Pedophile Tracking Pediatrician in Wisc. Not Reported to Medical Board

Wisconsin’s Medical Examining Board is investigating a Greendale pediatrician who was identified as a child sex offender.

Dr. Thomas Kowalski, 75, admitted to leaders that he touched himself while fondling two children at a Wisconsin summer camp when he was a volunteer doctor for the Milwaukee County Council of Boy Scouts.

According to records, Kowalski was prohibited from working with Scouts after his admission, the Milwaukee Journal Sentinel said; he was not prosecuted criminally and was supposed to be reported to the medical board — but no complaint was filed.

Kowalski’s case was first revealed in a Los Angeles Times review of secret Boy Scouts of America files. The Times reviewed 1,600 confidential files spanning more than two decades, which found that scouting officials “failed to report hundreds of alleged child molesters to police and often hid the allegations from parents and the public.”

Even though Kowalski was prohibited from working with Scouts, he was never prosecuted after the victims’ parents were told he would be reported to the medical board and was getting therapy.

The board indicated they never had any records of complaints against Kowalski.

Kowalski continued working with youth for at least 14 years after his admission to scouting authorities. He left Children’s Hospital in 2002 to work at Marquette University’s Student Health Service. He also worked at the Greenfield Health Department and Greendale Health Department as a medical advisor from 1996 to 2008. As an advisor, he only consulted on medical orders and policy procedure, said Greenfield Health Director Darren J. Rausch.

Shorewood’s Peter Isely, Director of the The Milwaukee chapter of the Survivors Network of Those Abused by Priests or SNAP, had previously said that, “Although the Boy Scouts and others think that Kowalski is so serious a risk to children that he is permanently banned from scouting, they apparently are not that concerned that he is a pediatrician with daily, intimate access to children,” Isely said in a statement Monday. “As Kowalski admitted to the Times, if his crimes had been known by the public — meaning especially the parents of his child patients — he would never have been able to practice as a pediatrician.”

The Chairman of the Medical Examining Board, Sheldon Wasserman told the Milwaukee Journal Sentinel, “It’s amazing to me he has a valid license. He’s an admitted child molester working all these years as a pediatrician? Basically, it’s very scary.”

Identity Theft Illegal Immigrant Stole Houston Teacher’s Identity

An illegal immigrant allegedly stole the identity of a Houston teacher. Benita Cardona-Gonzalez used Candida Gutierrez’s persona to get a driver’s license, a mortgage, medical care, and employment. Identity theft cases were up from 251,000 in 2010 to 279,000 last year, according to the Daily Mail.

Cardona-Gonzalez reportedly did not stop at just opening up fraudulent bank and credit card accounts like many identity thieves. Candida’s entire life was turned upside down for approximately a decade after the con artist allegedly took over the Texas teacher’s entire identity.

The identity theft victim had this to say about the ordeal:

“When she claimed my identity and I claimed it back, she was informed that I was claiming it too. She knew I was aware and that I was trying to fight, and yet she would keep fighting. It is not like she realized and she stopped. No, she kept going, and she kept going harder. It is such a horrible nightmare. You get really angry, and then you start realizing anger is not going to help. But when you have so much on your plate and you keep such a busy life, it is really such a super big inconvenience. You have to find the time for someone who is abusing you.”

Guiterrez discovered the identity hijacking when she was turned down for a mortgage. She now goes to the Social Security office each year armed with her passport, driver’s license, birth certificate, and even school yearbooks to prove her employment record and identity. She has spent hours talking with credit bureaus and filled out affidavits to try to clean up her credit history, the Associated Press reports. The Houston teacher’s tax records are allegedly a mess due to the alleged identity theft by the illegal immigrant.

Both the real American citizen and the accused imposter each claimed they had been victims of identity theft when seeking a new Social Security number. The governmental agency turned down Gutierrez’s request for a new number and instead issued the card to the alleged con artist.

Cardona-Gonzalez was arrested and is currently awaiting trial on aggravated identity theft, production of a false document, and misuse of a Social Security card. The alleged imposter’s fingerprints taken at booking revealed that immigration agents had sent the woman back to Mexico after she initially crossed the border illegally in 1996.

Wrongful Death Body Found in Shallow Grave in PA

LAKE HARMONY, Pa. (AP) — State police say the death of a New Jersey man found in a shallow grave in an isolated forest in eastern Pennsylvania is being investigated as a homicide.

Police from the Fern Ridge barracks say the victim was identified Tuesday as 33-year-old Jubar Hughes of Newark, N.J.

Officials in Carbon County say a resident found the body Monday after spotting a fresh grave while on a walk.

Coroner Bruce Nalesnic ruled the death a homicide and said the body had been in the grave for less than 24 hours.

Private Detective Scam Alerts

This report, which is based upon information from law enforcement and complaints submitted to the IC3, details recent cyber crime trends and new twists to previously-existing cyber scams.
DATING EXTORTION SCAM

The IC3 has recently received reports regarding a scam that baits individuals into intimate online conversations and then extorting them for financial gain. The scam was initiated after the victims met someone online, such as on a dating site, and were asked to connect via a specific online social network. Shortly after, the conversations became sexual in nature. Later, victims received text messages, either containing their names, asking if it was them or containing a statement that indicated their names were posted on a particular website. The victims were provided a link to a page on the website that claimed they were a “cheater.” Photos of the victims and their telephone numbers were also posted. There was an option to view and buy the posted conversations for $9. Victims were also given the option to have their names and conversations removed for $99. Some were even told that once the payment was made, the information would be removed within an hour and the website would not allow anyone to post anything pertaining to the victims’ names again. However, reports do not indicate that the information was ever removed.

PAYDAY LOAN SCAMS

The IC3 has received thousands of complaints regarding pay day loan scams over the last three years and continues to see new variations of the scam. The scam involves victims who are relentlessly contacted, via the telephone, at their residences and places of employment. The subjects claim the victims are delinquent on a payday loan and must repay the loan to avoid legal consequences. The subjects use coercion techniques such as harassment, threats, and claims that they were representatives of government agencies and law firms. Only some of the victims have reported previously applying for a payday loan, others said they have never made such an application.

The subjects seem to have accurate information on the victims, including social security numbers, dates of birth, addresses, employer information, bank account numbers, names and telephone numbers of relatives and friends.

The subjects refuse to provide any details of the alleged payday loans and become abusive when questioned. Victims are threatened with legal actions, arrests and, in some cases, physical violence if they refuse to pay. Some have been told there was an outstanding warrant for their arrest. Many reported that subjects have also harassed their relatives, friends, and employers. In a couple of instances, the subjects came to the victims’ places of employment and residences claiming to be process servers.

Over the last couple of months, the scam has evolved from just receiving telephone calls to also receiving official-looking emails purportedly from the United States Attorney. The emails reference the FBI, court proceedings, and serious allegations. Allegations include violation of federal banking regulations such as collateral check fraud, theft by deception, and fraudulently conducting electronic fund transfers. Recipients were instructed to contact the subject within 48 hours of receiving the email.

To educate consumers and reduce the number of victims of this scam, the IC3 has posted two Public Service Announcements (PSA) warning consumers. NEW TDSS/TDL4 MALWARE INFECTS 46 OF FORTUNE 500

New Domain Generation Algorithm-Based Malware Claims At Least 250,000 Victims

A new iteration of TDSS/TDL4 malware has infected at least 250,000 victims, including 46 companies in the Fortune 500, researchers said Monday.

According to a new report on the TDSS/TDL4 malware published by security firm Damballa, the new attack is using domain generation algorithm (DGA)-based communication for command-and-control (C&C).

Used by Murofet, Sinowal and the recent Mac-based Flashback malware, DGA communications techniques are being used to successfully evade detection by blacklists, signature filters and static reputation systems, and to hide C&C infrastructure, Damballa reported.

TDSS/TDL4 is malware known to infect the master boot record (MBR) of computers, making it resistant to common practices in remediation. It has been described as the “indestructible” botnet, with the ability to act as a launch pad for other malware. At one point it was reported as having infected over 4.5 million victims.

A total of 85 hosting servers and 418 unique domains were identified as being related to the new TDSS/TDL4 threat, Damballa said. The top three hosting countries for the C&C servers are Russia (26 hosts), Romania (15 hosts) and the Netherlands (12 hosts).

“By adding elusive DGA C&C capabilities to malware that already evades detection and circumvents best practices in remediation by infecting master boot records, TDL4 is becoming increasingly problematic,” said Manos Antonakakis, director of academic sciences for Damballa.

“With its known ability to act as a launch pad for other malware and TDSS’ history of sub-leasing access to their victims, these hidden infections in corporate networks go undetected for long periods of time,” Antonakakis said.

The top words cybercriminals use create a sense of urgency, to trick unsuspecting recipients into downloading malicious files. The top word category used to evade traditional IT security defenses in email-based attacks relates to express shipping, according to FireEye.

Urgent terms such as “notification” and “alert” are included in about 10 percent of attacks. An example of a malicious attachment is “UPS-Delivery-Confirmation-Alert_April-2012.zip.”

“Cybercriminals continue to evolve and refine their attack tactics to evade detection and use techniques that work. Spear phishing emails are on the rise because they work,” said Ashar Aziz, founder and CEO, FireEye. “Signature-based detection is ineffective against these constantly changing advanced attacks, so IT security departments need to add a layer of advanced threat protection to their security defenses.”

Cybercriminals also tend to use finance-related words, such as the names of financial institutions and an associated transaction such as “Lloyds TSB – Login Form.html,” and tax-related words, such as “Tax_Refund.zip.” Travel and billing words including “American Airlines Ticket” and “invoice” are also popular spear phishing email attachment key words.

Spear phishing emails are particularly effective as cybercriminals often use information from social networking sites to personalize emails and make them look mostly authentic. When unsuspecting users respond, they may inadvertently download malicious files or click on malicious links in the email, allowing criminal access to corporate networks and the potential exfiltration of intellectual property, customer information, and other valuable corporate assets.

FireEye highlights that cybercriminals primarily use zip files in order to hide malicious code, but also ranks additional file types, including PDFs and executable files.

Private Detective Woman Fakes Kidnapping for Attention

A Texas woman is accused of faking her own abduction because she wanted more attention and a day off from work, according to authorities.

Police in San Antonio found Sheila Baley Eubank, 48, bound by rope in the back seat of her car. Eubank told authorities that an unidentified man kidnapped her at knifepoint as she drove up to an ATM machine, KENS-5 reports. Eubank insisted that the man forced her to chauffer him around the city for apparent drug deals.

The police uncovered a different story.

Thinking it was her lucky day, Eubank in fact spent her time off purchasing a lottery ticket from a gas station. Her fortune was unfavorable, however, as surveillance footage later revealed a “healthy, unhurried and pleasant” Baley withdrawing cash from the ATM and purchasing lottery tickets, the San Antonio Express News reports.

When police showed her the tapes of the Oct. 10 incident, Eubank confessed to fabricating the story, according to the Associated Press. Detectives also found a lottery ticket in her purse, bought at approximately the same time and date when Eubank claimed she was abducted.

Local reports do not specify what Eubank does for a living. She is charged with aggravated perjury.

Missing Person Lauren Taylor of Alexandria, VA

ALEXANDRIA, Va. (CBSDC) – A young woman with lowered mental capacity is missing from a group home in Alexandria.

Lauren Taylor, 22, was last seen Sunday at approximately 9:30 p.m. at a group home for developmental disabilities, located on Collingwood Drive in Alexandria.

Police say Lauren Taylor is not considered endangered and left the group home on her own free will. She has disappeared multiple times before, as recently as just last week.

She may be in the company of a male.

Arson Investigation KY State Police Offering Reward

Police say somebody set fire to a large storage barn at Red’s Welding and Scrap Removal at around 3 a.m. Sunday. The flames burned out without causing much damage.

Wrongful Death Body of Missing Girl Found

CLAYTON — Gloucester County Prosecutor Sean Dalton today said investigators have no suspect in connection with the death of Autumn Pasquale, a missing 12-year-old whose body was found in a recycling container here.

“At this point, we don’t have any person of interest,” Dalton said at a press conference outside Clayton’s municipal building. “There have been no arrests.”

Dalton said he came to Clayton to thank residents for their outpouring of support after Autumn, a Clayton Middle School student, vanished Saturday afternoon. Her body was found around 10 p.m. Monday.

“I wish there was better news we could give you,” Dalton said.

He said investigators are “gathering all the evidence, physical and otherwise…That will continue until we find out what happened.”

“Today is about a young girl named Autumn,” Dalton said. “I think our focus should be on her.”

He also noted the girl’s slaying was an unusual case for Gloucester County.
“Gloucester County is one of the safest counties in the state of New Jersey,” the prosecutor said. “We have very few homicides in Gloucester County.”
UPDATE 10:03 a.m.:

The family gathered to address the media and the public at the same spot outside borough hall where just 24 hours prior hundreds of people turned up to start a massive public search effort.

“We have lost a precious, precious child,” said Paul Spadafora, Autumn’s uncle and godfather.

He thanked the public, authorities and members of the media for their response and caring during the search.

“It’s not the results we wanted, but we have closure,” Spadafora said.

“Whoever is responsible will be held accountable for their actions,” Prosecutor Sean Dalton said.

“This will not happen in our town,” police chief Denis Marchei said.
UPDATE 10 a.m.:

Relative confirms body found in recycling bin is missing New Jersey girl.
UPDATE 9:35 a.m.:

Investigators are on the scene at 309 E. Clayton Ave.

Investigators went door-to-door, questioning neighbors to see if they had witnessed anything unusual in the past few days.

As news of the discovery spread this morning posts on a Facebook page dedicated to the earlier search for Autumn turned from prayers for the girl’s safety to messages of grief and prayers for Autumn’s family.

“I do not know you but I have young girls of my own and cannot imagine the pain you are in,” one woman wrote. “Your family will be in my prayers.”
UPDATE 9 a.m.:

The search for a missing Clayton girl has become a criminal investigation after the discovery of the child’s body in a recycling bin, authorities said today. Tuesday is trash day in Clayton.

The body, found around 10 p.m. Monday by investigators for the Gloucester County Prosecutor’s Office, has been preliminarily determined to be that of Autumn Pasquale, a 12-year-old girl missing since Saturday. An autopsy to determine the cause of death is to be performed today by the Gloucester County Medical Examiner’s Office.

While news of the horrific discovery has spread rapidly, as of this morning authorities have released few official details.

– Authorities have not specified the exact location of where the body was recovered or what led investigators to the recycling bin.

– There has been no word as to whether investigators have made any arrests or developed any suspects.

– It also remains unclear how long investigators believe the body had been in the recycling bin before being discovered last night.

Members of Autumn’s family were told of the discovery, Prosecutor Sean Dalton said in a statement.

“This is a very sad day for the Pasquale family,” said Dalton. “Our hearts go out to the family and to all the residents of Clayton who stood together in support of this young girl.”

Dalton’s office led the search with the help of some 20 local, state and federal agencies. An outpouring of local volunteers also responded to the girl’s disappearance, and many community members held a candlelight vigil for her on Monday night.

Autumn was reported missing from her West High Street home around 9:30 p.m. Saturday, after she had gone bicycling to Scotland Run Park earlier in the day. Her family and the prosecutor’s office had offered a $10,000 reward for information leading to finding her.

Since her family reported her missing, investigators have interviewed some 75 persons, including friends, family and others who saw her Saturday, said the prosecutor. Neighborhoods in Clayton and surrounding towns were canvassed, and security camera video from local businesses were requested.

“All known sex offenders have been questioned and their residences inspected,” Dalton noted in an earlier statement on Monday.

Missing Person Man and Kids Located

Officials say a man and his two kids who went missing Sunday night have been located and are safe at the Kentucky State Police post in London.

Michael Mann left New Albany, Ind. Sunday night with his son and daughter, and never made it to his mother’s house in Versailles. Mann’s mom says he suffers from bi-polar disorder.

His van was found along southbound I-75 near London, with the keys inside, and a half tank of gas.

“We had officers with K-9s that went through the wooded area close by the car. They did not find any signs of any entry into the woods,” KSP Trooper Don Trosper said.

Officials say they located the trio Tuesday morning near the 49 mile-marker of I-75 after passers-by called 911 reporting a man and two kids walking along the interstate.

Officials have not released any information about why Mann was in Laurel County.

Identity Theft PA Man Found Guilty

David B. Fein, United States Attorney for the District of Connecticut, today announced that a federal jury in Hartford has found Anthony Johnson, 49, of Philadelphia, guilty of credit card fraud and identity theft offenses stemming from tens of thousands of dollars in purchases he made on credit cards he stole from women in Connecticut movie theaters. The trial before U.S. District Judge Vanessa L. Bryant began on October 16 and the jury returned its verdict today after deliberating for approximately two hours.

According to the evidence presented during the trial and statements made in court during previous court proceedings, Johnson and others engaged in a credit card fraud and identity theft scheme at movie theaters in Connecticut. As part of the scheme, Johnson targeted movies that he believed were geared toward women. Johnson and female accomplices would then enter a theater and sit behind an intended victim. Johnson then crawled on the floor and removed credit cards from a purse that a victim had placed on the floor during the movie.

On December 27, 2008, Johnson and Lashirelle Bryant traveled from Pennsylvania to Connecticut and entered a movie theater in Greenwich. While the movie was playing, Johnson crawled on the floor and stole three credit cards from a female victim’s purse. Johnson and Bryant then left the theater, and Johnson used equipment to produce a driver’s license in the victim’s name but with Bryant’s photograph. Johnson and Bryant (at Johnson’s direction) used the stolen credit cards to make more than $50,000 in unauthorized purchases. The purchases included gift cards, clothing, electronics, designer sunglasses, and a $10,000 Rolex watch.

Johnson also traveled to Connecticut on three occasions between April and August 2010 and stole credit cards from female patrons at theaters in Greenwich, Fairfield, and Colchester. Johnson produced false driver’s licenses in each victim’s name but with a photograph of Jamie McGowan, his female accomplice on these trips. McGowan, at Johnson’s direction, used the stolen credit cards and fraudulent identification to purchase thousands of dollars in gift cards and retail items and also to make more than $5,000 in cash advances at the Mohegan Sun Casino.

Johnson was found guilty of seven counts of unauthorized use of an access device, a charge that carries a maximum term of imprisonment of 10 years on each count. Johnson also was found guilty of two counts of aggravated identity theft, a charge that carries a mandatory two-year term of imprisonment, which must be imposed to run consecutively to the sentence imposed for unauthorized use of an access device.

Judge Vanessa L. Bryant has scheduled sentencing for January 14, 2013.

Johnson has been detained since his arrest on November 16, 2011.

On June 22, 2012, Lashirelle Bryant and Jamie McGowan each pleaded guilty to one count of unauthorized use of an access device and one count of aggravated identity theft. They await sentencing.

This matter has been investigated by the Federal Bureau of Investigation and the Greenwich, Fairfield, and Waterford Police Departments. The case is being prosecuted by Assistant United States Attorneys Rahul Kale and Paul H. McConnell.
