Missing Person Missing Minnesota Teen FOUND SAFE

The Minnesota Bureau of Criminal Apprehension has issued a missing person alert for a New Brighton teenager who his family says has mental health issues and is without his medication.

“As a mother, yes, it’s terrifying and it’s devastating to not know where your child is,” said Janet Rodriguez-Ricci, the mother of 16-year-old Will Ricci.

Ricci discovered her son missing early Friday morning when she found his bedroom window wide open. He had made his bed “perfectly,” his mother said, and the room was clean. The teen had apparently taken a pair of boots, a brown Columbia jacket and little else.

“Will is treated for an Anxiety Panic Disorder and he is without his medication,” his mother said. “And we don’t know if there was a silent storm brewing inside of him.”

Ricci insists “there were no clues” that would have foreshadowed a disappearance: Will had not had mood swings, no changes at school, and no major arguments that could have altered his outlook.

“We are very worried. We are not expecting a good outcome at this point,” Rodriguez-Ricci said during a Christmas Day interview at the family’s home.

UPDATE: Teen has been found safe.

Identity Theft 416 Hospital Patients from LA Hospital Notified of Possible Theft

BATON ROUGE — The LSU hospital system has notified 416 patients that their checking account numbers and other personal information on checks paid to hospitals has been stolen.

The LSU Health Care Services Division began notifying patients in November, after learning about the identity thefts from state police, spokesman Marvin McGraw said in an email Wednesday.

Sheila Seal, an employee at the LSU hospital in Bogalusa, and her husband, Washington Parish Sheriff Randy Seal, have said counterfeit checks totaling $2,500 were written on their account. Capt. Tommie Sorrell told The Daily News of Bogalusa that $25,000 was taken from 19 people in Washington Parish.

Patients’ bank account numbers and other information on the checks scanned into hospital system records were used to make counterfeit checks and ID cards, said Trooper Jared Sandifer, a Louisiana State Police spokesman.

People notified by LSU should check their credit history and review this year’s bank statements for unauthorized checks, reporting any they find to their banks and to LSU at 1-800-735-1185.

Sandifer did not know the total amount bought with counterfeit checks in stores throughout Louisiana and in Mississippi, Alabama and Florida. Almost all the counterfeit checks used the name of someone who had paid an LSU hospital or doctor by check. Most live in Louisiana but some live in 12 other states, police have said.

Former billing department employee Pamela Reams was booked in November with 377 counts of identity theft and is free on $60,000 bond. State police said Washington Parish sheriff’s detectives first identified her and three other women on surveillance video that allegedly showed them buying items with counterfeit checks at several Washington Parish stores.

A total of seven people were booked with identity theft. Some were released without bond; bonds for others range from $5,000 to $26,000.

Information taken from the checks may have included checking account, driver’s license, and Social Security numbers, date of birth, and other information, McGraw said.

LSU said the hospital system has re-evaluated policies and procedures about employee access of patient confidential information.

It also is investigating to find a starting date and checking computer access reports to see if any other patients’ information may have been inappropriately accessed, McGraw said. “It’s a slow process, but if that’s found to be the case, those patients will be notified,” McGraw said in his email.

Accident Reconstruction Corbin Woman Killed in Grant County Crash

A Corbin woman died this afternoon in a crash along I-75 North in Grant County.

State Police say Jacob Evans, 29, lost control of his Honda just before 1:00 p.m. He slammed into a pickup that was parked on the shoulder. Evans’ wife, Nora Green, 28, was pronounced dead at the scene.

The driver of the pickup, Danny Marsh, 67, of Boone County, had stopped to help at the scene of an unrelated collision. He was not in the truck when Evans crashed into it, and was not injured.

Evans was taken to a local hospital for treatment. There’s no word about his condition.

Accident Recontruction 3 Taken to Hospital in Jessamine County

Three people were taken to UK Hospital Wednesday afternoon after a two-vehicle crash in Jessamine County.

It happened around 3:00 p.m. on Richmond Avenue in Nicholasville.

Police say the driver of a Corvette lost control and slammed into a Suzuki. Investigators are on the scene trying to determine a cause, but say wet roads may be to blame.

Two people inside the Corvette were taken to the hospital. The elderly driver of the Suzuki was also transported. There’s no word about the extent of their injuries.

Fraud Investigation KSP Warns of Internet Scam in Eastern KY

Kentucky State Police warn of an Internet scam going on in eastern Kentucky.

Police say scammers use Craigslist to purchase items, and then send cashiers checks in amounts greater than the purchase price. The scammers ask the seller to cash the check, keep $50 for their trouble and send the balance to an address in the United Kingdom.

Wrongful Death Fatal Christmas Shooting in Knott County

Police have released names and more details in the investigation of a fatal Christmas night shooting in Knott County.

Police say two men showed up at Ricky Sweet’s home at the Jamestown Village Trailer Park in the Talcum community around 10:30 p.m. Tuesday and asked to borrow gas. Sweet got some gasoline from an outbuilding, and when he returned, one of the two men pulled a gun and demanded money. Sweet and the armed man exchanged gunfire.

Sweet, 61, suffered multiple gunshot wounds. EMS took him to Hazard ARH, and he was later transported to UK Hospital for treatment. Officials did not release any information on his condition.

Police say Aaron Pratt, 45, of Pinetop, was shot and killed.

Investigators say they have not identified the third man at the scene. Police continue to investigate.

Accident Recontruction 11 Killed in Holiday Accidents Across KY

Preliminary statistics indicate that 11 people died in five separate crashes on Kentucky roadways during the Christmas holiday period beginning at 6 p.m. on Friday, Dec. 21, extending through Tuesday, Dec. 25, 2012 at 11:59 p.m., according to the Kentucky State Police.

Crashes occurred in Christian, Clark, Jefferson, Knox and Pike counties. Ten of the fatalities involved motor vehicles and six of the victims were not wearing seat belts.

The crashes in Christian, Knox and Pike counties involved the suspected use of alcohol.

One single fatality crash occurred in Pike County. Two double fatality crashes occurred in both Christian and Clark counties. A quadruplet fatality crash occurred in Knox County. One pedestrian involved fatality occurred in Jefferson County.

Through Dec. 25, 2012, preliminary statistics indicate that 729 people have lost their lives on Kentucky roadways during 2012. This is 16 more fatalities than reported for the same time period in 2011. There have been 578 motor vehicle fatalities and 317 of those victims were not wearing seat belts. Sixty-four of those crashes involved a commercial motor vehicle. Seventy-six crashes involved a motorcycle and 39 victims were not wearing helmets. Fourteen crashes involved an ATV and 12 victims were not wearing helmets. Fifty-three crashes involved pedestrians and 7 involved a bicycle. One crash involved a scooter. A total of 139 fatalities have resulted from crashes involving the suspected use of alcohol.

Background Checks Schools in Johnston County, NC Looking to Expand Checks

Employees of Johnston County schools might face ongoing criminal-records checks to ensure they’re not getting into trouble while on the job.

The superintendent’s staff introduced the measure at a school board meeting earlier this month. The board will consider it in January.

People seeking jobs with the school system already agree to background checks before they’re hired.

The proposal would expand that to include routine checks to make sure employees aren’t breaking the law while working for the district.

Robin Little, the school system’s chief business officer, said the checks could be done annually, monthly or even daily.

One likely option would be to check a portion of the school system’s workforce every month.

“There’s a lot of ways this could be done,” Little said. “It depends on what the board wants to do.”

A similar policy is already in place in the Wake County Public School System, and board members there agreed earlier this month to expand it.

Previously, Wake County had done ongoing checks on all bus drivers and volunteers. Moving forward, the checks will include all employees, said Samiha Khanna, a spokeswoman for Wake County schools.

“When conducting these background checks, WCPSS consults multiple databases, including state and national court records, department of correction records and state and national sex offender registries,” Khanna said via email.

School employees in both counties must report when they’ve been charged with or convicted of a crime.

It’s hard to hide an arrest from administrators, but it does happen, Little said. If an employee is arrested out of state, it can sometimes slip through the cracks, she said.

Arrests have brought Johnston County schools unwanted attention twice this year. In September, Winston Antonio Evans, a teacher’s assistant at Smithfield-Selma High School, was charged with distributing heroin “in, on or within 1,000 feet” of a school.

Former Archer Lodge Middle School teacher Paul Clifton Canally was arrested in March on numerous charges, including statutory rape and taking indecent liberties with a child.

Little said the policy proposal was not connected to any specific incident. The schools here have run into cases where an ongoing background check could have alerted officials to misconduct earlier, Little said, but she would not go into details.

“I don’t want to get into it,” she said. “It cannot be tied to any employee.”

School board members will not vote until next month, but at least two of them — Peggy Smith and Keith Branch — said they liked the idea. Smith said the board would have to clear the policy with its attorney, but it’s “really a no-brainer.”

“We’ve had situations where we had adults abusing children, and had we followed this policy before, we could’ve prevented it,” said Smith, a former principal in Johnston County. “It might’ve given us more relevant information.”

Branch noted that private-sector employers routinely check up on their employees. “Personally … I know other companies and employers do that,” he said. “And if the employees know we’re going to do that, I don’t see any problem with it”

Fraud Investigation Butler County Fraud Squad Saves $191k

In its first six months, a unique Butler County squad that combats food-stamp trafficking has saved the system more than $191,000 in misspending, most of it from people selling their benefit cards.

So far, 17 people were arrested, 13 have already been sentenced and 24 have lost their benefits – one of them for life, officials said.

“The disqualification is the big savings to the public,” said Dan Ferguson, a Butler County assistant prosecutor who heads the white collar crime unit.

The food stamp-fraud squad, formed in July, is made up of one full-time and one part-time sheriff’s detective, an assistant prosecutor and an employee from Butler County Job and Family Services. The unit is funded through operating funds from Butler County Job and Family Services.

“A large part of it is drugs,” said Lt. Mike Craft, head of investigations for the Butler County Sheriff’s Office. “They wouldn’t hesitate to sell their card for cash, even if it’s half on the dollar, to get money to support their drug habit.”

He said Sheriff Richard K. Jones is committed to fighting food stamp fraud.

“He point-blank told me whatever resources we need to make this successful, to do it,” Craft said.

In November, Butler County distributed $6.1 million in food assistance to an average of 47,000 people. Last year, 850,000 Ohio families received $2.9 billion.

Every county job and family services agency has at least one person on staff assigned to investigate fraud, state officials said. Angela Terez, spokeswoman for Ohio Department of Job and Family Services, said she wasn’t aware of any other counties that have a setup like Butler County’s.

Jerome Kearns, director of the Butler County agency, said he felt he needed to take a different approach after losing one of two agency investigators along with about 50 more employees to layoffs in 2011.

At the same time “it was very important for the county commissioners that we take a firm stance on those folks that were defrauding this program,” he said.

The total amount diverted in food stamp fraud in Butler County is $191,248. It is calculated by projecting the amount of food assistance that would have been paid to people who were caught defrauding the system since July, Kearns said.

The Butler County fraud unit also was created just months after an investigation by the state auditor’s office revealed that 17,000 food stamp recipients across the state were issued 10 or more replacement debit cards in the Supplemental Nutrition Assistance Program. All of the money for SNAP comes from the federal government.

An out-of-state company that issues SNAP cards for Ohio sends monthly tracking reports for counties when replacement cards are issued. However, the state audit found that many counties were not following up on the reports.

The replacement cards are important because they allow another form of fraud, said Butler County Assistant Prosecutor Gloria Sigman, who prosecutes the local food stamp cases.

Here’s the scam: The recipient claims the card is lost and a new card is issued. “During that time frame, if you sold a card, it could be used until it’s actually detected,” Sigman said.
