Missing Person Emporia State Junior

Social media outlets were alive Monday with prayers for Emilee Irsik, a 20-year-old Emporia State junior, who did not return from fall break.

Irsik’s family created a Facebook group to help gather missing person information.

According to the page, Irsik flew on an American Airlines flight from Wichita to Dallas on Oct. 19. She then took a flight to London Heathrow Airport and flew on British Airways to Hamburg, Germany, arriving Oct. 20.

Her return was expected in Wichita on Oct. 26; however, she did not board her scheduled return flight, and the flight was not rebooked.

Her family reported that her cell phone has been off since she departed from Dallas, and they have not been able to contact her.

Her family also reported that it is possible she visited Trier University, University of Hanover or Bielefeld University in Germany.

Law-enforcement and other officials are working to locate Irsik, whose roommates notified the Residential Life staff at ESU when her absence became worrisome.

After learning that Irsik had never returned, the university’s missing student protocol was activated and Emporia State Police and Safety was contacted.

ESU’s missing student protocol states that anybody who is concerned that a resident of on-campus housing may be missing should contact the Department of Residential Life.

On-campus residents register a confidential emergency contact who is contacted within 24 hours of the person’s absence.

“Basically, what happens is, if somebody is concerned that a student is missing from the residential hall, they notify residential life,” said Gwen Larson, assistant director of marketing and media relations. “Residential life, then, has the ability to go check the resident’s room and see if the student is there. If they can’t make contact with the student within 24 hours, then Residential Life notifies Police and Safety. At that point, Police and Safety completes an official missing person report.”

Irsik has been listed as a missing person with the National Crime Information Center registry, and the American Citizen’s Service Unit of the U.S. Embassy in Berlin has notified the police in Hamburg that she is missing.

The family asks that if anyone has information, they call local law enforcement or the U.S. Department of State (202) 647-4000 and ask to be transferred to the duty officer in Berlin.

“We want to make sure that Emilee is fine,” said Lynn Hobson, associate vice-president of student life, who oversees Residential Life. “Our hopes and prayers are with Emilee’s family and her friends as they deal with the uncertainties right now.”

Private Detective Laurel County Jail Contractor Arrested

A joint investigation between Laurel County Jailer Jamie Mosley and London City Police has resulted in the arrest of a contract medical staff employee at the Laurel County Correctional Center.

Rondal Steve Reynolds, 24, of Stearns was charged with second-degree sexual abuse arrested Tuesday afternoon. Reynolds an employee of medical contractor Southern Health Partners had been employed less than thirty days at the facility.

The investigation which resulted in the arrest began as the result of jail officials being notified of an allegation of inappropriate sexual advances by the contract employee through the jail’s automated telephone notification system. The system was implemented shortly after Jailer Mosley took office for inmates who may have been the victim of a sexual threat or assault to have a mechanism to quickly report incidents.

The incident remains under investigation.

Accident Reconstruction 2 Children Killed in School Bus Crash in Carroll County, KY

Officials on Tuesday released the identities of two children killed in a school bus crash in Carroll County Monday.

Officials say Ryder Deitz and Caroline Tuttle, both three years old, were killed in the crash, which happened on a narrow country lane. Four children remain hospitalized.

State police said Monday the bus overturned and crashed into a tree, killing two children headed home from their Head Start program in Carroll County. Nine children, all preschoolers, were on the bus along with two adults.

Officials with Kosair Children’s Hospital in Louisville said six of the children were taken there and two were discharged.

Chief Nursing Office Cis Gruebbel says of the four remaining children, three are in stable condition in intensive care with skull fractures. The fourth is expected to be discharged Tuesday.

Gruebbel said the roof of the school bus caved in, and the injuries ranged from skull fractures to broken bones and internal injuries.

Identity Theft Portland Man Sentenced to 4 Years

PORTLAND, Ore. (AP) — A federal judge has sentenced a Portland man to more than four years in prison for using his graphic design skills to create high-quality fake identification documents for a team of identity thieves.

U.S. District Judge Michael Mosman also ordered 36-year-old Gregory M. Zimmerman to pay nearly $350,000 in restitution to his victims.

Zimmerman pleaded guilty last May to one charge of bank fraud, admitting he participated in the scheme from 2003 to 2006.

Prosecutors say the identity theft ring burglarized commercial office buildings in many U.S. cities, stealing checks, credit cards and personal information to defraud banks.

Insurance Fraud Michigan Dr. Pleaded Guilty

A Michigan doctor who pleaded guilty to health insurance fraud has paid $3 million in fines, restitution and back taxes, and received a 13-month prison sentence.

Chyawan Bansil, 61, of Farmington Hills, pleaded guilty to health insurance fraud and money laundering for defrauding Medicare, Medicaid and Blue Cross Blue Shield of Michigan of more than $1 million for test he did not perform.

As part of his settlement, Bansil paid $2.25 million in damages, forfeited $500,000 in assets and paid almost $250,000 in back taxes.

At sentencing, U.S. District Judge Robert Holmes Bell noted that Bansil violated the trust of patients and “worsened the health care crisis” in this country.

The fraud happened from February 2007 through January 2012.

Private Detective Carter County Man Arrested for Sexually Abusing 2 Teens

A Carter County man has been arrested and charged with sexually abusing two foster teenage girls.

Police say that earlier this month they received a complaint of sexual abuse involving two juvenile females at a foster home on Grahn Road in Olive Hill. During the course of the investigation, it was determined that sexual intercourse had occurred between James M. Layne and two juvenile females, ages 14 and 15. At the time of contact both juveniles were in the care of Layne.

Layne, 29, of Olive Hill was arrested and charged with two counts of first-degree sexual abuse. He is being held in the Carter County Detention Center.

Insurance Fraud 3 Arrested in Sacramento, CA

Susan Lee, 24, Angelique Jones, 20, and Angela Medeiros, 40, all of Sacramento, Calif. have been arrested on three felony counts each of insurance fraud.

The bail for the three ranges from $20,000 to $50,000. A fourth suspect, Krystelmaree Marquez, 23, also of Sacramento has an outstanding arrest warrant. Her bail is set at $25,000.

According to detectives, on Dec. 11, 2011, Marquez rented a U-Haul truck and added the extra insurance protection policy. The following day while driving the truck Marquez was involved in a traffic collision with a Toyota Yaris driven by Medeiros with Lee and Jones as passengers.

As a result of the accident, Lee, Jones, Marquez, and Medeiros all claimed injuries. During recorded statements with the insurance companies, Marquez denied knowing the three suspects in the car, Medeiros, Jones, and Lee, according to detectives. Medeiros, Jones, and Lee also denied knowing Marquez.

It was discovered through records, including Facebook, that Lee, Jones, Marquez, and Medeiros did know each other and they are all alleged to be friends, investigators say.

Detectives estimated the potential loss to the insurance company at roughly $37,359.

Upon their arrest, Lee, Jones, and Medeiros were booked into the Sacramento County Jail on insurance fraud charges, which included providing false statements in support of an insurance claim and participating in a vehicle collision for the purpose of submitting a false insurance claim.

The final outstanding suspect, Marquez, recently moved and attempts to locate her have been unsuccessful. If convicted on all felony counts, each suspect could face between two to five years in state prison and a fine of $50,000.

This case was investigated by the California Department of Insurance Organized Automobile Fraud Interdiction Program from the Sacramento Regional Office and it is being prosecuted by the Sacramento County District Attorney’s office.

Missing Person Justin Hasty of Mobile, AL

MOBILE, Ala. (WALA) – Mobile Police need help to find a 25-year-old man who went missing earlier Monday amid circumstances they said are suspicious.

Police were at the home of Justin Hasty all day on Monday, Oct. 29. It’s on Caroline near Hallet Street.

Neighbor Autumn Black says she saw Hasty on Saturday.

“I was sitting outside. [I] saw him coming, riding his bike. [He] took a phone call and rode off singing along to his iPod. Haven’t seen him since. I just thought he was working,” Black said.

Police said Hasty’s family called Monday morning when former Marine didn’t show up for work; they said it’s very out of character for him.

Police arrived at his home just after 1 p.m. and began investigating. They would not comment on what was inside, but said that it is urgent they find Hasty.

Hasty’s friends said he graduated from Murphy High School in 2005 and then spent time in the Marines. They said he is a nice guy and are concerned for his safety.

“Not really sure what’s going on just yet, but hopefully it’s not too bad,” said Black.

Police said finding Hasty is top priority but, right now, there are more questions than answers.

“Makes you wonder what’s going on especially in your own neighborhood,” said Black.

Police said they have been interviewing family and friends looking for clues.

Fraud Investigation 14 Charged in Bank Fraud

Fourteen individuals were charged following a Federal Bureau of Investigation (FBI)-led investigation into the theft of over $1 million from Citibank using cash advance kiosks at casinos located in Southern California and Nevada. According to an indictment unsealed earlier today, the defendants stole the money by exploiting a gap—which required multiple withdrawals all within 60 seconds—in Citibank’s electronic transaction security protocols. FBI agents assisted by the Glendale Police Department and the Los Angeles Police Department arrested 13 of the defendants in the Los Angeles area Wednesday and Thursday.

According to court documents, the alleged scheme worked as follows: defendant Ara Keshishyan recruited conspirators who were willing to open multiple Citibank checking accounts. He then supplied his co-defendants with “seed” money, which was deposited into the recently opened accounts. After the money was deposited into the checking accounts, Keshishyan and his conspirators would travel to nearly a dozen casinos, including the Morongo, Pechanga, San Manuel, Agua Caliente, Chukchansi, and Spa Resort casinos in California; the Tropicana, Wynn, Bicycle, and Whiskey Pete’s casinos in Las Vegas; and Harrah’s in Laughlin. When inside the casino, the conspirators, including Keshishyan, used cash advance kiosks at casinos in California and Nevada to withdraw (all within 60 seconds) several times the amount of money deposited into the accounts, by exploiting the Citibank security gap they discovered.

The indictment alleges that, after the cash was collected from the casino “cages,” Keshishyan would typically give conspirators their “cut”—and keep the remainder of the stolen funds—which were often used to gamble. The casinos frequently “comped” the conspirators with free rooms due to their extensive gambling activity. As part of the alleged scheme, the defendants were also careful to keep both their deposits and withdrawals under $10,000 in order to avoid federal transaction reporting requirements and conceal their fraud.

According to United States Attorney Duffy, the expansion of automated banking services carries risks along with the obvious rewards. She emphasized, however, that her office would be vigilant to guard against cyber criminals attempting to steal funds from unwary individuals or corporations.

FBI Special Agent in Charge Daphne Hearn commented, “While advancements in technology have created a world of accessibility to users and a convenience for consumers, they have also left room for criminals to exploit even the smallest of loopholes. For over 100 years the FBI has kept pace with technological and communication changes in the business world where these types of electronic transactions are the standard and we will continue to do so in order to help protect commercial enterprise and our nation’s economy.” (FBI press release)

All of the defendants are charged with conspiracy to commit bank fraud and conspiracy to illegally structure financial transactions to avoid reporting requirements, which is punishable by up to five years in prison, and a $250,000 fine. In addition, defendant Keshishyan is charged with 14 counts of bank fraud, each of which is punishable by up to 30 years in prison and a $1,000,000 fine. The indictment also alleges forfeiture in connection with the crimes charged.

Several of the defendants were arraigned in Los Angeles yesterday, where they agreed to make their initial appearances in San Diego on October 29, 2012, before Magistrate Judge Ruben B. Brooks. The remaining defendants are expected to be arraigned in San Diego over the next several days. A motions hearing is scheduled in the case for November 30, 2012 at 1:30 p.m. in San Diego before United States District Court Judge Janice L. Sammartino.

Arson Investigation Police Arrest Man in Garrard County

Police have made an arrest in an arson case in Garrard County from earlier this month.

On October 10, a residential structure fire on Cleo Drive was reported to the Bluegrass 911 Center. Members of the Camp Dick Fire Department responded and rescued one individual, Damien Heath Mullins, from the roof of the house and found what appeared to be explosive devices.

The Kentucky State Police, Richmond Post was contacted and KSP Hazardous Devices responded and removed several improvised explosive devices from the residence.

KSP Arson Investigator Kevin Dunn and Detective Rob Morris conducted a preliminary investigation on scene and determined that the fire had been intentionally set. KSP Arson Investigator Pat Alford obtained warrants for the Mullins, who was arrested on October 24. He is charged with second-degree arson, nine counts of first-degree wanton endangerment and third-degree use of a weapon of mass destruction. He is being held in the Lincoln County Detention Center.
