Missing Person Jessica Atawnlasha Vinson of Union City, KY

A Hickman, Ky., woman has reported to the Union City Police Department that her sister has not been in contact with family members since early December.
Angela Johnson told police on Wednesday that her sister, Jessica Atawnlasha Vinson of Union City, was last contacted by a family member on Dec. 3, 2012. Ms. Johnson said her sister does not have a phone and has some mental issues.

According to the report filed at the police department, Union City police last had contact with Ms. Vinson at the UCPD on Nov. 28, 2012, when she was arrested for criminal trespassing and transported to the Obion County Law Enforcement Complex. She was released from there on Dec. 1, 2012, on an O.R. (own-recognizance) bond. Ms. Vinson reportedly told officials at the jail that she was going to Memphis to see her sister, Ms. Johnson.
Ms. Vinson, 33, is described as black with black hair and brown eyes. She is 5-feet 7-inches tall.

Pedophile Tracking Suspect Missing In Lockport, NY

LOCKPORT, NY – A defendant on trial for child sexual abuse charges left the Niagara County courthouse Wednesday afternoon and has not been seen since.

Paul Turley, 47 of Dunkirk, is accused of molesting two girls in a North Tonawanda case that dates back nearly to the 1990s.

The trial continues to proceed without him. The $50,000 bail posted on his behalf has been revoked.

While there are many questions surrounding this case, the judge has placed a gag order on it.

“The defense attorney is at an extreme disadvantage,” said Andrew LoTempio, a former Buffalo judge and a current defense attorney. He says child abuse cases are traditionally tough to defend against and that the disappearance has created another problem. He adds that the prosecution’s case will rely heavily on credible witnesses, if it doesn’t have overwhelming evidence.

“It’s going to boil down whether they believe these victims who may not be that young anymore, if they believe them, then it is a slam dunk,” he said.

Thursday in court, jurors heard how relatives of the two accusers rallied behind them in Nov. 2011. Testimony showed that the alleged victims were preparing to come forward about what they say happened to them when they were girls. Loved ones say a family meeting was setup and both women revealed their stories to police.

The case is still being tried under what’s known as Parker Warnings, which is an agreement that says trial will still continue even if the defendant is not there.

Defendants are asked to sign that agreement and Turley did.

Before the gag order, Turley’s attorney told The Buffalo News that Turley was frightened to go to jail and that yesterday he was in a parking lot away from the courthouse.

Testimony is expected to resume Friday morning with or without Turley.

Authorities are looking for him. If convicted, he could get nearly 40 years in prison.

Insurance Fraud Involving a Lamborghini in Twin Cities

A Minneapolis business owner has been arrested and charged with insurance fraud after he crashed a customer’s silver Lamborghini Gallardo, causing more than $82,000 in damage to the high-priced sports car.

David Norman Juntunen, 40, the owner of Top Gear Autoworks in Minneapolis, was charged Friday with insurance fraud and unauthorized use of a motor vehicle, according to a Hennepin County complaint.

Pamela Jean Dupont, 41, of Minneapolis, faces the same charges, the complaint says.

Juntunen agreed in late 2011 to provide winter storage for the 2007 Lamborghini Gallardo at Top Gear Autoworks, which repairs and stores luxury vehicles, according to the charges. The owner of the vehicle told Juntunen he had “suspended collision insurance” on the vehicle, the charges said.

On March 9, 2012, Juntunen and Dupont took the car for a drive without asking permission and crashed it at 2 a.m. at B.F. Nelson Park in Northeast Minneapolis, according to the complaint. The car hit three trees and two light poles, causing almost $10,000 in damages to the park, according to the complaint.

The state alleges that Juntunen or Dupont drove the heavily-damaged car from the crash site, but eventually had to have it towed. The accident was not reported to police, the complaint said.

Later that day, Juntunen filed a claim with Top Gear’s insurer, Travelers Insurance, to repair the damage, which was estimated at $82,480, the complaint said.

Juntunen allegedly told investigators that Dupont was driving the car at 11 p.m. on March 8, 2012, when she swerved to miss an animal and crashed. He said Dupont was driving the car from one Top Gear facility to another.

Travelers denied the insurance claim, because the company believed the vehicle was operated outside the scope of normal business activities.

The owner of the vehicle only had storage insurance on the car, which so far has not been repaired.

The complaint includes an interesting conversation the owner of the car allegedly had with Juntunen on Dec. 13, 2012.

When the owner asked him why he wouldn’t insist on Travelers paying for the damage, Juntunen allegedly said, “If I ask them to pay based on the statements I gave, I’m going to prison. It’s insurance fraud.”

Juntunen also allegedly told the owner, “I can tell you that [Dupont] wasn’t driving.”

The complaint says Juntunen has a criminal history that includes third-degree criminal sexual conduct, third-degree burglary, and motor vehicle theft, plus”a number of convictions for DWI.” Any vehicle he operates is required to be equipped with ignition interlock, the complaint says.

Missing Person Brian Andrew Ross of Robinson, TX

The Robinson Police Department are looking for a man who has been missing since Sunday. A missing persons report has been filed for 44-year-old Brian Andrew Ross.

Ross drives a gray 2006 Dodge pickup with Texas license plate #PB0 0414. The vehicle has a “RonJon” window decal on the back glass of the driver’s side of the pickup.

Pedophile Tracking Tampa-Area Man Arrested

A Hillsborough County man was arrested by state agents after they say he traveled to Orlando in hopes of having sex with a minor, jail records show.

Ryan Mason, 31, was arrested by agents with the Florida Department of Law Enforcement booked into the Orange County Jail Thursday evening. He faces several charges including traveling to meet parents to negotiate sex with a child and using a computer to solicit the parents of a minor.

Details regarding Mason’s arrests have not yet been released but jail records show that he will also face resisting arrest and aggravated battery on a law enforcement officer charges. He was denied bail.

Pedophile Tracking Indiana Man Gets 34 Years

An Indiana man was sentenced to more than 34 years in prison on Tuesday for driving to Colorado to have sex with a minor and will serve the rest of his life on supervised probation.

Steven Raines, 35, of Fort Wayne, Ind., was arrested June 30 in Rifle after a three-month investigation and then was indicted in July by a federal grand jury. He pleaded guilty in October to attempted coercion and enticement (to engage in unlawful sexual activity with a minor child), and distribution of child pornography.

The investigation began when Raines began chatting online with a person he thought was a single mother of two girls under the age of 16. He was actually conversing with an undercover Homeland Security agent in Glenwood Springs, according to a U.S. attorney’s office press release.

“The agent entered a chat room, accessible by anyone, whose topic focused on sex with children,” the release says. “While in the chat room, the undercover agent engaged in a chat with an individual who expressed interest in having sex with [her] and the two minor children.

“The individual went on to say that he had been searching for 20 years for someone like the [agent] who would provide sexual access to her children.”

Raines told the officer that “he discovered he was a ‘pedo’ when he was 15,” the release says. “He also said that he had been previously accused of molesting a child …”

He eventually sent photos that included child pornography and made plans to travel to Colorado in order to rape the children. His main interest was a girl who was supposedly under the age of 6, the release says.

“During the communications between Raines and the agent he made statements about both of his children, and about sexually molesting a minor child to whom he had access, and that he produced images of child pornography of his sexual abuse of that child.”

En route to Colorado, Raines’ van broke down in California, authorities said, and he rented a car to complete the journey to a Rifle home. He was arrested there, and there were 130 images and 84 videos of child pornography on his cell phone, the release says. He had in his home various discs of similar material.

“Sexually exploiting children carries extraordinarily severe penalties — decades in prison, followed by a life term of supervised release,” U.S. Attorney John Walsh said in the release, calling it a top priority for his office.

Raines was immediately remanded into custody to be taken to prison.

The Garfield County Sheriff’s Office assisted in the investigation.

Fraud Investigation Human Employee Admits to Taking Kickbacks

LOUISVILLE, KY—Former Humana Inc. sales manager James E. Wenger pleaded guilty in United States District Court in Louisville, Kentucky, today to charges of racketeering and bribery in connection with his former position, announced David J. Hale, United States Attorney for the Western District of Kentucky.

Wenger, age 50, of Louisville, pleaded guilty to a single count federal information charging him with taking kickbacks totaling at least two million dollars while employed as part of Humana’s sales and marketing division known as the MarketPoint Organization.

According to the plea agreement, Wenger admits that in 2005, he, along with others, met at a hotel in Florida to discuss sending insurance agents to Shep Cutler, one of the larger Managing General Agencies (MGA), and Dan McNerney, one of his business partners and also a MGA. Wenger and co-defendant Glenn Fine, another Humana employee, agreed to send insurance agents who wanted to sell Humana Medicare Advantage and Prescription Drug Plan products to Cutler and McNerney in exchange for Cutler sending payments to Wenger and Fine. The four agreed to split the override fees, and each would receive payments of 25 percent. Fine and Wenger agreed to set up fictitious businesses accounts in their wives’ names. Wenger admitted he sent agents to Cutler and McNerney’s MGAs and acknowledged his wife did not provide any service in exchange for the money received from Cutler. Wenger was not authorized by Humana to enter into a kickback relationship with Cutler and McNerney. Wenger received approximately $2,000,000 for his participation in the scheme. As a result of this kickback arrangement, Humana suffered a loss to its business and had to pay legal and other investigative costs.

At sentencing, Wenger faces a combined maximum term of five years in prison, a combined maximum fine of $250,000, and a three year period of supervised release. Wenger may also be ordered to forfeit any and all property derived from the gross proceeds of the offenses for which he has pleaded guilty. Co-defendant Glenn Fine is scheduled to make an initial appearance on February 19, 2013, in U.S. District Court located in Louisville, Kentucky.

This case is being prosecuted by Assistant United States Attorney Lettricea Jefferson-Webb and is being investigated by the Federal Bureau of Investigation (FBI) and the Department of Health and Human Services-Office of Inspector General, with assistance from Humana Inc.

Insurance Fraud 17 Arrested in Palm Beach County Sting

Seventeen Palm Beach County residents were arrested yesterday in an insurance fraud sting conducted by the state’s Division of Insurance Fraud, a spokesman said.

The 17 were arrested on charges of fraudulent worker compensation claim. They allegedly gave false paperwork to their employer to obtain employment or to obtain benefits or money from insurance companies by using Social Security numbers that did not belong to them, according to probable cause affidavits.

Identity Theft Gainesville Woman Sentenced on Federal Identity Theft Charges

JACKSONVILLE, Fla. — A Gainesville woman was sentenced Wednesday to federal prison on federal identity theft charges.

Regina Ward, 31, is set to serve 13 months for United States Treasury check fraud, fraud against the United States and identity theft, according to a release from the office of U.S. Attorney Robert E. O’Neill.

Ward in February 2012 sold a Treasury check valued at $12,727.81 and written out to another individual to an undercover agent for $6,500. The agent posed as a person who was capable of cashing such checks without proper identification.

At another meeting with the undercover agent later that month, Ward sold the identities of 10 individuals for $850 each to file false tax returns, according to the release. Information included in these sales included date of birth, name and Social Security number.

After her time in prison, Ward is sentenced to serve three years of supervised release. She must also pay $6,500 to the Internal Revenue Service.

Pedophile Tracking Man Arrested in Child Sex Sting in FL

An undercover officer posed as a parent offering their kids for sex. They say the sting nabbed a 31-year-old Brandon man.

Ryan Mason allegedly drove to Orlando after chatting with a Florida Dept. of Law Enforcement agent who offered his daughter to Mason for sex in exchange for money. Mason was arrested Thursday.

FDLE says Mason fought off seven agents who tried to arrest him after he drove to Festival Park near the Executive Airport in Orlando. They were able to take Mason in custody. One agent was hurt.

In order to catch Mason, they boxed his car in. Agents say Mason then tried to drive through it and continued to fight once they handcuffed him.

Mason is facing six charges, including one count of soliciting a minor to commit sex acts; one felony count of traveling to meet a minor to engage in sexual activity and resisting arrest with violence. Agents think Mason is mentally unstable and very dangerous because of what he was shouting.

“He was yelling at us to ultimately kill him, multiple times. He just wanted to die today for some reason,” explains Jeffrey Duncan with FDLE.

Duncan says they are going to search Mason’s apartment near Tampa as they continue this investigation.

Duncan says this type of stuff happens everyday and the strength that Mason showed when fighting off their agents means he could have really hurt a kid had they been alone.
