Private Detective: Arrest Made in Connection to Stolen Police Weapons

Officers may have found a man who knows something about guns being stolen from a Lexington Police SUV. Quavon Winslow is scheduled to be in Fayette County court on Wednesday. He was arrested late Tuesday night at the Wyatt apartments on Angliana Avenue near the Red Mile Race Track.

Around 9 Tuesday night, police got a call about a suspicious person carrying a gun and later found Winslow near the apartment complex.
He tried to run from police but they caught him. However, before officers could get the cuffs on Winslow, they say he threw a long gun into some bushes.
According to an arrest citation, that gun was one of the weapons stolen out of an unmarked Lexington Police vehicle. The guns were taken out when it was parked in Nicholasville last week.
Winslow’s arrest citation says he doesn’t live far from where the car was parked when the guns were stolen.
So far police have just charged Winslow with being in possession of a stolen gun but not actually stealing them.
At this point Lexington Police have not confirmed that Quavon Winslow is the man who was arrested on Angliana Avenue Tuesday night.
He’s scheduled to be in court around 1 Wednesday afternoon.

Fraud Investigation Former Owner of Virginia Based Stonewood Marketing Sentenced to 24 Months in Prison for Mail Fraud

The former vendor for multiple local, state, and federal campaigns, PACs, and non-profit organizations throughout the United States, including the McConnell Senate Committee was sentenced in U.S. District Court today, by District Judge Greg Stivers, to 24 months in prison, fined $75,000 and ordered to pay $1,124,047 in restitution, for stealing more than $1.1 million in contributions and donations intended for committees and organizations announced U.S. Attorney John E. Kuhn, Jr.

“Samuel Pate, violated a position of trust—not only with the organizations that he represented, but with the earnest citizens trying to participate in the political process through contributions,” stated U.S. Attorney Kuhn. “Due to the efforts of my office and the FBI, nearly half all the stolen funds have been recovered and are being returned to the victim organizations. On this election day, let this be a reminder to those who attempt to subvert the political process—you will be caught and you will be prosecuted.”

Samuel K. Pate, Jr., age 52, of Forest, Virginia, pleaded guilty to three charges of mail fraud on August 10, 2015. To date, the United States has seized and forfeited property traced to fraud proceeds, which has been valued at over $379,000. In addition, approximately $103,000 has been turned over as restitution and has been distributed to victims. Restitution is being made in the form of reimbursements to Campaigns, PACs and organizations. For donations made to defunct organizations, reimbursements are being sent directly to the contributor.

Pate owned and operated Stonewood Marking in Forest, Virginia. Campaigns, PACs, and organizations contracted with Pate to process contributions received through direct mail and to maintain donor records when required by the Federal Election Commission (FEC). Donations were received by the Campaign, PACS, and organizations through the mail at their local offices, then automatically forwarded through the U.S. mail to Stonewood Marketing for processing. Pate maintained designated bank accounts at BB&T for the deposit of donations and campaign contributions.

According to the federal information, from February 2008 through November 2014, Pate routinely misappropriated client funds by diverting funds from their designated accounts or transferring funds from client accounts into other bank accounts he controlled. During the course of the scheme he stole donations and contributions totaling approximately $1,124,274.35 that were intended for the following political campaigns, PACs, and non-profit organizations: McConnell Senate Committee—$118,294; Christians in Defense of Israel—$319,691.09; House Conservative Fund—$30,614; Vitter for Senate (Louisiana)—$480,821.26; Catholic Advocates—$153,445; Jewish Voice—$150; Reagan Action—$1,025; Ten Commandments Commission—$2,098; Republican Majority Campaign—$11,300; Policy Issues Institute—$2,280; Defund Obamacare—$100; NRSC—$100; Randall Terry for Senate—$6; Freedom Defense Advocates—$990; Frontline Ministries—$1,150; Christian Anti-Defamation League—$2,020; and Live Prayer—$190.

During this period, Pate used the stolen and misappropriated funds to pay credit card bills, purchase vehicles, condominiums in Myrtle Beach, South Carolina, decorate a residence, pay family members, and pay personal expenses.

From February 2008 through November 2014 Pate paid approximately $284,841.85 in personal American Express credit card bills using stolen funds and transferred approximately $237,100 in stolen funds to his personal American Express savings accounts.

Further on or about October 21, 2010, through July 21, 2014, Pate used $28,104 in stolen funds from an Exodus Mandate account to pay condominium maintenance fees for both condominium unit 210 and unit 1015 located at 161 Seawatch Drive, Myrtle Beach, South Carolina. On or about December 13, 2010, he used $10,800 in stolen funds from the Christian-Anti-Defamation Commission bank account to purchase a 2007 Jeep Compass; on or about March 10, 2010, he used $14,765 in stolen funds from an Exodus Mandate bank account to a purchase a 2.02 carat diamond, round, H color, VS1 clarity; on or about August 26, 2010 Pate wire transferred $76,271.68 to a trust account for the purchase of a condominium identified as 161 Seawatch Drive, Unit 210, Myrtle Beach, Horry County, South Carolina. The wire transfer was drawn on a Christian Anti-Defamation Commission bank account. On or about October 13, 2010, Pate used $8,800 in stolen funds from the Christian Anti-Defamation Commission bank account to purchase a 2004 Lincoln Navigator; on or about January 7, 2011, Pate used $16,000 in stolen funds from a Christian anti-Defamation Commission bank account to purchase a 2007 Cadillac Escalade ESV; on or about December 22, 2011, Pate used $6,000 in stolen funds from the Exodus Mandate bank account to purchase a 2010 Cadillac SRX vehicle; on or about April 28, 2013, the defendant used $9,999.45 in stolen funds from a Christian Anti-Defamation Commission bank account to purchase a 2007 GMC Acadia sport utility vehicle; on or about July 8, 2012, the defendant used $17,250 in stolen funds from a Christian Anti-Defamation commission bank account to purchase a 2007 Jeep Wrangler sport utility vehicle; on or about July 29, 2013, Pate purchased a condominium identified as 161 Seawatch Dive, Unit 1015 Myrtle Beach, South Carolina for $241,000. The stolen funds used for this transaction included the following: from the sale of 161 Seawatch Drive for $102,889.72; $39,050.46 from a Christian Anti-Defamation Commission bank account; and $5,000 from an Exodus Mandate bank account. Further, between January 2014 through July 2014 Pate used $11,446.42 in stolen funds from an Exodus Mandate bank account to pay Sheila Morgan Interiors to redecorate his condominium. On or about May 8, 2014, Pate used $23,500 in stolen funds from the Exodus Mandate bank account to purchase a 2013 GMC Terrain sport utility vehicle; in June 2014 and July of 2014, the defendant used $9,300 in stolen funds from Exodus Mandate bank account to pay ACE Golf Carts for the purchase of a golf cart.

During this same period, Pate knowingly caused campaigns and PACS to file multiple false FEC Form 3, Report of Receipts and Disbursements, quarterly reports with the FEC that omitted the names and amounts of donor donations.

This case was prosecuted by Assistant United States Attorney Bryan Calhoun and was investigated by the Federal Bureau of Investigation (FBI).

Missing Person Christina Bastian of Apple Valley, CA

San Bernardino County Sheriff’s Department officials continue to search for a local teacher reported missing over Halloween weekend.

Christina Bastian, 34, of Apple Valley, was reported missing by her family Sunday, Sheriff’s Sgt. Marie Spain told the Daily Press on Tuesday. Bastian was last seen at a friend’s house early Saturday morning, according to her mother, Cheryl Denny.

Bastian was reported to have left with some personal items and her dog Coco, described as a small, white and tan Maltipoo, officials and family said. Several of her belongings were reportedly found dumped on Highway 247 near Lucerne Valley.

Her vehicle, a Dodge Ram pickup truck purchased the previous week, was found around 7 p.m. Sunday on Highway 62 and Hess Boulevard in Morongo Valley, officials said. The truck had scratches and dents on both sides, as if it was driven over rough desert terrain, Denny said.

Bastian is an English teacher at Silverado High School and was diagnosed with bipolar disorder about 10 years ago, Denny said. She was reported to be stable since the initial diagnosis and was taking medication for the condition up until three months ago.

“She believed God had healed her and so went off the medication with the doctor’s OK,” Denny said.

However, Bastian had recently been the victim of a break-in early last Thursday at her Laguna Road apartment in Apple Valley. Bastian exhibited increasingly erratic behavior after the incident, Denny said.

“She was very scared and did not want to go back to the apartment,” Denny said. “She could not sleep and seemed to become paranoid.”

The paranoia increased to the point that Bastian ran over her cell phone shortly before she went missing. Denny said she believed her daughter was in the midst of a “manic episode” due to the odd behavior she exhibited when last seen.

Bastian had asked for a few days off from work for personal necessity, and Denny said she believed her daughter had gone to see her therapist Thursday morning.

“It was like she knew something was going on and was trying to figure out how to feel better,” Denny said.

The bizarre behavior continued over the weekend. Denny said the day before her daughter went missing, she drove to Phoenix and then back home to Apple Valley.

Bastian has very poor vision and can only see about six feet in front of her without glasses or contacts, Denny said. Those items along with her purse and driver’s license were left behind when she left Apple Valley.

Bastian has a friend in the Palm Springs area, Denny said, but her daughter has not been in contact with that person or any other friends in the area.

Officials said the investigation is ongoing but no new leads into Bastian’s disappearance had been found as of Tuesday.

Denny said her daughter had never gone missing before.

“This is the first time she just disappears like this,” Denny said. “I’m terrified. I just want to know what happened to my daughter.”

Private Detective: Stolen Gun Found After Chase May Be Police Officer’s

A week after someone stole weapons from a Lexington Police Officer’s cruiser, police said they may have tracked down one of the guns, and made an arrest on Tuesday night.

It happened at the Wyatt Apartments, a student apartment complex on Angliana Avenue, near the Red Mile Race track.

Lexington Police said it all started on Tuesday at around 9 p.m. on South Broadway, when they had a report of a suspicious man with a gun. When officers went to the area, they said the man was no longer there. Minutes later, police spotted the man on Angliana Avenue, near the Wyatt Apartment Complex.

Police said the man quickly ran off, and a chase ensued. During the foot pursuit, officers said the man tossed a long gun into the bushes. Once he was arrested, police retrieved the long gun and determined it is likely a stolen weapon.

Lexington Police are trying to figure out where the gun came from, and are investigating if the gun has anything to do with some guns that were stolen out of a Lexington Police Officers vehicle in Jessamine County about one week ago.

“Just at a glance it appears to be that type of weapon. But we don’t know if it’s one of those. We can’t verify it until we actually look at it and run serial numbers,” said Lt. Andrew Daughtery, with the Lexington Police Department.

For several hours the Wyatt Apartments were on lock down, and people were not allowed into their apartments. On Tuesday night Lexington Police were not releasing the man’s name, or if he lives at the apartment complex.

Police said the man is under arrest for fleeing and evading police, and carrying a concealed and deadly weapon.

Missing Person Lake Havasu, AZ Man With Dementia

Police are asking for the public’s assistance as they continue to look for a 76-year-old man who suffers from dementia.

Richard Scartozzi was last seen around 3 a.m. on Sunday at his Inverness Drive residence and was discovered missing by his wife around 7 a.m., according to a Lake Havasu City Police Department news release. It is believed Scartozzi walked away from the residence, according to the release.

Police have been out in force since Sunday, with the assistance of the Mohave County Sheriff’s Office Search and Rescue teams, looking for Scartozzi, who is described as five-foot-nine, weighing 180 pounds with gray hair and hazel-colored eyes. Police said it is unknown what Scartozzi was wearing when he was last seen or where he may be headed.

“Search and rescue did grid searches and a lot of officers started walking neighborhoods,” said Sgt. Kirk Cesena. “They’ve targeted the desert area by his house.

Several volunteers from the police department’s Citizens on Patrol program participated in neighborhood canvass searches, according to the release. Detectives will be actively working on the case and tracking down any investigative leads that may surface.

The Department of Public Safety issued a Silver Alert, which is much like an Amber Alert, for Scartozzi. Based on this alert system, the missing person must be lost in a car or on foot and must be 60 or older. The missing person also must have an illness related to memory loss such as dementia or Alzheimer’s disease.

The Department of Public Safety utilized a helicopter to conduct a search of the area as well.

Missing Person Michael “Dre” Luke of Kansas City

Police say that 22-year-old Michael “Dre” Luke was last seen near 13th and McGee at about 11:45 on Tuesday morning during the World Series parade, and is now missing. His family tells police he has Asperger’s and has seemed confused lately, and authorities want the public to be on the lookout for him.

Luke is six feet tall and weighs between 160 and 170 pounds. He was wearing a long-sleeved grey sweatshirt, grey speckled sweatpants and black flip-flops. He doesn’t have a cell phone and may be trying to get to his home in the 1100 block of W. 86th Street.

Private Detective: Kenton County Man Sentenced to 200 Months For Trafficking Heroin

A Covington, Ky., man has been sentenced to 200 months for distributing heroin in Kenton County.

On Friday, U.S. District Judge Amul Thapar sentenced Johnny J. Shands for distribution of heroin. Shands’ criminal history qualified him as a career offender and led to an enhanced sentence. His prior convictions include weapons offenses and trafficking cocaine. Under federal law, Shands must serve at least 85 percent of his prison sentence; and following the completion of his sentence, he will be under the supervision of the U.S. Probation Office for 12 years.

According to court records, Shands sold heroin to undercover officers, on multiple occasions, in early 2015. Authorities conducted searches at multiple residences and found cash, heroin and fentanyl that belonged to Shands. Shands pled guilty in July and admitted that he distributed between 100 and 400 grams of heroin.

Kerry B. Harvey, U.S. Attorney for the Eastern District of Kentucky, and Howard S. Marshall, Special Agent in Charge, Federal Bureau of Investigation, jointly made the announcement.

The investigation was conducted by the FBI Safe Streets Task Force and the Covington Police Department. Assistant U.S. Attorney Tony Bracke prosecuted this case on behalf of the federal government.

Private Detective: Reward For Info On Man Who Recently Robbed Red Roof Inn

The Red Roof Inn on Wilhite Drive has been robbed again and Crime Stoppers has a cash reward for the person who can identify the man behind the most recent hold up.

On October 5 around 10:00 p.m., a man carrying a silver semi-automatic handgun grabbed all the cash he could.

“Of the unique things this guy says is, ‘you already know what this is.’ Implying this is almost routine for this suspect or meaning he may have done something like this in the past,” said Detective Mark Thomas with the Lexington Police Department.

The clerk behind the desk hit the alarm that night and police arrived within minutes, but the masked man was already gone.

“He had a lot of dark clothing covering himself up so he could disappear easily into the night,” said Thomas.

Police describe the suspect as a light skinned black man who did not seem nervous about what he was doing.

Police need help identifying the man.

Missing Person Reward Increased in Case of Missing Russell Co. Woman

The reward being offered for information in the case of a missing Russell County woman has increased, according to family members.

An initial reward of $6000 was offered for information leading to the whereabouts of Whitney Copley. However, family members have taken to social media to announce that the reward is now $10000 for Copley’s return.

Copley was last seen September 30. She is described as a white female, 5’7, 110 pounds. She has hazel eyes and brown hair, a scar on the left side of her abdomen and tattoos of 3 stars and an infinity sign on her wrists, bows tattooed on her legs and a dragon fly tattooed on her lower back.

Teresa Meyer, Copley’s half-sister, said the last time anyone heard from Whitney was when she messaged Meyer’s brother-in-law saying, ‘hey.’

Meyer said that Whitney never responded after that.

Family members say that they have talked to neighbors and local law enforcement, but no leads have come forward yet.  They are hoping a reward will be a catalyst for information.

Wrongful Death Two Former Jailers Indicted of Charges Related To Death of a Detainee

The Justice Department announced today that a federal grand jury in London, Kentucky, has indicted two former deputy jailers at the Kentucky River Regional Jail on charges related to the July 9, 2013, in-custody death of Larry Trent, a pretrial detainee at the jail. The indictment charges Damon Hickman, 38, and William Howell, 59, with causing Trent’s death, and charges Hickman with attempting to cover up his involvement in the death.

Hickman and Howell are charged with federal civil rights violations for depriving Trent of his civil rights. Count one of the indictment charges Hickman and Howell of failing to provide Trent with necessary medical care after he was injured, thereby acting with deliberate indifference to a substantial risk of harm to Trent, which resulted in Trent’s death. Count two of the indictment also charges both defendants with using excessive force against Trent, resulting in bodily injury to him.

Hickman is additionally charged with one count of obstruction of justice for falsifying an official log by indicating that observations of Trent were being made and that Trent was “10-4,” meaning that he was safe and not in obvious physical distress, when in fact Trent was not “10-4.”

Hickman and Howell face a maximum penalty of life in prison for the death-resulting civil rights offense, and face a maximum penalty of 10 years in prison for assaulting Trent. Hickman faces a maximum penalty of 20 years in prison for falsification of records in a federal investigation.

An indictment is merely an accusation, and the defendants are presumed innocent unless proven guilty.

The case is being investigated by the FBI’s London Resident Agency, with assistance provided by the Kentucky State Police. The case is being prosecuted by Trial Attorney Sanjay Patel of the Civil Rights Division’s Criminal Section and Assistant U.S. Attorney Hydee Hawkins of the Eastern District of Kentucky.
