A 23-year old Fulton man has been arrested for allegedly having sex with a 13-year-old, state police say.
Matthew E. Arnold, 23, of 821 State Route 176, in Fulton has been charged with a 1st degree criminal sexual act and endangering the welfare of a child.
The charges stem from an incident that occurred July 24 in the town of Granby.
Arnold is alleged to have had forcible anal sex with a 13-year old, state police say. Arnold is being held at the Oswego County Correctional Facility on bail and is scheduled to appear in the Town of Granby Court on August 12.
