Pedophile Tracking Former Grain Valley, MO Teacher Pleaded Guilty

A former Grain Valley elementary teacher pleaded guilty to 16 counts of sex crimes against children.

On Wednesday, Matthew J. Nelson, 34, pleaded guilty to 10 counts of child molestation, five counts of statutory sodomy and one count of attempted child molestation for incidences dating back to August 2008. The crimes involved children under 14 years of age, some under the age of 12.

According to court documents, Nelson – a former teacher at Prairie Branch Elementary School in Grain Valley, Mo., – admitted to improperly touching the boy’s private areas through their clothing or directly to their skin. Previous court documents state the victims said the incidents happened during classroom hours, including during movie times and reading periods. In an interview with Child Protection Center authorities, one of the boys said that the alleged incidents always happened while there were other students in the classroom, but never when there were any adults around.

The parents of the alleged victims told police that they had noticed behavior changes in their children, slipping grades and unusual outbursts.

In addition, the alleged victims said that they felt safer when Nelson was “not at school,” and that Nelson would kiss them on the cheek when they would ask him about school work at his desk.

Nelson is scheduled to be sentenced April 25 at 1:30 p.m.

Fraud Investigation Former Employee of Eastern Kentucky Agriculture Pleads Guilty

A former employee of an agriculture program in eastern Kentucky admitted in federal court she defrauded the program of more than $200,000.

Debra Marshall, 49, of Clayhole, Kentucky, pleaded guilty Monday to mail fraud.

Marshall worked as the District Administrative Secretary for the Breathitt County Conservation District (BCCD), a program that administers federal, state, and local grants and provides other assistance to county farmers. In this position, she had day-to-day control over the operations and the finances of the organization.

According to her plea agreement, from 2005 until March 2010, Marshall took money from the district in a variety of ways, including issuing herself extra paychecks, embezzling grant money that was intended to go to local farmers, and using the district’s credit card for personal purchases. When the district’s operating account dwindled because of her scheme, Marshall cashed the BCCD’s certificates of deposit without authorization and placed that money into the district’s operating account.

Marshall admitted she covered up the scheme by falsifying accounting records and submitting financial reports that falsely inflated the district’s financial condition.

BCCD uses local, state, and federal funding to promote soil conservation, efficient utilization of natural resources, and progressive farming practices.

Marshall was indicted in July 2012.

Kerry B. Harvey, United States Attorney for the Eastern District of Kentucky; Perrye K. Turner, Special Agent in Charge, Federal Bureau of Investigation; and Rodney Brewer, Commissioner of the Kentucky State Police, jointly made the announcement today.

The investigation was conducted by the Federal Bureau of Investigation and the Kentucky State Police. The U.S. Attorney’s Office is represented by Assistant U.S. Attorneys Kenneth R. Taylor and Andrew T. Boone.

Marshall will appear for sentencing on June 10, 2013. Mail fraud carries a maximum of 20 years in prison. However, the court will impose sentence after consideration of the U.S. Sentencing Guidelines and the applicable federal statutes.

Wrongful Death Missing Child’s Body Possibly Found

According to the Gadsden Police Department, 19-year-old Tasmine Thomas reported her 20-month-old baby girl missing on Monday.

Thomas told police her daughter had been missing since March 5th.

According to police, Thomas told them, “the child’s father, Stephon Lindsay, said he was going to take the child to his sister’s house for a few days. Tasmine said she was asleep when Stephon actually took the child, on March 5th, and that he was back home the next morning when she awoke. After approximately one week Tasmine told Stephon she wanted to go and get Maliyah and he stated that he would go with her. He then left, according to Tasmine, to get gas for his car and then pick up the child from his sister. After a short time had passed, Tasmine called the sister and the sister said she had not seen Stephon nor the baby in several weeks. Tasmine tried calling Stephon but got no response. That’s when she called police.”

Last night, police arrested Stephon Lindsay.

He is being held in the Etowah County Jail without bond.

Shortly after Lindsay’s arrest, police say the body of a child was found in a wooded area at the dead end of Plainview Street.

Investigators have not said whether the body is that of the missing toddler.

The investigation is ongoing.

Missing Person Daionna Riley of Lawrence Township, NJ

The Lawrence Township Police Department is asking for the public’s help in attempting to locate 15-year-old female, Daionna Riley, who ran away while in Lawrence Township on Feb. 25.

Fraud Investigation Credit Card Fraud in West Melbourne, FL

A gas station stop has opened up a massive credit card fraud investigation in West Melbourne. At about the time the suspect was filling up his tank, fraud investigators from Sam’s Club and Discover Card were watching the activity at the gas station.

Ernis Valdez was arrested by West Melbourne police after he was spotted using multiple credit cards to fill up at a Sam’s Club gas pump off of U.S. Route 192.

Investigators said those cards belonged to Valdez but the accounts did not.

“We believe there were a series of victims, maybe more than 20,” said Sgt. Carlos Navedo of the West Melbourne Police Department.

When the suspect was brought into custody he had several credit cards, all in his name. But on at least one of those cards, the account information on the magnetic strip belonged to someone else.

“I think it’s technology. Everybody is vulnerable, no matter how careful you are, it’s a possibility,” said Brevard County resident Faye Dowling.

That’s why police said it’s so important for local residents to pay close attention to their credit card statements and to take a look at their credit report.

So far, West Melbourne police have been able to identify two victims, one of them in Virginia. She had no idea her credit card account was compromised.

Police believe that Valdez could be responsible for more than $100,000 in fraudulent transactions in the past four months at Sam’s Club alone.

“It’s going to take us awhile to ID all the victims. Once we do, there will be some charges pending,” said Navedo.

Police said merchants can help fight this type of fraud by holding on to a credit card until the receipt prints. They said, if the last four numbers on the receipt don’t match the last four numbers on the card, there’s a problem.

Pedophile Tracking Norridgewock, Maine Man Charged

State police have arrested a former sheriff’s deputy, the husband of a day care center operator, on charges of unlawful sexual contact with three children.

Children’s toys can be seen outside the ABC 123 Daycare shortly after kids went back inside on Upper Main Street in Norridgewock on Monday. Horace Barstow, husband of Barbara Barstow who runs the facility, was arrested by police and charged with sexually assaulting three children who attend the daycare.

Horace Barstow, 67, of Norridgewock, was arrested Friday and released on bail, Stephen McCausland, spokesman for the Maine Department of Public Safety, said in a news release. He did not release the names or genders of the children, but he said they were all under 12 years old and that the offenses took place at the day care site.

Barstow’s wife, Barbara Barstow, runs ABC 123 Day Care at their home at 43 Upper Main St., according to the news release.

He was employed as a part-time sheriff’s deputy with the Somerset County Sheriff’s Department from April 1985 to March 2001, according to Dale Lancaster, chief deputy for the department.

In 2005, Barstow was honored for 25 years of service to the town’s Fire Department, according to Morning Sentinel archives.

On Monday afternoon the day care center was open, according to a woman at the business who answered the door but would not identify herself. She said Barbara Barstow did not want to comment. Several children were seen inside.

A phone request to speak with Horace Barstow also was declined Monday afternoon.

The state Department of Health and Human Services has conducted an investigation of the day care center, said John Martins, department spokesman.

The day care is licensed with the state, he said.

“We will be taking action, although we are not sure yet what that will be. It could mean a conditional license or several other things,” Martins said.

He said he did not know how many children were enrolled for day care, how many the business was licensed to have or how long it had been open.

According to the website Child Care Choices, a state resource that helps parents find child care providers based on location and a quality rating system, the center has been in operation for at least a year and has had no serious licensing violations in the past year. It serves pre-school and school-age children from age 5 to age 12, according to the website.

It is also listed as meeting regulatory standards, having a daily schedule, curriculum plans and regular communication with parents. However, it did not meet the criteria for the highest level of quality on the website, which is run by Health and Human Services.

State police are continuing to interview parents of current and past students as part of the investigation, according to McCausland.

Barstow was released at 3:37 p.m. Friday on $200 cash bail from the Somerset County Jail, plus a $60 bail commissioner’s fee, according to an intake worker at the jail, which is in East Madison.

Barstow is to have no direct or indirect contact with the children identifed as victims and is not to enter any residence, place of employment or school where they could be. Barstow also is to have no contact with any female under the age of 16.

He is scheduled to appear at 8:30 a.m. April 3 in Somerset County Superior Court.

Identity Theft Couple Charged in Chester Springs, PA

A Chester Springs, Pa., couple was charged Tuesday with tax fraud and participating in an alleged identity theft scheme in which they sought more than $1.7 million in fraudulent tax refunds.

According to the U.S. Attorney’s Office, Rafael Henriquez Polanco, 30, and his wife Yanira Lopez, 27, alleged obtained the names, dates of birth, and Social Security numbers of patients of Community Hospital in Chester, Pa., and Crozer-Chester Medical Center in Upland, Pa., by paying employees of the hospitals to steal confidential medical forms.

The couple then allegedly used the stolen identities to file fraudulent individual income tax returns with the Internal Revenue Service claiming fraudulent refunds.

The Information filed by the U.S. Attorney’s Office further alleges that Polanco and Lopez opened several bank accounts, and paid others to open bank accounts, using false identities for the purpose of depositing the fraudulently procured tax refund checks. Lopez, a former bank teller, allegedly used her knowledge of bank procedures to further this aspect of the scheme.

The U.S. Attorney Office alleged that between Feb. 23, 2009, and Sept.16, 2011, the defendants caused the Department of the Treasury to issue federal tax refund checks totaling $257,710.79.

Lopez also allegedly devised a scheme, between Oct. 26, 2008, and May 18, 2010, to fraudulently obtain unemployment benefits from the state when she was employed full time at Brandywine Maintenance Inc., in Spring City, Pa, where she allegedly worked under the alias “Leslie Serrano.”

Polanco, who is identified as an illegal alien from the Dominican Republic, and Lopez are each charged with conspiracy to defraud the government, aggravated identity theft, passport fraud, and presentation of an immigration application containing a false statement. Lopez was additionally charged with wire fraud. Polanco was separately charged by indictment with possession with intent to distribute 500 grams or more of cocaine, and possession with intent to distribute 28 grams or more of cocaine base also known as crack.

The case was investigated by the Department of State Diplomatic Security Service, the Department of Labor, the IRS Criminal Investigations, and Immigration and Customs Enforcement Homeland Security Investigations. It is being prosecuted by Assistant U.S. Attorneys Kevin Brenner and Maureen McCartney.

Drug Dog Sweep Finds Crack Cocaine in Portland, OR

A Portland man who was arrested Friday and charged with selling crack cocaine will make his first appearance at Portland Unified Criminal Court Monday.

The Maine Drug Enforcement Agency, working with Portland police, arrested Nega M. Negash, 39, after police, acting on information provided by the agency, stopped an Acura sedan on Congress Street near Marston Street after the driver failed to stop at a stop sign.

A drug dog was brought to the scene and indicated that drugs were in the vehicle. After searching the car, agents found a bag in the trunk containing a little less than six ounces of a substance suspected to be crack cocaine with a street value of about $16,000. Agents also found $1,954 cash in the car.

“Anybody with this quantity (of drugs) is definitely a major player in the game,” said Sgt. Kevin Cashman, supervisor for the MDEA unit in Cumberland County.

The dog also indicated on other areas of the car that police could not immediately search, Cashman said. Agents seized the vehicle and have applied for search warrants to search the car for potentially more contraband concealed inside.

Negash was arrested and charged with aggravated trafficking in scheduled drugs, a class A felony.

Negash is being held at the Cumberland County Jail on $20,000 bail.

Private Investigator Man Robbed of Thousands of Dollars in Lexington

Lexington Police are investigating after a man, who says he just received thousands of dollars from his mother’s estate, was robbed of that money at a Lexington shopping center Tuesday morning.

The incident happened at the shopping center at the corner of Bryan Station Road and New Circle Road. The alleged victim, Tim Scenters, 52, claims he was walking across the parking lot near the Bryan Station Kroger when two young men, ages 18-20, asked him for a dollar. He says when he told them he didn’t have a spare dollar, one frisked him while the other insinuated he had a gun in his pocket. He claims the robbers found an envelope in his coat that had $7,000 in it, money he was going to deposit and use to find a place to live.

Scenters, who walks with a cane, says he was heading to get insurance at the State Farm office across the road when he was robbed. He said it was all the money he had in the world. “You all are young,” Scenters said about the robbers. “I’m old and disabled and it’s hard to get around. I wish you would return it. Not all of it, just some of it.”
