Missing Person Sheboygan County, WI Sheriff Seeking Info on 35 Year Cold Case

Oregon State Police, with the assistance of Sheboygan County Sheriff’s Office, Wisconsin and Bonneville County Sheriff’s Office, Idaho are asking the public’s help for any information on a missing man that was last scene 35 years ago on November 7, 1980 from Idaho Falls, Idaho.

Randall Dean Leach now 55-years-old, was last seen the morning of November 7, 1980 walking away from a Dairy Farm in Idaho Falls, ID.

Leach is described as a white male, between 5’8” to 5’9” tall, about 140 to 160 pounds, with brown hair and blue eyes.

http://liarcatchers.com/missing_persons_investigations.html

The Oregon State Police was notified on February 2, 1981 by family members that Randall Leach was missing. Police say he left Wisconsin around November 1, 1980 hitch-hiking towards a final destination of his sister’s residence in Bend, Oregon. Randall Leach was last seen alive on November 7, 1980 in Idaho Falls where he had stopped to work at a dairy farm for a couple of days.

The missing person case has been on-going for 35 years and police have been actively assisting other agencies to try to find Randall Leach. During this time frame the Oregon State Police has never received any information or confirmation that Mr. Leach reached his final destination of Bend, Oregon or if he had ever entered the state of Oregon.

The Sheboygan County Sheriff’s Office became involved in this investigation due to a friendship between Randy’s father, Richard Leach, and the Deputy Inspector of the Detective Division at the time Randy went missing. That relationship between their agency and Randy’s family has continued and investigators have worked with the family to obtain Randy’s dental records which have been uploaded to the National Dental Image Repository.

By doing this, it makes images available to law enforcement and medical examiners nationwide. Investigators have also obtained DNA samples from family members which were provided to the University of North Texas (UNT) Center for Human Identification. UNT personnel have established a DNA profile suitable for comparison for Randy Leach and that profile has been added to the Combined DNA Index System, which allows nationwide comparison. Investigators also created an entry with the National Missing and Unidentified Persons System for Randy Leach.

Anyone who may have information is asked to notify Detective Corey Norlander of the Sheboygan County Sheriff’s Office at 920-459-3859.

Pedophile Tracking San Diego Sex Offender Arrested in Seattle

A 52-year-old sex offender wanted in San Diego was arrested in Seattle after his landlord began suspecting that he was trying to prey on teenage girls.

David Richard Weller’s landlord in Seattle told police he became suspicious after hearing from friends that his tenant, who was living in a trailer on the property, had allegedly been trying to lure teen girls into his truck, according to a Seattle Police Department statement. The landlord later searched an online sex offender registry and found out that Weller had been wanted in San Diego for two years.

Weller was wanted by the San Diego Regional Fugitive Task Force for failing to register as a sex offender and violating parole stemming from a conviction for possessing child pornography, according to San Diego County Crime Stoppers. His rap sheet also included possession of a loaded firearm in public, felony hit and run and obstructing police.

Weller, then a transient, was initially pulled over because he had a traffic warrant and was arrested on suspicion of possessing child pornography after picking up illicit DVDs at a post office in Ontario in August 2011, The Los Angeles Times reported. Two loaded guns and instructions on how to seduce and sexually assault a child were found in his SUV, according to the Times.

Seattle police took Weller into custody Tuesday afternoon. A cell phone later found in his truck was flashing a screen message of “kids only,” police said. He’s since been booked into the King County Jail and has waived extradition, according to police and online jail records.

Seattle police said they were now working with local authorities to further investigate.

Fraud Investigation 6 Charged in $2.7M Tax Refund Fraud Scheme

Six people have been charged with conspiracy, fraud, filing false claims, and aggravated identity theft, for using the information of deceased persons to file false tax returns so they could obtain millions in fraudulent IRS tax refunds.

Andrew Hanzelic, 45, Brian Summers, 32, Ronald Kelly, 40, Clint Tarrant, 54, and Terry Williamson, 59, all of Las Vegas, and Kelly Coyan, 53, of Lenexa, Kan., are each charged in a criminal indictment with one count of conspiracy to commit mail fraud and wire fraud. Hanzelic, Coyan, Summers and Kelly, are also charged with false claims and aggravated identity theft, and Tarrant is also charged with theft of government funds, according to a news release.

http://liarcatchers.com/fraud_investigation.html

Hanzelic and Summers pleaded not guilty to the charges and are currently in federal custody pending trial. Williamson had been scheduled for an initial court appearance and arraignment today before U.S. Magistrate Judge Cam Ferenbach. Coyan is scheduled for an arraignment at 3 p.m. Tuesday before U.S. Magistrate Judge Nancy J. Koppe.

Defendants Kelly and Tarrant are not yet in federal custody on the charges.

If convicted, the defendants face up to 20 years in prison and $250,000 in fines on the conspiracy charge, up to five years in prison and $250,000 in fines on each false claims charge, two years in prison, which must run consecutive to the other counts, and $250,000 in fines on the aggravated identity theft charges, and up to 10 years in prison and $250,000 in fines on each theft of government property count.

“A major priority of the Department of Justice is prosecuting people who use stolen identities to steal money from the United States Treasury by filing fake tax returns that claim substantial tax refunds,” said Daniel G. Bogden, U.S. Attorney for the District of Nevada.

“Working to stop Stolen Identity Refund Fraud, or SIRF, is vital because these schemes threaten to disrupt the orderly administration of our income tax system for hundreds of thousands of law abiding taxpayers and have cost the United States Treasury billions of dollars.”

According to the indictment, the defendants allegedly used the personal identifiers of deceased victims to file false tax returns and obtain fraudulent tax refunds from the U.S. Treasury.

Hanzelic allegedly obtained information of deceased persons, including their dates of birth, last known addresses, and Social Security numbers, from various online genealogical databases and provided it for a fee to the co-schemers. The co-schemers then made or caused to be made fraudulent Nevada driver’s licenses, Social Security cards and W-2’s in the names of the victims and used the false identities to file the fraudulent tax returns with the IRS.

The defendants used several bank accounts and debit cards to receive the refunds. Defendants Hanzelic and Williamson managed the accounts and paid the co-schemers a salary from the bank accounts they controlled. The defendants allegedly obtained more than $2.7 million in fraudulent tax refunds using this scheme.

The case is being investigated by IRS Criminal Investigation, and prosecuted by Assistant U.S. Attorneys Kathryn C. Newman and Kimberly M. Frayn.

Wrongful Death Baby Found in South Carolina Creek Ruled Homicide

The death of an infant known as “Baby Grace” who was found in a South Carolina creek was ruled a homicide on Friday, officials say.

Robert Edge of the Horry County Coroner’s Office told 48 Hours’ Crimesider the finding came after an autopsy in Charleston. He didn’t immediately release the cause of death, but said there were indications “the child died at the hands of another.”

On Tuesday, the girl’s mother, Sarah Lane Toney, went to a home about 500 yards across the creek and swamp from her house near Myrtle Beach and told a woman she had put her baby, Grace, into the creek, police said.

http://liarcatchers.com/wrongful_death.html

On Thursday, a portion of the neighbor’s 911 call was released, reports CBS affiliate WLTX. In it, the neighbor says Toney came to her back porch and was acting oddly.

“She’s saying call the police because she just came to the river and had a baby with her,” the caller told a dispatcher. “And now she doesn’t have a baby. I’m not sure if she wants something. I have no idea, but you need to send someone over here please.”

Toney was taken into custody and charged with unlawful conduct toward a child. The child’s body was recovered Thursday after a search. A judge denied bond for Toney Thursday before the body was found.

Toney asked officers at her bond hearing whether her baby had been found, then told the judge she should be released from jail because she didn’t plan to leave the area and needed to take care of her older daughter, who was turned over to her father after she reported her baby disappeared in the water.

“I went into the water with her, and I was unable to hold on to her,” Toney said at her bond hearing. “I didn’t intentionally put her in any danger. I was going with her, and I wasn’t able to hold on to her when the water sucked me in.”

Horry County police Chief Saundra Rhodes said her officers will consult with prosecutors, but she expects Toney to face charges in her daughter’s death.

Edge said the child’s cause of death is expected to be released within the next day.
