old woman had personal items stolen out of her car while at a gasoline station on May 10.

The stolen items included her purse which contained numerous items of identification, credit cards, banking information, passports and other documents.

The victim told police that she began to see unauthorized use on her bank account and her family received death threats if she didn’t pay $10,000 to the two suspects.

Police say they were able to identify Hurtado and Hartwig by telephone records for the alleged extortion calls.

Authorities didn’t immediately know Thursday if the women have attorneys.

Pedophile Tracking Man Arrested at Amarillo Truck Stop

Police officers found a runaway teenager and arrested a truck driver charged with sexual assault of a child last week at a truck stop off of Interstate 40 in east Amarillo.

An officer was dispatched May 30 to the Petro Truck Stop, 8500 E. I-40, in an effort to locate a teenage female reported as a runaway from California, the Amarillo Police Department said.

A private investigator had located a truck driver, Rosario Emanuel Joseph Licitra, 23, of Florida, who the investigator believed knew the girl’s whereabouts and may have transported her out of California, police said.

The investigator had information that the driver had last had been in contact with the juvenile about a week earlier and that she had not been in contact with her family since then, police said.

When the responding officer drove into the Petro parking lot a man approached him and identified himself as Licitra. He told officers he wanted to cooperate in the investigation but did not have anything to do with the missing girl, police said.

Officers searched the man’s truck, but didn’t find anything to indicate the girl had been with the man, police said.

Officers then contacted a law enforcement agency in California and obtained a photograph of the missing girl. Officers continued their investigation, suspicious that the driver had more information than what was initially provided, police said. They contacted an APD detective, who joined officers at the scene.

Officers took the photograph of the girl into the truck stop and located witnesses who had seen the teenager. While officers continued to search for her, the police department received a call from the girl, who was at a nearby truck stop, police said. Officers located her and took her into custody.

The officers’ investigation indicated that the girl left voluntarily with the man. The detective continued to investigate and developed information that the man had sexual contact with the juvenile while in Amarillo, police said.

Licitra was arrested and booked into the Potter County Detention Center for indecency with a child and sexual assault of a child.

On Wednesday, the 47th District Attorney’s Office formally charged Licitra with indecency with a child by sexual contact and sexual assault of a child, police said.

At the time of the report, officers were making arrangements to return the runaway teen to California, police said.

There is evidence that the suspect and juvenile met online through social media some time before the incident, and had exchanged information by text messages before she left California, police said.

Identity Theft Danville, CA Man Pleads Guilty to Using Missing Man’s ID

A Danville man pleaded guilty in federal court Thursday to wire fraud and aggravated identity theft, charges that could carry a maximum sentence of 42 years in prison, officials said.

Behzad Talai Mofrad, 47, admitted to using the identity of a missing man, only in court documents as “J.W.,” to obtain false identification information and to lease a 2013 BMW M3 coupe from an Alameda County car dealership, according to a news release from United States Attorney Melinda Haag.

Court documents also stated that Mofrad admitted to planning to sell the car for money, but was arrested before he could do so.

Mofrad was charged with two counts of wire fraud and one count of aggravated identity theft. He is scheduled to be sentenced on Oct. 3 in Oakland.

The maximum sentence for each wire fraud count is 20 years’ imprisonment, and a fine of $250,000. The mandatory penalty for aggravated identity theft is two years’ imprisonment, according to the news release.

Missing Person A.C. Dennis of Los Angeles, CA

The LAPD is asking the public to be on the lookout for a missing 81-year-old.

A.C. Dennis was last seen at 8 a.m. Thursday in the 200 block of W. 93rd Street in Los Angeles.

Dennis’ family says he has dementia and is diabetic and may be in need of medical attention.

Dennis is black with gray hair and brown eyes. He is 5 feet 7 inches and weighs about 179 pounds.

When last seen he was wearing a black pullover sweater with an eagle emblem, jeans and a white checkered cap. He was seen driving a 1995 green Chevrolet Camaro, with a license plate number of DPH1521 with disability emblem.

Missing Person Joseph Gaspard of Bowie County, TX

UPDATE: DEKALB (KYTX) – Emily Rose Dudley has made contact with Bowie County Sheriff’s Investigators.

BOWIE COUNTY (KYTX) – On Wednesday at 7:15 a.m. Deputy David Gipson responded to a missing person call on Farm to Market 44 West outside of DeKalb, Texas. He met Glenda Quinn who reported that her son Joseph Gaspard had left home around 7 p.m. on Monday in his silver 1988 Honda Accord two door with Texas tag CR6D445 to take a friend named Emily Rose Dudley to get her car. Later in the evening, Gaspard called Mrs. Quinn back to tell her he had taken a wrong turn and gotten lost in the woods. Mrs. Quinn looked for her son due to this happening twice before and both times she was able to find him. Mrs. Quinn last spoke with her son on Tuesday around 7 p.m. At that time, he told her he was alone in the woods and his vehicle was stuck in a ditch full of water.

Mrs. Quinn is concerned for her son’s welfare due to his medical conditions that cause him to become confused. Gaspard suffers from kidney failure and has to have dialysis three times a week. Gaspard’s cellular phone last hit a cellular tower located at Farm to Market 44 and Interstate 30 indicating that he was west or south of this location. Deputies and Officers from Texas Parks and Wildlife have conducted a ground search in this area. The area has also been searched by air with helicopters from the Bowie County Sheriff’s Office and the Texas Department of Public Safety. All of these efforts have been met with negative results. Residents who live in the area west and south of Farm to Market 44 and Interstate 30 are asked to check trails and roads on their lands for Gaspard and his vehicle. Investigators are also still attempting to make contact with Emily Rose Dudley as she was the last person to see Gaspard. Anyone with information about Gaspard or Dudley is asked to contact the Bowie County Sheriff’s Office at 903.798.3149 or 911.

Description: Joseph Edward Gaspard, white male, 06/05/1965, 5’5″, 130, shaved head, blue eyes, and has tattoo sleeves on both arms. Mr. Gaspard was last seen wearing a camouflage hat, a camouflage shirt, camouflage pants, and brown boots.

Missing Person James David Marcum of Logan County, WV

The Logan County Sheriff’s Department has released a statement regarding James David Marcum, whose last known address is 29 Suncatchers Street, Henlawson in Logan County.

Around midnight last night, deputies responded to a Missing Person call at 29 Suncatcher Street in Henlawson.

Deputies spoke to Mr. Marcum’s sister, who stated her brother had been missing since about 10:30 p.m., June 4, 2013.

Mr. Marcum left his residence on a red 1991 Honda 300 Foretrax ATV, riding into the hills toward Mill Creek. Thursday morning LEASA Search and Rescue Team were called out to assist Logan County Sheriff’s Department with trying to locate Mr. Marcum. At this time he has not contacted his family and he has not been located.

Marcum, age 44, is described as being 5’11,” weighing 195 pounds, having brown hair, gray and brown goatee and hazel eyes.

Fraud Investigation London Physician Pleads Guilty

A London, Kentucky cardiologist pleaded guilty to charges that he falsely recorded the severity of patients’ illnesses in order to receive payment for numerous heart procedures.

Sandesh Rajaram Patil, 51, a former cardiologist at St. Joseph’s Hospital in London, admitted Tuesday in Frankfort to making false statements regarding the placement of heart stents. Stents are metal tubes surgically inserted into a patient’s arteries in order to improve blood flow.

Patil reached an agreement with the U.S. Attorney’s Office to serve a prison term between 30 and 37 months, pending a judge’s approval. Patil is scheduled for sentencing on August 27, 2013. St Joseph’s hospital has repaid the government $256,800 for cardiac stent procedures that Patil falsely submitted for reimbursement in 2009 and 2010.

Patil is the third cardiologist in the nation and the first in Kentucky to be federally prosecuted for health care fraud related to the placement of heart stents.

“Dr. Patil violated the public’s trust in physicians,” said Kerry B. Harvey, U.S. Attorney for the Eastern District of Kentucky. “Both patients and the entities that pay for medical services trust that our physicians will accurately and honestly assess a patient’s medical condition. We will aggressively pursue any physician or provider that breaches this trust and places their own financial well-being ahead of the well-being of the patients.”

Under federal law, Medicare and Medicaid reimburse physicians for procedures that are deemed medically necessary. For a cardiac stent procedure to qualify as a medical necessity, it is generally accepted that a patient must have at least 70 percent blockage of an artery and symptoms of blockage. Patil admitted that he placed stents in arteries that had substantially less than 70 percent blockage. Patil nonetheless recorded blockage of 70 percent or more in patient documents to guarantee payment from Medicare and Medicaid.

Kerry B. Harvey, U.S. Attorney for the Eastern District of Kentucky; Perrye Turner, Special Agent in Charge, Federal Bureau of Investigation; and Jack Conway, Kentucky Attorney General, jointly announced the plea.

The investigation was conducted by the Federal Bureau of Investigation, the Kentucky Attorney General’s Medicaid Fraud Abuse and Control Unit, and the Department of Health and Human Services.

Identity Theft Vermont Man Plead Guilty

A man in Vermont has agreed to plead guilty to stealing the identities of about two dozen people to collect unemployment insurance.

Denny Ray Hughes was arrested in Vernon in March. He’s agreed to plead guilty to one count of wire fraud and one count of identity theft.

Prosecutors say the 40-year-old Hughes collected nearly $220,000 from the state of Florida and nearly $71,000 from Massachusetts. He used to live in both states.

The Brattleboro Reformer reports (http://bit.ly/121SyHJ) federal court documents in Florida say Hughes created a corporation in 2008 called Mortgage Relief America. He obtained personal information of 21 people, classifying them as employees. Hughes later classified them as being laid off and then fraudulently applied for unemployment compensation.

Authorities say Hughes conducted a similar operation in Massachusetts.

Missing Person Body of Woman Missing Since 1990 Found in Manteca, CA

A 22-year-old mystery is closer to being solved Wednesday after Stockton Police identified remains found in a Manteca backyard as those of a woman missing since 1990.

Neighbors say it seemed like an awfully strange coincidence when an older couple who lived in the Manteca home left down in a hurry. The couple put their furniture on the front lawn with a “free” sign on it days before cops started digging in their backyard.

A very specific and anonymous tip in late May led police to the Manteca home. They dug up a bag of skeletal remains in the backyard that have since been identified through dental records as Karen Sterzl.

She was last seen in December of 1990 on a houseboat in the Stockton marina where police say the 36-year-old lived with her boyfriend of a decade.

That boyfriend told authorities at the time that Sterzl had gone to her mother’s home in Montana. Sterzl’s mother said she never heard that her daughter was coming, and her daughter never showed up.

Investigators say it’s a complete mystery how her remains ended up in Manteca—about 15 miles south of Stockton.

“It’s a very active investigation and our investigators will be doing follow-ups with people related to that 1990 missing person’s case,” said Stockton Police officer Joe Silva.

Neighbors say before he left town, the man who lived here with his wife told them something that has them really wondering now/

“Friends of mine told me they talked to that gentleman that lived over there, and that he told them that the landlord told him not to be digging around in the backyard or anything,” said neighbor Deon Hill. “That’s why he had to put his dogs in the front yard.”

An autopsy that will reveal the likely cause of death is pending.

Accident Reconstruction 2 Hurt in Pulaski County Crash

Two people suffered injuries in a Pulaski County crash Wednesday afternoon.

Deputies say Cathryn Reynolds, 28, tried to make a left turn from US-27 onto Kingsford Road and turned into the path of an oncoming car driven by Josh Hoots, 28.

EMS took Hoots to a local hospital, and his passenger, Sarah Nicholes, 26, was airlifted from the scene. Officials did not release any information on their conditions.

Reynolds was not hurt.

Deputies continue to investigate the crash.
