Private Detective: Home Health Agency Executive Director to Pay US Government

The executive director of a Lexington-based home health agency has agreed to pay the U.S. Government $1,082,416 to settle allegations that she provided unlawful compensation to physicians who referred patients to the agency.

Vicki S. House, a resident of Scott County, was the Secretary and an Executive Director of Nurses’ Registry and Home Health Corporation (“Nurses’ Registry”), an agency that provides home health services to patients throughout Central Kentucky.

http://liarcatchers.com/contact.php

According to the settlement agreement, from March 2006 through April 2010, House provided compensation to three local physicians who referred patients to Nurses’ Registry. Nurses’ Registry then submitted claims to Medicare seeking payment for the services it provided to the patients referred by these physicians. The U.S. Government contends that this conduct violated the Stark Law, which prohibits the submission of claims resulting from referrals from physicians to whom the agency has provided compensation.

“We intend to use every tool available to protect the taxpayers from those who abuse federal health care programs for personal gain,” said Kerry B. Harvey, United States Attorney for the Eastern District of Kentucky. “Every dollar lost to fraud and abuse is a dollar that is unavailable to meet the needs of those who depend on Medicare for vital healthcare needs. We will continue to vigorously protect the interests of the United States in this litigation.”

Nurses’ Registry and the Estate of its former owner and Chief Executive Officer, Lennie G. House, are also defendants in the United States’ complaint that alleges False Claims Act violations.

This settlement only resolves the government’s claims against Vicki House; it does not resolve any allegations for False Claims Act violations against Nurses’ Registry or Lennie House’s Estate. Those defendants are scheduled for trial in August 2015. If they are found liable, Nurses’ Registry and Lennie House’s Estate will be liable for three times the amount of money Medicare paid the agency for false claims, and the agency would be excluded from further participation in federal health care programs.

The investigation was conducted by the Department of Health and Human Services, Office of the Inspector General, Office of Investigations; the FBI; the Office of the Kentucky Attorney General, Medicaid Fraud and Abuse Control Unit; and the U.S. Attorney’s Office for the Eastern District of Kentucky. Assistant U.S. Attorneys Paul McCaffrey and Christine Corndorf represented the federal government in this case.

Missing Person Roxanne Paltauf of Austin Missing 9 Years

An Austin family is still searching for their loved one who went missing on July 7, 2006. They’ve been on the hunt for nine years and won’t stop until they get answers.

As hard as it is not knowing what happened year after year, Roxanne Paltauf’s family hopes time is changing the heart of whoever does know what happened and they want that person to finally come forward. They’re sure someone has the information that will solve Roxanne’s case and all they want is to find her.

http://liarcatchers.com/missing_persons_investigations.html

Paltauf was 18 years old when she disappeared. Her family says the last person who saw her was her boyfriend, but no one was ever charged in connection with her disappearance.

“He told us that they got in an argument and she walked out without her purse and her clothing and her cell phone and that’s it. We haven’t seen or heard from her since,” says Elizabeth Harris, Paltauf’s mom.

Over the weekend, friends and family canvassed I-35 at Rundberg Lane. That’s where Roxanne went missing. Her loved ones passed out flyers sharing Roxanne’s story with anyone who would listen.

“It’s nine years now so we’re running out of options. We don’t know how to keep Roxanne’s story still out there… still alive,” says Rosalynn Paltauf, Roxanne’s sister.

Roxanne’s family was and still is close. That’s why they’re sure Roxanne would never just leave.

“I remember a month after Roxanne disappeared, and I was sitting there thinking, ‘I cannot imagine this going on any longer. What if it’s a year?’ …and now nine years down the road… it’s been nine years I can’t believe that,” says Rosalynn.

Roxanne’s family still gets messages from strangers around the world — offering encouragement and support, but what they need are answers.

“What I really need is somebody here in the Austin area that knows what happened to my daughter,” Harris says.

Until Roxanne’s family gets those answers, they’ll never stop searching.

“Roxanne, we love you. We miss you. I hope to see you again one day, and I know I will,” Rosalynn adds.

The last big development came in March of 2014 when cadaver dogs hit on a scent where Roxanne went missing. However, searchers never found anything. Now Roxanne’s face is among missing persons playing cards sent out to prisons across the state. Roxanne’s family says they are still getting tips, but so far no answers. Anyone with information on Roxanne’s case is encouraged to call the Austin Police Missing Persons Unit at (512) 974-5250 or Roxanne’s family at (512) 767-5516.

Missing Person Baby’s Father is Person of Interest in Shasta County, CA

Almost 100 people have joined the search for missing baby Ember Graham near Redding.

Investigators with the Shasta County Sheriff’s Department say they are unable to determine whether they’re dealing with an abduction or if the baby’s father is to blame. There are no witnesses, no suspects and no vehicles linked to baby Ember’s disappearance.

http://liarcatchers.com/missing_persons_investigations.html

“We can’t put an amber alert out. So with that limited information we have from the father, who had the child the night before to that morning, we’re making sure we follow the leads based on information he’s given us,” said Lt. Dave Kent, Shasta County Sheriff’s Department spokesperson.

Ember was last seen in her crib Wednesday night at her father’s Anderson home.

Early Thursday morning, Ember’s father, Matthew Graham, reported his baby missing. That night, the 23 year old was arrested and booked into jail. He’s not charged with his daughter’s disappearance; instead for parole violation relating to prior DUI and forgery convictions.

Investigators say Graham has been inconsistent and unresponsive. They consider him a person of interest.

“We want to exhaust all of our resources to make sure we follow up on leads,” said Lt. Kent.

The Sheriff’s Department has released a photo of Graham’s dark blue 1990 Chevy Pickup in hopes someone who saw it will come forward with information.

Investigators tell FOX40 Graham and Ember’s mother are separated and living apart.

The young father denied a request to be interviewed at the Shasta County Jail.

He’s being held without bail.

There is a $10,000 reward is being offered for information.
