Private Detective Somerset Man Arrested For Plotting Murder and Kidnapping

Deputies arrested a Pulaski County man who they say planned to kidnap a 16-year-old girl and then kill her parents.

A grand jury indicted 20-year-old Steven Matthew Perry on charges of kidnapping and attempted murder. Detectives say they found a list of steps Perry would take as well as a list of items to carry out the plan.

For months, Perry lived with Jennifer Neeley and her family in Somerset. Neeley says Perry lived in her brother’s car outside their home. She also says Perry was homeless and did odd chores around the house to earn money. She ultimately turned him into authorities when she become concerned about his alleged plan, that she says he named “Charlie One.”

“I felt like he was really serious about it, and I didn’t want anyone to get hurt. So, I took his folder to the sheriff’s department to see what they thought we needed to do,” said Neeley.

Deputies say the 20-year-old outlined his plan to kidnap a 16-year-old girl he met on Facebook and “neutralize” her parents in the process. He allegedly made a list, naming things he needed in order to carry out his plan. Neeley says Perry even put the mission on the calendar. During a search of his home, Pulaski County investigators found items on his list, including a tent, sleeping bags and camouflage clothing.

Perry’s now in the Pulaski County Detention Center. Neeley says she just wanted to get Perry help, and feels she made the right decision.

“I mean I made sure my family was safe and also the family of the girlfriend because I wasn’t sure she was aware of what he was going to do, or the extremes he was going to go to,” said Neeley.

Because of the nature of this incident, the sheriff’s office is not providing the identity of the girl or her family.
