Arson Investigation Teen Charged in Park Hill, CO

A teenager has been formally charged with multiple counts of arson, accused in a series of fires in the Park Hill neighborhood last week.

Lynn Kimbrough with the Denver District Attorney’s Office said Christopher Padgett, 18, is charged with one count of first-degree arson and nine counts of second-degree arson.

“The charges allege that in the early morninghours of April 8, Padgett started a series of fires causing property damage to a building and numerous vehicles,” Kimbrough said in a statement. “He was arrested in the vicinity of the fires as he was trying to run away.”

Padgett is out of jail on a $50,000 bond. He is scheduled to appear in court on April 23 to be advised of the charges. He faces a total of 18 years in prison.

Missing Person Leland, NC Man Found Dead in Trunk

A man reported missing in Northampton County has been found dead in Wilson. Kirk Alan Lilly, 41, of Leland was last seen in Northampton County where he stayed at a residence on Old Emporia Road in Gaston.

He was found dead in the trunk of a vehicle on April 5. According to Northampton County Sheriff’s Detective Captain Brenda Burnette, the NCSO filed a missing person report on April after receiving a call from law enforcement in Leland, located in Brunswick County.

Burnette said the victim’s girlfriend went to authorities there to report him missing, but the case was referred to the NCSO because Lilly was last seen in Northampton.

Wrongful Death NYPD Officer Shoots Baby and Father in Double Murder Suicide

A New York City police officer shot her boyfriend, turned the gun on her 1-year-old son and then shot herself in an apparent double murder-suicide at her home Monday morning, police said.

The bodies were discovered after her 19-year-old son heard an argument between the two adults, escaped out a window and called 911. By the time police arrived moments later, the three were dead.

The body of the boyfriend, believed to be about 33 years old, was found in the entry of the first-floor apartment on a quiet, tree-lined street in the Flatlands section of Brooklyn, said chief police spokesman Paul Browne. The bodies of the woman and her baby boy were found face up on the bed in her bedroom.

The officer and child were apparently shot in the chest. It’s not clear where the man was struck, or how many rounds were fired. The teenager, who is the officer’s son from a previous relationship, was uninjured.

It’s not clear what prompted the dispute. Police were still investigating and had blocked off the street as onlookers in the working-class neighborhood clustered nearby.

The officer worked in Queens for at least the past 13 years. She was off-duty at the time.

A next-door neighbor, who identified herself as an aunt, said she could find no reason for the deaths. She said the officer was always smiling and waving to her, and seemed like a happy person.

“It’s terrible,” Agnes Samuel, 83, said as she choked up. “For people to take a life like that. Oh, Lord!”

Accident Reconstruction Man Killed in Laurel County Crash

A Laurel County man is dead after an early morning crash over the weekend.

The accident happened just before 1:30 a.m. Saturday Kentucky 490. The sheriff says 34-year old Chad Purvis lost control in a curve and hit a tree. He was cut out of the car and rushed to St. Joseph Hospital in London, where he later died.

Identity Theft Salt Lake City Woman

While most folks are scrambling to get their taxes filed before Monday, one Utah woman hit a hiccup in the process when she discovered she was a victim of identity theft.

Marci Peterson has been on Social Security disability since 2007, but last year she decided to go back to work part time. When she went to file her taxes she ran into problems.

She said: “It just kept saying that the information I was sending them didn’t match what the IRS had on file, and I kept getting that error message and was like, ‘What’s going on?’”

After calling the IRS, Peterson discovered that someone else had used her Social Security number to file their taxes. The scam is becoming more prevalent. Someone will steal a Social Security number and file taxes using made up information. They set it up to send the tax refund to an address or bank account where they can access the money.

Peterson said she found it hard to believe she’d been an identity theft victim.

“I was shocked,” she said. “Because I’m really careful of the information I put out there on the Internet.”

Dolores Furniss, Utah State Tax Commission, said tax fraud is a growing issue.

“That’s been incredibly huge this year with the IRS and the tax commission,” she said. “Just recently we had even one of our employees effected by that and didn’t even know it.”

Peterson said she isn’t sure how someone got her Social Security information, but she said she was the victim of a data breach at the Utah Health Department. She said she had no warning of the theft.

“I’ve had no alerts,” she said. “You know nothing shows that anybody applied for credit cards, car loans, anything like that.”

Furniss said there are things people can do to protect themselves from identity theft.

“At least annually pull your credit report,” she said. “See if there’s something on there that’s suspicious, and you can get a credit report online free of charge at least once a year.”

Furniss also urged people to be careful about choosing the people who will prepare their taxes.

“If you have these folks that say, ‘We’ll give you a loan right now, for your taxes,’ be wary of that,” she said. “They can charge very high interest rates for that.”

The IRS knows the person who took Peterson’s Social Security number, but they told her it could take more than five months to investigate the situation.

Wrongful Death Body Found in North Phoenix Dumpster

A disturbing discovery was made Sunday morning in a dumpster in a North Phoenix neighborhood.

Police said someone called 9-1-1 after a body was discovered in a dumpster near 25th Street and Bell Road.

Detectives said they believe the body had been dumped in the trash.

The discovery has shocked a lot of neighbors.

“I mean this neighborhood has a lot of activity going on, but I never thought something like that would happen around here,” said Gabriella Cervantez.

Police have not said if the body is male or female.

Missing Person Mary Tornga of Grandville, Mich.

Grandville Police found the shoe of a woman who went missing in the early hours of Sunday, her family says.

Mary Tornga, 51, was last seen in the area of Market Street and I-196 around 1 a.m. Sunday. She had been in downtown Grand Rapids with her husband at a birthday party, family members said. After they left the party in their car, Tornga and her husband argued. She got out of the vehicle and hasn’t been seen since.

Her husband later reported her missing, police say.

Family members told 24 Hour News 8 that the Grandville Police searched the area Sunday with the assistance of a Grand Rapids Police Department K9 and found her shoe. Police searched until dark, family said.

“Near the entrance ramp from market to the expressway, a shoe was found, so that’s what’s making them so concerned,” said Tornga’s sister Micki Ackerman. She said Tornga’s daughter confirmed the shoe belonged to Tornga.

“My sister is the most responsible person I know. Clear-headed. That’s why the concern that we have, because we haven’t heard from her since last night,” said Ackerman.

Ackerman said Tornga’s cellphone is off.

Tornga is described as 5-foot-4 and about 140 pounds with brown hair and eyes. She was last seen wearing a bright pink shirt and blue jeans.

Missing Person River Falls, Wis. Man’s Body Found in Utah

Donovan Campbell drove his Ford Ranger from his home in River Falls, Wis., west to the canyons of Utah, a spot he loved visiting as a child.

He didn’t return home.

The body of the 19-year-old bright, mathematics college student was found in a ravine of Eagle Canyon in central Utah on Saturday, April 13, according to the Emery County sheriff’s report relayed by the River Falls police and Campbell’s family.

The cause of death has not been determined, but his mother, Cindy Campbell said authorities told her that it’s a possible suicide.

“He was bright and intelligent, and I can’t find the words,” Cindy Campbell said. “I can’t speculate why.”

Grandfather Dean Campbell said police told him that it appeared Donovan’s death might have been accidental.

“There were marks where he slipped,” Dean Campbell said he was told. “He was trying to grab on.”

Campbell added that on previous trips Donovan wanted to rock climb, but he and Donovan’s grandmother, Jean, thought it was too dangerous.

River Falls police relayed some details about Donovan’s death, but referred questions about the investigation and cause of death to the Emery County sheriff’s office. Phone calls to the Utah office were not returned Sunday.

Her son’s body is with a medical examiner in Salt Lake City, Cindy Campbell said.

Early reports said that the teenager was believed to be depressed and there might be a concern for his safety.

Donovan Campbell was a sophomore at the University of Wisconsin-River Falls, majoring in math.

At River Falls High School, he excelled in challenging classes, said principal Elaine Baumann.

“He was an excellent student that took challenging classes and did surprisingly well,” Baumann said. “But he was also a loner, and he avoided the limelight.”

Donovan Campbell worked at Family Fresh Market, where he was a valued employee, Dean Campbell said.

Gary Campbell, no relation, was a guidance counselor at Meyer Middle School, which Donovan Campbell attended.

“He was a very nice kid, and you will hear that from others, too,” he said.

Dean Campbell said River Falls police told him that Donovan’s truck was heading east, telling him that Donovan was heading back home for his birthday April 19.

In River Falls, Campbell’s friends expressed condolences Saturday night to his mother and father, Dean Campbell.

“(Donovan) had good friends,” the elder Dean Campbell said, “but he was independent.”

Insurance Fraud Detroit Police Officer Accused

Nearly two years ago, Detroit Police Officer Johnny Strickland is accused of filing a false insurance claim for the theft of his motorcycle.

Although he was never charged criminally — MLive is awaiting response from Oakland County Prosecutor Jessica Cooper as to why — the Detroit Police Department Internal Affairs Division brought the accusation to a internal disciplinary trial board that recommended a 20-day suspension.

Strickland is appealing the punishment.

Officer Strickland received a call from his girlfriend on May 10, 2011 advising him that his motorcycle — or one similar to it — was seen on M5 on the back of a flatbed.

“He said, ‘No, it’s not missing; don’t worry about it,'” according to reports Chief Investigator Pamela Davis Drake presented to the Detroit Police Commission last week.

She said Strickland, according to witnesses, called the management office for his apartment complex on May 11 and confirmed his motorcycle hadn’t been towed.

“Two hours later from that, he goes and purchases insurance on this motorcycle,” said Detroit Police Commander John Serba. He also filed a police report with the Rochester Hills Police Department.

An insurance theft claim was filed at 8 a.m. May 12. The Oakland County Auto Theft Task Force later recovered the motorcycle.

“He ran out and got insurance and then the next day reported it stolen,” Drake said. “I won’t go in detail about the specifics of Officer Strickland’s disciplinary history but there have been five issues… before this.

“I believe that taken together with the seriousness of the actions in this case support the 20-day suspension.”

Strickland’s attorney, John Goldpaugh, said the claim and report Strickland made to the Farmington Hills Police Department were accurate.

The motorcycle was stolen, and in fact, was later recovered, Goldpaugh said.

“Because he didn’t set up the theft as if it were a phony theft doesn’t mean that it’s not fraud,” Drake argued. “It was assigned to the fraud division because the insurance was obtained so close in proximity to the filing of a claim.”

The Farmington Hills Police Department requested a criminal warrant against Strickland but it was denied by Oakland County Prosecutor Jessica Cooper for lack of evidence Aug. 18, 2011, according to Serba.

The Detroit Police Commission did not rule on Strickland’s suspension appeal at last week’s meeting.

Commission President Jerome Warfield said the petition presented to the commission had mistakes. He requested it be corrected and returned to the Police Commission for a determination this week.

Wrongful Death Colorado Teen Pleaded Not Guilty in Ridgeway Murder

A Colorado teen pleaded not guilty Friday to murder and kidnapping in the kidnap-slaying and dismemberment of a 10-year-old girl that panicked Denver-area residents last fall — despite police testimony that the youth had confessed to the crime.

Austin Sigg, 18, stunned a courtroom by entering the not guilty pleas in the death of Jessica Ridgeway in the Denver suburb of Westminster. Sigg also pleaded not guilty to a May attack on a 22-year-old jogger at a lake in Jessica’s neighborhood.

Sigg’s not guilty pleas came despite his alleged confession and the discovery of some of the girl’s remains at his home. He also confessed to the jogger attack, police say.

Trial was set for Sept. 23.

One legal analyst noted Sigg can still change his plea and that a plea bargain is possible.

“It’s not uncommon for there to be a plea of not guilty to get things started, with the idea that the parties could continue to talk,” said Karen Steinhauser, a former prosecutor who is now an adjunct professor at the University of Denver law school.

Sixteen family and friends of Jessica’s, all wearing her favorite color, purple, were in the court, and Sigg smiled awkwardly at them as deputies led him in. As he left the hearing, he was turned around to face Jessica’s supporters as deputies handcuffed him, and he again smiled awkwardly at them.

Family and friends were whisked away after the hearing ended, without comment.

Wearing an orange jump suit, Sigg appeared interested in the proceedings as his attorneys entered the pleas on his behalf.

Sigg is charged with murder, kidnapping, sexual assault and robbery. Prosecutors added three counts of sexual exploitation of a child because child pornography was allegedly found during the investigation. Sigg denied to investigators that he sexually assaulted Jessica.

If convicted, Sigg would face life in prison with the possibility of parole after 40 years. He cannot face the death penalty because he was 17 at the time of the slaying.

Jessica, a fifth-grader, disappeared while walking to school on Oct. 5. Hundreds of police and residents searched for her, and parents escorted their children to and from school. The FBI asked residents to report suspicious behavior by friends, neighbors and even family members. Her torso was found in a secluded park Oct. 10.

A resident contacted authorities Oct. 19 to report Sigg because he reportedly had a fascination with death, Westminster police Detective Luis Lopez testified at a preliminary hearing.

Two FBI agents took a DNA sample from Sigg. His mother called 911 on Oct. 23, saying he wanted to confess. Lopez said Sigg’s DNA was found on Jessica’s clothing.

Investigators said Sigg told them that some of Jessica’s remains were hidden in a crawl space in his mother’s home, where he lived.

Detectives said he described how he abducted Jessica as she walked past his car, bound her arms and her legs, drove around for a little bit then took her to his house.

There, he told investigators, he tried to strangle her and then used his hands to kill her. He also allegedly told investigators that he dismembered Jessica in a bathtub.

Jessica’s father lives in the Kansas City, Mo., area.

In the attack on the jogger, investigator Michael Lynch has testified that Sigg used homemade chloroform concocted with a recipe found on the Internet to attempt to subdue a woman.

When asked about his criminal record on the 911 call, Sigg told the dispatcher: “The only other thing that I have done was the Ketner Lake incident where the woman got attacked. That was me.”

Had Sigg pleaded not guilty by reason of insanity, he would have been sent for mental evaluations. If found insane, he would be confined indefinitely to a mental hospital.

Sigg’s attorneys told the judge at a March hearing that they were studying Sigg’s mental state at the time of the crime.
