Wrongful Death Woman Found Hanging From Fence Mistaken for Halloween Decoration

Halloween decorations have occasionally led to 911 calls reporting that listless decorations are dead  bodies. Unfortunately, in Chillicothe, Ohio, it was true; a murdered woman found hanging on a chain-link fence Tuesday morning was thought to be simply another Halloween prank.

Around 8:30 a.m., construction workers called police when they realized a lifeless dummy was actually a real woman.

One neighbor who saw the body thought it was a Halloween prank.  Police said she had obvious injuries and had been beaten badly. Neighbors said her face was unrecognizable.

The victim has been identified as 31-year-old Rebecca Cade, a life-long resident of the community.

Police made an arrest in the case on Tuesday evening, charging 27-year-old Donnie Cochenour Jr. with one count of murder.

Investigators said he admitted to the killing.

Private Detective: Depute Jailer Accused of Sodomy at Henderson Jail

A Henderson County deputy jailer is accused of sexual assault at the county jail where he worked, according to The Gleaner.

40-year-old Adam Overfield was charged Thursday with one count of first-degree sodomy, according to police. Kentucky State Police responded to a report of a sexual assault at the Henderson Detention Center at 7 p.m. Thursday.

Police arrested Overfield and lodged him in the Union County Detention Center.

Wrongful Death Two Persons Of Interest Found in Pulaski Co. Murder

Whitney Bell and Rexel Brown, two of the three persons of interest in a Pulaski County murder investigation, were found Thursday. The other person of interest, Jesse Brown, was found Tuesday.

Wayne County Sheriff Tim Catron reports that officers with the Kentucky Probation and Parole Office found Bell at a residence on First Street in Monticello. The local Kentucky Probation and Parole Office was doing a home inspection when they found her.

Officials say that when the Sheriff’s Office conducted a search of the home, they also found Rexel Brown. Brown and Bell were detained without incident and have been transported to the Pulaski County Sheriff’s Office for questioning in relation to the murder of Danny Jo Poore.

Poore was found shot to death in a rental cabin at Pulaski County Park on October 11.

Private Detective: Tipsters ID Repeat Offender For Gas Station Theft

Either Vince Logan has a recognizable face or a lot of people are willing to turn him in, because he has been turned in to Crime Stoppers twice now.

With the Crime Stoppers program, if you’re the first to call in with the tip that leads to the arrest then you make $1,000. Great for the community, but frustrating for detectives when they see repeat offenders.

“Now we’ve paid out a couple thousand dollars to put the same guy in jail twice.  We hope when he goes to jail this time, they’ll keep him,” said Detective Mark Thomas with the Lexington Police Department.

Tips from LEX 18 viewers have helped identify Logan as the man seen in security footage stealing cigarettes in a Shell Station robbery in January.

A few hours after we aired Tuesday’s Crime Stoppers about a similar theft at the Speedway on North Broadway that ended in a cop injured by a getaway car, tipsters called in and pointed detectives toward Logan.

“It seems every encounter he’s had with police, he’s ran.  So not only is he a convicted thief, but he’s also a coward,” said Thomas. “And there’s nothing we hate more than a thief and coward so we’re gonna have to find him again.”

Thomas told LEX 18 that Logan is known to try and sweet talk judges into second chances. He wrote a letter in June to a judge saying he wanted to change his life and be a better man for his daughter.

Thomas said he has a long way to go to do that.

Logan spent six months in jail on the robbery charge, officials say he was then released but violated his probation a month later.

Private Detective: Mom Arrested After 6 Year Old Daughter Brings Pot to School

A Knox County mother is behind bars after investigators say her 6-year-old daughter brought marijuana to school.

“The child said she had medicine in her backpack for headaches, apparently it made her momma feel good before,” said Knox County Sheriff Mike Smith.

26-year-old Ashley Edwards’ daughter told her teacher that she had “medicine” with her. That’s when her teachers found out that what the little girl thought was medicine was actually marijuana.

“”Well the problems of society ya know, our schools, our churches and our families are not immune from the problems plaguing society in general,” said  Frank Shelton with the Knox County Public Schools.

Edwards has been charged with endangering the welfare of a minor, possession of drug paraphernalia and possession of marijuana.

Officials say her daughter was released to a family member by the department of social services.

Pedophile Tracking Pike County Bus Driver Charged with Rape

A Pike County school bus driver is accused of raping a 12-year-old child, East Kentucky Broadcasting reports.

Kennith Brown was a bus driver for Pike County schools in the area serving East Ridge High School. East Ridge is a school serving the Millard, Elkhorn City and Feds Creek areas.

According to his arrest citation, Brown has been charged with second degree rape and is lodged in the Pike County Detention Center.

Although the county attorney has confirmed her age, there is no confirmation that the 12-year-old was a student on Brown’s  bus.

Pedophile Tracking 149 Child Sex Trafficking Victims Rescued in Nationwide Sting

The FBI and local authorities arrested 150 pimps and johns and rescued 149 sexually exploited children in a nationwide sweep last week, dubbed Operation Cross Country.

In the operation’s ninth year, authorities netted more recoveries and arrests than in any previous enforcement year, the FBI reported Tuesday. The sting spanned more than 135 American cities, with about 500 agencies working together with the FBI and National Center for Missing and Exploited Children to help save victims.

“Our mission is to protect the American people — especially our children — from harm,” FBI Director James Comey said. “When kids are treated as a commodity in seedy hotels and on dark roadsides, we must rescue them from their nightmare and severely punish those responsible for that horror. We simply must continue to work with our partners to end the scourge of sex trafficking in our country.”

For the second year in a row, Denver task forces rescued the most children as part of the sting, with 20 minors recovered. One of the victims was a 14-year-old girl who was being trafficked on Colfax Avenue by a gang member.

The youngest victim in this year’s operation was 12 years old. Three of the 149 minors recovered were transgender, and three were males, the FBI reported.

The big takeaway is not that there’s more of a problem — underage sex trafficking has always been a nationwide issue, and more arrests generally mean local jurisdictions have more resources and focus on enforcement. Each year, Operation Cross Country puts a spotlight on child exploitation and shows that it’s a crime that morphs and changes just as quickly as law enforcement technology does.

“Historically we’d see majority of missing kids were being recruited in person and being sold in the real world, in hotels and at truck stops,” Staca Shehan, executive director of case analysis at the NCMEC, told The Huffington Post. “While that all still occurs, pimps have adjusted their recruitment to social networking and online apps to approach children. What we’re seeing is an increase in the sale of children online.”

There are some factors of child sex trafficking that don’t change. Traffickers still target children who are vulnerable, many of whom have been turned over to a local child welfare system, are runaways or have been victims of trauma, abuse or drug addiction in the past, Shehan said. The crime is still transient, meaning that when business is slow in one city, pimps will move them elsewhere, say, to Vegas or along the coasts.

But while it’s almost impossible to tell which cities have the biggest problem or identify hubs for sex trafficking beyond the Internet, enforcement has seen some positive change. First and foremost, many jurisdictions are classifying victims as just that: victims, rather than prostitutes. The classification puts more of the criminal burden on pimps and johns rather than victims, and in some cities, trafficking suspects are being arrested more while prostitution arrests are falling. Indeed, more often than not, adult “prostitutes” were victimized and sold into the sex trade when they were underage, Shehan said.

The NCMEC is working to educate more police officers, prosecutors and court personnel on sex trafficking and the classification of victims and suspects.

“This is still a crime that the majority of law enforcement have not received training in,” Shehan said. “We need to recognize that these kids are victims. The term prostitution is an inadequate one because it implies choice. In reality what we know… is that it’s not a choice. Most of the time there’s abuse, violence and control that takes place.”

Operation Cross Country was launched as part of the FBI’s Innocence Lost National Initiative, which was born in 2003. Since then, the Innocence Lost program has resulted in the identification and recovery of about 4,800 sexually exploited children and 2,000 convictions of pimps and others associated with the crime, according to the FBI.

Pedophile Tracking Prescott Valley, AZ Man Pleads Guilty and Gets 50 Years in Prison

A man arrested in November 2014 and charged with sexually molesting a girl from the time she was 10 years old until she was 17 has been sentenced to 50 years in prison.

Clarence A. Jones, 69, of Prescott Valley, was originally charged with 28 counts of sexual exploitation of a minor, 16 counts of sexual conduct with a minor, and one count of continuous sexual abuse of a child.

The abuse began in 2005, and continued until 2012, when the victim moved out of state, police said.

A Child Protective Services investigation in 2012, based on a friend’s report that the girl was being molested, could not be substantiated. Two problems hindered police: the fact that the victim had moved out of state and that she denied she was a victim of the crime, he added.

The case was re-opened in 2014 after police were tipped that Jones was in possession of child pornography, a police spokesman said, and, armed with a search warrant, they found an “extensive” collection of child porn downloaded from the Internet as well as “sexually graphic videos he had made of himself with the child victim.”

Detectives again contacted the victim, who was 19, and she cooperated with their investigation.

Jones pleaded guilty to one count of continuous sexual abuse of a child, and two counts of attempted sexual exploitation of a minor.

On Sept. 28, Superior Court Judge Tina Ainley sentenced him to 50 years in prison, 25 of which are “flat time,” meaning he is ineligible for early release for any reason.

Missing Person 14 Year Old Solvay, NY Girl

Police have released new information in the search for a 14-year-old girl who is believed to have run away earlier this month.

Solvay police said they are continuing to investigate the missing person case of Allison Fletcher, who was last seen walking away from Solvay High School on Oct. 1.

Fletcher suffers from a medical condition and is considered endangered. Police said new information suggests Fletcher may have traveled from Oswego County to the Rochester area recently.

Police in Camillus asked the public’s help finding Fletcher in August. At the time police said she had run away from home.

Fletcher is described by police as a 5-foot-3-inch white girl weighing about 115 pounds. She has blue eyes and red hair. She was last seen wearing a red and white jacket, green sneakers and dark pants, and she was carrying a zebra-striped backpack.

Anyone with information on Fletcher’s whereabouts is asked to contact Solvay police at 315-468-2510.

Missing Person Raymond Krueger of Roseville, MN

Police in Roseville are asking for the public’s help in locating a man missing for more than three days.

Police say Raymond Krueger, 73, was last seen leaving the Ramsey County Law Enforcement Center in St. Paul on Sunday, Oct. 11 at 3:15 p.m. He’s described as a white male, 5 feet 9 inches tall and weighing around 150 pounds. He also wears glasses, and is hearing impaired. Police say Krueger has made no attempt to contact his family members since he was last seen.

Police have also contacted local hospitals and homeless shelters, as Krueger has no access to cash and there hasn’t been any recent activity on his debit cards.
