Wrongful Death Police Make Another Arrested in Connection to UC Professor

Police have arrested a second man accused in connection with the murder of an assistant University of Cincinnati professor from Grant County who went missing back in August.

On Oct. 1, investigators found human remains believed to be those of Randy Russ, 54, in a grassy area off a road in Fleming County. Officials have not positively identified the body.

That same day, police arrested Charles Black, 55. According to court documents, Black admitted to removing a dead person’s body from his home on Colfax Road in Hillsboro on Aug. 15 and burying it along a river on Ringo Grange City Road.

Police say Black told investigators that he, Russ and a third man, Kevin Howard, 38, were together at the Colfax Road home that day when Howard asked him to go over to a neighbor’s house. Black said Howard yelled at him to come back about 45 minutes later. According to court documents, Black said when he returned, he found Russ dead, “gagged and bound at the feet and legs” in a back bedroom of the house.

Lexington police took Howard into custody Wednesday. Both Howard and Black faces charges including murder, tampering with physical evidence and theft.
